1 ROLES AND RESPONSIBILITIES OF BASKETBALL WA s COUNTRY WORKING GROUP General 1. All Working Groups act as advisory bodies which : consult and review evaluate analyse recommend These recommendations will be considered by BWA management and, if need be, the BWA Board. 2. Working Groups can be delegated direct decision making powers by the Basketball WA Board. These delegations will be at the sole discretion of the Board, made in writing and included in the Terms of Reference of the relevant Working Group. 3. Working Groups should canvas widely the views, opinions and stance of constituent members and Basketball Associations, to ensure that these views and opinions are taken into account and adequately addressed before any recommendation is put forward. 4. Working Groups should consider the implications of their recommendations to Local and State bodies and the various leagues and competitions which are conducted by Basketball WA. 5. Working Groups must balance the needs of basketball to Increase participation in all areas Provide opportunities to develop Create and maintain effective competitions Succeed in the high performance area of our sport 6. Working Groups should at all times, act in the best interest of the sport in Western Australia. Role of the Country Working Group The role of the Country Working Group is to: Provide advice in relation to the conduct and administration of all Country based Associations. Ensure that the administration of basketball in Country WA has a diverse input from all Regions.

2 Provide appropriate pathways for players, coaches and officials to perform to their full potential at the State, National and International level. Ensure that Associations throughout Country WA are integrated and part of an overall, coordinated State development plan. To do all things as are incidental or conducive to the attainment of the role and aims. Aims of the Country Working Group The aims of the Country Working Group are: To provide the highest possible standard of administration for all Country WA members. To provide participation and competition opportunities appealing to the public so that basketball gains prominence and recognition as a major sport in the Western Australian Community. To provide development opportunities which will assist in the preparation of players, coaches and officials to compete at the highest level of the sport. To ensure that participation in basketball is cost effective and gives the best possible opportunity for WA Country basketball to prosper. Membership The Country Working Group will, where possible, comprise delegates from each of the following regions: South-West (2) Goldfields (1) Great Southern (1) Mid-West (1) North-West (1) Peel (2) Wheatbelt (2) The Country Working Group shall also include the BWA Chief Operating Officer and the BWA Community Basketball Administrator. Delegates are to be nominated by a Regional Body (similar to Basketball SW in Bunbury, or the Great Southern Regional Development Committee in the Great Southern). Delegates for each region must come from different Associations. The Country Working Group members shall be ratified by the BWA Board and serve for two year terms, except for the inaugural term when one delegate from each region will be appointed for a one year term and the other for a two year term. Other than the Chair, no member can serve for more than three terms. When appointing the Chair, the BWA Board shall designate the term of their appointment, which shall not exceed three terms from the date of appointment. The Chair may be reappointed for such further

3 period that the BWA Board determines, provided always that they do not serve, as chair, for more than three consecutive terms. The BWA Board will take into consideration the creation of appropriate diversity in the membership of the Country Working Group, including factors such as the need to recognise the contribution of different types of Associations, the difficulties associated with distance and the needs of coaches and officials. At least one member of the Country Working Group should have a strong background in technical officiating. The BWA Board will in its absolute discretion determine the nomination process for the Country Working Group but will explicitly consider the possibility of open nomination for all vacancies. Meetings The Country Working Group shall meet generally by teleconference or video conference as often as the Chair and BWA Community Basketball Administrator deem necessary. It would be expected that the Country Working Group would have at least one meeting per year face to face, possibly, at the time of the BWA Country Championships. Accountability The Country Working Group shall be an advisory body to Basketball WA, with no decision making powers. Terms of Reference Participation Give advice to Basketball WA on the needs of Country basketball players, coaches and officials at all levels. Provide recommendations on the running of the BWA Country championships and provide volunteer assistance to the BWA Competitions Administrator as needed during the Country Championships. Provide recommendations in the roll-out of the BWA Development Tours for Country Teams. Development Devise and recommend programs (including variation of rules or structure as may be appropriate) designed to further the development of all competition pathways or to facilitate the long term development of players, coaches or officials. Ensure that the development pathways for Country players, coaches and officials are well known and easily understood. Provide recommendations in the running of Basketball WA Regional Academy program.

4 Make recommendations to BWA on the disbursement of funds from the Country Development Fund. Competition Recommend policies and procedures for all Association s Competitions and Leagues. Recommend benchmarks/standards for conducting all Competitions and Leagues. Review and recommend the points of emphasis in officiating to be applied at each level of competition. Association Development Develop and share knowledge, experiences and provide recommendations on best management practices in the area of Country Association administration at all levels. Provide recommendations in the development and implementation of Association policies, procedures, constitutions, by-laws etc. Map of Regions
