1 Welcome to TrackTown USA and the 2016 U.S. Olympic Team Trials Track & Field! USA Track & Field and TrackTown USA welcome you to the 2016 U.S. Olympic Team Trials Track & Field. It is our goal to provide each athlete with an athlete-friendly competition experience that is of the highest quality. We wish you the best of luck in your competition! This handbook will provide you with detailed operational procedures that are necessary for your success at the Olympic Trials. Please read all information in your packet carefully so you will be aware of any changes that may have taken place since you completed your entry application. Athletes should pay special attention to the rolling declaration process, athlete check-in procedures, implement inspection deadlines, and doping control procedures. 2 June 2016 Dear Athletes, Coaches and Athlete Representatives, On behalf of USA Track & Field, Chairman of the Board Steve Miller and President Stephanie Hightower, welcome to the 2016 U.S. Olympic Team Trials Track & Field. As you know, the Olympic Trials are the biggest national championship in the world. With nine days of competition, the Trials are eclipsed this year only by the Olympic Games themselves for grandeur and suspense, as some of the world s greatest athletes you! vie for the opportunity to make the Team USA roster that will compete at the Olympic Games in Rio. The Olympic Trials are the domestic highlight of any four-year cycle for athletes, fans, officials, volunteers, and all of USATF. It also brings to fruition years of planning and collaboration. Please join us in thanking our partners from TrackTown USA, the University of Oregon, the City of Eugene, the State of Oregon and the Oregon Track Club for all they do to make track & field great in Eugene and throughout the state. Of course, without our corporate sponsors and our partners at the U.S. Olympic Committee, none of USATF s athlete-support programs and talent development pipelines would exist: sport science programs, the USATF Championship Series, prize money, coaching stipends and health insurance. Many members of this community have worked tirelessly to provide the best-possible experience for you, your families and our other visitors as you pursue a spot on Team USA for the Rio Olympic Games. We wish you the best of luck in your efforts and hope that you will let us know if there is anything we can do to assist with your stay or with practice and competition. This event is a continuation of an excellent partnership with USA Track & Field to stage outstanding events for athletes and fans. The USATF leadership has created many of the policies relating to the conduct of the event, including qualifying procedures, declarations, heat sheets, and the other rules of play. The LOC s role has been to work within this framework to create an amazing event. The fans of TrackTown USA are known around the world for their passion, enthusiasm, and appreciation of the sport. 7 ATHLETE SERVICES Athlete Services Desk An athlete services representative will be available at the Eugene Airport Information Desk and the Hilton Hotel. Athlete services representatives will provide assistance with information about competition, medical services, athlete transportation, housing etc. Athlete Hospitality Athletes will have access to hospitality at the Hilton Eugene and on Field Four inside the venue. These hospitality areas are designated for athletes, registered coaches and those with a green credential. You must have your green credential with you in order to enter. The hospitality area provides light snacks, beverages, television, computers, internet access and electronic gaming. Please DO NOT LEAVE CHILDREN UNATTENDED in these areas. Athlete Credentialing/Packet Pick-Up and Athlete Support Credentials Athlete credentials/packet pick-up and Athlete Support Credentials will be located at the Ford Alumni Center (1720 E 13 th Ave., Eugene, OR 97403). The building is adjacent to Matthew Knight Arena. Hours are as follows: Thursday, June 30 through Saturday, July 9 from 9:00 AM 6:00 PM Sunday, July 10 from 9:00 AM 12:00 PM Local Volunteer/Staff /VIP Credential Pick-Up Local volunteer and staff credential pick-up will be located at the Ford Alumni Center (1720 E 13 th Ave., Eugene, OR 97403). 8 CREDENTIALS Accreditation is located at the Ford Alumni Center (1720 E 13 th Ave., Eugene, OR 97403). The Ford Alumni Center is adjacent to Matthew Knight Arena and will be open from 9:00 AM 6:00 PM Thursday, June 30 Saturday, July 9 and from 9:00 AM 1:00 PM on July 10. Admission to all practice, warm-up and competition facilities including the athlete shuttle, athlete lounge and athlete/athlete support seating in Eugene is by credential only. Athletes must be declared for their event in order to receive a credential. Credentials must be worn for admittance to any area other than public areas. Credentials will be required for facilities entry beginning Thursday, June 30. Athletes must appear as qualified or accepted and declared on the Status of Entries page of the USATF website in order to receive a credential. All athlete support persons must be designated to receive an athlete support credential by an athlete who is qualified or accepted, and declared per the status of entries page. In addition, the athlete must have checked in at credentialing prior to support person s arriving to receive their credential. This ensures the athlete has made the necessary changes and/or validated the support person they want to receive this credential. Athletes and support persons will be required to show a photo ID to pick up their credentials. There are three types of support person credentials, Registered Coach, Warm-up Pass, and Stadium Pass. These are designed to allow an athlete s coach and/or personal support access to the warm-up area, athlete seating or practice track for the purpose of preparing for competition. An individual must be 18 years of age or older to receive a credential. Credentials are non-transferrable and each support person will only be allowed to receive one credential free. RC - Registered Coach Credential (best option for coach) All coaches designated to receive a RC credential must be a current (2016) member of USATF and must be a current member of the USATF Coaches Registry and completed the USOC Safe Sport Course, prior to receiving a RC credential. Individuals must have completed and been approved (be listed on the USATF Coaches Registry) prior to their arrival in Eugene, OR. Only the individuals specified by participating athletes for this purpose will be allowed to receive an RC credential. You will not have the option to sign up for the Coaches Registry on-site (in Eugene, OR) to obtain a coaches credential. Please view the following link for more details on the USATF Coaches Registry: WP - Warm-up Pass Credential (best option for personal medical) Personal support designated to receive a WP must be a current (2016) member of USATF. Please renew or sign-up for a membership at the following link: Services/Individual-Memberships.aspx. Only the individuals specified by participating athletes for this purpose will be allowed to receive a WP credential. There is no stadium access with this credential. 8

9 Stadium Pass Credential (best option for family member or friend) Personal support designated to receive a SP must be a current (2016) member of USATF. Please renew or sign-up for a membership at the following link: Services/Individual-Memberships.aspx. Only the individuals specified by participating athletes for this purpose will be allowed to receive an SP credential. Stadium seating access Section G only, there is no warm-up area access with this credential. Credentials can be obtained and or purchased at Packet Pick-up in the Ford Alumni Center (1720 E 13 th Ave., Eugene, OR 97403). The building is adjacent to Matthew Knight Arena. Athletes will have the following credential options for their support persons: 1. One Complimentary Credential Option (pick one of the following): RC - Registered Coach - coach of record (warm-up area and stadium seating only) WP - Warm-up Pass (no stadium access; warm-up area access only) SP - Stadium Pass - (stadium seating access Section G only; no warm-up area access) Each participating athlete may request one of the above options for his or her personal support by specifying the name of the individual designated to receive that credential on his or her online registration (entry form). On-line Registration (entries) closes Monday, June 20, USATF will not be accepting any updates via . Athletes who still need to designate (add/update) coaches/athlete support names for credentials can complete this on-site in Eugene, OR. Price for 2nd credential: $90 (for 6-Day Credential valid for either June 30 July 5 or July 5 10) $175 (for 10-Day Credential valid July 1 10) Each participating athlete may request one of the above options for his or her personal support by specifying the name of the individual designated to receive that credential on his or her online registration (entry form). 11 immediately escorted from the facility, the credential will be revoked, and the unauthorized person may be subject to penalty. Single-session reserved seats are available in five different price categories. (Additional fees may apply and VISA is the exclusive credit card.) Blue level: Sections A, B, C & D ($88) only limited view and obstructed view seats available Yellow level: Sections E, F & U ($78) Black level: Sections N, O, P, Q, S & T ($68) Green level: Sections L & M ($58) Red level: Sections J & K ($43) 11

12 MEDICAL Athlete Medical at Hayward Field The main medical treatment center available to athletes is located on Field 4 at Hayward Field in the athlete preparation area. It has a full range of medical professionals including athletic trainers, physical therapists, chiropractors, massage therapists, physicians and nurses. Ice baths will be available beginning Tuesday, June 28 through Sunday, July 10. The health care professionals can provide athletes with modality treatments including deep and superficial heat, cold, and electrical stimulation as well as their hands-on treatment methods, ice baths, injury assessment and triage. A medical surveillance team consisting of trainers and doctors will be on the Field of Play at all times during competition. Ice baths will be available only at Hayward Field. Credentials are needed to receive treatment. These services will be provided only during practice hours at Lane Community College. Athlete Personal Medical at Hilton Eugene Athlete Medical will be available at the Host Athlete Hotel (Hilton Eugene). These services will be available on Friday, July 1 through Saturday, July 9 from 2:00 PM 7:00 PM. 12

13 Personal Medical Professionals Space will be available on Field 4 for personal medical professionals who have an Athlete Support Warm-Up credential. Please confirm the exact location upon arrival. Personal medical professionals must provide their own massage tables and supplies. The individuals should identify themselves to the medical staff to avoid confusion and should only treat athletes that they are contracted to provide services for. Additional athlete support (Warm-Up or Stadium) credentials will be available for purchase at the packet-pickup and check-in area located in the Ford Alumni Center next to Matthew Knight Arena. Competition Emergency Center The medical staff will use the treatment room in the Bowerman Building to triage emergency cases. This room will serve as the competition emergency center for injured competing athletes. The room is located behind the start of the 100m. Only emergency situations that occur on the track will be treated in this room. All other medical services will be available in medical tent located on Field 4. After-Hours Medical An after-hours sick call service will be provided by the local organizing committee. Service is available 24 hours a day. Physicians will be on call and can be reached by calling Please note this is strictly for medical situations that arise after the athlete medical treatment centers have closed. Public Medical Emergency Services The Public EMS station is located on 15 th Ave to the northwest of Hayward Field and on Agate street east of the stadium. 13

14 DECLARATION INFORMATION Declarations will be based on the following schedule: Thursday, June 23 Wednesday, July 6 Declarations end daily at 11:59 PM (Pacific Time) The declaration schedule corresponds to the FIRST ROUND OF EACH EVENT IN THE COMPETITION TIME SCHEDULE. Entry declaration may be made earlier than the scheduled declaration deadline date, but under no circumstances may declarations be made later than an event s declaration deadline. On-line is the only declaration method. ATHLETES MUST FOLLOW THE DECLARATIONS SCHEDULE. Once properly entered, all athletes must complete the declaration process. Declares your intent to compete in each event entered. Allows your marks to be updated, which ensures your meet eligibility, as well as provides for accurate seeding. Scratches you from events in which you have submitted an entry, but in which you no longer choose to compete. Each athlete or his/her representative must declare whether that athlete will or will not compete in each event they have entered. DECLARATIONS WILL BE CONDUCTED ONLINE. Online is the only method of declaration. No other form of declaration will be accepted. A ROLLING DECLARATIONS PROCESS WILL BE USED. AN ATHLETE MUST DECLARE ENTRY INTO AN EVENT NO LATER THAN 11:59 P.M. PT TWO DAYS PRIOR TO THE FIRST ROUND OF THAT EVENT. Declarations will be accepted as per the declaration schedule listed below beginning Thursday June 23, 2016 at 12:01 A.M. PT. There is no late declaration period (see declarations appeal process.) Athletes may declare at any time within the declaration period but no later than the declaration deadline for their event. Athletes not declaring by the event declaration deadline will be SCRATCHED, from the event(s) entered. The Status of Entries/Declarations web page will update hourly. DECLARATION APPEALS PROCESS Note Pacific Times (PT) is used here due to location of Appeals Team No late declarations will be accepted. An appeals process will be available for those athletes who wish to declare after the close of declarations for their event. Appeals for late declaration will be accepted from 9:00 a.m. until 12:00 noon PT on the day after declarations close for the event in question. Appeals may be filed by ing Phil Bastron at phil.bastron@usatf.org. However, please note that submission of an appeal does not guarantee acceptance into the Olympic Trials. Results of appeals will show on the Status of Entries page. No other notice will be given. Appeals must be accompanied by a non-refundable $250 appeals fee. Appeals fee must be paid by credit card. 14

16 PRACTICE LANE COMMUNITY COLLEGE Lane Community College The Lane Community College Track & Field Facility is the official practice venue. The facility will be available only at the dates and times listed below. The facility is not available outside the times listed on the practice schedule. An auxiliary Medical Treatment Center located at the Lane Community College Practice Facility is limited to minor injuries and is staffed by athletic trainers. Ice baths will be available only at Hayward Field. Athletes wishing to practice the hammer after July 4 must do so at Hayward Field. The hammer throw ring at Lane Community College is not available after July 4. No practice will be permitted at Hayward Field on competition days. Lane Community College Practice Schedule LCC will be available for track and field events (except the hammer throw see below) only at the following times on the following days: Friday, July 1 Saturday, July 9 2:00 PM 6:00 PM For safety purposes, practice will be allowed only during the following times: Track oval, High Jump, Shot Put 2:00 PM 6:00 PM Long & Triple Jumps, Pole Vault 2:00 PM 4:00 PM Discus, Javelin 4:00 PM 6:00 PM SPECIAL INFORMATION ABOUT HAMMER THROW PRACTICE: Athletes may practice the hammer throw at LCC only on Friday, July 1 through Monday, July 4 from 11:00 AM 3:00 PM. For safety reasons, athletes are not permitted to throw light implements. Athletes wishing to practice the hammer after July 4 must do so at Hayward Field on July 5. The hammer throw ring at Lane Community College is not available after July 4. There are no facilities available for hammer throw practice after July 6. Lane Community College Access: Athletes and coaches with the proper credential will have access to the Practice Facility at LCC. Family, friends and spectators will not be allowed access at the LCC. Athletes must have their credential to gain access to the Practice Facility. Lane Community College Practice Facility Support Services The following services and staff will be available during the scheduled hours of operation: Medical trainers, water, marshals and stadium supervisor. 16

17 Lane Community College Practice Equipment The Practice Facility at LCC will have the following equipment available: high jump pit, standards and crossbars, pole vault pit, standards and crossbars, starting blocks, and hurdles. Field event athletes must provide their own implements for practice and warm-ups. No practice implements will be available at the Practice Facility at LCC. Important Note: Once an implement is checked in at Implement Check-in at Hayward Field, it may not be checked out again for practice. Please see the Athlete Transportation section for information on shuttles, directions and parking for Lane Community College. Lane Community College Facility Information The Practice Facility at Lane Community College (located at 4000 East 30th avenue, Eugene OR 97405) features a newly resurfaced Beynon/Atlas BSS 2000 track, an IAAF certified Olympiccaliber surface. Other features include: 8 lanes (48 wide), plus a 1m (3.28 feet) safety zone on outer perimeter Dual high jump aprons in "D" zone Dual LJ/TJ runways with oppositional pits, 48" wide 165' LJ approach length (w/o crossing opposite take off board) Single north-south Pole Vault runway, 48" wide, to double-front pit Dual Shot Put throw sectors 290' feet sector length for Discus Oppositional javelin runways, 120' feet in length 17

18 PRACTICE HAYWARD FIELD Hayward Field Practice Schedule Practice will be allowed at Hayward Field on the following dates and times. Competition equipment and medical services will be available for athlete use during these practice periods. Practice will NOT be allowed on the competition track on July 1 4 nor on July Tuesday, June 28 and Wednesday, June 29 from 9:00 AM 6:00 PM For safety, practice for certain events will be allowed only during the following times: Track, Long & Triple Jump, High Jump Pole Vault, Javelin Discus, Shot Put Hammer 9:00 AM 6:00 PM 12:00 PM 4:00 PM 9:00 AM 12:00 PM and 4:00 PM 6:00 PM No practice at Hayward until July 5 (see below) Thursday, June 30 from 9:00 AM 4:00 PM (credentials are required beginning June 30) For safety, practice for certain events will be allowed only during the following times: Track, Long & Triple Jump, High Jump Pole Vault, Javelin Discus, Shot Put Hammer 9:00 AM 4:00 PM 12:00 PM 4:00 PM 9:00 AM 12:00 PM No practice at Hayward until July 5 (see below) Tuesday, July 5 from 10:00 AM 2:00 PM (all events except for hammer throw) For safety, practice for certain events will be allowed only during the following times: Track, Long & Triple Jump, High Jump Pole Vault, Javelin Discus, Shot Put Hammer 10:00 AM 2:00 PM 12:00 PM 2:00 PM 10:00 AM 12:00 PM See below Please note that Hayward Field will close at 2:00 PM on July 5 for exclusive use by the hammer throwers for practice. Athletes in other events will NOT be permitted to practice on the competition track after 2:00 PM. The warm-up track will remain open until 6:00 PM on July 5. Please see below for information on hammer throw practice at Hayward Field. 18

After displaying the proper credential an Athlete or Athlete Support credential the vehicle may continue west on 18th Avenue to the designated drop off zone. Please refer to the enclosed map. The track facility will appear on your left. After crossing the Ferry Street Bridge, merge onto OR-99. Turn right at Patterson Street. 22 Parking at Hayward During Competition Parking is limited on the University of Oregon campus and parking restrictions are strictly enforced in the neighborhoods surrounding Hayward Field. Athletes are strongly advised to ride the event shuttle buses or be dropped off at the main athlete entrance on 18th Avenue (see map). University of Oregon Hourly parking: University meter spaces are available on University Street. They are enforced 7am 6pm, Monday Saturday and accept quarters only. The hourly rate is $1.25/hour. A map of these lots is available online at City Parking Meters: City Of Eugene meters located around campus accept credit cards. They are enforced 7 am 8 pm, Monday Saturday. The hourly rate is $1.70. Fairmont Neighborhood: Non-metered parking in the Fairmont Neighborhood is restricted to 2 hours from 6am to 11pm, Monday Sunday. This area is patrolled 7 days a week. South University Neighborhood: Non-metered parking in South University is restricted to 2 hours from 7am 6pm, Monday Friday. A free shuttle for spectators, volunteers, athletes and media is available from Autzen Stadium on competition days. Buses run every 30 minutes from Autzen Stadium. Parking is available through Entry 5 off Leo Harris Parkway on the south side of Autzen Stadium. The shuttle stop at Hayward Field is located on 13 th Street. 24 TRACK EQUIPMENT General Equipment Track equipment will be provided by UCS. This includes all hurled, landing pits, standards, cross bars starting blocks, and House throwing implements. Throwing Implements Personal Implements Athletes will be permitted to use their own implements for competition provided they pass implement inspection. All personal implements should have the name of the athlete on them. USATF will provide a limited supply of implements for use by competitors, during competition, not wishing to use their own implements or whose implements have not passed inspection. All throwing implements must be inspected prior to competition. Personal implements, once approved for competition, lose their identity as privately owned implements for the duration of the competition and may be used by any competitor. Once implements are checked in they are impounded. Athletes may pick up their implements at the Implement Inspection Room about a half hour after the completion of the competition. Implements not picked up by Sunday, July 10 at 6:00 PM will be retained by the LOC. No modification may be made to any implement during the competition. Implements that do not comply with certification specifications shall be impounded for the duration of the event. A list of non-certified implements will be available at the Implement Inspection Room as the information becomes available. An implement to be used in more than one event must be picked up and then turned in again. Equipment bags will be inspected. Athletes will not be allowed to have any implements in equipment bags taken to the Field of Play. Athletes should not bring practice implements to Hayward Field, particularly on the day of their competition. Any implements will be removed when the athlete first checks-in at the clerking area. Implements may be retrieved after competition is completed. All implements must be marked with the athlete s name. 26 POLE VAULT TRANSPORTATION AND STORAGE Athletes Traveling with Their Vaulting Poles Planes flying into Eugene will not carry vaulting poles. Athletes wishing to ship poles directly to Hayward Field will find shipping instructions below. Pole bags may be stored at Hayward Field Pole Bag Storage and made available for practice at Hayward Field on June and on July 5. Athletes needing a transfer of vaulting poles to Lane Community College (LCC) for practice must make arrangements with the staff at the Hayward Field Pole Bag Storage 24 hours in advance of needing the poles at LCC. The Hayward Field Pole Bag Storage will close at 6:30 PM on Sunday, July 10. All vaulting poles must be claimed at the vaulting pole storage area by 6:30 PM on Sunday, July 10. Athletes Shipping Vaulting Poles Athletes wishing to ship vaulting poles directly to Hayward Field must use the following address and specify that the shipment arrive no sooner than 9:00 AM on Tuesday, June 28. Shipments arriving prior to 9:00 AM on Tuesday, June 28 will not be accepted. Shipments must be addressed with the competitor s name to the following address: U.S. Olympic Trials Attention: Vaulting Pole Storage at Hayward Field 1650 Agate Street Eugene, Oregon All vaulting poles must be claimed at the vaulting pole storage area by 6:30 PM on Sunday, July 10. Vaulting Pole Storage Vaulting poles must be stored at the storage area at Hayward Field from June 28. Athletes will not be permitted to bring vaulting poles directly to the competition site. 27 Coach Areas Coaches are not allowed on the Field of Play. Special Coaching areas have been designated near each field event for working coaches during their athlete s competition only. Access to this area is provided to one coach with a Registered Coach or Warm-Up credential and an appropriate additional Coaching Box credential which will be provided to the competing athlete at check-in at the Clerk s Tent. Athletes may give their one pass to whomever they wish to have in the coaching area as long as that individual has a Registered Coach or Warm-Up type credential. Passes are good only during the athlete s flight of competition only. Space is on a first come, first served basis. 28 COMPETITION PROCEDURES Severe Weather In the event of severe weather, although unlikely, athletes, coaches and officials will be advised via a public address announcement to seek shelter. Athlete Flow Summary Athletes in ALL events (qualifying and finals) will follow the same protocol. A summary of this process is outlined below: Athletes are encouraged to enter the stadium through the athlete entrance on 18 th Avenue. Athletes should report to the Clerk of Course or the Field Event Clerk on First Call but may leave the Call Room area to continue warm-up. Athletes must report to the Clerk of Course or the Field Event Clerk on Final Call and remain in the Call Room Tent until time to depart for competition. Athletes will be escorted from Final Call to the event. No athlete may enter the Field of Play unless escorted by the appropriate official. Athletes going to the track will get their hip numbers underneath the West Grandstand. Field athletes will be escorted to the Mixed Zone after completion of the preliminary rounds or in the vertical jumps at the end of the round when they are through competing. After completion of the event, athletes may be asked to do a flash interview with television or an in-stadium announcer. Athletes will be escorted off the field of play through the gate beside the finish line. After competition in finals, the top 3 finishers will be asked to take a victory lap to be honored by the crowd before exiting the field of play. Top 3 finishers will be escorted to the awards podium above Section T and then to the Mixed Zone. After exiting the field of play, all athletes will be escorted to the Mixed Zone and then the Post Event Recovery Area where they will attach to doping/award chaperones and retrieve their clothing. No athlete may leave the Field of Play except through the Post Event Recovery Area. This includes all athletes in throwing events. Top 3 finishers will be escorted to the Interview Room in the Main Media Center and then on to the Festival Stage for interviews and to be celebrated by the enthusiastic audience in the free public festival on the artificial turf fields behind the West Grandstands. Selected athletes must report to the Drug Testing Center no later than one hour after notification of selection for testing. 28

29 Security Check For security purposes all personnel entering the competition stadium will have any bag inspected by security. It is suggested that you bring as little as possible to the track so that your entry will be timely. Please allow enough time to clear security when planning your warm-up. Athlete Control Competing athletes will enter Athlete Control in the clerking area on Field 3. Athletes must precede through each the following areas before the third call for check-in with the Clerk of the Course in the Call Room Tent area. This can be done starting as early as two hours before the scheduled start of their event. Initial clothing and equipment check in the clerking area Competition bibs For field events, collect the Coaching Box credential and give them to their coach COMPETITION PROCEDURES Uniform Advertising and Logos As a U.S. Olympic Committee event, the U.S. Olympic Team Trials are subject to IOC and USOC advertising regulations for athletes apparel and uniforms. As required by the USOC: For the U.S. Olympic Team Trials Marathon, Race Walk, and Track & Field, these rules are applied as follows: COMPETITION TOPS (vests/singlets) The name/logo of the Manufacturer of the attire may be displayed once on the front of the vest. Such displays shall be identical, in rectangular form with a maximum size of 20cm² and with the lettering a maximum height of 3cm and the total Logo a maximum height of 4cm. COMPETITION TOPS AND BOTTOMS A graphic or figurative Logo of the Manufacturer (not including name or any text) may also be used as a decorative design mark once or repeatedly as a strip not exceeding 10cm in width in one of the following positions, provided such use does not, in the opinion of USATF, in its discretion, dominate or unduly detract from the appearance of the garment: Across the bottom of the sleeves; On the outer seam of the sleeves; Down the outer seams of the garment. CLUBS The club name or the club logo may be displayed on the front of the vest/leotard on the right chest. Such display shall be rectangular in shape, with a maximum size of 40cm2 and with the lettering a maximum height of 4cm if printed directly onto the vest/leotard or the size of the patch. The club name may appear on the back of the vest/leotard with the lettering a maximum height of 4cm, and no restriction in width. Club logos which are part of traditional club names and have been registered as such with USATF prior to 1 January 1980 and without relation to a company or product shall remain and the size at the time the club was approved and may not be increased. Club logos including a Logo or lettering representing a company or product are subject to the dimension as stated under this Clause. 32 SOCKS The name/logo of the Manufacturer of the socks may be displayed once on each sock. The maximum size of such display shall be 6cm2, with a maximum height of 3cm. A graphic or figurative Logo of the Manufacturer (not including name or any text) may also be used on socks as a decorative design mark once or repeatedly as a strip not exceeding 5cm in width across the top edge of each sock, provided such use does not, in the opinion of USATF, in its discretion, dominate or unduly detract from the appearance of the socks. SCHOOLS, UNIVERSITIES, AND MILITARY EXEMPTIONS Size restrictions shall not apply to uniforms of colleges, universities, or military units or branches whose names do not include any sponsor identification. Please bring your attention to Rule 40 and Rule 50 for in depth USOC and IOC uniform regulations. These regulations are subject to change. For any questions, contact events@usatf.org. The 2016 Olympic Team Trials Uniform Advertising and Logo Regulations can be found on USATF s website at Guidelines.aspx Competition Bibs The 2016 Olympic Trials Track & Field will utilize a new, lightweight bib number that will be directly applied to the athlete uniform using a heat press. The bib is temporary, greatly reduces wind drag and does not require safety pins. When removed, it does not impact the integrity of the uniform. In order to expedite this process, bibs may be applied to uniforms during special hours on June 29 and 30 and July 5, as specified below, during practice hours at Hayward Field. If you are not able to have your bib number applied in advance, it will be applied as part of the check-in and call process the day of competition. Please allow yourself an extra 30 minutes for this process on the day of your competition. Staff will be on hand to perform Uniform Inspection to ensure uniforms are in compliance with the 2016 Olympic Team Trials Uniform Advertising and Logo Regulations (PDF) before the application of bib numbers. PRACTICE TIME BIB APPLICATION HOURS, HAYWARD FIELD Times to be posted on on Monday, June 20. Spike Regulations Athletes may only use pyramid, needle and Christmas tree spikes no larger than 7mm (1/4 ) in length. High jumpers and javelin throwers may use a 9 mm (3/8 ) or less spike. Spikes will be checked at the initial check-in and those not meeting the regulations must be replaced by the athlete. Warm-Up Athletes should enter the Hayward Field warm-up area via the athlete entrance on 18th Avenue, on the south side of Hayward Field (please see enclosed map). Competing athletes will have 32

33 their uniform, spikes and equipment checked at the initial check-in (Clerk s tent). Athletes have the option of warming up on the warm-up track, Field 3 (day of competition athletes only), or Field 4. Athletes may also warm-up outside the facility but must remember to bring their credential if exiting Hayward Field (please see enclosed map). Early Check-In Athletes may check-in with the Clerk of Course up to 2 hours before their event at the Clerks tent located Field 3 of the warm-up area. Once checked in athletes may go back to the warm-up area but must return to the Call Room when the Final Call is made. Athlete Check-In (Calls) All athletes must check-in with the Track Event Clerk or Field Event Clerk in the Call Room Tent located on Field 3 according to the generalized scheduled check-in times listed below. There will be a First Call, and a Final Call made for each event. Athletes are requested to check-in on the First call but must do by the last call or be scratched from that event. Warm-up can continue after First Call check-in. First Call check-in times are as follows: Running Events at least 45 minutes prior to scheduled start of event Pole Vault at least 120 minutes prior to scheduled start of event High Jump at least 90 minutes prior to scheduled start of even Horizontal Jumps at least 70 minutes prior to scheduled start of even Throws at least 70 minutes prior to scheduled start of event Final Call - Running Events Track athletes must report to the Track Event Clerk in the Call Room tent 20 minutes prior to the scheduled start of the event. Coaches and support personnel may not enter the Call Room Tent. Athletes will be escorted to the Field of Play. Final Call - Pole Vault Pole vault athletes must report to the Field Event Clerk in the Call Room tent 105 minutes prior to the scheduled start of the event. They will be escorted to the pole vault venue and will have approximately 60 minutes to warm-up in the competition stadium. Pits close approximately 5 minutes prior to start of event for instructions and introductions. If athletes don t want to be out there that long they can ask to wait until 30 minutes before the start to be escorted out. Final Call - High Jump High jump athletes must report to the Field Event Clerk in the Call Room Tent 75 minutes prior to the scheduled start of the event. High jump athletes will be escorted to the high jump venue and will have approximately 45 minutes to warm-up in the competition stadium. Pits close approximately 5 minutes prior to start of event for instructions and introductions. Final Call - Throws 33

34 All throws athletes must report to the Field Event Clerk in the call room field 60 minutes prior to the scheduled start of the event. If there is more than one flight, all athletes will be escorted to the competition venue. Athletes who are not in the first flight will be escorted away from the event site approximately 20 minutes prior to the start of the competition, and 15 minutes will be reserved for the first flight to warm-up. Warm-ups will cease approximately 5 minutes prior to competition for site preparation. Subsequent flights will be called to report to the Clerks tent, escorted to the competition site, and receive 15 minutes of warm-up time.. Final Call Horizontal Jumps All other field event athletes must report to the Field Event Clerk in the Call Room tent 60 minutes prior to the scheduled start of the event. Athletes will be escorted to the competition venue and will have approximately 45 minutes to warm-up in the competition stadium. Pits close approximately 5 minutes prior to start of event for instructions and introductions. Athlete Exit (Qualifying Rounds) After competition, athletes will be escorted off the field of play through the gate beside the finish line. Some athletes may be asked to do an interview with TV or the in-stadium announcer. All athletes will be escorted off the field of play directly into the Mixed Zone. No athlete may leave the field of play except through the designated athlete exit path. Athlete Exit (Finals) After competition, all athletes will exit the field of play through the gate beside the finish line. The top 3 finishers will take a victory lap to be honored by the Hayward Field crowd and then escorted to the awards podium above Section T. Mixed Zone Interview Area All athletes must pass through the Mixed Zone, but athletes may choose not to speak to the media in the Mixed Zone. Athletes will be able to retrieve their clothing from the basket crew in the Post-Event Recovery Area. Athlete Recovery Area Clothing baskets and fluids will be located in this area. Athletes selected for drug testing will sign appropriate paper work and attach to the doping chaperone at this time. All clothing and bags must be taken by the athletes before leaving this area since there is a no return policy. Coaches/ Agents will not have access to the Athlete Recovery Area or the Mixed Zone. A special designated area located just outside the back of the Athlete Recovery Area will be available just for agents/coaches who need immediate access to their athlete. This is a small area and is not a celebration area but is to be used only if a business or procedural need arises. Awards Ceremonies After competition, the top 3 finishers will take a victory lap to be honored by the Hayward Field crowd and then escorted to the awards podium above Section T. After awards, athletes will be escorted to the Mixed Zone, then to the Interview Room in the Main Media Center and then on to 34

35 the Festival Stage for interviews and to be celebrated by the enthusiastic audience in the free public festival on the artificial turf fields behind the West Grandstands. 35

36 PROTESTS & APPEALS Protest Procedures Initial protests related to events occurring during the competition should be orally voiced by the athlete to the head of the event IMMEDIATELY. Subsequently the protest must be formally made in writing, either by the athlete or an athlete's representative (who has a valid athlete support type credential) on behalf of the athlete. The protest must be completed, signed and submitted at the protest table no later than 30 minutes after the official posting of the results on the official results website and must be accompanied by a $ cash protest fee. The protest fee is nonrefundable unless the decision is reversed. Protest forms will be available at the protest table located next to the Bowerman Building (see map). The referee's decision will be posted at the protest table and a copy will made available for the athlete and/r the athlete s representative filing the protest as soon as the information is available. Appeal Procedures If an athlete or his or her representative with an athlete support type credential wishes to appeal the referee's decision, an appeal must be submitted in writing, signed and accompanied by a $ cash appeal fee at the protest table, immediately and within 30 minutes after the action by the Referee has been officially posted. The appeal fee is non-refundable unless the appeal is upheld. Appeal forms will be available at the protest table located next to the Bowerman Building (see map). An appeal must be filed only by an athlete or an athlete s representative on behalf of the athlete. The jury of appeal s decision will be posted at the Protest Table and a copy will be available for the athlete or athlete representative filing the appeal as soon as a decision regarding the appeal is made. 36

37 DRUG TESTING Athletes who participate in the competition are subject to drug testing performed by the U.S. Anti-Doping Agency (USADA) in accordance with the USADA Protocol for Olympic Movement Testing. Athletes selected for doping control will be asked to sign a consent form when they arrive in the Post Event Area and will be assigned a doping chaperone who will remain with the athlete until they arrive at the Doping Control Center. An athlete has one hour before he/she must report to doping control which is located in the air-conditioned tent next to the Clerks Tent on Field 3. An athlete can ask to have one representative with a Registered Coach, Warm-Up Pass, or Stadium Pass credential to accompany them. BE ALERT - Knowing your rights and responsibilities may save you from making a mistake that could jeopardize your athletic career. The use of ALL dietary supplements is at the athlete s own risk of committing a doping violation. Please see page 50 of the Guide to Prohibited Substance and Prohibited Methods of Doping (PDF) ( for additional information on dietary supplements. Check out the Test Alert Card (PDF) ( for key details every athlete should know prior to competing. BE AWARE - Testing may take place at any time or after any round- preliminary, qualifying, or final. USADA typically selects place finishers and random athletes. Athletes have 60 minutes from the time they are notified of being selected for testing to arrive at the Doping Control Station and will be accompanied by a chaperone during that time. BE CLEAN - Checking to see if the medication you take is allowed could be the difference between passing your test and serving a doping ban. A search on USADA s easy-to-use Drug Reference Online ( or a quick call to USADA s Drug Reference Line ( ) and following-up with any necessary forms is all it takes to pass with flying colors. BE INFORMED - Watching the USADA s short testing video will familiarize you with the drug testing process ( When making travel arrangements please allow enough time for drug testing at the end of your event. This will include providing a sample and processing paperwork. The adjudication of anti-doping rule violations or refusals to test will be carried out by USADA. Athletes found to have committed a doping violation will be disciplined according to penalties specified by the World Anti-Doping Code and, if appropriate, applicable IAAF rules. Such penalties may result in a period of ineligibility as well as disqualification from an event. 37

38 TEAM PROCESSING Please bring passports to National Team Sign-Up!* Team Processing will be in Eugene, OR, during Olympic Team Trials- Track & Field, Hilton Eugene: Playwrights Hall (66 E 6th Ave. Eugene, OR 97401). Athletes who qualify to complete team processing should arrive promptly at the dates and times below. Note: Olympic Team processing for the marathon will be on July 2 in Eugene, OR Athletes should bring the following to team processing: Travel and competition plans for the summer Valid U.S. passport* Necessary information to complete forms (contact information for agents, coaches, etc.) * Athletes must have a current passport good for at least 6 months after the return date from the National Team event. 40 TIE BREAK PROCEDURES If there is a tie for any rank position that affects team selection, the tie shall be broken by the following procedures, in order, as they apply. Running Events 1. For all running events, with the exception of the marathon and 50 km race walk; a. The athletes affected and/or their respective representatives will receive, from a USATF official, written notification that a tie has occurred for a place that qualifies an athlete for the U.S. Team and that tie breaking procedures must be initiated. The athletes and/or representatives must acknowledge in writing their receipt of the notification. b. If all affected athletes agree to a run-off, the run-off will be held within the most time allowed before the roster deadline, but not later than 72 hours, after the last day of the selection competition. The athlete s decision to compete in the run-off, must be communicated in writing to USATF within two hours from which the last athlete was notified. Failure to do so will be construed as a decision to decline participation in a runoff. 2. Any athlete that agrees to run-off, and then changes his/her mind after the two-hour deadline, forfeits any rights to the higher place. 3. If all affected athletes do not agree to do a run-off, the tie shall be broken by lot. For the purposes of the tie-break procedure, by lot will be defined as follows: a. If two persons have tied, the tie shall be broken via coin toss. b. If three or more persons have tied, the tie shall be broken by drawing names from a bowl. The names shall be written on paper of the same size and folded in the same manner. 4. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. Field Events 5. Athletes participating in the final round of competition will be assigned a rank based upon their place-finish in the finals; 6. Athletes that do not qualify for the finals will establish their rank order position based on the athlete's best mark achieved in the qualifying round. An athlete's ranking will be based upon the highest round completed by an athlete. If after exhausting there remains a tie for the last team position in a field event other than the high jump and pole vault, there shall be an additional round of jumping/throwing immediately after the event. If that round does not break the tie, one or more additional rounds shall be held until one round breaks the tie. In the high jumps and pole vaults if, after exhausting Rule 181.9, there remains a tie for the last team position, the tie will be broken by a jump-off, using the rules and procedures normally applicable to jump-offs to break ties for first place. Field event jump-offs will take place, if possible, 1) immediately after the event and 2) no later than the morning following the event. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. 40

41 Combined Events If after exhausting Rule there remains a tie for the last team position in a combined event, the tie shall be broken by lot. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. PRIZE MONEY For the 2016 US Olympic Team Trials Track & Field, USA Track & Field will pay prize money to the first through seventh place finishers in each Championship event. The prize structure is as follows: 1 st Place $10,000 2 nd Place $8,000 3 rd Place $6,000 4 th Place $4,000 5 th Place $2,000 6 th Place $1,000 7 th Place $1,000 Notes Athletes who are eligible to receive prize money will receive their payment after all drug testing results from USADA have become final. It can take anywhere from 6-8 weeks and sometimes longer for USATF to receive these results. Athletes are eligible to receive prize money in more than one event. Some prize money payments will be processed by USATF, whereas some payments will be processed by the USOC (United State Olympic Committee) per the terms of USATF s PPA Agreement with the USOC. Approximately 2 weeks from the last day of competition athletes will receive an from USATF with details and/or forms you will need to complete for USATF and/or USOC to process the prize money. Please make sure your mailing address is up-to-date with USATF. Payments will be processed via the address provided on the completed IRS W-9 forms on file for that payment year. NCAA Division 1 athletes with remaining collegiate eligibility should check with their university compliance department to see if they are eligible to receive this prize money according to NCAA rules. All other college athletes may not receive prize money payments according to NCAA rules currently in force. 41

42 ATHLETE ALLOCATIONS 2016 U.S. Olympic Team Trials Track & Field----Athlete Travel Funding An allocation of funds in the amount of $1,000 will be provided to athletes in each event who meet the funding criteria below. Funding for the 2016 U.S. Olympic Team Trials Track & Field is not based on qualifying standards. Athletes will receive funding from USATF to help defray their expenses if they have completed on-line entry by the deadline (Monday June 20, :59PM PT) and have met one of the following criteria: Be an athlete who is ranked in the top 50 in the world, according to the 2015 All-Athletics Outdoor Top List or IAAF Outdoor Top List as of 12/31/15, and/or be an athlete who is ranked Top 4 in the US, according to the 2015 Track & Field News List as of 12/31/15, and who have met the U.S. Olympic Trials automatic qualifying mark in the same event during the Olympic Trials qualifying period: All qualifying performances for the U.S. Olympic Trials must be attained on a standard outdoor track in the period Friday, May 1, 2015 through Sunday, June 26, 2016, or on an indoor track, in the same event, in the period Friday, January 1, 2016 through Sunday, June 26, 2016; except for the 10,000 meters, Decathlon & Heptathlon and 20km Race Walks, whose qualifying period is from Thursday, January 1, 2015 through Sunday, June 26, Athletes whose entry into the Olympic Trials is based solely on the "automatic qualification" (USATF Rule 8) are not eligible to receive funding based on that automatic qualification unless they also have met the criteria listed above. The athlete must compete in the Olympic Trials to receive funding. These athletes will receive funds prior to the start of their event during the credentialing process in Eugene, OR. However, if an athlete decides not to compete in the Olympic Trials, these funds must be returned to USATF. The top 12 place finishers at the U.S. Olympic Trials who were not previously qualified for funding based on their 2015 performance, will also qualify to receive an allocation of $1,000. These payments will be processed approximately 2 weeks from the last day of competition (subject to the proper forms being completed and submitted to USATF/USOC for processing). Notes: Athletes who are eligible to receive travel funding for this event are required to complete the following IRS W-9 Form: IRS Form W-9: Request for Taxpayer Identification Number and Certification (PDF, via IRS.gov).
