GOVERNING INSTRUMENT 1. The SCF is governed by a Constitution which was adopted at the Annual General Meeting on 7 Sep This was subsequently amended with approval from Sport Singapore, the Commissioner of Charities and the Registry of Societies(July 2016). The amended Constitution was presented and adopted at the Annual GeneralMeetingheldon23Sep2016andthefollowingkeyamendmentstothe Constitution were effected: a. Article2(a):toupdatetheregisteredaddressoftheSCFnamely#01-33,3 Stadium Drive, Singapore b. Article 3(h): to include as affiliates of the SCF the following associations:(a) Asean Cycling Association(ACA) and(b) Asian Cycling Confederation(ACC) c. Article 6(a) and 6(b): to make provision for the Management Committee to include a Vice President for Media and Publicity and a Vice President for Track. 2. Harding MTB Racing Team and Team Cycledelic were officially accepted as new SCFordinaryclubmembers.Asat31March2017,theSCFhasseven(7)affiliated ordinary members. 3. Governance Evaluation Checklist AsanInstitutionofaPublicCharacter(IPC),theSCFhaddulysubmittedthe OnlineEvaluationChecklist(fortheperiodfrom1Apr16to31Mar17)atthe CharityPortal.ThePeriodofApprovedIPCstatusgrantedtoSCFisfrom1Dec 2016to30Nov2019. OBJECTIVES: 4. The objects of the Federation are: (a) Cycling: To encourage, promote, organize, develop and control the art and pastime of cycling in Singapore.

3 (b) Cyclists: To support and protect the interest of cyclists in Singapore. (c) Bicycle Racing: To control bicycle racing and arrange bicycle race meetings in Singapore, and to give technical advice or other instructions thereon. (d) Representatives: To select competitors to represent Singapore or the Federation. (e) Prizes etc.: To give prizes, medals and other awards, and to obtain, collect, receive and hold funds and property by subscription, voluntary contributions, gifts or legacies or otherwise, for the objects of the Federation. (f)disputes:tosettleanydisputethatmayarisebetweenthemembersofthe Federation and decide all doubtful and disputed points in connection with the sport and the rules and regulations thereof. (g) Promotion and Funding: To promote and safeguard the interests of the sport, and employ, when necessary, the funds of the Federation for the purpose (h) Affiliations: To affiliate with the Singapore Sports Council( SSC ), Singapore National Olympic Council( SNOC ), the International Cycling Union(Union Cycliste Internationale or UCI ), BikeTrial International Union( BIU ), or other internationalbodyorbodieswhoseobjectsarethesameasorsimilartothoseof the Federation. (i) Competitions: To sponsor, support and/or participate in any national or international cycling races or competitions. (j) Cycle Titles: To decide on the official recognition of cycling titles established in Singapore. (k)misc:generallytodoallsuchotheractsorthingsasmaybeincidentaltoor connected with or conducive to the attainment of any of the above-mentioned objects. POLICIES Membership 5. There are 467 current SCF individual members(scf/ UCI License holders) and seven(7) ordinary members(affiliated clubs with voting rights). Of the current individual members, 100 have been granted UCI Licenses. 6. The membership and licence fees are as follows,

4 a. UCI Licence - $ (with automatic SCF individual membership) b. SCF National Licence - $75.00(early bird) (with automatic SCF individual membership) c. SCF individual member - $30.00 Review and Changes in Policies 7. During the course of the year, the SCF developed and introduced the following policies a. Financial Policy and Procedures(Version 9) pricing guidelines was updated and approved at a Management Committee meeting held on 11 Nov b. HumanResourcePolicy(Version2) updatedandapprovedata Management Committee meeting held on 11 Nov c. SCF s Event Sanctioning Policy was approved at the Management Committee meetingheldon15april2016. d. TermsandConditionsontheSaleofOfficialSCFKit e. Policy on Funding for the National Training Squads(Track, Road, MTB and BMX) approvedatamanagementcommitteemeetingheldon11nov2016 f. Team Manager Policy g. Athlete Selection Policy for the 2017 SEA Games h. Commissaires Protocol and Governance Guide prepared by Lin Zuyi of the Commissaires and Technical Commission with input from SCF Funding Sources 8. The Singapore Cycling Federation is supported by donations, cash sponsorships and Government grants, specifically from Sport Singapore. REVIEWOFACTIVITIES(1April2016to31March2017) General Staffing 9. The Secretariat of the Singapore Cycling Federation is headed by Mahipal Singh s/ok.isharsingh,thegeneralmanager,whowasappointedon1apr2014.

The SCF entered into a sponsorship agreement with OCBC Bank for two years (2015 and 2016). The sponsorship was used solely for the purpose of organising local competitions under the banner of the OCBC Cycle Series.

6 15. The SCF was not able to organise a National Championship for BMX because the Tampines Bike Park is no longer available. On this, the SCF continued to engage Sport Singapore on an alternative site. 16. TheSCFawardedLevel1and2Certificationfor75staffoftheNEA,ontheir successfulcompletionofthecyclesafecourseheldon21,27and29september Ministry of Education 23. CycleSafeTrainers Courseorganisedfor14MOEstaffon12and13Oct2016. People s Association and Grassroots Organisations 24. An SCF Cycle Safe Ambassador s Course was organised on 23 April 2016 for North East CDC and a course specifically for People s Association on 30 April Separately and, as part of the Sembawang GRC s Cycling Community Day, a Cycle Safe Ambassadors Course was organised in the Sembawang Community Club on 13and20November OntherequestofGainCity,theSCFparticipatedinandconductedasafecycling clinic for kids. This was organised as part of the Yuhua Community Club Women s Executive Committee(WEC) Cycling to Gain City& Crime Prevention Awareness Day on 27 November The event was also organised in conjunction with Gain City Celebrates Fitness& Health. Singapore Sports Hub Community Day 27. The SCF was involved in the Singapore Sports Hub s Community Play Day held on 11June2016withinthevicinityoftheSportsHub.A learnhowtocycle, workshop was organised and led by VP(BMX) Hairul Nazwa. Cycosports Jungle Cross Clinic

In a new initiative spearheaded by VP(BMX) and BMX Coach Hairul Nazwa, Cycosports Jungle Cross III Event on 14 August 2016, saw the introduction of a Kid'sMTBclinicandfunraceonanewlydesignedkid'sMTBcourse.The objectivesoftheclinicandracearetwofoldi.e.(a)toinspireyouthtopursue cycling and(b) introduce key riding skills in a safe and controlled environment. This event was organised with support of Cycosports, Centaurs Group and Sports Camp Australia. Charitable Events Dr Kevin Lee(VP for Leisure) and Mr Steven Lim(VP for Safety/Education) represented the SCFinsupportofthe6 th editionofrideforrations.thiswasaridingevent,involving150 othercyclists,frommalaccatosingaporeon27and28aug2016toraisefundsto: provide monthly food rations to 380 needy households registered with Sunlove Neighbourhood Link, an outreach of registered charity, Sunlove Abode for Intellectually Infirmed. provide monthly breakfast package to 200 school-going children living in the above and other estates through Sunlove. Events Sanctioned/Supported OCBC Cycle Singapore 29. TheSCFcontinuedtosanctiontheOCBCCycleSingaporeeventheldon1Oct A national team comprising Junaidi Hashim, Ho Jun Rong, Gabriel Tan, Raymond Queck and Mohd Irsyad Marican participated in the SEAsian Championshipeventandcamein5 th outof6competingnations(i.e.singapore, Malaysia, Brunei, Cambodia, Myanmar, Philippines). As for the Club Championship, there were nine local cycling clubs field 15 teams in total. Specialised Mavericks emerged winners in this category. 30. TheOCBCCyclemasseventon2Oct2016sawnearly7,000cyclingfansparticipateina non-competitive ride held at the Singapore Sports Hub. TOGO TheSCFlentitssupportfor#TOGO920heldbetween14Mayand17July2016. Organised by Togoparts, it encourages cyclists to ride 920km in eight weeks, anytime, anywhere and on any Bike.#TOGO920 is the second of three Challenges in 2016 to celebrate Togoparts 15th Anniversary. Participants had to use the strava application to record their rides to become a finisher. And on successful completion of the 920km ride, the cyclist received a finisher jersey with an embroided#togo920 badge and SCF logo. Singapore Bike Show SCFplayedaroletosupport TheSingaporeBikeShow2016 throughthe activation of a group of BikeTrial riders to perform during the event. Organised

15 byspacearena,theinaugural TheSingaporeBikeShow2016 -thefirst exposition in Asia featured motorcycles, bicycles and e-bikes from around the world,makingitaone-of-itskindevent.theshowwasheldon20and21august 2016 at Hall 3 of the Singapore Expo. It comprehensively showcased the latest modelsandactivelypromotedsaferidingandcycling.italsoservedasakey platform for associations, manufacturers, distributors, training schools and delivery companies in Asia to converge, network and develop business opportunities. Cycosports 33. Cycosports, specialising in the organisation of cycling events, organised two eventsviz.theocbccyclecarparkclimbon7aug2016andtheseletar Criterium along Piccadilly Road on 21 Aug Both events were supported by the SCF. In addition, the following regional competition was also recognised as part of the OCBC Cycle National Ranking and Points System(Road): a.tourdephuket 17to19March2017with39participantsfrom6countries, including Singapore 34. The Junglecross Series was also recognised as events where riders could secure national ranking points viz. OCBC Cycle National Ranking and Points System (MTB). The following were organised in FY16: a.junglecrossi- 12Feb2017with69participants HolyCrit9and ThisSCFsanctionedevent(HolyCritIX)wasorganisedon3Dec2016ina closed circuit atjalanbenaankapal.atotalof90riderstookpartinthisevent. 36. On11Feb2017,theSportsHubhostedHolyCritX(10)aspartofan indoor nightrace.thiseventwasalsosanctionedbyscfanditattracted110 participants. Cyclocross Singapore 37. The3rdAnnualCyclocrossSingaporeMassEventRideheldon8Jan2017at Kranji. The SCF assisted with publicity of the event and officially endorsed it as an SCF- supported event. The event attracted 70 participants. IMEvents Criterium 38. Thiseventwasheldon5Feb2017atKeatHongLink/ChoaChuKang.Atotalof 158 participants signed up for the event including our national athletes who took partasteamscf. E3Sports 39. E3 Sports specialises in MTB cross country events. Their series of four(4) races were recognised as part of the OCBC Cycle National Ranking and Points System,

16 of which, the following event was organised in FY16: a. MTB Performance Challenge 12 Mar 2017 which attracted 107 participants Athletes Commission 40. The SCF s Athlete s Commission was formally established at a meeting held on 2 Sep The Commission comprises: Chairperson : Ho Jun Rong BMX rep : Muhd Sallehin Bin Abdul Rakim BikeTrial rep : Benjamin Low Wee Min Track rep : Mohd Elyas, Calvin Sim Road rep : Brendan James Timothy Henson MTB rep : Laura Liong 41. The Commission was briefed on their terms and reference and, moving forward, will represent the needs of national cyclists and be represented in the SCF Management Committee. International Competitions BMX 42. The Malaysian BMX National Championship was held on 27 and 28 August Team Singapore was represented by Muhd Sallehin Bin Abdul Rakim who secureda5 th placefinishinthemen seliteridercategoryandmohamedfarhaan Bin Bakar. Two young riders, Mas Ridzwan Bin Mohamad Ali and Ahmad Dazfir BinAhmadYusuftookpartintheYouthBoys (13to14yearsagegroup) competition.theformercamein1 st. 43.
