9 TRANSPORTATION PLANNING OVERVIEW The transportation plan will ensure athletes, officials and visitors get to events on time, and keep residents and businesses moving. We will do this by: Keeping the region moving with temporary traffic measures Creating a safe, accessible and positive experience for spectators and volunteers Get athletes, officials and media to events safely and on time 9

10 KEEPING THE REGION MOVING To achieve our transportation goals, we have developed a Five Point Plan: Games Route Network Routes and temporary measures so athletes can travel safely and reliably to and from events Spectator Transportation Services Enhancing transit service, accessible options, signs, parking and more Reducing Demand on Transportation Promoting options like carpooling, transit, cycling and more to reduce traffic Venue Traffic Measures Support Games operations and minimize disruptions to local residents and businesses 5 Regional Coordination Working together to plan and deliver seamless transportation 10

11 SHARING INFORMATION Transportation plans are shared online at ontario.ca/games2015 Signs will help people find their way to events Trip planner app will help everyone learn about Games-time changes and plan their travel During the Games, transportation planners from across the region will work out of one location to coordinate operations and get information out to the public quickly. 14 GAMES ROUTE NETWORK Includes roads and highways that link airport, competition and training venues, satellite accommodations and Athletes Village Reliable and Safe Provide Travel Choices Designed to ensure reliable and safe transportation for athletes, officials and media to and from events Will help meet the needs of the public and Games participants Keep People Moving Informed Coordinated We have enhanced our existing modelling tools to develop a Games model to ensure traffic and pedestrians keep moving across the region This is helping us predict Games-time conditions and make educated decisions about HOV lanes, parking restrictions and other traffic measures. Includes coordinated planning of construction schedules, street permits, off-peak deliveries and other major events. 14

19 EVENT OVERVIEW CITY OF TORONTO, DOWNTOWN RYERSON ATHLETIC CENTRE Host to Pan and Parapan am competitions, this venue is located in the iconic Maple Leaf Gardens in the heart of downtown. The venue was significantly renovated recently with the refurbished interior boasting an NHL-sized rink, multi-purpose courts and an impressive highperformance fitness facility. This venue is well serviced by transit and designated GRN lanes 506 Carlton Streetcar, College Subway station and designate lanes on Carlton Avenue. Wood Street residents and businesses will need to be notified of games time operations and re-routed accordingly. Events will be taking place in the neighbouring area, Yonge-Wellesley Village, for Pride. 19

22 EVENT OVERVIEW CITY OF TORONTO, DOWNTOWN PAN AM FIELDS, VARSITY STADIUM This venue doubles the number of fields available for the sport in the Greater Toronto Area. As a post-games legacy, the fields will host a number of different sports at the University of Toronto, adding to existing sports facilities and greatly extending the intramural and recreational playing season on campus for students and community members. Road closures along Hoskins Avenue and Devonshire Place will impact traffic patterns in the area. Entrance and exit from identified buildings on the U of T campus will be restricted due to build out and games time operations. Street parking in the area will be limited during the Games. The cycle lane on Hoskins will be unavailable during the Games. 22

34 EVENT OVERVIEW CITY OF TORONTO, DOWNTOWN NATHAN PHILLIPS SQUARE & SHERATON HOTEL Nathan Phillips Square will host Panamania, a 60 day series of art and culture activations. The square will be transformed in to a hub of activity for the public and visitors alike. An increase of pedestrian and vehicular traffic will be experienced by surrounding businesses/residences, due closure of Bay Street temporarily and activity at the square. The Sheraton will be ground zero for all Parapan Am officials and games family, creating a hub of activity at this downtown hotel. Located directly across from Nathan Phillips Square, this area will become a hot bed of activity during the Parapan Am Games. 34

37 Integrated Security Unit ISU INTEGRATED SECURITY UNIT - Mission Statement Provide a safe and secure environment for the conduct of the Toronto 2015 Pan American, Parapan American Games while maintaining an open, accessible and authentic experience for athletes and attendees; aiming to minimize disruptions to residents, businesses and visitors. The ISU is comprised of the following police services (Durham, Halton, Hamilton, Niagara, OPP, Peel, RCMP, South Simcoe, Toronto, and York).

39 INTEGRATED SECURITY UNIT (ISU) PLANNING PRINCIPLES 1. Respect the rights of all peoples as written in the Canadian Charter of Rights and Freedoms. 2. Normal police service delivery will not be compromised. 3. Venue security will be a joint effort between private security and police. This is similar to major sporting events. 4. Security will be intelligence-led. Plans will be fully scalable to adapt to changes in threat levels. 5. Access control and accreditation will be a cornerstone of venue security. 39
