Budget In January, NCAA Board of Governors approved $10 million to help membership implement accepted recommendations. Also, approved a $2.5 million increase to Association s budget beginning in to sustain operationalization of the recommendations. Delivery of Recommendations On April 25, Dr. Rice and the commission delivered its report to: Board of Governors; Division I Board of Directors; DI Presidential Forum; and Division II and Division III Presidents Councils. 5

Separate the collegiate track from the professional track by ending one-and-done. Allow student-athletes to test their professional prospects and maintain their eligibility if they do not sign a professional contract. Permit students to receive meaningful assessment of professional prospects earlier with assistance from certified agents. Provide resources to make the promise of a college education real. Recommendations Section 2: Establish Professional Neutral Investigation and Adjudication of Serious Infractions and Hold Institutions and Individuals Accountable. Implement independent investigation and adjudication of complex cases. Enact and impose core punishments with significant deterrent effect. 6

7 Recommendations Section 3: Mitigating Nonscholastic Basketball s Harmful Influence on College Basketball. Reform nonscholastic basketball and make its finances transparent. Enlist the apparel companies in transparency and accountability efforts. In cooperation with partners, establish NCAA Youth Basketball programs. Enact changes in rules governing recruiting and coaches interaction with recruits and student-athletes. Recommendations Section 4: Add a Significant Cadre of Public Members to the NCAA Board of Governors. Restructure the Board of Governors to include at least five public members to help the NCAA re-establish itself as an effective and respected leader and regulator of college sports. Include one of these five public members on the NCAA Board of Governors Executive Committee. 8 Timeline Between August 1 and 8: Provide status update to the Commission on College Basketball. August 8: NCAA Division I Board of Directors meeting. Anticipate Board of Directors action to adopt legislation using its emergency authority to ensure adoption of key items prior to the start of the men s basketball season. This could include areas of autonomy legislation. New Legislation Publicity 8

9 Proposal No Sports other than football and men s basketball. Eliminates the restrictions that preclude skill-related instruction from being publicized and conducted in view of a general public audience. In men s basketball, it remains not permissible to publicize skill instruction. Skill Instruction Proposal No Student-athlete s participation in required weight training, conditioning and skill-related instruction shall be limited to a maximum of eight hours per week with not more than four hours spent on skill-related workouts. 9

10 Women s Basketball Recruiting Calendar PROPOSAL NO RECRUITING -- EVALUATIONS AND RECRUITING CALENDARS -- WOMEN S BASKETBALL In women s basketball, to: Create two recruiting shutdown periods that occur in August and May; Move the fall nonscholastic evaluation period to the third full weekend (Friday, Saturday and Sunday) in May; Permit coaches to use 10 of the permissible 112 recruiting-person days evaluating prospective student-athletes at (i) Live organized national team activities, including junior level teams; and (ii) Regional championships that are approved, sponsored or conducted by FIBA outside an evaluation or contact period; and Amend the July evaluation period, as specified. Adopted Change Details Additional Notes Two recruiting shutdown periods May 7 13, 2018 (Note: NLI signing period April 11 May 16, 2018) Move fall nonscholastic evaluations to 3rd weekend in May. August 13 17, 2018 April and May of 2018 remain the same. April and May 2019 one weekend each month for nonscholastic evaluations. No recruiting (e.g., contacts, evaluations, visits, camps, telephone calls, texts, banquets). Monday after first Sunday in May through second Sunday. Monday through Friday of week following second Sunday in August. No fall nonscholastic evaluation weekend in 2018 (September). Friday, Saturday and Sunday of the third weekend in May

12 PROPOSAL NO WOMEN S BASKETBALL PRESEASON PRACTICE 42 DAYS BEFORE FIRST CONTEST In women s basketball, to specify that an institution shall not commence on-court preseason basketball practice sessions before the date that is 42 days before the date of the institution s first regular-season contest. CURRENT RULE In women s basketball, an institution may start on-court practice 40 days before first contest. PROPOSAL In women s basketball, an institution may start on-court practice 42 days before first contest. Same as men s basketball. First Practice Date Blanket Waiver 12

13 First Practice Date Blanket Waiver NCAA Division I men s and women s basketball programs may begin on-court preseason basketball practice September 25, 2018, which is 42 days prior to the new first permissible contest date of Tuesday, November 6. Rationale: NCAA Proposal No was adopted in January 2018 with an immediate effective date; At the time Proposal No was adopted, many NCAA Division I men s and women s basketball teams had their schedules already set for the basketball season and are unable to move their first contest to occur prior to the former first permissible contest date (Friday, November 9, 2018) due to contractual obligations; First Practice Date Blanket Waiver Rationale: Allowing all Division I basketball programs to commence on-court basketball practice on September 25, 2018, eliminates any potential competitive advantage gained by those institutions who are able to schedule their first contest prior to November 9, 2018; NCAA Division I men s and women s basketball teams shall not engage in more than 30 days of countable athletically related activities before the institution s first regular-season contest; National Association of Basketball Coaches and Women s Basketball Coaches Association support the waiver request; and This waiver is only for the basketball season. First Contest Date Three-Day RARA Prohibition 13

14 PROPOSAL NO BASKETBALL FIRST CONTEST TUESDAY BEFORE SECOND FRIDAY OF NOVEMBER In basketball, to specify that an institution shall not play its first contest (game or scrimmage) with outside competition prior to the Tuesday immediately before the second Friday in November. For 2018, first contest date is November 6. Adopted: Effective August 1, 2018 CURRENT RULE First contest may occur second Friday of November. PROPOSAL First contest may occur Tuesday before second Friday of November. PROPOSAL NO AUTONOMY PROPOSAL PLAYING AND PRACTICE SEASONS TIME LIMITS FOR REQUIRED ATHLETICALLY RELATED ACTIVITIES THREE DAY PERIOD BASKETBALL In basketball, to specify that: (1) An institution shall provide student-athletes with three consecutive days off during the institution s official vacation period after the first term of the academic year (e.g., winter break); (2) Required athletically related activities are prohibited on such days; and (3) An institution may provide the cost of room and board to student-athletes who remain on campus during the three consecutive days off. Adopted: Effective August 1,

PROPOSAL NO AUTONOMY PROPOSAL PLAYING AND PRACTICE SEASONS TIME LIMITS FOR REQUIRED ATHLETICALLY RELATED ACTIVITIES THREE DAY PERIOD EXCEPTION MULTIPLE TEAM EVENT BASKETBALL To amend Proposal No to specify that one time during a four-year period, if an institution participates in a qualifying regular-season multiple-team event that occurs during the institution s official vacation period after the first term of the academic year (e.g., winter break), the institution shall not be required to provide student-athletes with three consecutive days off. Adopted: Effective August 1, 2018 CURRENT RULE No required three consecutive day period free from RARA/CARA. PROPOSAL Exception to threeday prohibition once every four years if participating in QRSMTE. 15

16 Multiple-Team Events Multiple-Team Events Sponsorship Four contests in 14 days One team per conference/same event once in four years QRSMTE 27 Contests + 1 MTE Multiple-Team Events As a result of confusion in the membership regarding the application of the legislation, the NCAA Division I Men s Basketball Oversight Committee began a review of MTE legislation in October Eighty percent of men s basketball teams participate in an MTE annually. The committee agreed to focus its review on the following: Restrictions on permissible locations; and Maximum number of games permitted. 16

17 Multiple-Team Events In August 2017, Proposal No was introduced into the legislative cycle. Originally, proposal would expand the permissible locations of a multipleteam event to the United Arab Emirates. In January 2018, the committee recommended to the sponsor that it should be modified to permit a multiple-team event to occur at any location. The sponsor modified the proposal and it was adopted by the NCAA Division I Council in April The new legislation will be effective August 1, Multiple-Team Events In January 2018, the committee noted initial support for: Continuation of multiple-team events; Current structure that limits participation in an event to one team per conference; Current structure that limits an institution s participation in an event to once every four years; and Enhanced education to athletic directors, compliance staff, basketball operations staff members and event operators regarding scheduling and structure of events. Multiple-Team Events The Men s Basketball Oversight Committee and the NCAA Division I Women s Basketball Oversight Committee charged staff with updating MTE educational column in March Updated educational column clarified guiding principles for MTEs, addressed confusion and emphasized institutional responsibility to educate those involved in organizing an institution s participation in an MTE prior to signing a contract. Updated educational column was shared with CCACA, compliance staff, NABC and WBCA for wide-spread distribution and increased institutional responsibility. 17

18 Multiple-Team Events In April the Men s Basketball Oversight Committee focused on MTE structure and format. Three event operators attended the committee meeting. Importance of quality nonconference competition and experience an in-season event. Potential value of MTEs in post-season selection and competition. MTEs provide exposure in November and December. Three initial concepts to explore during year. The committee may sponsor legislation for legislative cycle. Multiple-Team Events Concepts Concept No. 1 Concept No. 2 Concept No contests + 1 MTE (not to exceed 3 contests); 31 contests all contests included within limit. 27 contests + 1 MTE (not to exceed 4 contests); OR 29 contests. Any MTE contests must meet legislative requirements. OR 28 contests + 1 MTE (not to exceed 3 contests); OR 29 contests. Multi-Team Events Concepts Concept No. 1: 28 contests + 1 MTE (3 game maximum) OR 29 contests. Points to Consider: Eliminates current confusion surrounding fourth contest. Reduces difficulties schools face scheduling a fourth contest as part of an MTE. Allows for one additional regular-season contest to be scheduled at institution s discretion. 18

19 Multiple-Team Events Concepts Concept No. 2: 31 contests all contests included within limit (MTE contests must meet event legislation). Points to Consider: Does not eliminate opportunity to participate in an MTE. All games conducted as part of MTE count toward 31-game limit. MTE requirements continue to apply (e.g., only one team per conference, may only participate in the same event once every four years). Multiple-Team Events Concepts Concept No. 3: 27 contests + 1 MTE (4 game maximum) OR 28 contests + 1 MTE (3 game maximum) OR 29 contests. Points to Consider: Gives institutions additional flexibility in scheduling. May not eliminate current confusion surrounding MTE legislation and scheduling of the fourth game. Multiple-Team Events Additional areas for consideration: Require all teams in the same event to play the same number of games. Require all games in an event to be scheduled by event operator. Require all events to use established format (e.g., tournament, round robin). Review participation by non-division I teams. Review whether a certification process is appropriate. 19

Fourth contest selected by institution not event operator. Fourth contest contracts executed by institution not event operator. Fourth contest not referenced on event website. Multiple-Team Events Issues One team per conference. Different brackets and no cross competition. Two difference champions. Participation by institution once in the same event in four years. Same name is same event. Same participants is same event 50% threshold. Must be wholly separate and distinct. Exhibition Game Waivers 20

21 2017 Additional Exhibition Game Waivers August 2017: NABC Board of Directors discussed ways coaches could generate money to support hurricane relief efforts in Texas and Florida. October 2017: NABC encouraged coaches to play an additional exhibition game to raise money for hurricane relief efforts. Men s Basketball and Women s Basketball Oversight Committees recommended support of waivers to conduct an additional exhibition game in order to raise funds to benefit victims of catastrophic events Additional Exhibition Game Waivers Total MBB Cases Division I MBB Division II MBB Division III MBB Total WBB Cases Division I WBB Division II WBB Division III WBB Exhibition Game Waivers Men s Basketball and Women s Basketball Oversight Committees recommended support of waivers to permit one of an institution s two permissible exhibition games to occur against a Division I institution. Legislation prohibits an institution from competing against a Division I opponent in an exhibition contest. Purpose is to raise funds for a catastrophic event as defined by the Federal Emergency Management Agency. 21

22 2018 Exhibition Game Waivers Guidelines In May 2018, the NCAA Division I Committee for Legislative Relief (CLR) approved the following guidelines for review of these waivers: Exhibition game must occur prior to the first permissible contest date. May occur at any location, other than a prospective studentathlete s educational institution or a facility regularly used by prospective student-athletes for practice or competition. No relief provided of time demands legislation. Net proceeds from exhibition game must go to a 501(c)3 to support humanitarian efforts for the catastrophic event Exhibition Game Waivers Guidelines Guidelines continued: Catastrophic event must have occurred after the previous basketball season s championship game. Institutions must report the amount of money raised from the exhibition game and the name of the 501(c)3 within 30 days following the exhibition game. Waivers to permit an institution s team to participate in an additional exhibition game will be denied. Previously signed contracts are not considered mitigating circumstances.
