1 COMPANY LTD. WELCOME TO THE FALL 2018 PALLISER AGM, This year has been a year with many changes. With the departure of our CEO this spring we were short a planner. Justin Hill took the position of the Interim Manager. The organization was very fortunate to hire a junior planner Devin Diano who has been a great asset to our team. Effective mid-november we will have a senior planner on staff. Jeff Laurien has accepted the position and we are pleased to have him on our team. This is the first time in many years that we will have a full planning division. At this time we would like to thank Kari, Garry, Justin and Devin for all your help in the past year. It was greatly appreciated. 9 ANNUAL GENERAL MEETING REPORT November 8, Budget Review 2018 Budget and 2018 Requisition Cynthia Cvik MINUTES Seeking ratification by the full membership, Cynthia presented the 2018 Budget and 2018 Requisition spreadsheets approved by the Board of Directors at the September 6, 2017 board meeting. Cynthia addressed a question regarding the funding formula vs. the 2% annual increase and reminded the members present of the Budget Review Committee s recommendation to return to a funding formula in MOTION BY: Guss Nash, Village of Carbon That the 2018 Budget and 2018 Requisition, as recommended by the Board of Directors, be accepted and ratified as presented. Cynthia Cvik requested that the newly elected board meet, following the AGM, to determine the date of the first Board of Director s organizational meeting. 8. General Discussion i) Joint Assessment Review Board Charmain Snell, CAO Town of Oyen was invited to present information on the item she added to the Agenda. Charmain would like Palliser Regional Municipal Services to enquire whether or not PRMS membership could be obtained in the Red Deer County Assessment Review Board for a membership fee for this service in the amount of $2,500 per year. If membership could be obtained, the fee would be evenly distributed among the interested PRMS municipal shareholders members. Monique Jeffrey, CAO of the Village of Consort indicated that Consort utilizes the assessment review board services offered by the County of Paintearth No. 18. Background information will be obtained by Cynthia Cvik and taken to the PRMS Board of Directors in order for the PRMS Board to provide further direction. Following their decision, the results will be communicated to all the representatives. 20 ANNUAL GENERAL MEETING REPORT November 8, SUBDIVISION ACTIVITY 2018 SUBDIVISION ACTIVITY Table 1 entitled Subdivision Applications by Municipality shows the total yearly subdivision activity for the previous 7 (seven) years of 2011 to 2018 inclusive. The last column shows the total applications to the end of October of this current year, The numbers inside the brackets indicate the numbers of parcels or lots while the numbers in front represent the number of applications per municipality. To date PRMS has received 39 subdivision applications and of these applications there will be 44 lots or parcels created. In the preceding column for the year, 2017, the total yearly applications were 47 creating 55 parcels. Checking back in the year 2017, the number of subdivision applications made to the end of October were 43 creating 50 parcels or lots. Thus there were four (4) more subdivision applications applied for by this time last year, but five (5) more parcels/ lots created this year. So it can be said that the activity is pretty much the same. There are still two (2) more months to go in this current calendar year for people to make applications and with past history showing that on average there could be another five (5) to six (6) applications received prior to years end which would bring this years total to 44 to 45 applications. This would make this years total number of applications slightly less than the 8 year average as shown in Table II where the average is 48 applications (33 Rural plus 15 Urban = 48 Total). As can be seen from the ratio of parcels created per application, they are mostly one to one, with very few multi-lot proposals, which appear to be a common trend in recent years. Table 3 - Number of Lots per Classification by Municipality is a breakdown of the types of subdivisions being applied for, showing the number of parcels created per municipality by classification. Farmstead Separation type parcels (18) are the most being created this year as was the case last year. This is followed by Urban Residential lots (7), which are down this year, and then followed by Country Residential, Industrial and Commercial which each have five (5) lots being created. This is followed up by Agricultural (3) and one (1) Public/ Recreational lot. Eleven (11) of the twenty-eight (28) or 39% of the communities serviced by Palliser Regional Municipal Services (PRMS) have experienced subdivision activity so far to date which is exactly identical to last year at this time as well as the year before, Of the five (5) rural communities the Special Areas has seventeen (17) applications, followed by the M.D. of Provost No. 52 with seven (7), County of Paintearth No. 18 and M.D. of Acadia No. 34 with three (3) each, ending up with Starland County at two (2). With regard to the 23 urban municipalities, six (6) of them have had applications for subdivisions so far this year. The Town of Hanna currently has two (2) applications, and the remaining five, Castor, Drumheller, Linden, Oyen and Trochu all have one (1) each. Page 20

21 2018 SUBDIVISION ACTIVITY (cont.) 2018 SUBDIVISION ACTIVITY Of the thirty-nine (39) applications made this year, so far, twenty-eight (28) have been reviewed by the respective Municipal Planning Commission (MPC) and a decision sent to the applicant. Fourteen of these 28 files have been endorsed and eight (8) have been registered at land titles and the parcel(s) created, giving them a lot, block and plan number. Of the fifty (50) files applied for last year (2017), forty-six (46) have been endorsed and forty-three (43) registered at the land titles office (LTO). This leaves four (4) files from last year that while approved, the applicant has not moved ahead with completing any of the further required process. Two subdivision files were appealed in March, within a week of each other; the first being an appeal that went to the local subdivision and development appeal board (SDAB) at the M.D. of Provost and the second one was a Municipal Government Board (MGB) appeal held within the Town of Drumheller. In May, Devon and I attended an SDAB appeal meeting at the Town of Drumheller with regard to an encroachment of a deck into both the front and side yards. Over the past year we have been involved with some municipalities with regard to discharging old and outdated caveats which the landowner had initiated with the municipality. In early June, Justin, Devin and I, attended an Inter-municipal Development Plan (IDP) workshop hosted by Special Areas and held at the Hanna Learning Centre. Just last month on October 23rd, Devin and I attended a SDAB appeal in the Town of Oyen, with regard to the Sharp Hills wind farm. Garry Wilson PRMS Subdivision Planner Page 21

28 ANNUAL GENERAL MEETING REPORT November 8, 2018 PLANNING REPORT Land Use Bylaws: Over the past several months PRMS has been working with municipalities on various types of Land Use Bylaw (LUB) text amendments and rezonings, as well as ensuring all LUBs have been updated in response to recent federal, provincial, and municipal legislation changes PLANNING ACTIVITY With the legalization of cannabis, PRMS has been assisting municipalities with amending their LUBs to include definitions, appropriate land use districts, and general land use rules to regulate the retail sales of cannabis. LUBs have also been amended to include recent changes to the MGA. These changes include increasing the development permit appeal timeline to 21 days, as well as requiring development officers to submit a notice stating if an application for a development permit is deemed as complete or incomplete. If your municipality has not yet amended your LUB in response to cannabis regulations and the required MGA changes, please get in contact with our office and we will be happy to help complete these amendments. Additionally, if your municipality has made amendments of any kind to your LUB that PRMS was not involved in, please remember to send us a copy of the bylaw so we can consolidate the amendment into your LUB document and keep all our files matching and up-to-date. Statutory Plans With the recent changes made to the MGA, all municipalities are now required to have Intermunicipal Development Plans (IDPs) and Municipal Development Plans (MDPs) in place. The completion deadlines for these statutory planning documents are as follows: Urban to rural IDPs : April, 2020 Rural to rural IDPs: April, 2021 MDPs: April, 2021 Over the past several months completing these statutory planning documents has been a main priority for PRMS. With numerous plans to complete within a short time frame, PRMS has been working to ensure we have a plan in place to complete all of these documents for our municipal members. Page 28

29 PLANNING REPORT (cont.) Our main focus over the summer and early fall has been getting started on the IDPs as they have the shortest deadline. We have been holding start up IDP project meetings with multiple municipalities (particularly in the Special Areas where we have the largest amount of urban to rural IDPs to complete) and have gotten a good start on writing drafts for municipalities that share borders with the Special Areas PLANNING ACTIVITY There are some municipalities that we may not have been in contact yet in regards to an IDP or MDP that needs to be complete, but rest assured we have not forgotten about you, and do have a plan in place to complete these documents before the deadlines. If you have any questions in regards to IDPs or MDPs that your municipality will need to complete in the upcoming months, please get in contact with our office and we will be happy to discuss when we will be completing these documents. 30 ANNUAL GENERAL MEETING REPORT November 8, 2018 GIS REPORT The GIS side of Palliser Regional Municipal Services has been very busy throughout 2018 and has undertaken several projects to assist our membership in accessing and working with spatial data. We have made improvements to our webmap as well as have continued to provide many services that are available to our membership GIS ACTIVITY UAV Flights Palliser continues to offer UAV flights for various purposes that benefit many of our members. Recently we have completed aerial surveys of the Acadia Valley gravel pits. The UAV is capable of providing 3D models which can serve numerous purposes. We can produce topographical maps, calculate volume, and even produce 3D flythrough video files. 31 2018 GIS ACTIVITY Webmap Upgrades (Demonstration at AGM) Over the past year, Palliser has been working on a major upgrade to the webmap. Traditionally, the webmap has always been a view only tool, where members could log on to gain information about their community and their assets. If changes or modifications were to be made they would have to be done by Palliser on behalf of the member. The new upgrade now allows for municipal staff to be able to edit the webmap through the web interface. This can be done in a desktop environment or through the use of a field laptop or tablet. This new upgrade will allow for a member to collect their own data and have those updates viewable on the webmap immediately. The mobile site also allows for an easier method of linking supplemental documents as well as gives the ability to edit attribution information on assets. Page 31

32 In addition to the ability to do these edits on the desktop environment, MRF mobile is also available for use from mobile tablets or laptops. Tablets that have internal GPS capabilities can leverage that ability to collect data from the field. 33 Another webmap upgrade completed earlier this year is an enhancement that was built onto the existing Emergency Auto-Dial Notification tool on the webmap. Originally this tool only supported voice calls. With the new enhancement members are now able to choose between a voice call notification or a SMS (Text) notification or both GIS ACTIVITY This functionality is available for all of our members; however it does rely on a phone number database that needs to be provided to us from the municipality. CAO Forum Earlier this year Palliser instituted CAO meetings that will become a regular part of our organization. This first CAO meeting was held June 21, We will be holding the second CAO meeting early in the New Year and from that point on will be holding the meeting two times per year. One of the points that were brought about in the first CAO meeting involved the creation of an online forum that could be used by CAO s for open discussion over a variety of topics. Topics could range from a list of trained SDAB or ARB members to general discussion and questions. This forum is now live and can be viewed at palliserforum.boards.net/. Each CAO will have to register for an account and then will have the ability to create, reply and participate in the general discussion. I will be circulating instructions in the coming week as to how to go about this. 34 Webmap Training With the new webmap capabilities, it will be a priority to come to each municipality to provide training and support. This training will include all the new features, as well as some of the existing main features where a municipality may need a refresher. These training sessions are done on-site and can be done with as many of your staff as needed. Please contact our office to set up a training appointment GIS ACTIVITY General Mapping General mapping continues to be a major role of Palliser s GIS staff. General mapping not only includes making maps in support of planning documents such as land use bylaw amendments and subdivision sketches, but also making custom maps for member municipalities. Common examples of map production are Civic Address Maps, Land Use Maps, Lot/Block/Plan Maps and Infrastructure Maps. If your municipality is in need of any of these maps, please contact our office. General mapping also includes the updating of base mapping such as parcel ownership (through AltaLIS Subscriptions), asset management, land use designations, as well as addressing and road network data.
