3 Foreword The Trentino WUOC2013 Sport Department is pleased to present its Sport Summary Report on the Organisation of the XXVI Winter Universiade in Trentino, This report covers our progress on the following activities: Operation of the Sport & Venues Function Competition Programme Competition Schedule Competition Venues Training Schedule Test Events I would like to draw your attention to the following highlights contained herein: First, as you all know, Trentino has presented to FISU its intention to take over from Maribor the organisation of the 26 th WU 2013 in order not to brake the cycles to held every 2 years the FISU WU. Time for preparation is exceptionally short, but all Sport venues are on good standard and not needed to be built from new. Second, our work on the Competition Schedule has led to plan and propose a final draft to FISU that was checked, reviewed and confirmed during the FISU CTI UH Meeting held from the 27 th of February to the 2 nd of March The competition schedule therefore as presented here is the definitive one for the 26 th Winter Universiade Trentino 2013 after consulting with Broadcasting team. Third, during this Winter Season all Sport facilities and venues have partly been tested and/or will be still tested in order to assure the regularity, to train the technical staff and to verify the volunteers needs and jobs. In some Sports, like Cross Country Skiing, Ski Jumping and Nordic Combined, top events have been scheduled offering the best and highest demands in preparing for the 26 th FISU WU in December Fourth, we put your attention to consider that all information related to each Sport discipline and venue will be included into the Sport Technical Manuals that will be issued in fall If you need any information further to what is provided here, please do not hesitate to contact us. 6 1 General Information 1.1 Sports General Information Sport is the focal point of the Winter Universiade. The key responsibility of the TrentinoWUOC 2013 Sports Department is to manage the competition aspects of the 26 th Winter Universiade in Trentino To do this it must deliver the International Sports Federations technical requirements related to the competition of each sport and discipline on the Sport Programme. The Sports Department also has responsibility for managing relations with the International University Sport Federation, the International Winter Sport Federations, the Italian National Olympic Committee, the National University Sport Federation and the National Winter Sport Federations of Italy. The scope of the Sport Department s work includes: Winter Universiade: 5 International Sport Federations (ISFs) 163 National University Sport Federations (NUSFs) with approx. 60 in the Winter Universiade Trentino Sport Disciplines 11 Competition Venues 12 Training Sites 11 competition Days 15 Official Test Events Contingency Plan Snow Sport Cancellation Policy Due to the early stage of WU 2013 in relation to Winter-Season, some snow sports could suffer from lack of snow and the regular holding of scheduled events could be compromised. Even if the organisers have prepared everything like stored snow from Winter 2012/13 and installed snow producing devices with water ponds, it could occur that temperatures might be not low enough to make those precautions be effective. In order to prevent teams and the organiser from losing money due to not clear communication, the following policy stands as guideline to handle eventual situations and to establish the authorities that will take the final decisions and who will communicate them.

7 Sports disciplines concerned Subject to this policy are all snow sports disciplines and their respective events scheduled in the Universiade programme: I. Considered as low risk are SJ-Ski-Jumping, NC-Nordic Combined, CC-Cross Country Skiing and BT-Biathlon II. Medium risk is AS-Alpine skiing III. Higher risk are events of SB-Snowboard and FR-Freestyle Skiing Globally in each sport discipline each event will be analysed prior to its scheduled date and experts will have to give advice to the organiser and FISU about the situation of snow and weather forecast that will influence the preparation of the venue as scheduled Cancellation Deadlines A. Before the Winter Universiade: 10 days at the latest before the scheduled day of an event, FISU will be the competent body to inform about any cancellation to all National University Sports Federations that are participating at WU The decision is taken by FISU CTI chair in accordance with the sports coordinator of OC, after reports from experts of the venues and experts of meteorology. The official information will be sent by from FISU to all participating NUSFs and published on FISU and OC website, signed by FISU SG/CEO. B. During the Winter Universiade: Postponement or cancellation of the event: (2 to 3 days before the scheduled competition): The Technical Committee (CT) of the respective sport after considering all alternatives can propose to postpone or cancel the competition to CTI-UH Chair. Postponement or cancellation must be communicated by FISU Technical Delegate of respective sport to Sport Command Centre responsible, who will take other necessary actions to inform all Heads of Functional Departments. In case of postponement the straight communication must be done with FISU TV Director or his appointed assistant to find the best solution for broadcasting production. Also in case of shared venues, the postponement should not affect the schedule of another sport. A competition moved to an earlier date or time must be approved by CTI-UH Chair and FISU TV Director. This must be requested at the latest 48 hours before the start of the new proposed date or time of the competition. C. Day by Day decisions: At competition day (including the respective TC and Team Captains Meeting), all adjustments, postponements or cancellations of scheduled events will be subject to be treated by the Jury as set up according to FIS or IBU regulations. Before the decision is taken, the straight communication must be done with TV Director or his

8 appointed Assistant to find the best solution for broadcasting production. The definitive decision for postponement or cancellation can be taken only by the Technical Committee of respective sport. The priority in this case belongs to the respect of sport regularity and safety of the athletes (TC and Jury). FISU CTI-UH Chair or FISU WU Director with Sports Director of OC must be informed by FISU Technical Delegate of the respective sport immediately after the decision is taken. Every decision, after having been officially announced, is definitive. 1.2 Sports Department Organisational Structure The Sports Department consists of two Sub-Departments (Sport Management and Venues Management Department) leaded by one Managing Director and his Assistant. The two Sub-Departments are coordinated by National experts with International license and sport management know-how. In Sport Department a total number of 18 Competition Managers and Assistants are working in cooperation with the eleven local Venue Managers. The Venue Managers are managing their venues on normal base so that they have full control and acknowledgement of the general and single needs. This organisational structure and coordination is necessary due to the short time for preparation and to the possibility to involve staff directly from each existing venue. 10 The Department s deliverables include: Planning Competition programme Competition schedule Competition venues Training sites Training schedule Test events management Services Planning Competition Programme The Competition programme for the 26th Winter Universiade Trentino 2013 will consist of 5 sports and 13 disciplines. A total of 79 gold medals will be awarded, 29 in Ice Sport and 50 in Snow Sport (more than the 25 th Winter Universiade - Erzurum 2011, as the Trentino WU OC 2013 included Speed Skating for men and women in the programme as well as the Mixed Relay one man and one woman In Ski Jumping). Competition Schedule The competition schedule included in this Sport Summary is the one approved by FISU after the 2 nd CTI-UH Meeting. Competition Venues Sports Department started, in coordination with Venue Management in fall 2012 a stage of the Concept Venue Project, a table top simulation of the organisational aspects of the single venues, together with, at least, one event/competition organised on each facility. The goal is to validate operational plans and identify potential issues in a timely manner, to allow Functions to adjust their project plans before the Winter Universiade. The last stage will be concluded during the next autumn-winter season with a Test Event on the Ice rink of Palaghiaccio Trento for Figure Skating and Synchronised Skating (October 2013) and a Test Event for Curling (beginning of December 2013). Training Sites Official Training Sites There has been progress in the definition and planning of the training sites. Preference is being given to the official Competition Venues in particular for Ice Sport; for Snow Sport there will be some additional training sites not to interfere when competitions are running.

11 Open Training Sites There will be possibilities for following disciplines to train on their own choice and responsibility, beside the official Competition Venues, like for: - AS in Buffaure or when DH and SG are held in Passo San Pellegrino to have free skiing in Pozza di Fassa and the opposite possibility when GS and SL are held in Pozza di Fassa to have free skiing in Passo San Pellegrino; - CC in Passo Lavazè for the morning training sessions; afternoon training will be organised on the official competition courses; - BT in Passo Lavaze for the afternoon training sessions but only for CC-skiing; - FS & SYS in Ice Rinks in the vicinity of Trento, such as Egna or Bolzano. Training Schedule The Training Schedules included in this Sport Summary are related to the Competition Schedule approved by FISU. Test Events Management A Test Event plan and schedule has been created in order to test all possible existing infrastructures and thereby ensuring alignment and consistency throughout the organisation. To support this work, an involvement matrix has been created to collect information provided by each Function. Before the end of April 2013 all the Sport Competition Managers will make presentations to the other Trentino OC Departments to stress the importance of their participation and clarify roles and responsibilities. All Test Events held and organised up to now have show quite great professional know-how and superb development; it is a positive sign for the Big Event. 12 Sport Publications It was agreed that the Sport Department will co-ordinate its work with the Game Image/Event Look & Advertisement Department on the numerous Sport documents required (including presentation, technical manuals, technical officials manuals, training guides, etc.) and on the management of Sport s use of graphic images. The main publication produced so far are: Overview FISU ( ) Competition Schedule Sport Summary April 2013 Sport Entries and Qualification Entries Entries will be accepted only from those organisations which have been invited to participate (Art. 5.1). Countries must ensure that all their entries reach the Organising Committee by the due time and in the form prescribed by the Organising Committee and the regulations of FISU. They shall take particular care in completing accurately the section of the entry form concerning previous performances of individuals and teams to assist the officials in making the draws. When entering (individual forms), countries shall sign an undertaking that their competitors shall not withdraw from a Universiade once it has begun. In order to avoid no-shows in the first games of the competition, teams should arrive at the village at least 48 hours before their first match. Entry forms, in four (4) copies, must be completed in capital letters (typed or handwritten) or submitted electronically in one of the working languages of FISU (English or French) and be submitted according to the procedure laid down by the Organising Committee and must be received under the following conditions: I. 13 II. Entry procedures: 1. Intention of participation, General, Quantitative, Nominative and Individual entrée may be sent by any electronic ways of communication or telefax in order to meet the required entry deadlines, but they must be confirmed as soon as possible in writing, on the official forms. 2. Entries arriving after the expiration of the required deadlines will not be taken into consideration, except in the case of circumstances outside one s control, with the agreement of the Executive Committee and on the advice of the Organising Committee. 3. Individual entry forms of athletes from a non-member association must be countersigned by the NSF or by the NOC, and stamped with a seal from the said organisation. Sport Equipment Sport equipment and material detailed lists have been defined, in co-operation with all the Sport Competition Managers, according to FISU/IFs specifications and guidelines for all the Competition Sites. Internal working relationship is defining all needs in detail, venue by venue, to get all FoP ready in time. A refinement of the list together with the identification and selection of providers has been scheduled for the next six months. Weather Services The Meteo Trentino Services is supporting the Trentino WUOC 2013 for all necessary information regarding weather and all related info about this topic. Each Delegation or any interested person, athlete or official can verify the web page: to be continuously updated with the last minute info about weather conditions and weather forecast important on each competition venue. Sport Production Sport guidelines for Sport production will be prepared and delivered to Image and Communication Department and meeting with each competition manager will be organised in order to complete the strategic plan in finding well prepared and acknowledged announcers on each competition venue. Identification and selection of announcers will continue during this Winter Season.

38 Competition Venue 1 Passo San Pellegrino Distance from Hotel Accommodation: in a area range from 10 to 15 km; Distance from Trento: 100 km; Location. Passo San Pellegrino offers more than 60 km of slopes of varying length and difficulty that spread out at altitudes between 1918 and 2513 metres, all equipped with cutting edge lift systems and state of the art, programmed artificial snow machines. Description of the Courses. Cima Uomo On Cima Uomo slopes DH and SG races will be held. The starting altitude is on m s/l and the finish area is at m s/l with a drop of 500 m. The first part of the track is quite challenging with two jumps. The middle part is more movable, wide for great turns. The final part instead includes a nice jump with good visibility and not at all dangerous. Spectator Information Expected number of spectators:

40 Competition Venue 2 Pozza di Fassa Distance from Hotel Accommodation: in a area range from 0 to 10 km; Distance from Trento: 100 km; Location. In the shade of the Dolomites (Unesco World Natural Heritage), the Val di Fassa is the only valley in Trentino with a ladin heart. The Ladins are an ethnic minority which continues to defend proudly its cultural, linguistic and gastronomic roots. Pozza is located in the heart of the Val di Fassa, surrounded by the Cima Undici and Cima Dodici and with a fantastic view on the Torri del Vajolet. Interesting areas are the Val San Nicolò; the Buffaure ski area with its 25 km slopes and one of the longest slopes in the whole valley, starting at m and leading back to village; the Ciampac ski area. Description of the Courses. The Ski Stadium Val di Fassa lighted at night, is open three times a week for night skiing, and hosts important international competition and the training of the Italian National ski teams. It is in the middle of the village and offers perfect connections to the great Dolomiti Superski area. The venue will be the Monte Bondone (ski area from 1300 m till 2090 m) at 15 km from the city of Trento. The facilities include Snowboard Cross and Slopestyle courses that will share one common finish area. The two slopes will be serviced by a chair lift. The Half Pipe is on the left hand side of the finish area of the SBX and of the SlopeStyle. The PGS is in front of the Vason complex and is served by a chairlift. The complex will also include facilities for the athletes, the media, sponsors, and public. Description of the Facilities. Slopes 23 and 24, will be used. Slope 23 will host the Parallel Giant Slalom and the Snowboard Cross. The last section of the course will be extended for the finish line in compliance with F.I.S. requirements. If winter only means snow to you, then just 15 kilometres from Trento you will love the white slopes of Monte Bondone and its wide downhill ski runs where snow is a certainty thanks to the artificial snow system, an excellent snowpark and the vast and sunny Viote plain where you can enjoy cross-country skiing or go for adventurous snowshoe excursions. Description of the Facilities. Monte Bondone offers the possibility to organise half pipe border cross events in the snowpark area. In addition on the different slopes it is possible to have alpine skiing races as well as snowboard parallel giant slalom. The area is sufficiently wide to offer a perfect adjustment for different skiing activities normally beginning from middle of December. The Gianmario Scola Ice Hockey Arena, is located in Canazei, one of the most worldwide famous Alpine resorts, placed at an altitude of 1460 m s.l., surrounded by the most important Dolomite peaks, in the North-East corner of Trentino. Competition Format Preliminary Round Twelve teams will be seeded into groups of four playing around Robin series. The two top teams from each group will be promoted to the quarterfinals, playing according to the standard cross-over format. The Ice Hockey Arena, is located in Pergine Valsugana with about inhabitants, an active village with a beautiful historic center of Renaissance style, Pergine is 12 km. far from Trento. Dominated by the ancient towers of a medieval castle, Pergine is also an excellent starting point for excursions in the surrounding area and for cultural activities. Competition Format Competitions in singles and pairs skating at the WU Trentino2013 will consist of a short programme followed by a free skating programme. In the singles events the 24 best placed skaters in the short programme will qualify for the free skating. In pairs, all entries proceed to free skating. In WU Trentino 2013 regarding ice dancing all entries proceed to the short dance and free dance. Spectator Information Expected spectators : 1200 Description of the facility The track is an artificial refrigerated indoor ice surface with the measures of 30 by 60 meters, protected by padding system covers in the boards. The standard lap has a distance of 111,12 meters with a curve radius of 8,50 meters. There will be 7 markers used to establish the curve. The length of the straight line is 28,85 m. The whole original track can be moved in two directions by adjusting the curve markers to preserve good ice conditions at every race. One finish line will be used for all races. All curling games will be played in the Ice Rink Pinè Stadium. The Ice Rink Piné Stadium is located in Baselga di Piné at an altitude from s.l. of 1000 m, in the eastern part of Trentino, on a beautiful plateau surrounded by a great mountain scenery. Competition format Competition play Both the men s and women s curling competitions in the WU Trentino 2013 will consist of ten teams. The competitions will start with the Round Robin competition from 12 to 17 December Each team will play against each of the other teams. Based on the results, the top four teams will be advanced to the semifinals, which will be held on December 19 th. The medal games for men and women will be held on 19 th December for bronze and on the 20 th for gold medals. Rankings and Tie-breakers Rankings within the Round Robin competition and the tie-breaker formulas will be determined in accordance with the guidelines outlined in the WCF Official Rules of Play and Competition Handbook. Any tie-breaker games will take place on 18 th December after the Round Robin competition. Description of the facility The defining feature of the Baselga di Piné Ice rink is its great flexibility, which allows some areas to be adapted for other uses including ice hockey, short track, speed skating and figure skating competitions.
