Background Russian Research conducted the National survey for Department of Politics of Glasgow University Department of Politics of Glasgow University. The survey addressed issues of media consumption, socio-political and economic attitudes, and socio-occupational and demographic structure of the Russian society. The fieldwork was carried out by the regional partners of Russian Research under the instruction and supervision of Russian Research representative. 2. The Universe The survey sample was representative of the universe of of which urban and of rural population aged 18+ in the Russian Federation in both European and Asian Russia. 3. Sample Design 4.1 Sample Type The sample was designed using the multistage proportional representation method with random route as the method of selecting households and the last birthday approach as the method of selecting respondents within households. 4.2 Stratification Method Stage I. Territorial - Administrative Unit. The territory of Russian Federation was divided into 11 regions as used in the official statistics. Each Territorial - administrative unit was represented in the sample proportionally to its population size. Stage 2. Settlement. The total number of interviews in each region was allocated to 6 strata proportionally to population in each stratum. The strata were defined on the basis of population, administrative status and inclusion/exclusion in autonomous territorial unit. The following strata was identified in each region:

7 Department of Politics of Glasgow University 2001 Technical Report 7 Oblast (kray) centres with population 1,000,000 plus Oblast (kray) centres with population less than 1,000,000 Other urban locations in oblasts and krays Administrative centres of autonomous territorial units Other urban locations in autonomous territorial units Rural locations Each respondent was assigned a unique ID number, which identified location of each interview. The number of interviews allocated to each stratum was proportional to the share of this stratum in the population of the region. In each location a minimum number of interview was set to n (depending on the sample size). If in any given stratum the number of respondents was lower than minimum n this stratum was combined with a higher-level stratum until the number of interviews reaches minimum n. Stage 3. Sampling Location (Primary Sampling Unit) The number of points of interview (sampling locations) for each stratum was calculated by dividing the total number of interviews in a giving stratum by the maximum number of interviews in any single location (depends on the sample size). Principal cities in oblasts, krays and autonomous territorial units were selected with probability that is proportional to their population. PSUs that belong to other strata are selected randomly but only for those oblasts and krays that were included in the sample (depends on travel budget available and on other circumstances like personal safety considerations); regional supervisors select rural locations. 4.3 Control Quotas Control Quotas on age and sex and Control Quotas on education were calculated for every settlement except StPeterburg, Kaliningrad, Arkhangelsk, Moscow, N.Novgorod, Samara, Kazan', Volgograd, Rostov-on-Don, Perm'. Ekaterinburg, Ufa and Novosibirsk and given to interviewers at the beginning (see Appendix 4 for Control Quotas). At StPeterburg, Kaliningrad, Arkhangelsk, Moscow, N.Novgorod, Samara, Kazan', Volgograd, Rostov-on-Don, Perm'. Ekaterinburg, Ufa and Novosibirsk 50% of fieldwork was conducted prior to applying any control quota. After the conclusion of 50% of fieldwork the sample bias was checked. If sample error exceeds 5%, additional interviews at these cities was conducted and additional interviews were conducted if necesessary in a new sample location. Stage 1. The selection of households 4.4 Respondent Selection Households were selected using random route method with a pre-determined starting point. In large cities, routes were calculated depending on the type of districts (industrial, sleeping, mixed, etc.).

8 Department of Politics of Glasgow University 2001 Technical Report 8 The following rules for random selection of households applied (only some of these rules are listed): In the first house, the selection of a household begins in the staircase number one, etc. In multi-storey houses floors are classified as lower, middle and high, and in the first multi-storey house the selection of a household begins at low floors, etc. When a floor is selected, the selection of a household begins with the left-most flat and continues anti-clock, etc. In rural locations the selection of households begins from the centre of a village (e.g. bus stop, post-office, shop, etc.) and proceeds with the interval of 3 houses. Rules of the next household selection (substitution) A next household address was selected by the following rule: n+1 - Impossible to make a contact with the household n - The household n refused to co-operate - No one in the household n fits the control quota n+5 - No one is available at the address n, after up to three calls back are made to establish a contact; - A respondent in the household n fits the control quota but was absent, after up to three calls back are made to establish a contact (only in the process of repairing the sample); - A respondent was interviewed in the household n Stage 2. The selection of a respondent In each household only one respondent was interviewed. One male or female per household was interviewed who complies with the following: Aged 18+; Agreed to participate; Had closest date of birthday to the date of interview among all the members of the household (including those who are absent); Fitted control quotas (only at the stage of sample repair and if deemed necessary) The following persons were not interviewed Interviewer s relatives or acquaintances People who know each other, or who are relatives Guests, friends, etc. of the flat/house owner Those living in the hostels of any type Patients at hospitals, sanatoriums etc The survey was conducted on weekdays and weekends. On working days, the interviews were conducted between and On weekends, the interviews were conducted between 12:00 and 21:00.

Quality Control Russian Research supervised all aspects of sample selection to ensure the sample design is strictly followed Fieldwork control The local fieldwork supervisor conducted: 20% sample control of each interviewer s questionnaires (personally) with a control form filling and control cards gathering. If in doubt, the whole work of the interviewer in question is checked 10% interviews were conducted in the presence of a supervisor (in the main cities only) 5.2. Data control In each territorial unit, the local fieldwork supervisors conducted 100% paper questionnaire control to ensure that they are complete and all answers are recorded correctly. The standard logical checks were used during data entry and cleaning.
