2 4.Arrival and Registration 4.1 Delegations shall arrive, check in and register at the hotel on 12 th November, Valid throughout the day. After checking in, participants will continue to draw for test firing orders and competition orders. 4.2 Delegations shall submit MP3 music of their national anthems on the site of registration. 5.Technical Meeting 5.1 At the hotel for accommodation, at 19:30~21:00 on 13 th November, At the technical meeting, the organizer will clarify and interpret the competition procedures and rules. 6.Catering, Accommodation and Transportation 6.1 Accommodation XX Hotel(a four star hotel, name to be confirmed) in downtown Guangzhou, Guangdong, China 6.2 According to the travelling details of all delegations, the organizer will provide Guangzhou Baiyun International Airport pick-up and drop-off services as well as shuttle transportation between the hotel and the venue. It will provide assistance in facilitating entry procedures for the delegations that bring pistols and bullets for the match, and it will also provide transit reception services in Chinese airports especially in cities like Beijing and Shanghai. 6.3 The hotel will provide competitors with buffets, including Chinese, Western and Halal food. 6.4 In the venue, snacks and beverages will be prepared for competitors during the competition. 7.Competition Information 7.1 Competition rules for police service pistol shooting during the game are composed on the basis of the safety rules and regulations by the International Practical Shooting Confederation (IPSC) and International Defensive Pistol Association (IDPA) shall apply for the competition (see at the official website, unless otherwise stipulated below or in the written brief of each match). 7.2 Qualification of Competitors Competitors must be qualified with their firearms and familiar with the relevant safety rules. 2

3 7.2.2 Competitors must be in-service police officers or students of a police academy, and have reached the age of 18 at the time of the championship Competitors must be physically healthy without mental or psychological illnesses. 7.3 Awards Men s individual, women s individual, men s team, women s team, overall team, and top 8 winners for each category. 7.4 Team Composition Each country or region may enter up to 4 competitors, male or female. There may be 2 alternative competitors. All expenses of the alternatives shall be borne by the participating countries or regions; as well as no more than 3 officials, translators and other staff members (including at least one English or Chinese translator) For team events, it must be 2 male or 2 female competitors Only teams having competed for men's team and women's team at the same time are qualified to compete for the overall team awards. 7.5 Competition Content The competition highlights the police actual combat and sets such stages as houses, crowded public places, streets, parking lots, vehicles, hills and water, simulating true cases like car collision, terrorist attack and indoor capture, etc. Each stage is about 28 meters long and 15 meters wide, and with targets and obstacles inside. Specific content and competition method will be introduced by Range Officers prior to the game, the competitor can have a short field observation. The score is calculated by adding a player's shot time and penalty time, the sum of the score in each stage will become the final result for individuals, and the competitor with the best total score and the shortest time will be the winner. 7.6 Number of Matches There will be11 matches,, and the details will be announced on the official website. 7.7 Categories of Targets Targets may be steel and paper, which serve as Static Target, Moving Target, Shaking Target, 3

4 Rotating Target, Falling Target and No Shoot(s) Target. 7.8 Beforehand Practice The organizer will open up the venue 1 day prior to the competition, and according to on-site registration sequence of each delegation, will arrange the ranges, orders and time for test firing and adaption to venues The host organizer will provide no more than 120 pistol bullets of 9 19mm for test firing, and provide 9mm caliber semi-automatic pistols made in China to those competitors who have not brought along firearms. 7.9 Equipment Firearms: must be 9mm caliber semi-auto police pistols with no internal or external modifications. The host organizer will provide competitors with 9mm caliber semi-auto pistols made in China, and well-matched holsters and magazine holders. Competitors can bring along and use their own police service pistols, and shall carry with them matched holsters and magazines, magazine holders and service belts Ammunition: All matches require a total number of 190 rounds to complete. (excluding test firing, the competitors who bring along their own firearms need to prepare enough bullets). The host organization will provide 9 19mm lead bullets, and the competitors can bring along and use their own bullets of the same standard Holsters: The holsters must be truly suitable for daily police duty required Magazine: 4 magazines Magazine Carrier: Either Open or button-on-top police magazine carrier, but no IPSC magazine carriers Clothing: Competitors wear police uniform of their own country or region Additional Equipment: Competitors must wear service belt with handgun carrier, magazine carrier, handcuff, handcuff carrier, baton, baton carrier, flashlight and flashlight carrier. The organizer will provide handcuffs, handcuff carriers, batons, baton carriers, 4

5 flashlights and flashlight carriers to all competitors on site, and additional handgun carriers, magazine carriers and service belts to competitors who do not carry their own service pistols Administrative Measures/safe management of firearms and ammunition To ensure safe management of firearms and ammunition, according to the laws and regulations on the management of bullets in China, all the guns brought by the delegations shall be handed to the organizer after arrival, which will be handed back to every team on the range during the game and kept by the organizer and transited with the delegation to the airport on departure Scoring and penalty Paper Targets All paper targets require 2 rounds to complete; one more shot at the paper target will be calculated in the results on the basis of the actual bullet holes and shooting area Hit in zone A +0 sec Hit in zone B +5sec Hit in zone C +10sec No hit on the target +20 sec Hit on no shoot target +45 sec Hit the tangent of the partition will be calculated in line with the better score Steel Targets No maximum limit but at least one shots for steel target until it is down, falling or overturned at least by 90 degrees, otherwise will be deemed to miss the target and be penalized Miss target +20 second Procedural penalties The penalty for a competitor who has been given a procedural penalty will be +20 sec. 5

6 Disqualification If the competitor is judged to be disqualified from the individual competition because of the violation of safety requirements, he or she will not be allowed to participate in the remaining competition, and his or her team may not participate in the overall group performance ranking Participants who have been warned for three times will be disqualified Safety Rules Eye and ear protection is mandatory. Every competitor must bring ear and eye protection Competitors are permitted to practice dry-firing in the designated safe area Handguns must be separated from magazines, unloaded and holstered when carried into the range Firearms must only be loaded on the instruction of the Range Officer (RO). At the end of each stage, competitors must show clear to the Range Officer (RO) During the competition, muzzle must point to safe angle. The trigger finger, other than firing a shot, must be outside the trigger guard In case of failure to comply with safety rules, competitors will be disqualified. In the event of serious consequences, the competition qualification and all competition scores of all the competitors in his or her participating team will be canceled. 8.Range Officers 8.1 To ensure the fairness and impartiality of the competition, the Chief Range Officer and Jury of Appeal will be selected and appointed by the USIP. 8.2 Jury of appeal: Acting President of the Guangzhou Vanguard Sports Association, Brigadier General Géza Meichl USIP technical delegate, WPC Police Pistol coordinator / head of referees, from China, USIP Secretary General Sandro L. Dirckx 8.3 The organizer reserves the right to adjust and explain the rules of the competition. 6

7 9.Official Languages The official languages of this competition are Chinese and English. Delegations should be in company with Chinese-English interpreters. 10.Services and Fees 10.1 Service USIP will provide guidance for registration, eligibility examination and other services The organizer will arrange the delegations to stay in the 4-star hotels in the downtown of Guangzhou and provide the transportation and accommodation services after arrival The organizer will provide the necessary assistance and services for the entry and clearance procedures of the delegations with their own firearms During the competition, various levels and forms of police combat communication and visiting activities will be organized Fees International Travel Expenses: All delegations need to pay their own traveling expenses USIP Registration fee Article R 12/2 of the USIP Rules and Regulations: Prior to a championship each participating nation has to pay a registration fee to the General Treasurer of the USIP. This fee has to be paid before the opening of the World Championship. Each start single: 50,00 EURO per individual shooter Each start team: 100,00 EURO per Team The total amount of the registration fee should be paid in cash to the USIP General Treasurer / or his representative in Guangzhou at the beginning of championships. An invoice will be established after paying the registration fee. Participation will be refused to a member organization having failed to meet the payment obligation of the USIP Registration fee Entry Fee. The organizer charges no entry fee. With the aim to provide best services to all participants, free transportation, accommodation and meals in Guangzhou will be 7

8 provided to all, with the exclusion of alternatives, whose expenses shall be paid by the participating countries. Various forms of visits and exchange activities will also be organized depending on the actual situation during the Championship Financial assistance. To invite as many fellow police elites to compete in the Championship as possible, the organizer will provide financial support to those USIP member countries willing to participate but lack of funds. They shall make application by writing to the office of the USIP Secretary General ( usiphq@internationalpolicesports.com), who will then decide in consultation with the organizer the amount of financial support from the organizer depending on the actual situation of the country concerned Appeals fees: Any protest must be filed in writing in one of the three official languages of the USIP within one hour after the respective competition is over. The protest fee is 200,00 EUR. 11.Visa Participants who need visa to enter China can apply and obtain it from the Chinese embassy in their respective country. 12.Registration 12.1 Register online at wpps2018@163.com 12.2 The organizer has generated the unique invitation codes for each member country (Appendix 1), for their own team to register on the competition website Please pay attention to the following deadlines of registration: Participation Confirmation: June 30 th, Please upload the confirmation letter (Form 1) to the competition website. For more information, please see appendix 1 to Verification of eligibility to enter 13.1 For verifying a contestant s eligibility to start, the production of his/her police ID, his/her passport/personal identity card as well the signed Anti-Doping-Declaration will be required All participating countries have to bring the USIP Declaration of Participation for each athlete who will participate, signed by the respective President or Secretary General The verification of eligibility will be effected by the representative of the USIP Technical Commission and a representative of the Organizing Committee Anti-Doping Doping tests (urine and/or blood) will be conducted during the Championship, with the current WADA list of prohibited substances being applicable. ( Every Competitor must sign the USIP Anti-Doping-Declaration and hand it over to the USIP Technical Delegate and/ or the organization at the accreditation. 14.Regulations of Individual Rights 14.1 Competitors are prohibited from drinking alcohol from the registration date to the end of the competition Competitors shall agree that personal information be achieved or published online and on the USIP publications Competitors shall agree that their image data be used by the USIP on priority basis in relevant events. 15.Disclaimer 15.1 All members of the delegation shall abide by the Chinese law, and all personnel must be fully responsible for themselves. If a person violates the local laws for personal reasons, the organizer will not bear any responsibility Participating teams shall carefully read and acknowledge the disclaimer when registering The host organizer will not be responsible for the accidents and property losses caused by the 9

10 competitors during the competition. 16. More Information 16.1 The organizer has introduced the event on the 15 th Congress of the USIP which was held on March 24 to 28, 2018 in Kuwait, all member countries has learned more information during the introduction The relevant information will be presented on the official website, USIP member countries are welcome to us and we will reply as soon as possible.
