4 1. Purpose A. Introduction to the Club Welcome to Air Capital Gun Club (here-after known as ACGC or the Club). This is a non-profit corporation chartered by the State of Kansas. Members are individuals interested in the safe, legal, sporting use of rifles and handguns. The primary emphasis of the club is competition shooting activities. As a result, the Club is affiliated with organizations that advance competitive shooting sports. These include the National Rifle Association, International Handgun Metallic Silhouette Association, Civilian Marksmanship Program, American Rimfire Association and the Kansas State Rifle Association. An additional import is the encouragement and training of interested adults and juniors in the safe use of rifles and handguns. The intent of these activities is the development of new competitive shooters in the community, and potential new members of Air Capital Gun Club. To accomplish its goals the club has developed a twelve acre property Northeast of Wichita on which three ranges have been constructed for handgun and rifle shooting. The ranges are open to all members at any time during daylight hours except when scheduled shooting events are taking place or maintenance is being performed. Members are informed in advance of match schedules and planned maintenance activity by a club newsletter and on its Web Site. 2. By-Laws The Club operates under a set of By-Laws that established the Club, describes the object of the club, defines categories of membership, sets the amount of dues and the initiation fee and provides over-all rules for operation of the club. You can obtain a copy of the By-Laws by contacting the Club Secretary/Treasurer. The By-Laws of the Club may only be amended by vote of the members at a meeting called for this purpose for which all members are notified by mail not less than seven days prior to the date fixed for the meeting. 1. Categories B. Membership There are several categories of membership spelled out in the Club By-Laws. Most are paid memberships; however, some are issued at no charge. All members must observe the rules specified in the By-Laws. As a member of ACGC, you are required to maintain membership in the National Rifle Association. Annual-Spouse, Junior, Honorary and Complimentary members are exempted from this requirement. Final approval of membership is made by vote of the members present at any regular meeting after the applicant s name has been presented at two meetings of the members. The categories of membership are: Annual - For any person 18 years of age or older who pays the initiation fee and annual dues. Life - For any person 18 years of age or older who pays the initiation fee, Life Membership dues, and annual liability insurance fee. Five Year Member - For any person 18 years of age or older who pays the initiation fee and Five Year Membership dues. Junior - For any person under the age of 21 who pays the Junior Membership dues. Annual-Family - Any person 18 years of age or older who may have his/her spouse and juniors in a family membership. Also there is a Life-Family membership. Honorary Member - An Honorary Membership in any category (Annual, Life, Five-Year, or Junior) may be conferred upon an individual who has performed meritorious or extraordinary service for Air Capital Gun Club or the shooting sport. He has all rights and privileges of the membership conferred. Complimentary Membership - A Complimentary Membership may be conferred upon any individual by the Executive Committee. Complimentary Memberships expire at December 31 each year. A Complimentary Member does not have voting privileges, but may use the Club facilities. Page 4

5 2. Range Orientation Before being permitted to shoot on the ranges, the new member must participate in an orientation course covering the use of range facilities. New member orientation is performed at the Air Capital Gun Club facility by the Membership Chairman, an officer of the club or a match director. Orientation can be performed on the day of any scheduled shooting event, a work day, or by special arrangement. The code to the combination gate lock will be provided to the member when orientation is completed. 3. Membership After Lapse If you let your membership lapse, then rejoin the Club, you must pay a renewal fee specified in the Bylaws plus any increase in the initiation fee which may have occurred during your lapse of membership along with your current dues. 4. Expulsion of a Member The By-Laws provide that a member may be suspended or expelled from the Club for any cause deemed sufficient by the Executive Committee by a two-thirds affirmative vote of the members of the Committee present at any regular or special meeting. No vote on suspension or expulsion may be taken unless at least fifteen days' notice in writing shall have been given to the member of charges preferred and of the time and place of the meeting of the Executive Committee at which such charges will be considered. At such meeting, the member under charges will be accorded a full hearing. 1. Club Officers C. Operation of the Club Operation of the Club is directed by four officers elected by the membership, who acting together constitute the Executive Committee. Officers are elected for a one year term at a regular monthly meeting of the membership as required by the by-laws. The four officers are: President - Presides at all meetings of the club and the Executive Committee. Vice-President - Performs the duties of the President in his absence or at his request. Secretary/Treasurer - Conducts all official correspondence and maintains all financial records of the club. Membership Chairman - Has charge of all new membership activities. 2. Committee Chairmen and Match Directors Committees are formed by the officers of the Club to perform required tasks that are either on-going or for a one-time activity such as a construction project. The function of the Membership Chairman and his committee is to contact applicants for membership in the club, and for the orientation of new members. A match director is appointed by the officers of the club to plan, organize and oversee each shooting discipline in the club. A list containing the name and phone number of the committee chairmen and all match directors is available from the Club Secretary/Treasurer or Membership Chairman. An updated copy can be found on the ACGC Web Site. D. Club Meetings 1. Annual Meeting The Annual Meeting of the Club is held in Wichita, Kansas during the month of April each year. The purpose of the Annual Meeting is the election of club officers. If the Annual Meeting does not take place during April, it will be held within a reasonable time thereafter and the current officers will hold over until their successors have been elected. Notice of the Annual Meeting of the Club is given all members in good standing in by mail not less than seven days prior to the date fixed for holding the meeting. Page 5

6 2. Regular Meetings A regular business meeting of the Club for the transaction of ordinary business may be held monthly at such time and place as may be selected by the Executive Committee. It is customary for a regular meeting to be held once each month, January through November. The April meeting is normally the Annual Meeting. The December meeting is often for the purpose of a holiday swap meet. 3. Special Meetings A Special Meeting of the Club may be held at any time upon the call of the President, upon the call of the Executive Committee, or upon demand in writing stating the object of the proposed meeting, and signed by not less than 20 percent of the members entitled to vote. Notice of the time, place and object of any Special Meeting must be given all officers and members in good standing by mail not less than seven days prior to the date fixed for the holding of the meeting. The place of such special meeting will be fixed by the Executive Committee. 1. Payment of Dues E. Members Responsibilities The dues of Annual, Annual-Family, and Junior Members are due at October 1 of each year payable not later than December 31. The dues of Five-Year Members is payable in one lump sum at the time of application. Renewals shall be payable in one lump sum at the time of renewal which shall be October 1 payable not later than December 31 of the year in which the membership expires. The dues of Life Members and Life-Family is payable in one lump sum at the time of application. Life Members & Life-family must pay an annual insurance fee which will be due at October 1 each year payable not later than December 31. Honorary Members and Complimentary Members are not billed for dues or insurance. The amount of dues and initiation fee is specified in the Club By-Laws and may only be changed by amendment of the By-Laws. 2. Voting At all meetings of the membership, each member of a category other than Junior and Complimentary is entitled to cast one vote. Voting by proxy or absentee is not allowed. 3. Conduct of the Member On The Range Except during organized shooting activities, the ranges of Air Capital Gun Club are not supervised by full-time range control personnel. It is the responsibility of every member using the ranges to supervise his own activities and to be alert to improper activities by other members and guests. To assist in this, a set of Range Rules have been developed that are strictly enforced. Disregard of any of the rules or the intentional performance of any unsafe, destructive, or discourteous act by a member while on Air Capital Gun Club property will be just cause for cancellation of membership and/or permanent denial of use of the club facilities. A current copy of the Range Rules will be provided to each new member during his orientation. A copy may be obtained at any time by contacting the Club Secretary/ Treasurer or Membership Chairman and by accessing the club s Web Site (See Section J.5.). 4. Assisting With Facility Maintenance The members are the owners and operators of the club. All planning, development and maintenance of club facilities are performed by an Executive Committee and member volunteers. The club has no paid Page 6

7 employees. During the year, there will be a call for volunteers to help with cleanup, maintenance, and other facility development activities. You are expected to participate. 5. Following Common-Sense Rules of Safety There is no set of rules or regulations that can cover all contingencies that can occur at a shooting range. You are encouraged to use your common sense to provide a safe shooting environment whenever an event occurs that is not covered by written rules. 1. Member Identification F. Range Security You are issued an identification card that is to be kept prominently displayed when you are using the club s facilities. A plastic holder with clip enables you to keep the ID card attached to your cap or coat. If you take a guest to shoot with you on the range, he must be identified by a Guest Permit label attached to the his cap or coat. See Guest Policy below. 2. Gate And Lock (Figures 1A & B) The entry lane that provides access to the ACGC ranges is protected by a gate secured by a combination padlock. The combination to the lock is provided to you when you are accepted into the Club and your orientation has been completed. After that, you will be provided the new code whenever it is changed. The combination to the gate lock is to be kept confidential. It is not to be given to anyone who is not a paid-up member. Upon unlocking and opening the gate when entering, reset the lock combination so that it is not set to the current code. When leaving the range, you must lock the gate, unless other members are still present. During a scheduled match when guests and visitors are invited to the range, the gate will be left open during the event and locked after all guests have departed. 3. Guest Policy The facilities of ACGC are for the use of paying members and participants at scheduled, organized shooting events. A guest is defined as any person not a member of ACGC who handles or fires a gun on any range. (Competitor-guests at scheduled events are exempt from this rule.). A guest of a member is not permitted to shoot on the range unless the member has made arrangement in advance by purchasing a Guest Permit from the Membership Chairman. The permit is in the form of a label that can be attached to the guest s cap or jacket. A permit is to be used only once. A guest must be accompanied by an adult member who is responsible for their conduct. A person may be a guest only one time at the ACGC ranges. 4. Junior Members Junior Members must be accompanied by an adult member who is responsible for their conduct when on ACGC property. Junior Members are not allowed access to the ranges without an adult member present. 5. Visitors A visitor is defined as any person not a member of ACGC and who does not handle or fire a gun on any range. A visitor may be on ACGC property only when an ACGC member is present. He must follow all rules of conduct and safety while on club property and must wear eye and hearing protection when on any range when firing is taking place. Page 7

8 6. Reporting Violations If you observe a violation of the Range Rules, destruction of ACGC facilities or other unauthorized use of the property, you have a responsibility to take action. You have two alternatives: you can take action yourself and point out the violation to the person, or you can report the violation to an officer of the Club. When reporting a violation to an officer, provide as much information about the activity and the individual as possible: violation observed, violator s name if known (description of the violator if name not known), description of the violator s vehicle, and the vehicle tag number. Range Location (Fig. 2) The Club property consists of twelve acres of land about twenty miles Northeast of the city limits of Wichita. The nearest town is Whitewater, Kansas. Page 8

9 The GPS Coordinates Are: Degrees Minutes & Seconds: Lat.: N ², Long.: W ² From the North, South or West Wichita: use I 135 to Exit 25 (Kansas 196) and proceed approximately 6 miles East to Harvey County Road 835 (East Lake Road). Turn North and drive 2 miles to Southeast 48 th Street. From the intersection of SE 48 th St. and East Lake Road, drive Approximately 0.6 miles West to the ACGC entrance on the South side of the road. From the Kansas Turnpike: leave the Turnpike at Eldorado, Kansas, take Kansas 196 West past Whitewater to the intersection of Harvey County Road 835 (East Lake Road) and Kansas 196 then proceed as above. From East Wichita: go North on Greenwich Road to Kansas 196. Greenwich Road becomes Harvey County 835 (East Lake Road) North of Kansas 196. Cross Kansas 196 and proceed as above. 2. Range Usage Guidelines On this property (Fig. 3), three shooting ranges have been constructed for rifle and handgun shooting. Although the ranges are used for a variety of shooting activities, each has been designed for specific shooting disciplines. Specific rules for the use of these ranges takes the form of Range Rules. A copy of the current Rules will be given to you during orientation. The essential points from the Rules are listed below and are summarized in the description or each range. Southeast 48 th Street Prohibited on club property: a. Any person under the influence of alcohol or illegal drugs, b. The consumption of any beverage containing alcohol, c. Fully automatic weapons (military and law enforcement personnel are not exempt), or modified to simulate full auto. d. Any weapon firing the.50 BMG cartridge, e. The discharge of a firearm from any location that is not a designated firing line or approved firing location. Page 9

10 General Rules: a. Behind the firing line: Guns must be holstered or cased unloaded. No dry firing or gun handling is allowed except in approved areas during scheduled matches. b. On the firing line: Guns must be grounded or benched unloaded, with actions open and magazines removed so long as anyone is forward of the firing line. c. Personal vehicles are to be parked in authorized areas behind the firing lines of the ranges. d. Eye and Ear Protection must be worn by everyone using the ranges or observing the activities when firing is taking place. e. Each member is expected to return the targets and frames to proper storage and clean up his firing point before leaving. f. Approved targets: Only paper targets, and authorized steel silhouettes are allowed. Not allowed are steel popper targets, aerial targets, cans, bottles, boxes or any breakable items. g. Night shooting is prohibited on all ranges except for scheduled matches. h. Shooting on Sunday morning may not begin until 8:00 AM. Exceptions To The General Rules: All rules included in the Range Rules and summarized in this section on facility usage apply to members who use the ACGC ranges individually: that is, when there is no organized shooting activity taking place. The officers of the club or a match director may utilize the range in a different manner than described here, including the use of targets not authorized for use by shooters using the range on their own. 3. Bob Tompkins Rifle Range/Silhouette Range (East Range - Fig. 4) The Rifle/Silhouette range is located on the East side of the property and is divided into two shooting facilities. The left end of the shooting cover provides the facility for NRA and IHMSA handgun silhouette competitions. The right end of the facility has shooting benches for rifle and handgun target shooting at 100 yards. Before going forward to post a target you must make certain that all shooters (silhouette and rifle) are safe. Notice: If a scheduled match is taking place on the silhouette range, the bench-rest range is closed to shooters and vice-versa. Silhouette Range (Fig. 5A, B): This part of the range has berms at 25, 50, 75 and 100 yards. Only handguns and rifles firing a rimfire cartridge or a straight-wall pistol cartridge may be fired on this range (except that.44-40,.38-40, and.22 Hornet are permitted). All firing must be straight South from beneath the covered firing line. Firing into a side berm is prohibited. 11 Tompkins Rifle Range (Fig. 6A,B, C): All firing on this range must be done from the 100 yard line from the firing line beneath the cover. Solid concrete-topped benches are provided as a convenience for shooters desiring to zero their rifles and for bench-rest matches. Only paper targets are approved for use on this range. They must be posted on an approved backer and stand. Stands and backers for use on this range are stored in storage building behind this range. The stand must be placed in the permanent ground receptacles at the 100 yard line. Posting these target frames in the permanent Fig 6a Tompkins Rifle Range Front receptacles insures that all shots that hit the target or backer will impact the berm. Any handgun or rifle may be fired on this range except those firing the.50 BMG cartridge. All firing must be straight South. Firing into a side berm is prohibited. 4. Harold Beighley Pistol Range/Rimfire Bench-rest Range (Center Range -Fig. 7) The pistol/rimfire bench-rest range is the center range on the property. The left end of the cover provides 25 firing points for handgun practice and competition. The right end of the cover provides benchrests for rimfire rifle practice and competition events. During times of practice, both ends of the range may be in use. Before going forward to post a target you must make certain that all shooters (pistol and rifle) are safe. Notice: If a scheduled match is taking place on the pistol range, the rimfire bench-rest range is closed to shooters and vice-versa. Beighley Pistol Range (Fig. 8): This range is for Conventional Pistol (Bullseye Pistol), Police Combat (PPC), International Pistol, and rimfire rifle shooting. There are 25 firing points. Target distances are 25 and 50 yards. The 25 yard targets are mechanically turned for Conventional Pistol competitions. Only handguns firing a rimfire cartridge or straight-wall pistol cartridges may be fired on this range (except that.44-40,.38-40, and. 22 Hornet are permitted). 12 permanent receptacles insures that all shots that hit the target or backer will impact the berm. All firing must be straight South. Firing into a side berm is prohibited. 5. Gram Pankratz Small-Bore Rifle Range (West Range - Fig. 10A, B) The range on the far West side of the property is designed to be used for.22 Small-Bore rifle practice and competition. There is a covered firing line for shooters. Targets must be posted in a stand that is immediately in front of the South berm. Firing into a side berm is prohibited. Small-Bore rifle practice takes precedence on this range. Whenever a small-bore shooter wants to practice, all firing must be from beneath the cover at the 50 yard firing line. When there are no Small-bore shooters using this range, handguns and rifles firing rimfire cartridges and straight-wall pistol cartridges (except that.44-40,.38-40, and.22 Hornet are permitted) may be fired on this range. Only paper targets posted on an approved backer and stand that is immediately in front of the South berm are permitted. Firing into a side berm is prohibited. Steel targets are not permitted. Firing on this range may be from any distance from the berm as long as all shots are directed straight South. H. ACGC Competitive Shooting Activities ACGC emphasizes competitive shooting. We encourage those who have never tried competitive shooting to join the fun. To that end we have presented this survey of the various shooting activities held at the Club. Any match director will provide you with a set of rules and a schedule of his events. He can also give you suggestions for getting started in his particular discipline. 1. Overview Over 125 years ago, the need to improve the marksmanship skills of civilians and the military led to the founding of the National Rifle Association. The NRA has long supported many kinds of competitive shooting because of the marksmanship training it provides. Today there are many organizations and associations sponsoring and encouraging competitive shooting activities. These events are all about shooters getting together to practice and train, to improve their shooting skills. You will never know the personal challenge and reward of excellence in competition marksmanship until you have been called upon to display your skill with a gun. The opportunity is before you to succeed or fail, with no one to credit or blame except yourself. You will learn much about yourself, and about the "stuff" you are really made of. Competitive shooting is, indeed, one of the ultimate individual sports of all time. 2. Choosing Your Sport It's easy to get started in organized competitive shooting. The first step is to decide what sort of shooting skills you want to improve, and why. 13 For.22 Rimfire Rifle position shooting try: NRA Small-bore Rifle CMP Sporter For conventional ( bullseye ) or international pistol shooting try: NRA Conventional Pistol You can choose to compete "seriously", or you can compete simply for the structured opportunity to improve your personal skill level, regardless of how you are ranked against other shooters. Competitive shooting is both personally challenging and personally fulfilling. It demands the maximum use of your full mental, physical and emotional skills, placing the shooting sports on the list of the most demanding sports activities. 3. Attending A Competition Taking that first step, competing in your first match, can be an intimidating experience. You will probably feel like the new kid on the block. Remember to take your eye and ear protection, as well as water, lunch, sun screen, and other items appropriate to the conditions. Often, it is recommended that you simply observe a complete match at your first outing. Ask questions when you find officials or competitors who have some time. Of course, you won't want to disrupt their concentration while they are competing or working a match. Remember that there are no silly questions - only good questions that go unasked and unanswered. At the first match you attend, see how the event is run, note what type of equipment is needed to compete. Obtaining a rule book is a very good way to learn all the rules of the game. Remember, every shooter started as a rank novice. Most competitors are more than willing to share the wisdom they have gained from years of experience, if you will just ask them. 1. Play it Safe I. Handling An Emergency Your safety while using the ACGC ranges is of utmost importance. It is all too easy for an unexpected circumstance to spoil your anticipation of a pleasant outing. For this reason we suggest that you consider the following guidelines for you comfort and safety while at the range: a. Don t go alone if at all possible. Go with or meet another member at the range. Buy a guest label and take a non-member who likes to shoot. Take a non-shooting visitor with you. If an accident or health problem should occur, your buddy will be there to assist. b. Be sure you or your buddy has a cell phone. After arriving at the range, test the phone to be sure your phone is in contact with a tower. c. Take along any prescription drug you might need while at the range. d. Be sure you have cool clothes in the summer and warm clothes in the winter. Use plenty of sun screen. e. Take water with you. There is no potable water on the range. 2. First Aid Supplies If an accident should occur that requires first aid, there are well-supplied first aid kits (Fig. 11) inside each of the five ranges. The kits are left unlocked for quick access in event of an emergency. Inside you will find band-aids for simple cuts, gauze and adhesive tape for larger injuries. There is also hydrogen peroxide to sterilize a larger cut or wound. Page 13

14 If heat exhaustion is the problem, water may be of help. There are a few bottles in the first aid box. Hopefully, you will never need to use any of the supplies from the first-aid kit, but if you do, please let one of the club s officers know what has been used so that it can be replaced. 3. Other Information Sources There are several sources for information about ACGC and ways to stay current on Club activities: 1. Attending regular and special Club meetings will put you face to face with all the officers, committee chairmen and match directors of the Club. In addition you will meet most of the active members. At these meetings, the business of the Club is discussed by the officers and members. 2. You will receive periodic mailings from the Club by if you have it. This informs you about scheduled events and makes you aware of important changes in Club activities. 3. At least once each year you will receive notification of the Club s annual meeting via mail. 4. You can contact any officer, match director or committee chairman of the Club by telephone and some by . A list of these individuals is available from the Club Secretary or Membership Chairman. 5. ACGC has a Web Site that provides the latest information about match schedules, match results, Clubrelated activities and membership requirements. To access the Web Site go to: K. Current Range Rules You are responsible to understand and abide by the most current version of the range rules. These rules are posted on each of the ACGC ranges. A copy was given to you when you joined ACGC. You can request a current copy at any time by contacting the Club s Secretary/Treasurer or Membership Chairman.
