3 Upcoming Events Page 3 Convention: National SCI Convention in Las Vegas February Southern NM Banquet : The Southern NM Banquet is set for Friday February 13, and Saturday February 14 at the Roswell Civic Center. Times are 6-9 on Friday for the meet and greet with the outfitters, as well as the candy bar auction and pizza. This is a fun and laid back evening. On Saturday the doors will open at 4:30. 4 President`s Message Page 4 As I write this message I am looking out my office window as the snow falls on Southern New Mexico. I reflect on what we as SNSCI chapter have accomplished in We have mentored youth of our area in a youth antelope hunt in Northern New Mexico. We have also provided bows, arrows, targets, and back drops for the youth at Berrendo Middle school. We have provided funds to the NM Department of Game and Fish to buy and equip two new shooting sport trailers. We also helped sponsor the youth pheasant hunt in December. We sent 4 teachers to the AWLS training in Jackson Hole for a week. We also donated direct to the Sables and AWLS for items needed to keep the camp up and running and in good condition. All of these are in our core of what we do with SCI and that is promoting hunting and conservation in our schools as well as getting youth more involved in hunting and conservation. We have also helped the new PH school in Africa with a donation to help them get reloading equipment to train the young PH s in both shooting and reloading of their own ammunition. These you people both men and women will provide a wonderful experience when hunters come to that area, as well as they will be working to control poaching in the area. We have donated to Borderlands Research Institute for their research on Antelope. (They will have a booth at our banquet) Stop and visit with them.) We also helped a graduate student from Texas Tech with trail cameras that he needed in a research program to determine antelope and deer movement west of Roswell. Again I feel that all of these areas help in the conservation of wildlife in New Mexico and West Texas. We have also sponsored many different sporting clay hunts to benefit the youth of Southern New Mexico including the Boy Scouts, Artesia Band, Concho Shoot and others. We hold two major fund raisers each year which are our annual banquet in February as well as our sporting clay hunt in August. I am sure there are things that I cannot remember and have missed but all in all we have had a good, productive year. We have about 125 members on our rolls. The only thing that can make us stronger is more involvement from ALL members. Take a look at yourself!!! What has SCI done for me? What have I done for SCI? The old saying is you get back what you put into an activity or organization. We can accomplish so much more if we can get more of our members actively involved. Think about it. 5 Featured Member Page 5 Hud Rhea Hud Rhea is our featured member of the month! Hud has served on the chapter board for many years, and was our treasurer for longer than anyone can remember! He was the best and most accurate treasurer we have ever had. Hud is a past president of First National Bank in Roswell, during which time he raised the bank to the list of the Top 100 agricultural lending banks in the nation. He was raised in Texas, attended Texas Tech University where he was the Red Raider during all the Tech home football games. Hud is a dedicated hunter and conservationist, and a dyed in the wool.300 Weatherby fan! He is a past president of the Roswell Rotary Club, and a long standing member of the Fin & Feather Club. He is a Life Member of the NRA, and a member of The Wild Sheep Foundation, Grand Slam Club/Ovis, and Safari Club International. Hud s wisdom and steady hand continues to be a model for all other chapter board members!

6 Page 6 Featured Youth Member Youth Antelope Hunt These four pictures are from the youth antelope hunt the chapter did in Northern NM. The permits were donated by Jay Turner. They were guided by Jay Turner and Hud Rhea. The hunt took place in late December. Here are the names of the boys: Jerimiah Capps, Josh Capps, Jamey Kennemur, and Rylan Ruiz. 7 News Articles Lion Page 7 On October 27, 2014, the United States Fish and Wildlife Service (USFWS) announced its long-awaited proposed decision about whether the African lion should be listed as an endangered species under the Endangered Species Act. Please see the attached executive summary of the proposed rule. The Service decided four things: First, the Service decided that the lion is not endangered. Second, the Service decided to propose that the lion be listed as threatened. Third, the Service decided that sport-hunting of lions is not a threat to the species at this time, and that well-managed sport-hunting provides important conservation benefits for the lion. Fourth, notwithstanding its conclusion that sport-hunting provides important conservation benefits to the lion, the Service decided to propose what is known as a 4(d) rule for the lion, which would require U.S. hunters to get a permit from the Service in order to import their lion trophies into the U.S. Big Horn Sheep CHEYENNE A bill pending in the Wyoming Legislature would cut the percentage of hunting licenses set aside for nonresident hunters for coveted species such as the bighorn sheep. These licenses are extremely difficult to draw around the West and can sell for thousands of dollars when states occasionally offer them at auction to fund conservation programs. Sen. Larry Hicks, the sponsor of the bill, said it would bring Wyoming in line with the limits that other states already impose on nonresident hunters. "It just establishes parity between what we would do in Wyoming if the legislation passed and every other state that has moose, bighorn, mountain goat and bison permits," Hicks said. "Right now, Wyoming issues, as a percentage of the permits, more of those permits to nonresidents than any other state in the nation. Period." The Wyoming Outfitters and Guides Association, however, is gearing up to fight the bill. The association maintains that the change would threaten the state's tourist industry and would pull the rug out from under nonresident hunters who have spent years purchasing preference points to increase their odds of drawing a Wyoming tag. Outfitters commonly charge thousands of dollars to take hunters into the rugged mountain areas that support bighorn and mountain goats. Wyoming law requires nonresidents to hire outfitters when hunting in wilderness areas. Wyoming currently sets aside 25 percent of tags for bighorn sheep and mountain goats and 20 percent of moose tags for nonresidents. Hicks' bill would reduce that allocation to 10 percent for nonresidents for all three species. READ MORE.

15 March Chapter Presentation JB Smith Dall Sheep Page 15 The Yukon Territory is a somewhat familiar place for me to hunt. I love the mountains and the clean crisp air. This Dall Sheep hunt is actually my 3rd time to be hunting in The Yukon. It was on my return from a successful Moose hunt in September 2013 that I mentioned to my expeditor I wanted to go on a Dall sheep hunt. This is when he told me about an exceptional outfitter, Ross Elliott of Ruby Range Outfitters, and his son Dustin. He even said we d pass right by their headquarters on our drive from Faro to Whitehorse. So we stopped by, and of course they were out on a hunt, where they should be. But luckily Elliott s daughter was there to let us in, where my expeditor gave me a tour, obviously not his first time there, of their amazing trophy room. I was also very impressed with their horse facilities. Needless to say, when I made it back to Artesia, NM, I looked up their contact information, booked my hunt, and began my plans for my Dall Sheep Hunt set for August 12th-21st of Attached are a few of the pics from my successful hunt.
