Competitors do not need to be members of USEF in order to compete in regular classes. However, if adult competitors choose to compete in AMATEUR classes, they will need to have a USEF card which identifies them as an AMATEUR. All Junior Exhibitors are automatically classified as Amateurs and do not need the USEF card. All Competitors will need the AHA Competition card or pay a single event fee. 3 General Rules and Regulations EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. EACH PARTICIPANT IS RESPONSIBLE FOR KNOWLEDGE OF AND IS SUBJECT TO THE USEF RULE BOOK. THE USEF RULE BOOK IS AVAILABLE AT USEF Membership requirements for participation in Amateur Restricted classes Active Equine Canada members who are not current USEF members and want to compete in an amateur class are not required to pay for a USEF membership or Show Pass fee; however, they must fill out the USEF membership application with their name, signature, date of birth and check the Amateur box in order to be eligible to compete in an amateur restricted class. ANYONE ELSE COMPETING IN AN AMATEUR CLASS WILL BE REQUIRED TO SHOW PROOF OF AMATEUR STATUS ISSUED BY USEF. Only active Federation members [Competition memberships] may obtain amateur status. Every person who has reached his/her 19th birthday and competes in classes for amateurs under Federation Arabian rules must possess current amateur status issued by the Federation. Exceptions Any person who has not reached his/her 19th birthday as of December 1 of the previous calendar year is a Junior Exhibitor; all Junior Exhibitors are considered amateurs for competition purposes. Proof of amateur status is not required for Opportunity classes. (GR and AR 110.6) FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered.i also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. (BOD 5/12) AHA Competition Card Requirements 2016 COMPETITION CARDS for all concerned must be mailed with entry or entry will be considered incomplete. All riders, drivers, owners, agents and handlers who exhibit horses in the show ring or sign the entry form as the responsible party for any individual s horses at the show must be AHA COMPETITION level members with competition cards or pay a Single Event Membership fee of $35 per person. If the recorded owner is an entity (Farm, Ranch, Syndicate, etc.) and does not have a current AHA Business membership, a Single Event Membership must be purchased for that entity. Exception Exhibitors in Walk/Trot or lead line classes, or Parent/Guardian signing for minors. AHA does not permit Single Event Memberships at AHA Regional Championship Shows. An AHA COMPETITION membership card is required for all. Lead Line is exempt. Registration Horses shown in the Arabian division must have been issued a certificate of registration from the Arabian Horse Association Registry and/or the Canadian Arabian Horse Registry or, if under one year of age, be eligible for registry, and registration applied for and must be entered under their full registered name. Half-Arabians and Anglo Arabians must be registered with the AHA Registry in the Half-Arabian and/or the Anglo- Arabian registry, or be eligible for registration and registration applied for and must be entered under their full registered name. 4 Show Information Admission to the arena No person may enter the space set aside for the judging or hold any communication with the judge without permission of the steward or show manager, who will arrange an appointment with the judge at the proper place and time. Failure to comply with this request could result in disqualification from subsequent classes and forfeiture of all entries, prize money, trophies and ribbons. All attendants must be neatly and properly dressed. Special attention should be given to dress and demeanor on entering the ring. Awards First Place Award and ribbons to 6th in each class. Junior Exhibitor Performance and Equitation will have ribbons to eight places. Changes to schedule or venue. Management reserves the right to make changes of arenas, judges or class order to facilitate time schedule and conditions. All changes will be posted on the announcement board at the office and the appropriate announcements made during the competition. Classes with no entries by closing date may be cancelled. Competition management reserves the right to cancel, combine or split classes at its discretion. Show management reserves the right to add or substitute judges as required. Upon receipt of the preliminary ride schedule, it is the rider s responsibility to notify Show Management if they are NOT eligible to show for a substitute or added judge. Class Conflicts Exhibitors are cautioned against entering the same horse or rider in successive classes. Due to a very full schedule, we will not hold the gate beyond the normal gate hold allowed. No refunds will be given for missed classes or conflicts. Cruelty The abuse of a horse by any person is forbidden, constitutes a violation under Chapter 7, and renders the offender subject to penalty. The following acts are included under the words Cruelty and Abuse but are not limited thereto - Use of shackles, hock hobbles and similar devices (not to be construed as rubber or elastic exercising devices) Excessive use of a whip on any horse, in a stall, runway, schooling area, show ring, or elsewhere on the show grounds before or during a show, by any person. Attention getting devices &/or other noisemakers (including but not limited to tape measures, blow horns, altered bamboo poles, explosives, etc.) are not allowed. Discipline Exhibitors are warned that any act of discourtesy or disobedience to the officials on the part of the owner, trainer, groom or rider will disqualify the horse from adjudication. The show committee reserves the right to remove a horse, owner, rider or groom from the show without being liable for compensation or damages. It is a violation of USEF rules to commit any act or make remarks during the show that are considered offensive or made with the intent to influence or cast aspersions on the judging, and any exhibitor may be barred from the show for this offense. Dispute Not Covered by Rules Should any question or dispute arise not provided for in the governing rules, the same shall be referred to the Executive Show Committee whose decision shall be final. Disposal of Needles & Medical Waste Sharps is the title given to hypodermic needles and syringes, even in the equestrian environment; used sharps are contaminated by contact with equine body fluids. Any owner, trainer, exhibitor or their agents, who improperly dispose of needles or other sharp disposable instruments, may be fined $100 by the competition management pursuant to USEF GR Competition management will place sharps containers in the barn area and show office. Farrier will be on call. The phone number will be posted on the office door and in barn areas. Judging Assignment Single judge system will be used for all classes. Protective Head Gear Except as may otherwise be mandated by local law riders in all Dressage, Working Hunter, Jumper, Hunter Hack, and all Hunt Seat Equitation classes (not to jump or over obstacles and when jumping anywhere on the competition grounds) must wear properly fastened protective headgear which meets or exceeds ASTM/SEI standards for equestrian use and carries the SEI tag or BSI/BS EN Standard. It must be properly fitted with harness secured. (AR111) Protests A protest must be filed as set forth in USEF rules. Responsibility Region 5 AHA and The Pacific Rim Arabian Horse Association will not be responsible for any loss, damage or injury to horses exhibited or for any article of any kind or nature that may be lost or destroyed or in any way injured. Each exhibitor will be responsible for any injury that may be occasioned by any person, whomsoever, by any horse owned or exhibited by him, and shall indemnify the occasioned by any horse owned or exhibited by him or arise from the negligence of the person in charge of such horse. All horses will be exhibited in this show entirely at the owner s risk. Scratched Classes All exhibitors scratching their class at the gate must also complete the scratch form in the show office. Volunteers It takes many, many, many volunteers to hold a successful horse show and make it enjoyable for everyone. Volunteers will be welcomed, acknowledged, rewarded and greatly appreciated. In the case of a rider under the age of 18, his/her parent or guardian, or if not available, the trainer must sign an entry on the minor s behalf. all entries must have the trainer line signed by the adult person who has care and custody of the horse at the show. 6 Entry Guidelines CLOSING OF ENTRIES ENTRIES MUST BE POSTMARKED BY MIDNIGHT, APRIL 9 TH OR WILL BE CONSIDERED A LATE ENTRY. POST ENTRIES WILL APPLY. **POST ENTRIES FOR CLASSES WILL BE CLOSED AFTER THE LAST CLASS OF THE SESSION BEFORE THE CLASS IS HELD. Age of Horse and Rider For horse show purposes any horse shall be considered to be 1 year old on the first day of January following the actual foaling date. Junior exhibitors are those who have not reached their 19th birthday by 12/1/2015. Junior exhibitors are considered amateurs and do not need amateur certification. Horses entered in Dressage classes must be 36 months old. Amateur Owner Family Definition Horses entered in amateur owner and junior owner classes must be registered in the name of the competitor or a member of the competitor's family, as defined by USEF rules. (Horses registered in a farm, ranch, syndicate, partnership, corporation name may be shown in Amateur Owner classes provided the family is the sole owner of the farm or entity as defined by USEF rules). The sale of a horse does not eliminate this registration requirement. Contracts of Sale or Bill of Sale will not be accepted for owner classes. Leased horses may not be shown by the lessee in Amateur Owner classes. Combined ownership is allowed in Amateur Owner classes only when these owners are members of the same family. Change of Handler/Rider It is the obligation of the exhibitor to notify the show office of any change in rider, driver, handler or cancellation of entry and exhibitors must fill out a handler/rider change form with correct association numbers and documentation in the show office prior to their class. This also applies to equitation horses changed after entry has been processed. Changes must be submitted before the end of the session before the class is held. Entries Entry forms must be signed by all owners, riders, drivers, trainers, coaches or agents. If there is no trainer, the owner/agent must sign both lines. The person who signs as trainer must be 18 or over. Parent/guardian signature is required on entry forms for juniors, or if not available, the trainer must sign on the minor s behalf. By signing and submitting an entry to this show, it is your intent to show and agree to our rules. You agree to pay all fees due and understand that refunds will not be made. Please contact the show secretary for clarification if you have any questions regarding entry policies. Entry Payment Make checks payable in US Funds to THE CASCADE. In fairness to all exhibitors, open checks are not allowed for the initial entry. If an open check is sent, it will be closed for the amount due at the time the entry is processed and will be deposited. Postdated checks will not be accepted. Secretary reserves the right to finalize open checks. Leased Horses may not be shown by the lessee in Amateur Owner To Ride (AOTR) classes. Combined ownership is allowed in Amateur Owner To Ride (AOTR) classes only when these owners are members of the same family. Post Entries will be accepted at the indicated post entry fee and will be closed after the last class of the session before the class is held. Dressage, Western Dressage & In-Hand post entries are only allowed in the event a ride/run time becomes available. Refunds Entry fees will not be refunded in the event that all or part of the competition is cancelled due to a storm, acts of God, illness, accident or other emergency at the show. Refunds for improperly entered classes only in cases of secretary error. Refusal of Entries The Region 5 AHA Board of Delegates has directed that entries must be refused from anyone that has an outstanding obligation to any Region 5 affiliated club, show or contracted services. Management reserves the right to hold classes conditionally, or cancel entries of any contestant, as stated in USEF Rules. Show management reserves the right to reject any entry if it seems to be in the best interest of the show. The show committee reserves the right to remove any owner, groom, rider, trainer, manager, coach or driver groom (header), horse or rider from the show who has shown an objectionable attitude or behavior towards its management, or previous unsportsmanlike behavior, without being liable for compensation or damages. Returned Checks Checks returned by the bank for any reason will incur a $75 charge per domestic check ($100 per International check). Payments will not be processed through the bank a second time. Show packets will not be released until all debts are settled. In the event a check is returned after the completion of the show, it will be handled in accordance with USEF GR913. Travel Requirements You are responsible for being in compliance with Washington transport requirements. Vaccination Policy Exhibitors are reminded of USEF s new vaccination policy, effective 12/1/15; see GR845 for details. Download the form from https // Bring the completed form, signed by your veterinarian, with you to the competition. Competition Management reserves the right to review vaccination documentation. Non-compliant entries may be quarantined or denied permission to unload, and will not be allowed to compete nor to mingle with other horses. No refunds will be given if right to compete is denied because the Vaccination Record is missing or incomplete. Withdrawal of Entries The show committee agrees to refund fees on any horse not fit to show provided written notice is given or on or before entry closing date of April 9, After closing date and up to 7 pm Friday, May 4, 2016, withdrawal must be accompanied by an OFFICIAL VETERINARIAN CERTIFICATE. Refund of entry fees will be reimbursed at the direction of the show committee, less a $20.00 withdrawal fee. ATTENTION COMPETITORS Each competitor is responsible for supplying management with correct applicable numbers (AHA, USDF and USEF) for horse, owner, rider, and trainer, before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards. Prize List current as of 04/05/2016 Page 6 of 18

7 Facility Guidelines Arenas Arena footing is sandy loam. Main arena is 95 x 195. Covered warm-up is 60 x 140. Outdoor sand ring is approximately 100 x 100. Dressage Intro and Training levels, Western Dressage Intro and Basic levels may be held in the short court. All others will held in a modified long court due to arena restrictions (dressage court is 4.3 meters short) Unless otherwise specified, arenas will be groomed before the first class of each session. Common Areas The round pen, Joan Mitchell Arena, the Jack Stecker Arena, stock/holding pens, and the Twomey Barn wash rack are Tacoma Unit membership use items only, and not for exhibitors at this show. Please respect this. Fire Marshal Rules Aisle ways between stalls must remain open. Stall drapes must be fire retardant, including cordura. The Fire Marshal may inspect the grounds during competition and may ask for proof of fire proofing. Smoking is not allowed in the arenas, barn areas or stands. Food The food concession will be open during meal hours. Lungeing is not permitted in the warm up arena while any classes are in session or 30 minutes prior to the start of a session. Lungeing is not permitted at any time in the main arena. Your best bet is the sand arena, before and after competition hours. Pets Dogs (and Cats) are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Pets are not allowed in the arenas at any time. Please do not leave pets unattended in stalls. Pet owners are solely responsible for any damages, claims, losses or actions resulting from their pet behaviors. Pet owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards (GR1301.6) Motorized Vehicles on Fairgrounds Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Overnight Camping Fee Fee is $30 per night and applies to tents, campers, motor homes, etc. whether you are hooked up to electricity or not. 8 Sport Horse Guidelines Dressage/Western Dressage Note that Class List IS NOT necessarily the order of go. Due to limited ride times available, entries will be limited to no more than three tests per horse/rider. Entries will be accepted in the order received and when time is filled, a waiting list will be started. Ride times will be posted at one week prior to the show. A ride schedule will be ed to you if you provide your address on the entry form. If you do not have internet access, please phone the show secretary. Post Entries will be accepted at the indicated post entry fee and will be closed after the last class of the session before the class is held. Dressage/Western Dressage post entries are only allowed in the event a ride time becomes available. Ride times will be posted at www. Show staff will not follow up with exhibitors who request ride times to be ed but do not provide a legible e- mail address. Announcements will NOT be made. Exhibitors are responsible for being ready to enter the arena at their assigned ride times. Exhibitors that arrive late will not get to ride and will not receive a refund. Score Sheets If a mathematical scoring error on the score sheet is discovered, it must be reported to Show Secretary within one hour of the official posting of the scores from the last scored class of that competition day or the error will stand with no change in class placings. Please claim all Dressage test sheets and In-Hand score sheets at the awards room before you leave the show; they will not be mailed. Scratches and no shows. If you don t show up for an assigned dressage ride time, this Competition reserves the right to scratch you from all remaining dressage rides and offer them to other exhibitors. United States Dressage Federation 2016 USDF/Dover Saddlery Adult Amateur Medal Program Competitions/rev. 5/7/2015 The USDF/Dover Saddlery Adult Amateur Medal Program is designed to specifically recognize and encourage adult amateurs riding at Second Level. Awards 1. USDF/Dover Saddlery Medal Recipient The eligible rider with the highest score of 60 percent or better in the designated Second Level Test Three class or applicable test of choice USDF/Dover Saddlery Adult Amateur Medal class at a participating competition will receive a handcrafted USDF/Dover Saddlery pewter medal and neck ribbon. Winners will receive a $20 Dover Saddlery gift certificate for the first three USDF/Dover Saddlery Medals they win during the competition season. 2. USDF/Dover Saddlery National Merit Award A USDF/Dover Saddlery National Merit Award will be awarded to riders winning three USDF/Dover Saddlery Medals in the same competition year. 3. Year-End Awards The USDF/Dover Saddlery Medal National Champion and Reserve Champion are determined from the average of the top three winning ride scores during the competition year. The champion receives a $1000 Dover Saddlery gift certificate and the reserve champion receives a $500 Dover Saddlery gift certificate. Rider Eligibility 1. Rider must have a current USDF Participating or Group Membership and be a member in good standing of USDF when the scores are earned. 2. Rider must be an adult amateur in accordance with Article GR1306 of the USEF rules and be designated with USEF as an adult amateur at the time the scores are earned. Owner & Horse Eligibility 1. (USDF), a federation of over 120 independent organizations throughout the United States with a membership of 30,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse s natural responses, as carried out in a gradual, planned program during which the horse s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Member Guide or the USDF website at This competition is recognized by USDF for 2016 Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non-Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.) Individuals cannot compete at a USEF-licensed/USDF-recognized competition with a USDF Education Membership. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes. Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21 st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met.
