Art Hyland NCAA Men s Basketball Secretary-Rules Editor. SUBJECT: Bulletin No. 4 February 4, 2019 Teleconference Follow-Up. Because of the importance of this information, we appreciate your consideration and effort in providing this bulletin directly to all officials and head coaches in your conference. We believe that providing this information to each institution demonstrates a continuing commitment to maintaining and improving the officiating in every game. Thank you in advance for your cooperation. This information will also be available on the Coordinator s Meeting section of the men s basketball officiating website at 1. After talking to all of the Division I Coordinators this week, it is obvious that the dog days of February came early. The past two weeks have been hard. Coaches are wearing you guys out. Everybody thinks they are in the hunt and are taking a piece of you as a result. Stick to your guns, continue pressing on the directive to reduce physicality and when official disregard the directives my hope is that you are calling it out and providing accountability. Thank you for all of your efforts thus far to consistently enforce the rules as written and the directive to reduce physicality. Nationally, it appears to me that we are not calling 3-5 physicality plays per game. Please reinforce the message to your officials that they must re-commit to calling the directive to reduce physicality in all 6 key areas! When we blow the whistle, our call accuracy is outstanding. Officials should take the better risk and blow the whistle. a. Handchecking/body bumping the ball handler Rule b. Freedom of movement for players without the ball or cutters. c. Screening make sure all screens are legal. d. Rebounding call displacement fouls.

2 Page No. 2 e. Offense initiated contact on legal defenders. f. Physical post play call the first displacement. g. The rules committee also gave a directive to give additional focus to 1) traveling, 2) the elimination of the hook and hold play, 3) screen and roll plays and 4) the strict enforcement of the coaches box, bench decorum and unsporting behavior: We must begin to do better in the following two areas: (1) Traveling We are still struggling with traveling. Officials MUST find the pivot foot. Officials should officiate active on-ball match-ups from the floor up. This will allow the official to find the pivot and then officiate contact. Officials should not split hairs on traveling plays. Don t blow unless you know. (2) Strict enforcement of the coaches box and bench decorum. Officials MUST engage this process and use all of their communication skills to require the coaches comply with the rules. There are times when a coach just needs to be addressed and reminded of where he is located. We must tighten up this type of situation. With coaches fighting harder than ever, now is the time for us to require coaches to comply with the coaching box and bench decorum rules. We have made significant strides in many areas but are at the point in the season where officials must engage and not default to the no-call. 2. Relative to mechanics and signaling I am asking the coordinators of officials to continue to reinforce three things: a. Positioning. b. Positioning. c. Positioning. We are past the point in the season of listing the same issues over and over again. Officials know what they are supposed to be doing relative to mechanics and signals. Please reinforce the message: Get to a good initial starting position, move to obtain better angles, close down on all shot attempts and be mobile! I do want to mention that our lead official needs to mirror the ball. In addition, there is too much walking around by the lead. We are at a time in the season when officials should be doing anything they can to be more engaged.

3 Page No. 3 Secondly, we are stilling having officials calling plays that are leaving their primary area and entering someone else s primary. Officials must trust their partners to do their jobs. When our angles a diminishing, our chances of getting the play right are significantly reduced. Officials must use good judgment and discipline in these play situations. 3. Again, as I spoke to the Division I coordinators this week there were reoccurring plays that I would like to comment on that need our attention: a. We are struggling with the offensive players backing the defense down by bumping him. If the first bump causes displacement call the foul! b. Our trail and center must see the shooters all the way to the floor. Many defensive players are walking into shooter and/or contacting them prior to them coming back down to the floor. If a defender appears to be within his POV and then moves forward into a shooter, it is a foul! c. Please remind your officials to only point to the restricted area arc when they are calling a foul because the player is in the RA. We are having to many officials pointing to the arc when the secondary defender is not in the RA. If the play is a blocking foul regardless of the restricted area don t point to the RA. It is just a blocking foul. d. While on the subject of the restricted area. Officials are overusing the legally walled up signal. The tape doesn t lie. Only use the legally walled up signal when the defender is in fact legal! e. With the increase in offense-initiated contact at the basket, we are also seeing an increase in defensive players flopping. Officials need to be aware of this trend and if a player flops, do not reward their behavior. f. Our center and trail officials need to be more engaged on rebounding plays. We are putting too much pressure on the lead by being disengaged at center and trail. g. Officials need to have a heightened awareness of trapping situations. Defenders are closing the gap, bodying up on the offensive player and in most cases straddling the leg of the offensive player. h. I am seeing an increase in the number of times we have 3 officials at the monitor. Page 147 of the CCA Mechanics Manual clearly shows only two officials at the monitor at time. The third official has responsibilities to take care of and should focus his attention on those. I know that I just covered a lot of areas. Please reinforce all of these issues with your officials. The games are too important for us to allow slippage.

4 Page No Art Hyland, Secretary-Rules Editor comments. a. Please review Rule c and d. They define both Flagrant 1 and Flagrant 2 fouls. (1) An F1 is a personal foul that is deemed excessive and/or unnecessary but is not (emphasis added) based solely on the severity of the act. Excessive is defined in the dictionary as unwarranted or too much. Unnecessary is defined as needless or avoidable. Rule c then goes on to give some examples of Flagrant 1 fouls which you should review carefully. Note that this is not a complete list of all possible F1 s. (2) An F2 under Rule d is a personal foul that is deemed not only excessive but also severe or extreme. Severe is defined in the dictionary as brutal or dangerous. The rule continues by giving some guidelines to consider in determining if a foul is a Flagrant 2. The first consideration is the severity of the act. So, the official must make a determination on every personal foul as to the level of severity and then make the call- common foul, F1 or F2. This judgment on the severity of the act must be made also under Rule d.2 and.3 when determining whether a.) a player is making a legitimate attempt to block a shot, or b.) how hard the nature of the contact is, or c.)the potential for injury resulting from the contact. Also, please note the term vulnerable as used in Rule d.3 means defenseless, at risk, or exposed. b. Play Near the end of a period, B1 tips the ball toward Team A s basket before zeroes on the game-clock and the ball is within the basket but has not cleared the net when there are zeroes on the game-clock. Ruling Award Team A 2 points. While B1 s tap is not a try for field goal because it was not tapped into Team B s basket, it does constitute a goal when the live ball enters the basket from above or remains in or passes through the basket. Rule and.2., a and A.R c. Clarification of A.R In A.R. 315, the following occurs near the end of a period: (1) A1 is fouled in the act of shooting before releasing the ball; (2) After the foul, the shot-clock horn sounds; (3) Immediately after the release of the ball for a try, the game-clock horn sounds. When this sequentially occurs, the official is permitted to use instant replay to determine if the foul occurred prior to the expiration of the shot-clock. When it is determined that the

5 Page No. 5 foul occurred prior to the expiration of the shot-clock but was not released prior to the sounding of the shot-clock horn, the foul shall be penalized. The officials shall put the exact time back on the game-clock as to when the foul occurred which was before the shot-clock horn sounded. Therefore, the shot-clock horn never should have sounded and the goal must count. I bring this up because when this same play occurs at any other time during the game, the shot-clock violation would preclude the counting of the basket. The shooter would be awarded two free-throws. 5. General Comments/Questions and Answers. a. Encourage your officials to make it about the student-athletes. It is an honor and privilege to officiate college basketball and we need to do our very best to facilitate a great experience for the student-athletes. b. Please forward game evaluations on to your officials. The timing of forwarding them is at your discretion, but I believe the officials need to receive the feedback in a timely manner if possible. c. With the Super Bowl ending last night, there will be a heightened interest by the media in college basketball officiating in the coming weeks. Encourage your officials to do their job well, stay under the radar and finish strong. d. Coaches, players, officials and coordinators are all tired. Encourage your officials to get their rest, both physically and mentally, and stay focused on the task at hand. e. I want to thank the coordinators for the job you are doing.
