Moved Sydney Seconded Teka Voting Item 6 - REPORTS Item 6a Board Chairman/Chief Executive Officer & NKC Delegate Stephen King Since the last State Karting Council the Board have been extremely busy with the move from St Marys to our new premises situated at 12 Macquarie Avenue, Penrith. I wish to especially thank Ian Saville, Mark Horsley, Derek Ferry, Peter O Neill, Tony D Annibale and Karen Newton for their assistance on shifting day. The Offices were officially open on Friday, 26 October, 2012 in a joint venture between Karting New South Wales Inc and the Australian Karting Association Inc Page 3 of 13

4 (National). The new premises give many advantages for a more efficient administration, a secure workplace for our staff and an asset for the future. It is with regret that the Board received the resignation of Mrs. Lilian Stones as the Director of Industry Services. The Board have appointed Mr. Tim Craig as the Director Industry Services. Tim brings to the Board a wealth of experience both as a competitor and Importer/Retailer within the industry. The Come and Try Days have been reinstated under strict policy guidelines. I take this opportunity to remind all clubs of their responsibility to ensure compliance to the policy. This is a great tool to promote our sport, however we have to be vigilant and apply all risk management principles to ensure that we can continue to utilise this great promotion. The Board and Officials Panel are currently reviewing our Welfare Policy for both competitors and Officials. Clubs are reminded that it is essential that they advise the State Office should they become aware of a welfare issue with one of our members. The Rotax Nationals were hosted by the Dubbo Kart Club at the Lincoln County Raceway. There was positive feedback from the competitors and the promoter of the Rotax class. The New South Wales State Championships were held at the Coffs Harbour Kart Club. The venue was picture perfect and the track prepared to an excellent standard, despite the extreme wet weather. Congratulations to the Club for the great effort and also all those competitors who competed. The atmosphere in the pits was extremely positive. The first of the Technical and Further Education scrutineering courses was held at the Millar College and was well received and attended. Congratulations to Ian Saville and his team on a job well done. The Engine Tagging/Sealing has been implemented with the assistance and cooperation of the industry. The promotion of our sport received a positive boost with Eastern Creek International Raceway, North Shore Kart Club and Lee Hanatschek promoting a limited twilight meeting with the new corporate kart classes. This event was run after the day s proceedings of the V8 event at Eastern Creek. It attracted many members of the media, V8 supercar and motorcycle celebrities. The Junior National Pro and Senior Clubman Pro attracted a capacity grid and they put on some of the best racing I have seen in many years. Many thanks to all those involved. Page 4 of 13

5 The most disappointing issue since we last met has been some club s lack of respect for making their respective tracks compliant to the Karting New South Wales Track Inspection Handbook. As the matter is under appeal at the time of this report being written I cannot give details, however it is imperative that all tracks become compliant as this issue will affect all clubs track licences. Further, the lack of respect shown to State Officials is of great concern, Club s need to show respect with their communications to State Officials. We need to deal with the issue s not make it personal. NATIONAL DELEGATE. Governance is moving forward with the adoption of the constitution for the Board of a Company Limited by Guarantee. An interim Board has been appointed, this is required for the purpose of registration. The HR Company, Hender Consulting have been appointed to recruit the Board of Directors and this process is expected to be completed for the December, 2013 National Karting Council meeting. The future engine project for Cadet / Rookie engine now has a set of specifications and the tender document is being drawn up for submission to the National Karting council. The National Karting Council dealt with the submissions from the Committee Conference. The minutes of this can be found on the National website. IKD the promoters of the Pro Tour made a submission to run a class for junior Max competitors as a learning/introductory class on the D1 Mojo tyre. This was support by the NKC. The issue of cylinder head inserts was addressed by the NKC and a specification recommended from the Technical committee was adopted. The New South Wales Track Inspection Handbook was once again approved by the NKC. The next meeting of the National Karting Council is the 26/27 October, 2012 and I will give a verbal report of any issue s as the meeting has not been held at the time of writing this report. Item 6d Director Member Services Northern Zone Steve Fisher At the last SKC meeting, Coffs Harbour made the decision to run the State Championships on the small circuit. Whilst this decision may not have been to everyone's liking, the meeting was well run and won. There was one area of concern and that was the lack of club members that were available to help. This is one area that can make or break a meeting like this, other than that, well done to the Coffs Harbour club. Below is a report from the club on the progress of their track extension. "To Steve Just an update to where things are at, works have recommenced on the track extensions and the hard work of redigging and placing extra drainage seems to have work. Surface is being prep for final inspection from Boral which will be in the next 2 weeks Thank you Troy Brown President Page 6 of 13

7 With regards to Track Safety, most clubs are well on their way to completing the work required in the first six month period as per the Track Safety Handbook inspections, along with the State Track Inspector, I have been reviewing each clubs progress. It is good to see that most clubs are working well with what is required, but what is disturbing is there are those that want to argue, ark up or complain that what is there in black and white in the handbook is not how it should be done. This book was produced to make every track compliant and therefore safe for competition. A lot of people have put a lot of time and effort into producing this book, so instead of complaining whenever an inspection is being done, simply get on with what is required and know that you are providing a safe environment. Regards Steve Fisher Item 6e Director Member Services Southern Zone Derek Ferry Verbal Report Item 6f - Director Strategic Services (Planning & Training) Bob Baker I am pleased to report we have been making steady progress over the past few months since the last SKC. We have specified the changes required to the E Mail system to address the Youth Members protection area and expect to implement them during November. On Saturday October 20 I visited the TAFE Scrutineers Course put together by Ian Saville and must say I was quite impressed at the amount of preparation done by the staff at Miller TAFE. The expected benefits of this type of training will be substantial especially when you listen to the many and varied approaches taken by scrutineers at race meetings. I complement Ian on the huge amount of work he completed to make it happen. Being the Director responsible for Risk Management I strongly urge all Clubs to take a greater interest in kart safety and preparedness. We have received a copy of the National Marketing Plan and are in the process of making the necessary changes for it to apply to Karting NSW. This will take some time so it will be in the New Year before I can produce a document for your review. Recently I attended a training course run by Communities NSW which focussed on Fund Raising, Event Management and Grant Writing. We will be running a full Page 7 of 13

8 day training course on the subjects of Fund Raising and Project/Event Management at the same time as the first SKC in Each attendee at this course will receive handouts etc which will assist his/her Club on these matters. In the future a more formal planning approach will apply to such events as Closed State Titles and NSW Championships. Eventually this will be extended to the State Cup and designated major meetings across the State. All Clubs should begin planning now for who will attend on their behalf. Finally the training committee is pressing on with the specifying the Core Competencies required for Stewards, Clerks of Course and OLT Officers with the aim of presenting them to TAFE NSW for costing of their taking over this training including the availability of completing the training online. As we will not be back together before Christmas may I take this opportunity to wish all of you, your members and family the complements of the season and look forward to working with you in Bob Baker Item 6g - Director Industry Services Tim Craig Verbal Report by Steve King. Item 6h - Personal Assistant to Chief Executive Officer David Kermond Item 6i - State Technical Advisor Ian Saville The first training day conducted by TAFE at Miller College for club Techs was held on Saturday 20 th October and resulted in some very informative and rigorous discussion between the attendees. All forms of State Karting were represented and Teka, Speedway and Bitumen scrutineers have all met at the one time and put forward a host of ideas and recommendations on how to improve and help our part of the sport. The TAFE facilitators engaged everyone in discussions and a sampling of various tests highlighted the need to continue along this unified approach to compliance checks. The next training session will involve engine testing and dismantling techniques and the organising for this is already underway with TAFE. A scrutineer s guide was handed to every club and is a valuable resource to training more local scrutineers. I thank every club that participated and hope it will give us all long term benefits. The Trade kart shops and engine builders are slowly coming on board with the tagging scheme and it is starting to have some very positive feedback. Please let Page 8 of 13

9 your local kart shops know about the tagging and benefits to the sport and get in touch with Debbie Wilkinson to obtain the bar coded seals. Item 6j - State Officials Coordinator Philip Naughton As we approach the end of another racing season, I wish to offer my thanks to all those volunteers that have officiated on behalf of Karting NSW throughout the year. This is an often thankless task with many and varied challenges. Our recently completed State Championships showed that we have some excellent Grade three and four Steward s and Clerk s coming up through the ranks and prepared to meet the challenge head-on. At this time we are preparing the Officials training package for We envisage some changes to reduce the overall delivery time and incorporate changes to the Manual for the 2013 racing season as a syllabus component. My review of the OLT training has unfortunately been a little slow in conduct however, is an important task for completion. NSW is alone in the matter of OLT however it is an important facet of racing safety and any comments from current OLT Officers will be accepted and appreciated. Following input from Russell Grimson, a procedural sheet to assist Steward s in the conduct of hearings has been developed. Following review by our Officials Panel, it is anticipated distribution will occur before the end of the year. This year we have seen a couple of race meetings cancelled for want of officials. I encourage all clubs to plan ahead for next year and build your local official numbers to ensure all race meetings go ahead and it is done without the added expense of importing officials. I thank everyone for their assistance throughout the year and offer the best wishes of the Officials Panel for a new and exciting year of competition. 10 Voting Item 7 Agenda Items Item 7a State Track Inspector Proposed by Dubbo The Dubbo Kart Club Inc, have been thoroughly frustrated by the actions and inactions of the present State Track Inspector, Tracy Stewart, in respect to two recent Inspections of our Lincoln County Raceway. We have lost all confidence in his ability to properly interpret the Standards, to properly communicate his decisions to our Club and/or Club Officials, to have little or no regard to the existing Track Layout when interpreting the Standards, to be extremely dogmatic, inconsistent, unreasonable and unfair. He has not displayed to us a thorough understanding of the NSW Standards and, in fact, provided incorrect information and did not consider our Club s particular situation. We are of the view he should no longer hold the Officials Position as State Track Inspector of Karting NSW. Recommendation: Adjourned until the next SKC meeting until the AKAC and Sport and Recreation matters have been dealt with. Motion: Continue to discuss the agenda items under 7a. 11 Item 7c Karting NSW State Policy Track Inspection Handbook Proposed by Dubbo Motion: That Point 4 (page 8) and Point 3b (page 24) Acceleration Line be changed to become:- All Tracks are to have a Yellow Line, a minimum of 50mm wide, painted on to the Track surface at 90 degrees to the Track edge. This Line is to be located between a minimum of 25 metres and a maximum of 60 metres prior to the Start Line and having regard to permitting a maximum Grid (as specified in a Track s individual Track Licence) being able to be in a straight line prior to reaching a Start Situation wherever possible. A Start Situation being as contained in the AKA Karting Manual and which is at present Rule 16.09, especially Rule 16.09(iv). The location of this Line for any Track is to be determined on the site by a State Track Inspector/Zone Inspector in liaison and agreement with the Club Track Safety Officer for each individual Track. The determined location to be recorded at Karting NSW and any further re-positioning of this Line to be only for identified Safety Issues. Moved Dubbo Seconded Manning Valley Voting Motion Lost Item 8 - Discussion Items Item 8a Observed Licence Test In recent times we have competitors passing their OLT test and being 5 to 8 seconds per lap, off the pace of the general field. This has caused some serious concern when it comes to being lapped. Should we have a set standard that must be achieved prior to being allowed to race? The current standard is left to the individual OLT Officer and as such we have a varying standard. Motion: The Officials coordinator to prepare a proposal for consideration at the next SKC Meeting. 12 Voting Item 8b - Scrutineering The need for club s to ensure that scrutineering takes place at race meetings and practice days. Currently under the self scrutineering many clubs are not carrying out random inspections to ensure compliance. Being reviewed by the State Technical Advisor. Scrutineers to continue to do random compliance checks. Item 8c Communications with State Office As from the Monday, 05 November, 2012 telecommunications (telephone calls) with the State Office will be between the hours of 11.00am to 5.00pm, Monday to Friday. Fax and will be available 24/7. This has been introduced to assist in the increased efficiency of State Office and allow the staff to undertake tasks without distraction. Item 8d Race Calendar Briefing by Mr. Derek Ferry. Draft Calendar to be distributed. Item 8e State Championships Board to conduct a review The Board will take verbal or written submissions form Clubs prior to 3 rd December Item 8f Club Canteen/Catering Do we need to set a voluntary nutrition standard to promote a healthy lifestyle. Motion: State Policy to be implemented stating that Karting NSW recommends that canteens promote healthy choice options. Page 12 of 13
