1 20 September 2016 Meeting Notes NARACOORTE SPORTS CENTRE PLANNING Star Club Officer Tony Elleston grant funding opportunities Employed by ORS & Councils Start Club Program a lot of people in the region talking about funding one of things that ORS it s not about funding failed grants you re not a star club or having gone far enough in the program Star Club makes sure there is governance and legal requirements and program star club program offered. Over 31 fully recognised star clubs in the SE over half star clubs in the state Funding Opportunities Women s Facilities grant funding 10m program over 3 years can apply for $500K this is unmatched if you have a $300K facility that includes female facility no in kind contribution required. 4m, 3m,3m not just for female can be unisex facilities remove urinals and put in cubical primarily for females but can make a unisex facility Schools are not eligible closes on 31 October More information from Tony Elleston Active Club Grant -10 October equipment Local Gov Ass Sporting Grant only for fully recognised Star Club up to 1K f- pretty Community Facilities Grant open is Feb Active grant fund for smaller facilities Holden home ground advantage Federal funding can be accessed Sport funding grantsandfunding.com covers all grants that are covered Australia wide for public and private sports centres. Really important to engage Council they want to see any project being a Council priority to attract funding. Multi-sport facilities are the only thing that is going to get money in the future the funders are looking at community needs rather than individual clubs SUE WAITE Endorsed Steve s remarks Sports centre overarching body objective is to plan for the future of sport in Naracoorte. Clubs have flexible leases in place that can be modified to suit future requirements Football club opened 31 years ago the squash courts in 73 basketball is 50 years next year Recently Naracoorte basketball and netball had preliminary discussions and received a grant to start the planning process

2 Hockey and Soccer need club rooms, but do not have the membership Suggestion that clubs need to come together to get funding shared facilities are sustainable PAUL MCROSTIE Sports centre master plan endorsed by Council combined documentation for sporting clubs up there. 8 9 sporting facilities that work independently. Utilisation of parking spaces facilities have been outgrown Access issues Vegetation years number of areas and vegetation that need to be upgraded lot of dead pockets that could be better used Tennis and netball courts decaying quickly something needs to be done quickly Basketball & Squash Stadium 50 years old areas starting to deteriorate Great hub for Masters Games Need to be realistic about approach Council has no financial commitment Only investigation at this stage just collecting feedback FEEDBACK Richard McKay Soccer with the Master s games reduce the number of grounds by amalgamating how would an event like that be held? Soccer club has funding for another field to be prepared Sue Waite if you run a Masters game with a handicap of merged sport it would be run over more days Greg Sinclair Football club we ve had meetings and that is as far as its gone, just to see where Council is at. Netball may have more problems that footy - presume that netball would be going into basketball pavilion could affect football club if it wasn t close to the football club would be a split of the clubs wouldn t want that but it s a good idea and opportunity Location and social aspect dragged away from football club Floss Footy Netball Netball point of view court deteriorating rapidly playing indoors would be good also town netball and there are other things that use courts for. There would be times where we would need extra courts with Town Netball we are looking at redoing courts as well as stadium. Steve- from an expansion or decline perspective for both football and netball Naracoorte will always have a club, there will always be games here every 2 nd weekend and the full gambit there is not going to be an expansion in games or a decline. Floss we do interleague training also so to have great facilities we can attract more interleague training. Pushed to Keith because they have better facilities and can train indoors. Games are shifted to Keith when there is rain. Academy training and interleague training has been held in Keith. Also had a state league game played their last year there is definitely opportunity to attract these competitions

3 Kristy Jones Town Netball Ncte courts- sharing is not an issue always shared with tennis not much to say at the moment. 8 teams decline over the last few years hoping to stabilise it had a lot of injuries from the courts, especially this year Floss courts are so slippery surface is an issue. When raining especially. Kelly Burke Basketball pretty much started from our perspective from looking at our facility pretty close to falling through fall in some spots some dead spots on the floor unsure if lacquer will improve surface, and we are growing. Summer season main season winter takes a bit of a hit with choosing footy and netball junior number increasing massively. 260 juniors two summers ago 368 last summer Last game on a Friday night starts at 9:00 Structure of game is not ideal not giving kids an opportunity from coaching perspective detrimental impacts fortunate to have Glen Mathieson done a massive push in local skills families coming over from surrounding areas to play basketball on a Thursday & Friday night training at squad level on a Monday and Tuesday night and then a game on the Thursday or Friday night looked at funding/grant fortunate to get planning grant of $30K saw an opportunity to put in place a facility similar to Keith Geographically Naracoorte is in the perfect spot. Facilities in the south east are probably in a similar situation as us. Steve is this a 2-part project? there is expansion and repair of current facilities unless there is a new stadium with more courts? Kelly squad carnival in Feb bringing in people from Murray Bridge, Victor Harbour and Terang local business do well out of the weekend. Restricted with what we can do. We have a business that is a major sponsor of the Pioneers. They can t spend time here, but the playing surface is not safe. Would be good to have a Pioneer Games here Ken Schultz How many juniors for this coming year? Kelly the early indications are that the numbers are up again. This season going to start playing on a Wednesday. So 3 nights will be fully booked W T & F. Sue why not use the high school Kelly had challenges with last year s squad carnival. Something to do with insurance Ken Schultz no spring in the court Adelaide 36 basketball team played Melbourne wanted them to come to Naracoorte, but court and surrounds did not meet the requirements Derek Hockey we re supportive of a multi-sport complex. Going forward most regional areas play on a turf rather than grass. In terms of sharing some restrictions on turf there are others that share in the area with track. Mt Gambier has artificial turf. If there was a facility with a turf, we would be able to have games with Mount Gambier.

4 Derek at a higher level its played on a water based surface depending on the turf sometimes tennis can be played on it there is always options schools in Adelaide make use of it. Grid Iron & Lacrosse have been played on turf. There are options to share, but not really with basketball or netball Chris tennis club- could use a multi facility expanding junior program strong we re at the point we need to do something shared facility would work and would be seriously looking to make it work Steve could you have a year round competition indoors Chris there is definitely the possibility of doing this We ve seen some of the turf for a hockey field. They have a lot of courts which would be ideal for our junior program Jon - Soccer club could look at sharing facilities- can be looked into expanding rugby club people at a game last Saturday night shared facilities. Steve tennis has been through fluctuation Sue seniors are stagnant, juniors are rising Chris Saturday afternoon comp is a bit Dally Victor gymnastics hoping to get up and running in 2017 hoping to fit in with new complex. Fiona Miles Little Athletics long jump and other things too What they ve done in Edenhope they have running tracks on the hockey fields Rachel would like to incorporate track around what might be done for the. Primarily accommodated at the high school. Feel like we re disadvantaged in progressing some of our athletes to the next level you have to travel away to be in the qualifying level. Steve why does basketball have insurance issues, but little aths doesn t? John Soccer- numbers wise growing slightly 5-9-year-old kids. Bordertown got asked to go around areas to set up leagues. Trailing league over summer getting people in country towns at this level. Have run it down the Mount this year, and some clubs want to add another under 12s because they have seen growth. Can see there is a possibility for growth- League has amalgamated with the women s now there is also scope for Naracoorte to take on women s team in the past people have been driving to the Mt to play in women s soccer so there is scope to grow there. Don t know if sharing with Hockey would work pitch is used 5 nights a week only a few months of off season need own space, it could be worked, but will end up like basketball with people there late at night for a game. Second pitch does not have lights so in winter it is a bit useless. In terms of stadium we could foresee using it for indoor soccer. Had to go to south school and use gym this year because pitch got so wet Derek Is there any talk of swimming or water recovery facility. Naracoorte historically hasn t had swimming all year around Local indoor has shut down now too Craig McGuire is there any demand in mixed indoor netball starting up

5 Floss - Women s netball on a Monday night McGuire does baseball use artificial turf Baseball - Infield yes not outfield not safe. The VIC baseball centre out of Laverton is artificial infield, sand cut outs and an open outfield. Steve playing time and training time needs Marlene do the bowls club have artificial surfaces? Steve yes, Naracoorte Bowls Club has installed a turf and the RSL already have them in Alex SEDRA wish list would be a drag strip Mark Davies Angling Club indoor fishing lake have to travel to fish here to listen to what is happening. Rugby League this coming weekend all kinds of sports men s team taking on prime champion winners from Adelaide support anything that is going to support Rugby. We have two teams close to 45 members at this stage we have 25 that come now and again. Player number we are sitting around 32 mixed. The league is called the LC Rugby League Warrnambool to Naracoorte. Horsham have folded this year, but will be back next year. Us, 2 x Mt G and Warrnambool. NRL Development is coming here by Thursday Kincraig 6pm Sue Waite - Could table tennis be accommodated up here? Steve - Just needs a building could be shared with others it is a standalone facility that gets used Monday and Tuesday night tables are not difficult to pull aside Marlene last pennant had to combine the two nights because they didn t have enough people Someone not in Squash, but knew about it - There are 9 teams they run 3 pennants per year there is always one of these that struggles. Did combine A & B grade, but numbers have come up again junior training on a Friday Paul McRostie Basketball currently reading the paperwork this afternoon. Active from the point the paperwork is signed. Looking at training nights so that there is no clash. No preliminary drawings have been completed. Obtained 30K. Spoken to project manager for the Keith stadium gave us plans and costs associated with development. They had support from State, school, clubs and Council. Opportunity to link it with school. Grant funding will have to sit down and see who wants to jumps on board. North Primary School could utilise stadium for sports days. We have hired out basketball facilities to Aged Care and other community groups trying to get the facility to be used throughout the day as well as during basketball training and competitions Schultz Needs an in ground pool Sue just recently in Riverland in Nuriootpa and visited the local basketball and squash courts there is beautiful 25m pool. I believe the Council put it there and managing company operates it with a hub of a coffee shop and. Does all the secretarial work for the three clubs. Pool has two sections exercise area. You could make it a hub that is happening 7 days a week. Kinder gym, Pilates- everyone comes in socks to protect floors business runs the facility.

6 Steve there is another good one in Hamilton Someone - I think the Yorke Peninsula has been successful in getting significant funding 3 courts, outdoor tennis, netball courts crèche, kinder gym, swimming centre. 4m+ funding grants. It s happened around the state. Sue need to look as a business Kelly Port Lincoln was successful first, then Kadina, approval received in the Riverland. If you look at the major centres around the state, there is nothing in place in the Limestone Coast. Strike while the iron is hot. This becomes a business proposition. How can you turn the multi facility to something that is operating all day form 6am 8/9pm at night. We don t have a lot of options to do sporting during the day for new mums crèche etc. Tony Elleston just did a tour of Flinders Multi Port Augusta Council 25m facility. Offices, functions centre set up there. Port Pirie has multi-sport that includes a pool. Carmel is there any reason why not looking at 4 courts maybe if there were four courts could use town courts Paul need to be realistic spend looking that we still have the existing stadium. There is a point where floor boards will need to be replaced potentially 40K. 2 courts in existing building, then 2 courts in new one. Still generating income while other floor is repaired. 4 courts would take pressure off. Need to stick within budget. Floss we use two courts. There are times when we would use three like at training Steve so 2-4 would be ideal for a basketball/tennis combo Floss if there were 4 town netball could use it There are times that interleague may use it. Paul we would probably design to include 4 indoor netball courts. This means town netball could be provided Rachel timing is fantastic for sporting groups to be coming tennis courts are in a bit of a state and so is the basketball and private pool shutting down. Tony Elleston as an independent you have to give a little bit to get a little bit need to get on board with everyone there is nothing in the limestone coast, but there is another area looking at the same idea. They are not going to give LC two lots so it s got to be first in and most willing to work with each other Steve project will require financials from community and clubs. Needs an all-in from clubs. All clubs involved would need to be contributing. Look at Keith projects took 3 applications 3 attempts at grant funding. Kerry - Keith did not go through planning stage had to use some of the funding to do the planning. Have used their experience and are getting plans drawn up prior to going for grant Paul have the submissions that were successful for Keith. Got some budget figures there. Tony depending on funding and whether it can be all one concept plan. May need a feasibility studies. Would need teamwork Steve- this is not a council project Council is assisting the club facilitators

7 Helen ensure that the ratepayer burden is not excessive Craig McGuire when we leave here tonight what direction has Paul & Kelly got from the rest of the sporting club how are they going to get the information. Paul will finalise a report and take it back to Council to report Helen- will have to cooperate to make it successful. Do homework to make sure I had all the information to convince funding bodies that what is planned is viable Steve- notes will be summarised for groups so that they can discuss. Good for sports committee to have discussion on this and provide clear direction Sue sports centre in meeting in two weeks time. Come back and discuss it further Ken Schultz have to have serious discussion about how it will work Gymnastics going to just be addressing basketball and netball plans Paul initial grant was to work with Basketball & Netball stadium. Since opening this up there have been opportunities come forward. I would like to see it used by a number of facilities. All of the sporting facilities are at an age where clubs need to look at what they re doing long term Gymnastics can we seek the interest of DECS Paul to talk to DECS Andrew Dolan (received via following the workshop) I support the concept of an indoor pool as part of the complex. My suggestions to keep the cost down are listed below. The indoor Pool to: Have 4 Lanes x 25-metre-long x 1.2 metre deep. Each year to open the day after the Naracoorte Swimming Lake closes. (e.g. April 1 st ) Each year to close the day before the Naracoorte Swimming Lake opens. (e.g. Dec 1 st ) While closed to be in maintenance mode. Another suggestion is to install a 25m single lane one-piece fibreglass lap pool available out of Miami Pools at St Marys, NSW, 2760 The single lane may be adequate for well managed training sessions; however, 4 lanes would be far more ideal. (School swimming carnivals and larger training groups would require 4 lanes) By having the indoor pool only open in the cold part of the year, and the lake open in the summer, tourism would not be affected. I am not aware of an active swimming club in Naracoorte. There have been parents take their children to Bordertown to train with their club.

8 We did have a Junior Royal Life Saving Club in Naracoorte some years ago. There are numbers of swimmers who utilise the Swimming Lake for lap swimming when available.
