NC ASSOCIATION OF USATF 1] Opening Session 4712 Cypress Ford Drive Phone: Fuquay Varina NC th. Jan mhamlyn@nc.rr.com Highlights affecting Masters Track and Field from 2007 USATF National Convention Honolulu, Hawaii - Nov. 29 th to Dec. 2 nd, 2007 Accreditation The only Association on permanent non-voting status due to lack of accreditation is Wyoming. Youth Olympics A Multi-Event Youth Olympics will be held for the first time in 2010 for youths aged 16 and 17. Total T&F athletes permitted is approx Therefore IAAF must cut out some events eg. may not have 200m. as sprinters can run 100m. Probably will have 6 Area events to select competitors with a limit on number of competitors competing in the Youth Olympics from an area limited to 2/event. USA is in the Area with N. America, C. America and The Caribbean. State of the Sport by CEO Craig Masback He has been USATF CEO for 10 years in which time the deficit had been reduced from $3,000,000 to zero and he claims we are now building a strong financial foundation. Goals for 2008 include: 20 or more Olympic Medals maintain world #1 status for USA T&F financial support to 100 athletes build a cohesive brand for T&F increase TV coverage increase reserve fund to $5 million increase T&F participation in all (running is now #1 participation sport in USA ) increase USA battle against drugs ( increase initial suspension from 2 to 4 years ) strengthen relationship with partners increase diversity in leadership
2] Masters T&F Meeting Eric Braschwitz was elected as 1 of 15 active athletes with voting rights. MT&F accepted L&L changes listed with the following exceptions : Tabled proposal by Youths to be a separate Division. Currently they are in the General Division with Masters. Rejected B 14a and B 3a that would require Masters Managers for WMA Meets to be selected in accordance with selection procedures approved by the High Performance Chair. Rejected changing name of Race Walking to Walking due to differences between RW and Walking. Chairman s Report (Gary Snyder) Strengthen Regional Co-ordinators responsibility Give Regional Co-ordinators $500 for holding Championships and an additional $500 if they put on clinics. National Clinics to be held on the Monday after National Masters outdoor Championships. Provide funding ($1,000) for a MT&F web site. Improve understanding of National Senior Games. Will possibly downsize the executive committee by eliminating Regional Co-ordinators except for Reg. Co-ord. Chair The Meeting accepted 2008 Budget of $84,200 without saying from where the $4,700 over expected funding was coming. Vice Chair (Janet McCarty-Smith) Diversity Discussion was led by Dexter McCloud with considerable arguing. Marilyn Mitchell thought that diversity is going much too slowly. Meeting agreed to increase diversity budget from $500 to $1,000. Skills Survey Need much more responses from Masters so that a meaningful survey can be done. Training and Orientation was proposed for new Masters Chairs. Regional Co-ordinators Bill Roe has recommended that Association Championships be widened to include Corporate races. It was suggested that associations that do not hold true T&F Championships should lose their accreditation
Future National Championships. Indoor T&F 2008 Boston 2009 Landover MD (March 22-24) 2010 Boston Outdoor T&F 2008 Spokane WA (Aug. 7-10) 2009 Clermont FL 2010 Sacremento CA was selected Multi-Events Indoor 2008 Kenosha WI (March 8/9) 2009/2010 will also be Kenosha unless alternate bidder is found Outdoor 2008 Joplin Missouri 2009 Seattle WA 2010 Dallas TX We need an East Coast person and facility willing to host about 50 athletes in order to improve regional diversity. Weight, Super Weight and Ultra Weight 2008 Seattle WA (Sept.6-7) Requested by Seattle (on hold awaiting new Bid Format ) WMA (World Championships) Indoor 2008 Clermont Ferrand France 2010 Expected to be in Kamloops Canada Outdoor 2009 Larti Finland 2011 Sacramento CA USA (selected in Riccione) WMA Regional (NA-CA-Carib) Outdoor 2008 Clermont FL USA (Aug ) World Records (Sandy Pashkin) She explained why some controversial records were not approved e.g. Marie Louise Michaelsohn s 10,000m. was not accepted because there was no permanent picture, as the tape was taped over. Keston s Mile was not approved as they used cones instead of curbing and although use of cones was recently approved it is not permissible to approve retroactive changes. Weight throw was not approved, as the distance was not immediately measured (it was only measured at the completion of the event)
New Web Page Dave Clingan showed a proposed new MT&F web page that could be accessed either directly through its own unique address or via a link from the USATF web page Marketing (John Oleski) The major problem is MT&F s relatively small size of active Masters Competitors in Indoor and Outdoor National Championships. Additionally Marketers appear to concentrate on old age problems e.g. Incontinence, ED etc from which most top class Masters athletes do not suffer. John is trying to widen marketing interest in Masters and is trying to find a title sponsor (small) for the National Indoor and Outdoor Championships. The 2007 Outdoor Championsips in Orono had direct web cast and should be improved for the 2008 Indoor Championships. It was thought that the new USATF Trailer would have a Masters section that should help explain Masters T&F to potential sponsors. Invitational Masters Races (Mark Cleary). Entries are usually based on best recent times by athletes over 40. He is usually not allowed to do Field Events or races longer than 1 Mile due to time constraints. In 2008 we have the following Invitational events : ----Open Indoor Nat. Champs. 60m.M + 400m.W --- Millrose Games 4 X 400 M + W --- Mount Sac. 800m. M + W ---Open Outdoor Nat. Champs. Probably sprints + 300, 800 or 1500 for Men Race Walking (Bob Fine) Years ago Open RW agreed to run joint Championships with Masters RW, however the problem is that frequently in National RW Championships over 90% of the competitors are Masters. Therefore Masters now have 2 of 6 members on the RW Committee. WMA Relay Selection (Phil Greenwald) There was much discussion over how to select relay teams. In Riccione the USA entered 28 teams but 4 scratched for a variety of reasons. The USA ended up winning 8 Gold, 8 Silver and 4 Bronze. Generally agreed that team manager would have final selection but high priority would be given to competitors who competed in the same individual events i.e. primarily the Sprinters even if an 800m. or 1500m. runner was thought to be faster. Also it was agreed that a runner who said he would run in relay, but did not show for the race would be placed at the bottom of the list at the next international meet.
3]Awards Breakfast Masters Athlete of the year Lois Gilmore of Wisconsin (WLDR) There had previously been significant heated discussion as to why Lois received the award over Phil Raschker who had been voted the World s Best Masters Athlete in Male Masters T&F Athlete of the Year Nolan Shaheed Female Masters T&F Athlete of the Year Alisa Harvey T&F Athletes of the Year (30-59) Male Bill Collins Willie Gault Bruce McBarnette Gary Hunter Greg Foster Pete Magill Female Kathryn Martin Oneitha Lewis Joy Upshaw-Margerum Carol Finsrud Monica Kendall Rita Hanscom Athlete of the Year (60+) Emil Pawlik John Altendorf Ed Burke Trent Lane Bob Matteson Mel Larson Marie Louise Michelsohn Nadine O Connor Phil Raschker Christel Donley Jeanne Deprano Gerry Davidson Otto Essig Award To Don and Marian Lein of North Carolina 4]Site Selection for National Championships in NC I attended NC s successful bid for 2009 USATF Junior Olympics in Greensboro I made presentation for Hagen Stone Park in Greensboro to host 2009 National Masters 5K X-C Championships. We successfully bid last year on getting the 2008 Championships, but lost out this year to the X-C committee s desire partially to spread the event around the USA but principally because we could only guarantee $2,000 in cash prizes, whereas all of our competitors offered at least $5,000. Committee Chair Bill Quinlist told me that future bids would require at least $5,000 in prize money. Therefore if NC wants to bid on future National X-C Championships we will have to get more money from municipalities or preferably get earlier sponsorship. The sites selected were : 2009 St. Petersburg FL 2010 Port Vancouver WA 2011 Rochester NY
5] SouthEast Regional MT&F Meeting (Bob Fine) Bob gave us a list of some of the requirements that were necessary for a field record to be accepted. They included: For throwing events. If a throw constitutes a record, the distance must be measured with a steel tape and the implement immediately re-verified. The event will be halted while this takes place. After this is done the event can continue. All throws (4 or 6) must be measured. All heat sheets and record applications must be properly signed at the time of the record. All records jumps must be measured with a steel tape. To save time Meet Directors should have all age group records available. Certified judges are required and the Meet must be sanctioned by USATF. SE Masters T&F Championships are scheduled for in Birmingham AL. He plans to have Virginia host the 2009 Championships and Tennessee host in There is a possibility that VA will host an Indoor Championships in Elections for the SE Masters Chair will be held at the same time as other Masters T&F officers are elected i.e. next year will be an election year and every 4 years thereafter. Bob emphasized that the WMA Regional Championships will be held in Clermont Fl from Aug 28 th. to the 31 st. this year. We cannot expect them to return to USA for many years He also suggested that we contact the Senior Games in our home state to see how we could complement each other. 6]Closing Ceremonies At the end of the Convention only Alaska and Wyoming remained unaccredited. USATF Income for 2008 was expected to be around $17,000,000 with no deficit. The Site Selection Committee reported that they were unable to recommend a site for 2012 as the cost of the hotels seemed too high. They hoped to come back next year with recommendations for both 2012 and 2013 with lower hotel costs. Sites previously accepted were as follows: 2008 Reno 2009 Indianapolis 2010 Virginia Beach 2011 St. Louis -- Maxwell C. Hamlyn Chair of Masters T&F NC Association of USATF
