3 1 PREAMBLE The world championship P is an international sports event recognized by THE UIM and as such owes apply the rules of the current year published by the same authority. It will be in the city of Féjus Var ( 83 ) on the south French riviera in France from September 28th till October 7th, This competition takes place on 10 days among which 1 day for the registrations and scrutinering, 1 day of free practice, 5 days of official competition, 2 days off, and one day for the prize-giving. The place of the event will be near of Natura 2000 Zone and the recpect of the environement must be strictly applicated. For this event the city Fréjus offers us its hospitality and of this fact all the crews and teams owe return the biggest respect for all the representatives of the city of Fréjus, technical services and the place which is assigned to us for the realization and the good progress of this event. Every member of a team being guilty of the failure to respect the rules of life and use during the event can see itself imposed by the OOD a financial or sports penalties which can go to the pure and simple disqualification of the event. RISK STATEMENT Powerboat Racing is by its nature a dangerous sport and therefore inherently involves an element of risk. However, I understand that having good knowledge of the rules and ensuring that my equipment is in good working order will help to minimise risks. By participating in or becoming involved with Powerboat Racing organised by FFM affiliated clubs either as a participant, team member or otherwise individuals agree and acknowledge that: I. hey are aware of the inherent risk involved in the sport and accept responsibility for exposing themselves to such inherent risk, including risks to their person, their property, drowning, hypothermia, collision injuries burns and other physical injuries as well as possible death II. III. IV. they have satisfied themselves that they have the necessary skill and knowledge to take part in the event and deal with the conditions that may arise in the course of a race they will not participate in the event whilst under the undue influence of alcohol, drugs or whilst otherwise unfit to participate they are responsible for the safety of themselves their crew their boat and their property whether afloat or ashore and that the management of their boat including insurance is solely their responsibility V. scrutineering does not constitute a condition survey of the boat and it is solely their responsibility to decide whether or not to start or to continue in any powerboat race VI. Ensuring the efficiency and suitability of the helmets and racing vests worn is solely their responsibility the provision of a race management team, patrol boats and other volunteers by the event organisers does not relieve them of their responsibilities the provision of patrol boat cover is limited to such assistance particularly in extreme weather conditions as can be practically provided in the circumstances to be bound by the conditions of the Race Entry Form, Racing Instructions / Advance Programmes and the General Competition Rules of the UIM and of the FFM 3

4 X. they will accept the decisions of the organising committee and officials nominated by the organising committee. XI. they understand that is their responsibility to ensure that the event has suitable insurance cover in place before participating and it is also their responsibility to ensure that they familiarise themselves with event Risk Assessments & Race Instructions / Advance Programmes and bulletins before participating. INDEMNITY Participants in the event will be required on signing on to the event to save harmless and keep indemnified: (a) The owners of the premises at which the event is held; (b) The organising club, the sponsors and the and FMM their respective officials, servants and agents; and, (c) The other boat owners, drivers, passengers or mechanics engaged in the meeting (together with the Indemnified Parties ) AGAINST all actions, claims, costs, expenses and demands in respect of loss of or damage to the property of or personal injury sustained to the Indemnified Parties to the extent caused by the participants, their crew, their boat, their mechanics, support team, representatives or agents. IMPORTANT NOTE: Persons under the age of 18 must have written authority signed by either Parent or Guardian. THE RESPONSIBILITY FOR A TEAM S DECISION TO PARTICIPATE IN A RACE OR TO CONTINUE RACING IS THEIRS ALONE 4

By signing the race entry form and the event official signing on form at the event all competitors are bound by the rules contained in 2018 circuit rules book. It is the competitor s sole responsibility to decide whether to start or continue in a race once passed scrutineering. All competitors must read and fully understand the rules relating to start procedures, overtaking rules, flag procedures and emergency assistance procedures. 3. 7 4.2 Convenience and installation Pit take place in the car park of La Piscine in L Espace Caquot Base Nature Fréjus France. Pit is delimited by security fence with a height of 2.4m and totally closed. Only people who have a Pass can enter and go out of pit by the principal entry from 7:30 am till 8:00 pm. This access will be systematically controlled. Two emergency exits are also planned to improve the safety of pit and can be only used in case of emergency. Pit are forbidden to the public. A private security company will be watched pit, 24h/24. All entrances and exits of 7:30 am at 8:00 pm, will be checked by the private security company and a voluntary member of the organization. Controllers will note down the name, the first name and the entrance and exit hours on a register. From 8:00 pm till 7:30 am, pit will be forbidden and closed to all, only the security officer with his guard dog will be there at all times to oversee. All unauthorized people or without Pass will have their access denied in pit. To access at pit and zone of departure of the races in border of beach, bracelets of different colours (Pilot Co-Pilot Team Manager) will be given to every team. Two registered Pass (neck strap) will be offered to every team by C.F.T. organization to access to pit only. Anyone wishing an additional Pass to access to pit will have to pay 10 by Pass. People will have to pay 10 in case of loss of their Pass. To the day, all-access Pass will be available to pit and to boatload of press. Anyone making the request of all-access Pass will have to pay 30 by day, by pass (within the limit of the available all-access Pass). Locations in pit are organized by Officer of the day as well as Technical Staff. So C.F.T. Organization has expressly requested to every team to inform them by mail, no later than 15 days before arrival, of the space required for their fittings and possibly if they wish to be placed next to a particularly team. C.F.T. Organization do not guarantee the execution of this request. However, we ask to the teams to respect typical pit plan (attached). Electrical terminal distributed across the pit give you a free access to the electricity. These terminals are equipped with French conventional grips, please remember to bring your adapters (picture attached). Every team must be provided, in their space required, of fire extinguisher A B C, of container of the oil used and a carpet. Waste containers will be available across the pit. Water points will be available and distributed across the pit. Toilet will be available outside the pit as indicated on the plan (attached). 4.3 Respect and penalty It is mandatory, daily, that every team keeps clean own their location in pit. All team not respecting that whole all pit will get to a 150 fine. 7

8 Every team is authorized to stock a maximum of 40 L of gasoline: in their space by respecting safety instructions, in out of the sun and in cans approved in the standards UN. Teams which have not the possibility to get that, they can command it, by to the C.F.T. Organization, at least 15 days before the P750 World Championship. Smoking is strictly forbidden in pit. Failure to observe these rules get a 150 fine will be imposed to the team. In the offense is repeated of one of the members of the team, the team will be disqualified of the P750 World Championship. In case of non-compliance with this Regulation, the incriminated team will receive a verbal warning and will go to P.C. Racers at the end of the day to argue its offence. Where necessary, they can receive appropriate penalties. During the commitment, a deposit of 300 will be asked you in the Officer of the day to guarantee, a the C.F.T. Organization, the respect of the safety instructions. This deposite will be restitued the 7 th October, 2018 fully or deduction made by the fines due to the failure of these rules. 5 - RULES AND REGULATIONS The race/s will be run under current rules as stated in the 2018 UIM Circuit Rule Book together with these Race Instructions and any other instructions issued before or at Drivers' Briefings or in Race Bulletins. The Organisers reserve the right to change these Instructions at any time for safety reasons, provided that any change will be in accordance with the current rules. Any changes will be notified to competitors in a Race Bulletin and, if possible, announced at Drivers Briefing. Any infringement of the Rules or of the Race Instructions, or instructions issued at Drivers' Briefings o r in race Bulletins may lead to disqualification or other penalties being applied by the OOD / Race Committee. Organisers have the right to refuse any boat / Team which they consider unsuitable and/or which does not conform to the requirements of the present Rules. The Organisers may cancel or postpone the event or a race at any time in the event of bad weather, equipment failure or otherwise. 5.1 RACE ADMINISTRATION AND REGISTRATION On arrival at the race site, all crew members must report immediately to the Race administration which is located at: Restaurant la piscine at 30 meters on the right side of the dry pit. Race administration contact details during the event are: Jenny Galéa Race Secretary +33(0) Regis Barrat Race Director +33(0) William Miliziano OOD +33(0) All crew members must produce the documentation required under UIM Class Rules and sign the FFM indemnity form. Crews not in possession of the correct paperwork will not be allowed to race. Pre event teams must register on 8

9 To register your team once at the venue 1. Sign the FFM indemnity form. (Document provided at registration) 2. Full International Racing Licence that will be kept on file till the end of the event; it is your responsibility to collect from Race Administration at the end of the event. 3. Show your UIM CIRCUIT RULE BOOK on electronic format or paper format. 4. Show that you have a copy of the UIM Engine homologation sheets. 5. Confirm that your Entry form is correct, it must be stamped and have a letter from your National Authority. 6. Complete a Next of Kin form. 7. Complete a Parental or Guardian Authority form for persons under 18 years of age You must also bring a letter of consent signed by the Parent if you are acting as the guardian for a minor (under 18) Team information document confirming all persons that are in your team at the event names, ages and contact phone details where you are staying and if on site what is the pitch number in case we need to contact you. 8. A letter from your National Authority for your country s Jury representative. As per UIM Rules - If you do not have one you will not be represented on the Jury. (delegate from each country can t be team manager or racer in this event) 9. All foreign competitors will need to purchase FFM third party insurance ( 10,000,000) at the cost of 110 Euros. Include 90 of insurance and 20 for the entry Rule: PLAN AND MAP OF RACE (M-SHAPE & CIRCUIT) The Courses: Courses maybe altered to suit the area and to avoid any exclusions example the groins/ sand movement the course will be explained at Drivers Briefing and testing on the course will be allowed. A parade Lap behind a safety rib on the morning before the race will be compulsory for teams. M Shape Course This is a guide only, the full details will be given at Drivers Briefing. The Start will be explained at Drivers Briefing due to the location and environmental structures within the course area. The Circuit Course: This is a guide only and the full details will be given at Drivers Briefing. The course has been adapted to suit the area available. The course lengths will be approximately to the UIM rules but the shape may vary. 9

10 5.3 THE LONG HAUL This is a guide to the course but due to weather conditions and environmental issues it could change but all details including the start procedure will be given at Drivers Briefing. Course Marks: A full description of each course mark will be given at drivers briefing, including the start run and any Long-haul Course 1. Start and Finish at Plage de L alba Fréjus 2. Start Lap plus 19 Laps 3. Approx. 120km confirmed course measurements and coordinates will be given at the Event Drivers Briefing. 4. Total course is 19 plus start lap 5. Mandatory One/two stops (confirmed at Drivers Briefing) plage de l Alba You can change fuel tanks at this stop/s but not mandatory. 6. Fuel stop procedure will be explained at Drivers briefing. 7. Required Safety equipment as per UIM Circuit Long-haul list. 10

11 5.5 OFFICIAL PRACTICE ARRANGEMENTS All competitors are reminded that full details of the official practice will be fully explained at Drivers Briefing and times stated in the timetable; further practice may be available but teams must get the permission of the Officer of the Day. All local by-laws must be adhered too. The official practice will take place on Saturdays from 10 am till 12 am and from 2 pm till 6 pm. no more than 6 boats simultaneously on the circuit. The Official practice will be done category by category boats will have to take place hard the beach range in the zone defined by the OOD Crews can enter the circuit only if the OOD authorized him The sessions will last 1 hour by categories (10 hours at 11 am Pro-stock - 11 hours and 12 Modified etc.) For the long haul 2 hours of practice will be done in the day of Long haul from 10am to 12am 6 RACE INSTRUCTIONS 6.1 PRE-RACE SCRUTINEERING In accordance with the UIM P750 Class rules within the UIM Circuit rule book. Please note that all boats / engines / Equipment and personal equipment will be checked at pre event technical scrutineering. Each days racing, safety scrutineering will take place At the beginning of every discipline technical scrutineering will take place At the end of all three disciplines, the overall winning top three boats in each class will have their boats impounded and the technical scrutineer will decide how many of the engines and boats will be weighted and stripped as per UIM rules. Please note that at any time a team may be asked to let the chief scrutineer look at their engines and equipment if they deem that there is an infringement to the rules. Fuel testing, weighing of boats & Crew, checking of props etc 6.2 LAUNCHING Launching is the boat crew s responsibility and should not be undertaken before scrutineering, unless otherwise stated. Launching on slipway: Competitors are reminded to comply with all local regulations concerning the use of the slipway. Details of the marshalling area and procedures will be given at drivers briefing. 6.3 DRIVERS BRIEFING The start of drivers briefing marks the end of the eligibility protest period and the Jury members will be introduced Mandatory Drivers Briefing will take place as per Race Instructions, if changed it will be posted at Race Administration. Drivers Briefing Signing-in will commence 15 minutes before the Briefing. All crew for each race boat must sign in to the briefing by the start time and attend the entire briefing. A roll call may be held. Penalty for absence may be disqualification from starting the race or other penalties as defined in the UIM Circuit Rules. In accordance with UIM, CNOSF, FFM Drug and Alcohol tests will be mandatory to any competitor. 11

12 6.4 NOISE AND SPEED RESTRICTIONS Competitors must obey all local regulations and Bye Laws relating to excessive speed and noise. All competitors are requested to refrain from starting their engines unless absolutely necessary before proceeding to the race or official practice sessions. Failure to observe local regulations will result in penalties being applied. 6.5 ROLLING STARTS, STANDING STARTS, BEACH STARTS, CLASS SPECIFIC STARTS Full details of the starting procedure will be given at Drivers Briefing however all class specific starts are explained in the UIM P750 Rules If rules are not clear the OOD will explain procedures for this event at Drivers Briefing. All queries should be asked at Event Drivers Briefing if crews are unsure of any racing rules and regulations. 6.6 FLAG SIGNALS All flag signals are fully described in the UIM Circuit rule book 2015 Class specific rules however competitors are reminded of the following key flag meanings. Please note if surf conditions are rough the OOD may state at Drivers Briefing that teams will not need to acknowledge all flags. YELLOW FLAG On seeing the yellow flag signal from an official boat or on land, competitors MUST ACKNOWLEDGE THE SIGNAL proceed with caution, not overtake other race boats whilst in the area of the incident and keep clear of any danger areas. Any competitor who ignores or abuses the yellow flag signal may be penalised. In the event a large surf the OOD may give directions that acknowledgement of flags may not be required. RED FLAG On seeing the red flag signal, all boats shall stop racing immediately, come off the plane and look to see where the accident has occurred and await further instructions. Instructions of evacuation procedures will be explained at Driver s Briefing. Infringement of any of the above may result in disqualification and/or yellow card and/or a time penalty or any combination. If a competitor misses 2 red flags in any one race they may immediately be disqualified. BLACK FLAG Any race boat deviating from the course into restricted areas, or displaying conduct deemed to be unsporting or dangerous may be shown the black flag along with its race boat number the next time it passes the start boat and will be disqualified from the race. Disqualified boats must return to wet pits area, safely moving off the course and avoiding any interference with the race or other race boats. Disqualified boats will not be awarded points for that race and may be fined. PINK FLAG WITH A LARGE DARK BLUE DOT (not in UIM Rules) This flag may be used when the red flag has been raised and an alternative muster area is required. The race boats must stop on the red flag, await till they see the Pink /blue dot flag is raised from a safety boat (explained at Driver s Briefing) and all boats must go to the vessel off the plane with caution and wait with the vessel till it is cleared by the OOD that the vessel can bring the race boats back to the beach / pontoon. No boats may go back under their own direction this will result in a penalty as described in Driver s Briefing. Please note that the last lap flag will be the White flag. 6.7 ELIMINATING HEATS: 12

13 This will depend on how many boats attend in each class; as per 564B31 / 564B.23 UIM Circuit Rule. 6.8 POST-RACE DECLARATION The Driver or Co-Driver must sign off at Race Control as soon as possible after their finishing time. Failure to do so within one hour of the finish of the race will incur exclusion from the results. Protests against another competitor must be lodged before their next heat. All Crew Members must report to Race Administration before the end of the event to sign off and collect race documentation. 6.9 PENALTIES The OOD or Race Committee may apply penalties referred to in UIM Circuit Rule 406, penalties listed in Race Instructions and Drivers Briefing PROTESTS In accordance with class specific rules in the UIM Circuit rule book 2018.Teams lodging protests to gain time between races will be penalised. AGAINST ELIGIBILITY before Drivers Briefing AGAINST ANOTHER COMPETITOR In Surf and Circuit disciplines racing protests must be submitted immediately after The heat concerned and before the start of the following heat. Only competitors within the race can protest one another. AGAINST THE RESULTS Within 1 hour of posting the results AGAINST NEW RESULTS Not caused by a jury decision, but only concerning the decision which lead to the Changing of the results. Within 1 hour of the new results being posted AGAINST DRIVER TO DRIVER 30 mins Only completed on a UIM Protest Forms accompanied by a Protest Fee payment as per UIM rules will be accepted by Race Administration. This Protest Fee will be refunded if the Protest is upheld. The protest fee is 80 in accordance with UIM Circuit Rule POINTS SYSTEM. UIM Rule: 564B.31 Position Points Position Points and further DNF OFFICIAL RESULTS 13

14 All results will be available every day on the official website of the event after validation of the results by the jury DAMAGING OR DESTROYING A BUOY In accordance with UIM Rule the cost the team/competitor will be 200 plus the cost of the chain, anchor and tackle if not recovered PHOTO / VIDEO EVIDENCE Only official footage / Photographs will be allowed. Outside or team footage cannot be used as evidence. Unless the OOD and/or Jury request it PRE-RACE SCRUTINEERING In accordance with the UIM P750 Class rules within the UIM Circuit rule book. Please note that all boats / engines /equipment and personal equipment will be checked at pre event technical scrutineering. Each days racing, safety scrutineering will take place At the beginning of every discipline technical scrutineering will take place At the end of all three disciplines, the overall winning top three boats in each class will have their boats impounded and the technical scrutineer will decide how many of the engines and boats will be weighted and stripped as per UIM rules. Please note that at any time a team may be asked to let the chief scrutineer look at their engines and equipment if they deem that there is an infringement to the rules. Fuel testing, weighing of boats & Crew, checking of props etc FUELLING ARRANGEMENTS Rule: / Competitors can only use fuel supplied by the organisers, samples will be taken and tested. Fuel will be supplied to all racers in the designated area. Fuel supplied at Racers / Teams expense. Standard pump octane is only 98 in Fréjus. The fuel station allowed will be give you at the arrival. 100LL AvGas is available for Modified class on request. Refuelling is ONLY permitted in the designated Fuel Pit Area on the beach and Dry Pits. All smoking of any type is not allowed in Dry pit and in designated fuelling area. This must be adhered to at all times, offenders will be penalised. Every team is authorized to stock a maximum of 40 L of gasoline: in their space by respecting safety instructions, in out of the sun and in cans approved in the standards UN. C.F.T. Organization put a logistic to assist all team for the refuelling. The details will give you at the registration at the arrival. OIL Rule: A sample sealed container of the oil used, will be supplied by the competitor with unbroken seal. And then held by the organisers for the duration of the event in the event of fuel tests. It is a recommendation that Bio - degradable oil should be used to assist in the reduction of the environmental impact of the sport. NO POWER ENHANCING OIL IS ALLOWED. 7 EVENT TIMETABLE PROVISIONAL (The discipline may change day - weather dependent) 14

Organization. 8.5 Event Sponsoring The organisers may provide cowling stickers and cowling numbers the race numbers for the World Championship will be decided on first come, first served when the entry forms are received. Foreign competitors take priority on your entry form, please state a preferred second choice in case your number has been taken.
