2 Foreword On 1 September 2016 the First APEC High Level Policy Dialogue on Education and Career Planning for Young Athletes was convened at The Howard Plaza Hotel in Taipei, and the APEC Sports Policy Network (ASPN) was also launched under this project. The purposes to set up ASPN is to enlarge the ASPN membership, discuss the sports related issues, update the Compendium of APEC Sports and directory of sports authorities. This network will share experiences on relevant information and practices focusing on empowering youth and women with the skills necessary to successfully enter the job market this year. This APEC Sports Newsletter, one of the tasks that ASPN will complete this year, is the first ever APEC sport-related newsletter. Officials, scholars and business representatives from APEC economies are invited to contribute relevant articles to this publication, sharing ideas and experiences with other experts and scholars. The APEC Sports Newsletter will be published in 3 issues and the contents will include APEC economies' policies, perspectives on regional sports issues, and ASPN related events. In this issue, we will discuss policies regarding young athlete education and career planning in APEC economies, then briefly introduce Tokyo 2020 Olympic Games the Host Town Initiative and preparation work for Taipei Universiade 2017, and finally share information about sporting events and activities taking places in the APEC region from September of 2016 to May of We anticipate this exchange platform will open up channels for APEC member economies to cooperate and support each other in the promotion of policies for young athletes and women athletes as we work together to actualize goals of advancing their career and educational development. 3 Young Athletes' Academic and Career Planning APEC High Level Policy Dialogue on Education and Career Planning for Young Athletes and Opening Ceremony for distinguished guests on September 1, On 1 September 2016 the First APEC High Level Policy Dialogue on Education and Career Planning for Young Athletes was convened in Taipei. There were 25 government sports officials, senior sports scholars and experts from APEC member economies in attendance, gathering to discuss and propose policies regarding the academic and career planning of young athletes. In preparation for domestic and overseas sports competitions, young athletes must be fully committed to training and maintaining top form as they strive for the highest honors competing with athletes from other member economies. For young athletes, training and competing are a natural part of their lives. However, planning for the future once their competitive careers are over is an inevitable reality young athletes must face. This makes finding ways to effectively utilize young athletes in the labor force a particularly imperative issue. At this meeting, members focused energies on engaging in exchanges and discussions about young athletes' academic and career planning policies. The following is a summary and analysis of four key policy initiatives: academic aid and assistance, career counseling, medals and scholarships, and professional training. Academic Aid and Assistance Most young athletes must go to school and train at the same time and this can 3
4 make paying tuition a burden. Taking this into consideration, we believe it is extremely important to implement relevant policies that will provide young athletes with a learning environment free from these constraints. Thus, several policy initiatives for academic aid and assistance such as funds for living assistance and academic counseling and assistance to student athletes with exceptional academic performances in educational advancement are provided by our government. Canada's Athlete Assistance Program (AAP), Chile's Support Mechanism for Outstanding Athletes, and Indonesia's Student-Athlete Assistance Program also provide these types of financial assistance and counseling services for young athletes to relieve the economic pressures of daily life and academic pursuits. However, in addition to tuition allowances it is also necessary to provide specialized skills training. For instance, Japan has established an "Athlete Navigation" mechanism. This mechanism involves the relevant government agencies hosting workshops that offer courses on topics such as teamwork, goal setting, time management, and communication skills as well as mental health classes for athletes. Career Counseling There will come a time in every athlete's life when they must make the transition into another career. By providing employment counseling in advance, we can give athletes the assistance they need in preparing for their future. We provide athletes with career counseling to serve as professional instructors, coaches, and sports association personnel; subsidize corporations who hire outstanding athletes; promote corporate sponsorship of competitive sports events; strive for professionalization through corporate sponsorship; and provide allowances for participation in occupational, entrepreneurship, and pre-employment training courses. Singapore provides the Sports 4
5 Excellence (Spex) Career Scheme, which includes two main initiatives: Spex Career and Spex Entrepreneurship. The Spex Career opens up career paths into companies allowing athletes to choose flexible workplaces that gives them the opportunity to continue pursuing their sports aspirations, while the Spex Entrepreneurship cultivates athletes to create their own businesses. This approach is less commonly implemented, but can be used as a reference for other member economies. Medals and Scholarships Our Sports Administration issues athletes exhibiting outstanding competitive performances prize money in accordance with relevant laws. For example, athletes placing among the top three in Olympic competition can choose either a lump-sum or a monthly payment of between NT$5,000,000 up to NT$20,000,000 (NT$24,000 up to NT$125,000 per month). Aside from us, the United States provides athletes opportunities to apply for scholarships; the Korean Sports Council gives annuities based on accumulated points with those exceeding annuity ceilings at the championship level and eligible to receive an athlete's bonus; and other member economies also provide young athletes with scholarships. In contrast, Indonesia and Singapore offer incentives and bonuses that are slightly different from other economies. Indonesia provides financial assistance to students based on age, targeting high school and college athletes, and also offers assistance and benefits to outstanding athletes. Singapore subsidizes full tuition fees for student athletes so that athletes can pursue higher academic development. Professional Training Aside from issuing athletes financial incentives, relieving the burden of tuition fees, and providing career counseling, an even more critical initiative is professional training. In coordination with International Olympic Committee (IOC) policy, the Chinese Taipei Olympic Committee (CTOC) has been commissioned to organize the Athlete Life Planning Counseling Alternative Career Subsidy Plan to assist active and retired athletes develop alternative careers and plan for the future after their athletic careers are over. 5
6 In fact, we and other APEC member economies offer an abundance of policies that involve the four initiatives of medals and scholarships, academic aid and assistance, career counseling, and professional training. Overall, if there is a balanced cooperative relationship between government, enterprises, and schools regarding national sports policies, this will greatly benefit the athletes of each member economies. Governments should assume the role of a bridge opening up opportunities for enterprises and schools to cooperate in order to effectively integrate resources and ensure young athletes are able to fully take advantage of the available resources. At the same time, governments should offer incentives to enterprises that increases their willingness to provide financial assistance to young athletes and schools. This support will empower schools with adequate resources to hire coaches and organize relevant programs that assist young athletes. This is the only way to effectively integrate resources for athletes and ensure that they receive comprehensive career planning assistance and support. 7 Tokyo 2020 Olympic Games the Host Town Initiative What is the"host Town Initiative"? In preparation for the 2020 Tokyo Olympic and Paralympic Games, the Government of Japan is supporting local governments all over Japan in their efforts to host and welcome athletes and staff from abroad. This system is called the "Host Town Initiative". Host Towns and Financial Support from the Government Any local government (city, town, village, or prefecture) in Japan can apply to be a Host Town by submitting a plan for exchange with a team from any of the countries or regions participating in the 2020 Olympic and Paralympic Games. If the Cabinet Secretariat considers the plan to fulfill certain requirements*, the local government will be registered as a Host Town. Registered Host Towns can utilize financial support measures for exchange programs with teams from abroad and for renovation of sports facilities. In addition, Host Towns may also receive subsidies from the National Government for town revitalization, cultural promotion, and other projects. How do teams (NOCs, NPCs and NFs) from abroad benefit? Host Towns will welcome and cheer for teams, individual athletes, and staff who will participate in the 2020 Olympic and Paralympic Games, and cultivate international exchange with the people of the countries they host. 7
8 If the visiting team and Host Town agree, the visiting team may hold conditioning camps before the Games, ensuring their athletes are in the best condition before competing, and participate in visits to and exchanges with the Host Town to deepen friendships between the Host Town and the country or region. As of December 2016, 186 local authorities in Japan have registered 138 Host Town projects with 63 countries and regions. We would like to boost the number of projects to deepen our friendship with other countries, as well as to showcase the beautiful local regions of Japan to the world. Host Town Requirements (a) Host Towns must promote all exchanges listed below between the following people and local citizens -- International athletes, coaches, and staff that will take part in the Games -- People related to the participating states/regions in the Games such as embassy staff -- Japanese Olympians or Paralympians (b) In addition to promoting the above exchanges, the Host Town must advocate initiatives aimed at the enrichment of education and culture and the promotion of sports and multiculturalism. 9 Taipei Prepares for the 29th Summer Universiade In Taipei, people are friendly and hospitable, public transportation is convenient and connected, and everyone is enthusiastic and committed to sports. Under these beneficial conditions, the 29 th Summer Universiade will be held from August 19 th to 30 th 2017 in Taipei City. Convenient and green transportation for athletes Shih-Ming, You Deputy CEO 2017 Taipei Summer Universiade Organizing Committee Safe and convenient transportation is a key task during Universiade. Downtown Taipei is equipped with a comprehensive network, including five MRT lines and 117 stations, grid bus lines and public biking system YouBike. These services not only support tourism, but also connect main Universiade venues and popular destinations. 10 Once-in-a-lifetime tourism and food experiences Besides sports and competition, Organizing Committee also design various tourism activities for athletes and their families, journalists, judges and VIPs during their stays in Taipei. Among their busy schedules, these signature destinations will offer long lasting memories for our guests. Chinese Taipei is famous for its cuisines. Street foods, local delicacies and international dishes are all available in our Xiaolongbao at Din Tai Fung is a capital Taipei. You are encouraged to save world-famous dish some time to taste xiaolongbao at Din Tai Fung, local flavors at Shin Yeh, renowned bubble tea and exquisite beef noodles. Green and sustainable venues Sustainability, environmentally-friendly and energy efficiency are key indicators to Taipei City. The same set of principles apply to Universiade venues and athletes' village. In preparation process, Taipei City build two new venues, while utilizing over 50 existing facilities that scatter in New Taipei City, Taoyuan City, Hsinchu County and Hsinchu City as well. Besides cost optimization, it offers better training and sports spaces for local residents and athletes afterwards. New basketball gymasium, tennis center and athletes' villages are both qualified green buildings, emphasizing smart features, low power consumption and low operation costs. Taipei Municipal Stadium for opening and closing ceremonies 10
11 Athletes' village is based on public housing projects in Linkou, and returns to original purpose after Universiade, in order to reduce construction and maintenance costs. The village includes 34 buildings and 3,408 units. Main facilities are all green building certification pending. To ensure optimal conditions for athletes, the village offers various services to international delegates, including accommodation, transportation, security, catering, healthcare, culture, entertainment and business. Other spaces are available for warmups, fitness, cafeteria, religious activities and gaming. Catering options including European, Asian, Halal, vegetarian and local style. The mascot of 2017 Taipei Prayer and meditation rooms for Buddism, Christianity, Summer Universiade : Bravo Catholicism and Islam are located in the village for their health and wellbeing. Cultural experiences, performances and virtual reality spaces in athletes' village present three main communities in Chinese Taipei: aboriginal, Hokkien and Hakka. Musical performances in the evening facilitate cultural exchanges. New basketball stadium for Universiade 11
12 Besides existing transportation networks, designated counters and parking spaces will be available to athletes at airports. Shuttle buses and 22 bus lines will connect athletes' villages and sports venues. Special platforms, security checks and parking lots will ensure transportation safety for athletes. Athlete shuttle services will operate from August 12th to September 2nd 2017 to minimize travel time. The Athletes' Village and competition venues for overseas athletes provide excellent wireless coverage to enable you to stay in touch withpeople back home. The CEO of Taipei summer Universiade Li-Chiung Su adds that building on its extensive experience in hosting large-scale events and sporting competitions, Taipei has planned a comprehensive array of competition venues and Athletes' Village facilities, and the FISU has repeatedly extended praise upon review of the city's Universiade preparations. 13 Sep 2 Sep First APEC Sports Event 2016 APEC High Level Policy Dialogue on Education and Career Planning for Young Athletes Place: Taipei This event was held in Taipei last September by the Sports Administration, Ministry of Education, during which 25 officials and experts from 14 APEC economies exchanged best practices and discussed ways to better assist young athletes in career planning through the education policies and public-privatepartnership (PPP). 14 2017 Jan Universiade Women's Basketball Team Trains in Australia Place: Melbourne Since the Chinese Taipei University Sports Federation (CTUSF) and the Australian University Sport (AUS) signed a memorandum of understanding (MOU) in October of 2016, both sides have been working hard to develop bilateral exchanges. In January of this year, our women's Universiade basketball team traveled to Melbourne's Monash University where they participated in offsite training. This is a perfect example of how we can make international sports exchanges happen and bring the MOU spirit to life. 14 Feb Sports Administration Held 2017 Exciting International Sporting in Chinese Taipei! Place: Taipei The Sports Administration, Ministry of Education held the 2017 Exciting International Sporting and announced the full lineup of exciting international sporting events scheduled for this year, getting in some publicity for the 2017 Taipei Summer Universiade taking place from August 19 to Mar Japan Olympic Committee visited Sports Administration of Ministry of Education to Promote Tokyo 2020 Olympic Games Place: Taipei Mr. Saito Yasuo, Japanese Olympic Committee (JOC) Vice President for International Affairs,visited the Sports Administration to exchange ideas about preparations for the 2019 Taichung East Asian Youth Games and 2020 Tokyo Olympic Games. 14
15 19 Mar 26 Mar 2017 New Taipei City Wanjinshi Marathon Place: New Taipei City 2017 New Taipei Wanjinshi Marathon, the IAAF accredited event, was held in New Taipei City's beautiful coastline area. The event attracted many runners' participation from 12 APEC member economies and rest of the world. 27 Mar FISU Inspected Progress on 20 Aspects of Taipei Universiade Preparations Place: Taipei Mr. Marc Vandenplas, FISU Summer Universiade Director, led a delegation on an inspection of more than 20 aspects of the Universiade preparatory work. One of the key points of inspection is the Observer Program, which intends to pass on experience of holding the Universiade to future host cities and cities that bid for the right to hold the event so that everything goes smoothly when the event is staged. 13 May 2017 APEC Workshop Linking Education and Start-Up: Youth, Women, and Athletes Place: Ha Noi, Viet Nam The Sports Administration of Ministry of Education will hold 2017 APEC Workshop Linking Education and Start-Up: Youth, Women, and Athletes on May 13 in Ha Noi, Viet Nam. Industry- Government-Academia representatives from Malaysia, Philippines, Thailand, Viet Nam, Australia, Singapore, and other APEC economies'members will participate in this workshop. The main purpose of this workshop is to discuss government policies for advancing the education of female athletes to support their future career development in start-ups as well as to share the best practices of the youth start-ups in APEC region. 15
