2 CONSTRUCTION COMPLETED FOR PLATINUM ARENA KRASNOYARSK Several WU 2019 venues received commissioning permit during the 1st quarter of 2018, among those is Platinum Arena Krasnoyarsk, which will host the Opening and Closing ceremonies of the Winter Universiade as well as the figure skating competitions. "Platinum Arena Krasnoyarsk can be transformed for hosting different events in just a few hours: concerts, exhibitions, competitions in ice sports. In the mode of sports competitions stands can accommodate 7,000 spectators, in the mode of concerts - up to 9,000 people." "We were faced with a task to build the best complex in terms of technologies and equipment, Roman Sotnikov emphasized. And we did our best to accomplish it. For example, there are no such media cubes anywhere else in Russia. The new arena is wheelchair friendly. One can freely reach all the spectator areas inside the ice palace. Special comfortable stands for this spectator group are located on the ground floor of the Arena. On February 14th, 2018 Krasnoyarsk journalists visited "Platinum Arena Krasnoyarsk", the venue of the Winter Universiade The participants of the excursion were shown administrative facilities, ice arena and high-tech equipment of the complex. Roman Sotnikov, Director General of Platinum Arena LLC, gave the tour around the venue for journalists. He said that the ice palace became the largest universal platform in Krasnoyarsk, where it is possible to conduct both sports and cultural events: This autumn Platinum Arena Krasnoyarsk will host the Russian Cup stage in figure skating - one of the eight test events of the Winter Universiade 2019 planned for this year.

3 PRESIDENT OF RUSSIA VLADIMIR PUTIN VISITED KRASNOYARSK On February 7 th, 2018 President of Russian Federation Vladimir Putin visited Krasnoyarsk with inspection of the preparations for the Winter Universiade In the framework of the visit the President of the Russian Federation visited WU 2019 venues and chaired a meeting on preparations for the first Winter Universiade in the history of Russia. Federal ministers, Acting Governor of the Krasnoyarsk Territory Alexander Uss and the heads of the large regional industrial enterprises attended the meeting. The President mentioned a high level of the Sopka cluster facilities, as well as the quality of the new passenger terminal at the Krasnoyarsk international airport which was officially opened for public in December At the same time, Vladimir Putin asked to pay close attention to the need for unconditional and timely completion of the Winter Universiade Village preparation. Vladimir Putin emphasized that the final stage of preparation for the Games will be the most difficult: At the beginning of the meeting, Vladimir Putin pointed out that, in general, he views the preparations for the Winter Universiade 2019 positively: We have seen some of the venues and I am glad that a lot has already been done. We all know our common goal: to stage a fantastic and unforgettable celebration of student sports. What we are talking about today is a large international sports event. We have always prepared such events at a very high and dignified level, leaving the legacy for people who live in this or that region, in this case in Krasnoyarsk. We should keep in mind that the final stage is the most difficult. Therefore, we should concentrate our attention, efforts, organization and interaction here. I hope for it very much.

4 KRASNOYARSK ONE YEAR TO GO! On March 2, One year before the Winter Universiade 2019, big celebration took place on the Theatre square, involving Olympic athletes from Krasnoyarsk, live music performance and 3D-Mapping show. The speakers emphasized the importance of the WU 2019 project for the city and the region, the legacy the Universiade will provide for Krasnoyarsk citizens, for sports development, for youth and children healthy lifestyle. In the beginning of the celebration, the mayor of Krasnoyarsk Sergei Eremin delivered the welcome speech. There is just one year left till the moment when Krasnoyarsk will open its doors to the whole world. In 365 days we must show that there are brave and hospitable people in the heart of Russia - in the Yenisei Siberia. Winter Universiade 2019 is not a destination point, it is a starting point of Krasnoyarsk development! Olympic athletes from Krasnoyarsk and Winter Universiade Ambassadors greeted Krasnoyarsk citizens. Among them were the athletes who just completed their competitions in PyeongChang The dance group "Yudi" became the headliner of the concert. Siberian dancers, participants of the popular television show "Britain's Got Talent" performed at the main city square. The key moment of the holiday was a multimedia 3D-Mapping show "One year before the Winter Universiade 2019". 3D mapping projection was demonstrated on the walls of the Krasnoyarsk State Theater of Opera and Ballet named after Dmitri Hvorostovsky.

5 INVITATIONS TO WU 2019 SENT OUT TO NATIONAL UNIVERSITY SPORT FEDERATIONS On March 2nd, 2018 the official invitation campaign was launched for countries whose national teams can participate in the Winter Universiade Official invitations have been sent to 176 National University Sports Federations. It is expected that about 3,000 participants from around the world will take part in the Games. WINTER UNIVERSIADE 2019 ONLINE ACCREDITATION SYSTEM SUCESSFULLY LAUNCHED On March 12 th, 2018 the Online Accreditation System for registration and accreditation of WU 2019 participants has been launched. All FISU member federations have received username and passwords to access the system. The ACR system is now opened for submitting the first registration form PI form (Intention of participation). The official deadline for submission of the PI form is May 2 nd, The OC is looking forward to receive the registrations from NUSF delegations and welcome all the participants to Krasnoyarsk! ONLINE TICKET SALES FOR WINTER UNIVERSIADE 2019 HAVE STARTED E-tickets sales for 8 sports of the Winter Universiade 2019 competitions have started on the 2nd of March. Tickets are available at WU 2019 website: Representatives of the ANO Directorate Krasnoyarsk 2019 and the ticket operator held a press conference in Arena Sever. Deputy Director General Tatyana Fomintseva provided the information that currently tickets are for sale. For the first time in the history of Winter Universiade we start sales the year to the date before the event. The cost of tickets for the sports programme events varies from 100 to 1000 rubles (1-15 euro). Tickets for Opening and Closing ceremonies of the Winter Universiade 2019 will come into the market in autumn. It is planned to sell about tickets by the beginning of the Universiade.

6 WU 2019 TEST EVENT IN ALPINE SKIING CONCLUDED On March 5-9, 2018 Funpark "Bobrovy Log" held a test event of the Winter Universiade 2019, namely Russian Cup stage "TZIMIK MEMORIAL", Russian Alpine Skiing Championship (FIS). According to Maxim Urazov, the Director General of the Winter Universiade 2019 Executive Directorate, the work of the Organizing Committee does not stop there: "We will continue to carry out analytical work. Quality is about the little things, so we will keep working on all the details. We have tested a number of services, ranging from the airport welcome services to holding the awarding ceremonies. We have managed to obtain a very high-quality TV broadcast picture. According to many experts, it is a worldclass TV picture. A total of 150 athletes from 17 regions of Russia took part in the competitions. They fought for the victory in four disciplines: Slalom, Downhill, Parallel Team Events and Giant Slalom. The athletes have competed for a total of 9 sets of medals. More than 100 employees of the Organizing Committee, 100 referees, more than 40 doctors and rescuers, as well as 150 volunteers took part in the organization of the competitions on a daily basis. For all 5 days of the Winter Universiade 2019 test event, nearly 4,000 spectators have visited Funpark "Bobrovy Log". The Winter Universiade 2019 test event was broadcasted live by sub-holding GPM Match TV channels and Sportbox.com. However, there is still work to be done. After the races, we will hold debriefings and collect feedback from all functional areas. We have the whole year ahead of us and other test events to work out and ensure the best quality of our preparations. We have conducted a spectacular sports event, and it is a great reason to move on!"

7 FISU DELEGATION EVALUATES ALPINE SKIING TEST EVENT Representatives of the FISU visited the sports venue Funpark Bobrovy Log for the Alpine Skiing competitions and evaluated the work of the coordination center and the main functional areas of the WU 2019 OC involved in execution of the test event. The flower and medal ceremonies were well organized and the volunteers were friendly. The work of the radio and television broadcasters deserves a special mention. I watched an excellent live broadcast of the event on Match TV, and I can say it was not just a local event, but a major national competition. During the debriefing meeting held after the conclusion of the Alpine Skiing test event, Director for the Winter Universiade Milan Augustin summed up the results of the visit: The second test event for the Winter Universiade 2019 has finished, and the work of many of the departments and functional areas of the University Games Directorate has been tested during the test event. Thanks to the work of the coordination center, all the services worked together seamlessly. Roger Roth, Chair of the FISU International Technical Committee, emphasized that it is important not to overlook the most important thing when organizing major international events: "At the absolute center of the events being prepared, and of the Winter Universiade 2019 as a whole, is sport. When testing services during the preparatory competitions, the main thing is to understand what they are contributing to the preparations for the main event, Winter Universiade 2019". FISU delegates also visited the Universiade venues and held working meetings on preparations for the Winter Universiade 2019.

8 PRELIMINARY OFFICIAL VISIT ORGANIZED FOR NUSFs The official visit of National University Sports Federations to the host city one year prior to the beginning of the Games has become the first in the history of the Universiades and we hope that its success will be a starting point of a good tradition for the future OCs. In the previous years, the representatives of NUSF traditionally went for the visit of venues several months before the start of the Games. However, this time, upon the initiative of FISU, the decision was taken to organize such meeting one year prior to the Universiade. In the framework of the visit, the delegates attended the plenary session with OC presentation on the preparation for the Winter Universiade. Inspection visits to most of the WU 2019 venues were specially organized for the delegates. NUSF s delegates had a chance to visit Universiade Village, which is based on the Campus of the Siberian Federal University, snow sports venues such as Winter Sports Academy Raduga and Sopka clusters, Biathlon Academy, Funpark Bobrovy Log. The list of ice sports venues visited by the delegates includes Platinum Arena, Crystal Ice Arena, Ivan Yarygin Ice Palace, Yenisei Ice Stadium, Arena Sever. The representatives of seven National University Sports Federations from Estonia, France, Japan, Kazakhstan, United Kingdom of Great Britain and Northern Ireland, USA and Russian Federation visited Krasnoyarsk in March The NUSF s representatives valued the high level of the Winter Universiade preparations as well as organization of the Preliminary official visit and gave their recommendations for the preparation of the Games.

9 Neal Lee Holden, the President Deputy Chief of Mission, US NUSF shared his impressions on the visit: "Our main aim is to get to know Krasnoyarsk. It s a long trip from the United States to Siberia and it is important for us to see and tell our colleagues what wonderful conditions prepared for them and that they all set the hearts upon coming here. Most sports represented in the sports program of the Winter Universiade 2019 are very attractive. For example, Ice Hockey. I believe that for American athletes participating in Ice Hockey competitions will be very interesting, as well as competitions in Figure skating and Alpine skiing, Freestyle skiing " President of the Student Sports Federation of the Republic of Kazakhstan Kairat Zakiryanov highly appreciated the level of preparation for the Games: "We have seen the whole infrastructure today and I do not have any doubts that the delivery of the Winter Universiade 2019 will be very good. It is already visible the way the city is converted. The Krasnoyarsk citizens will have remarkable legacy. Thanks to these competitions, Siberia will provide the rising athletes with a wonderful future". The special note was given by all the delegates to the warm hospitality received during the visit. The Preliminary official visit helped to build a good platform for main event for NUSF s delegations during the preparation period Head of Delegation Meeting which will take place in Krasnoyarsk on October 10 th 13 th, 2018.The HOD meeting will be held in Hilton Garden Inn Hotel in Krasnoyarsk. It will be a great honor for OC to welcome many NUSF s delegations during this important inspection event.

10 2ND STAGE OF VOLUNTEER SELECTION PROCESS STARTED On March 15 the second stage of the volunteers selection process for the Winter Universiade started. The participants of the Volunteer Programme who have been successfully selected, will be able to take courses and workshops in the Universiade test events. As the Head of Volunteers department of the Executive Directorate of the Winter Universiade 2019 Uliana Kolesnikova explained, there s a hard work in front of volunteers recruitment officers: Our interviewers received special training to effectively assess candidates skills. There are only 20 minutes for the interview and recruiters have to not only determine if a person can become a part of a team, but also decide what position he or she can hold. Universiade 2019 Volunteer Programme will be over in August 2018 followed by the final recruiting programme stage. More than 5000 volunteers are planned to be involved in the Games, including 3900 residents from Krasnoyarsk Territory and 1100 people from other regions and countries. During the Winter Universiade 2019 volunteers will take part in work of different functional areas of the OC. As of today ANO Directorate Krasnoyarsk 2019 received more than applications from people from more than 50 countries. To become a volunteer of the Winter Universiade 2019 one can apply at the official website - volunteers.krsk2019.ru/en.
