3 ESSENTIAL RMATION AND INSTRUCTIONS UPON YOUR ARRIVAL TEAM HOSTS: Each team Is assigned a Team Host as your primary contact for activity coordination and assistance -- including scheduling practice sessions, both prior to and during Tournament week. Your Team Host assignment and contact information is listed below. ADMISSION BADGES & TEAM ROSTER: Admission Badges for Team Party members will be distributed at the Sports Arena on Sunday, March 15, 2015, commencing at 1:00 p.m. (See Official Team Party in the General Information section.) Prior to distribution of Team Party admission badges, each Head Coach is required to review and approve the Official Team Roster which will be available at the Tournament Director s desk in the Sports Arena. It is essential that your Official Team Roster be approved prior to the day of your first game in order for accurate information to be available for the Official Scorebook on game day. Your Team Host is available to accompany you to the Sports Arena for these purposes. Please contact your Team Host and attend to these details shortly following your arrival. 4 The NJCAA Men s Division I Basketball Championship is a 24 team single elimination tournament consisting of 16 District Champions, 4 Zone qualifiers, and 4 at-large selections. Seeding of teams will be completed by Tuesday, March 10, The top 8 seeds will receive a first round bye and will play the winners of the first 8 games. There will be a third place game on Saturday preceding the championship game. All games will be played at the Hutchinson Sports Arena, Hutchinson, Kansas. The Sports Arena is considered a neutral court. ARRIVAL: Please contact your Team Host promptly upon your arrival in Hutchinson. It is critical that coaches review the Official Team Roster and obtain Team Party admission badges prior to game day. Refer to page 3 for your Team Host assignment and contact information, as well as other essential information and instructions regarding pre-tournament details. AWARDS: Awards shall be presented to the first through fourth place teams. Each player on the first place team shall receive a gold medal. Each player on the second place team shall receive a silver medal. Twelve players will be selected to the All-Tournament Team. Sesher Sportsmanship Award Bud Obee Small Player Award PRESENTER Sons of the American Legion Hutchinson Rotary Club Hutchinson Community College American Legion COACHES MEETING: The NJCAA has scheduled pre-tournament meetings for Head Coaches of each qualifying team. The first meeting will occur on Sunday, March 15, 2015, at 5:30 p.m. at the Sports Arena. All Coaches who have arrived in Hutchinson in time for this meeting are encouraged to attend. A second meeting for later arrivals will occur on Monday, March 16 at 5:30 p.m. at the Hutchinson Community College Athletic Department, Humiston Center in the Sports Arena. Attendance at one of these two meetings, prior to your first game, is mandatory. ENTRY LIST: Each team is limited to 15 eligible players. The NJCAA official entry roster must be submitted to the NJCAA Executive Director -- immediately upon qualifying -- by delivery to: Mary Ellen Leicht NJCAA Executive Director 1631 Mesa Avenue Suite B Colorado Springs, Colorado meleicht@njcaa.org The NJCAA official entry roster will not be accepted unless typed. No additions or changes may be made after certification for the first game. (See SCOREBOOK, page 6.) NJCAA EXCLUSIVE RIGHTS: The NJCAA has full and exclusive rights and authority over all radio, television, and internet programming, filming, or broadcasting connected with this event. 4

5 CONTINUED OFFICIAL TEAM PARTY: The Official Team Party shall be comprised of no more than twenty (20) persons. The Official Team Party shall include all roster players whose names are approved for the NJCAA Official Tournament Scorebook, and coaches, trainers, equipment managers, and such other persons designated by the Head Coach, not to exceed the maximum number of twenty (20). Official Team Party Admission/Seating: The official team party will receive badges entitling each member to free admission to all games. There will be no admission without the assigned badge. If a badge is lost, it will be replaced for a $12.00 charge. Badges may not be loaned or passed to others. A portion of the west bleacher section of the Hutchinson Sports Arena is reserved for all official team party members. Each member of the team party shall receive a program and an official NJCAA medallion as a souvenir of the tournament. Although not considered Official Team Party members, the College President and Athletic Director of each participating team, if in attendance, will also receive badges entitling such persons to free admission to all games. Only Official Team Party members wearing an assigned team party badge will be allowed to sit on the players bench. All other persons who may have accompanied the team are prohibited from standing around the players bench or going on the Arena floor once the game commences. Players are requested to remain seated during the play of the game so as not to obstruct the view of others in attendance. Persons under the age of 16 years will not be allowed to sit on the players bench. Team Bench Liquids: Water will be provided by tournament staff at the team benches. Liquids other than water are allowed only in containers with sealed covers. Your assistance in maintaining the playing floor and adjacent area free from sticky liquid substances is appreciated. Team Party Dress Decorum: NJCAA Bylaws pertaining to Men s Division I Basketball at paragraph G, Section 14, establishes the following dress decorum: Anyone in the team travel party must be in team-issued college suits or business casual attire (no denim or t-shirts) when at the Arena or any official tournament function. Coaches must be in a minimum of business casual attire for their own games. The definition of business casual attire is: 1. Business casual dress is a middle ground between business formal wear and street wear. 2. For men, a combination of collared shirt (a golf shirt or dress shirt), cotton trousers (such as khakis) and shoes (such as loafers) with socks are generally acceptable. OFFICIALS: Selection and assignment of officials will be made by the NJCAA, and such assignments will be final. OFFICIAL BALL: The Spalding TF 1000 Legacy basketball will be used for all games. OFFICIAL STATISTICS: The official NJCAA Basketball Tournament statistics will be kept by the Tournament Statistics Committee, and printed copies are available to authorized news media and coaches of competing schools. Statistics are regularly posted on the NJCAA Tournament web site: 5 POST-GAME INTERVIEWS: A location has been designated at the Sports Arena for postgame interviews, which are conducted primarily by the print media. When applicable, post-game radio interviews are conducted first in the radio broadcast booths, and the print media interviews follow. Your Team Host will accompany you to the proper locations.

6 CONTINUED PRACTICE: Because of the number of participating teams and time constraints, there will be no practice sessions scheduled on the Sports Arena floor. No individual or team practice sessions will be allowed on the Sports Arena floor or practice gym after 10:00 p.m. Friday, March 13, 2015, until the Tournament games commence. Practice sessions and off-site practice facilities can be scheduled through your Team Host (see page 3). Official NJCAA basketballs are provided for all practice sessions through your Team Host. PROMOTIONS: No group or product may be promoted during the tournament other than those authorized in writing by the NJCAA or the Tournament Chairman. SCOREBOOK: Additions or changes to the team roster or Scorebook must be made no later than 10 minutes prior to the start of each competing team s first game. All roster changes from that point on are frozen except to comply with the blood rule. Exceptions may be granted at the Tournament Director s discretion. STARTING TIMES AND WARMUP: No team is allowed on the floor earlier than 30 minutes prior to its game. All games will start at the scheduled time, insofar as possible. Each team will be allowed a minimum of fifteen minutes of warm up time prior to the start of first and second round games. A minimum of twenty minutes of warm up time will be allowed for all games commencing with quarter final games on Thursday. TEAM HOSTS: Each team is assigned a Team Host for activity coordination and assistance both prior to and throughout Tournament week. Coaches should refer to pages 3 of this Bulletin for contact information and the name of your Team Host for scheduling practice facilities, credential distribution, verification of Team Roster, and other essential responsibilities upon your arrival. TEAM HOTEL/MOTEL ACCOMMODATIONS: The office of the NJCAA Executive Director reserves and assigns hotel/motel accommodations for participating team parties. Upon qualifying for the National Championship, each college is required to contact LeAnn Cox at the Greater Hutchinson Convention/Visitors Bureau -- call (cell) or leannc@ hutchchamber.com -- to receive the team hotel assignment and other pertinent information. The NJCAA requires all team parties to stay at their respectively assigned locations. TICKETS AND ADMISSIONS: All-Session (24 games) reserved tickets are $55 each. Evening sessions individual reserved seats are $15 each. (Reserve seating is available only during evening sessions -- games starting after 4:30 p.m.) General admission (including standing room) for all games is $12. 6 TIMEOUTS: 1) Media Timeouts Two 60-second Media Timeouts will be issued at the first dead ball under 14 minutes and under 7 minutes in each half. When either of the teams uses a 75-second timeout in either the first or second half, that timeout shall replace the next media timeout in that half. Example: If a team takes a 75-second timeout at 15:10 in the first half, that timeout shall replace the next media timeout scheduled for under 14:00 in the first half. 2) Four 75-second timeouts and two 30-second timeouts for each team per regulation game to be used at any time. 3) When there is an extra period(s), each team is entitled to one extra 75-second timeout per extra period in addition to any timeouts they have not used. 4) The extra timeout shall not be granted until after the ball becomes live to begin the extra period.

7 CONTINUED TRAINER: A Certified Athletic Trainer will be available at all games. Each team must provide its own supplies and trainer. The Sports Arena training room will be open throughout Tournament week. Limited staff assistance is available. TOURNAMENT RMATION: General information regarding The Tournament can be obtained at the Media Information Center maintained throughout The Tournament at The Sports Arena commencing on Sunday, March 15, Telephone TRANSPORTATION: Air service is available through Mid-Continent Airport, Wichita, Kansas. UNIFORMS/BENCH ASSIGNMENT: All teams participating in The Tournament must have both a light jersey and a dark jersey. Teams whose uniforms fail to comply with Rule 1, Section 22 of the current edition of the NCAA Men s Basketball Rules may be disqualified from Tournament play. Exact jersey colors must be noted on each team s official entry sheet. NJCAA Basketball Rule: Article XIII Basketball Men Division I, Section 9.E. The team with the highest seed in each game will be the Home Team and wear light jerseys. The lower seeded team will be the Visitor Team and wear dark jerseys. All uniform decisions will be made by the Tournament Director twelve (12) hours prior to the start of the game. The team in the upper bracket for each game will generally be assigned to the west team bench, and the team in the lower bracket will generally be assigned to the east team bench. The Tournament Director may also change bench assignments prior to commencement of any game. Any change in bench assignment will not affect uniform color or Home/Visitor status. Information and procedures specified in this Bulletin are subject to change as deemed necessary by the NJCAA, the Tournament Chairman, or the Tournament Director. 7

8 MEDIA AND POLICIES MEDIA PASSES: Arrangements for media passes for members of the press and Sports Information Directors of participating colleges -- both in advance and during the Tournament -- should be made with Randy Norwood, Media Information Committee Chairman. Media passes may be picked up between 2:00 and 6:00 p.m. on Sunday, March 15, and throughout Tournament week at the Media Information Center in the Sports Arena. TOURNAMENT PRESS ROOM: A Press Room is located in the southeast corner of the second floor of the Sports Arena. Data transmission lines will be provided along with wireless access password information for internet service. USE O F PRESS TABLE: The press table on the Arena floor is for working press only. Only those persons assigned by the Media Information Chairman are allowed at the table. Except for the last game of the day, seats at the press table shall be vacated no later than ten (10) minutes following completion of each game to allow for new seat assignments. Photographers may not take pictures from the press table. Downloading and transmitting pictures and recharging cameras are not allowed at the press table. The Press Room is the designated area at the Sports Arena for locating power strips for recharging cameras and transmitting photographs. Your cooperation is appreciated. PRINT NEWS MEDIA: Each newspaper is entitled to one working press pass. If a college has a team in the tournament, the college newspaper shall be entitled to one working press pass. Proper identification is required before a working member newspaper is issued a press pass. Press table seats will be assigned daily by the Media Information Chairman and posted in the Tournament Information Center at the Sports Arena. Call the Media Information Center at starting Sunday, March 15. See Radio below for broadcast media information. If you have need to contact the local newspaper, it is The Hutchinson News, located at 300 West 2nd Street. Phone numbers are: and , or sports@ hutchnews.com. RADIO: KWBW, Hutchinson, Kansas, is the official radio station for the NJCAA Division I Men s Basketball Tournament and will broadcast all games. No other radio station within a 50-mile radius of Hutchinson may broadcast any games. Stations taking a feed from KWBW will be charged a fee of $250 per game. Stations broadcasting with their own crews will be charged $300 per game. To make arrangements or to obtain additional information regarding feeds for stations sending their own crews, contact Jerry Kershaw at or jerryk@cox.net. Arrangements to broadcast must be made at least 12 hours prior to the start of any game. VIDEO: All Tournament games will air live on NJCAA TV ( In addition, DVDs of the production will be available for purchase on site in the Hutchinson Sports Arena. 8

9 MEDIA AND POLICIES CONTINUED PHOTOGRAPHERS: Each newspaper and college newspaper, if the college has a team in The Tournament, is entitled to one (1) working photographer pass. Upon presentation of proper identification, a photographer s pass will be issued by The Tournament Information/Media Chairman. Photographers may take pictures or videos from the Arena playing floor only when wearing a media pass. Flash and strobe lights shall be used in a manner and at times which do not interfere with the play of the game. Photographers should familiarize themselves with use of press table restrictions provided elsewhere in this bulletin. COMMERCIAL PHOTOGRAPHERS: Commercial photographers taking still shots of the game action and offering them for sale shall make advance arrangements with the Media Information Chairman and pay a fee of $75.00 for the right to do so. T V NEWS: Each television station with proper media credentials will be allowed a camera on the Arena playing floor for the limited purpose of providing news and sports feeds. TV BROADCASTING/TAPE DELAY BROADCASTING/VIDEO STREAMING: NJCAA holds the exclusive radio, television, and online video streaming rights for the 2015 NJCAA Division I Men s Basketball Championship. Live and archived feeds of each game will be available on NJCAA TV ( All live and archived broadcasts on NJCAA TV are the exclusive property of the National Junior College Athletic Association. Any rebroadcast, retransmission, or other use of NJCAA TV broadcasts without the written consent of the National Junior College Athletic Association is prohibited. 9

10 GUIDE- LINES FOR FANS & STUDENTS OF SCHOOLS PARTICIPATING IN THE TOURNAMENT 1. Cheerleaders, Yell Leaders, Sponsors, and Mascots in uniform are admitted free for any session in which their team is playing. They must be in uniform at the time they arrive at the pass gate. Admittance to other sessions is by ticket only. 2. Only cheerleaders in uniform and mascots are allowed to lead cheers from the Arena floor. 3. Band members are required to purchase a ticket for admission. 4. Each participating school group after purchasing a ticket will be allowed to sit in the bleachers on one end of the playing floor designated by the Tournament Director for its game only. They must then vacate the seats for the next game. 5. Participating school groups may secure general admission tickets for the session in which its team is participating. 6. Hanging of signs and banners must be approved by the Tournament Director. 7. Crowd Control: The responsibility for crowd control rests with the Tournament Director. Cow bells, air horns, sirens, all other artificial noisemakers, and electronic amplifiers are not permissible. The Tournament Director is responsible for removing such instruments from the competition area. 8. The use of drums and cheerleader megaphones during the play of the game is prohibited. (Rule 10, Section 2, Article 8 NCAA Men s Basketball Rules). They may be used briefly at the scoring of a point or during time out. Shooting a free throw is considered part of the play of the game. Megaphones may be used only for voice amplification and not for striking the Arena floor. 9. Throwing items into the crowd by cheerleaders or fans is prohibited without advance permission from the Tournament Director. 10. Bands are not allowed to play while competition is in progress. Electronically amplified instruments are allowed only as part of a band and may be used only when the band is playing. Electronically amplified instruments, determined by the Tournament Director to interfere with the play of the game or with other fans, may be prohibited. 11. Cheerleaders are prohibited from elevating or lifting another above the shoulder level, from tossing, basket catches, pyramid building, and from standing front or back flips. Tumbling and stunting are allowed subject to the above restrictions. 12. Fans who contribute to technical fouls, or who engage in acts of violence or disorderly behavior, may be ejected from the Sports Arena. Fans are required to stay off of the Arena playing floor. 10
