1 Greater Victoria Minor Ball Hockey Association (GVMBHA) Officials 2017 Rules and Regulations Updates REFEREE DRESS CODE Please arrive at your games, meet your partner and be on the floor ready to go min. prior to game time. Short sleeve official s jersey (Black and White); (CBHA CRESTED JERSEY, short sleeve is preferred but in the case of new officials not mandated). A Black short sleeve or long sleeve t-shirt can be used while you are waiting for your new jersey to arrive. (otherwise use a long or short sleeve black & white ice hockey referee jersey if you have one). If you are using a long sleeve jersey, no red arm bands shall be worn. Black shorts or black sweat pants. Whistle (*Acme Thunder metal model strongly recommended*). Running shoes. CSA Black Helmet and CSA full face shield or 1/2 visor (mandatory for officials under 18 years of age) Jock is recommended. Shin pads are recommended; however; you fall under the same policy as players noted below. Your consideration in enforcing the rules in the 2017 CBHA Rule book/ Case Book is very much appreciated. Looking forward to a great season of officiating. GAME FORMAT /TIMING - Peanut / Pup / Peewee & Minor 60-minute time slot 1 st period is 20 min run time 2 nd period is 20 stop time 3 Min warm up which starts at the scheduled time 1 Min break between periods Peanut and Pup Do not switch ends and keep their end closest to their bench Peewee and Minor Teams switch ends at the end of the period, start in the opposite end of their bench No Time Outs permitted The scoreboard operator will sound the buzzer/horn to end the game at exactly 2 minutes prior to the game slot ending so teams can shake hands and depart floor area. For example, a one hour game slot starting at 6:00 pm will end at 6:58 pm. The wall clock shall be used for game start and end times. Should the wall clock not be functioning, then the clock on timekeeper s cellular phone shall used BUT this must be stated to coaches on both teams at the start of the game. 2 Peanut Coach is permitted on the floor to help coach and guide the players Peanut At the beginning of the season, there will be a buzzer every two minutes to permit fair line changes and even time on the floor for players. The division manager will decide when to stop the 2-minute buzzer (was stopped as of April 23, 2017). GAME FORMAT /TIMING - Major / Junior 75-minute time slot Both 1 st and 2 nd periods are stop time 3 Min warm up which starts at the scheduled time 1 Min break between periods Teams switch ends at the end of the period, start in the opposite end of their bench No Time Outs permitted No Overtime - a tie game remains tied during the regular season. All players MUST keep their helmets on during the hand shake and departure of the floor. They also must have their helmets on during the entire time on the floor, during the game slot. This is not up for debate. This has to do with our Insurance Policy/Player Safety. 2. Any coach who is under 19 years of age, must, while coaching wear a CSA approved helmet to which a CSA approved facemask is attached, just as if he/she were a player. Again, this is not up for debate which has to do with our Insurance Policy/Safety. 3. Situations can come up during the games we officiate. It s important to see the whole play develop as much as possible to make the best call, or no call, that you can. There are times when the front official does not get a good view of the situation developing- this is where your partner or back official can really help or bail out his partner-as the back official, always hustle to get up the floor and you will be able to make that call if your positioned between the blue line & center red line looking into the attacking/defending end of the rink. This applies to all potential penalty situations that could arise. Don t be afraid to make the call even if your partner who was the closest to the play doesn t. Remember, you re a team out there and you will receive a lot of respect from your partner & coaches when you hustle and make the correct decision. 4. RESPECT The players, the coaches, the fans the executive and your partners, the officials. 5. TEAMWORK You are always a team and the Senior officials will ALWAYS have your backs, be there to help, guide, and assist whenever needed or asked. 6. Take time to read the rulebook and most of all, feel confident in yourselves and do not be afraid to make that call and then be prepared to back it up. Remember you can only call what you seedo not make up excuses. 3 LEAGUE LEVELS Tykes (age 5-6): Peanut (age 7-8): Pup (age 9-10): Pee Wee (age 11-12): Minor (age 13-14): Major (age 15-16): Junior (age 17-19): officiated by coaches; officiated by two junior officials at least 12 years of age; officiated by officials at least 12 years of age; officiated by officials at least 13 years of age; officiated by officials at least 15 years of age; officiated by officials at least 17 years of age; officiated by officials at least 21 years of age GAME LOCATIONS (AB) Archie Browning Esquimalt (ER) Eagle Ridge Westshore (JD) Juan De Fuca - Colwood (NA) Naden - Esquimalt (PA) Panorama Central Saanich (PG) Pearkes, Green/Gold Saanich (SO) Save On Foods Victoria (WE) Westhills Westshore MANDATED SAFETY EQUIPMENT FOR PLAYERS All players MUST wear the following or abide by the safety policy: 1. CSA Approve Helmet and Mask. 2. Shin pads are mandatory at all levels and those who are soft and meet the requirements as noted in the Rule Book need not be covered. All others MUST be fully covered. 3. If wearing elbow pads, then they must be covered/sleeves rolled down. 4. No plastic street hockey style blades are permitted to be used. The EXCEPTION to this rule is in Peanut and Pup, where the Goaltenders are the only ones to use such a stick. 5. Reminder on all other protective equipment must meet the requirements as set up in the rule book, and if the players are wearing lacrosse gloves, they must have the safety pad in on the soft side of the wrist or the protective cuff as to be tied tight to provide such protection. PENALTIES 4 MINUTE MINOR PENALTIES: (Slashing, High Sticking & Cross Checking), this could also include at Refs discretion the following: (Head Butt, Head Contact, Spearing & Butt Ending). The penalized player will sit the full 4 minutes of penalty time. The opposing team can score one power play goal, should this occur, the penalized team will return to full strength, but the penalized player would continue to sit the remaining penalty time as a misconduct penalty & return to the floor on the first stoppage of play after the expiry of the penalty. GAME EJECTION PENALTIES Should a player receive 3 separate penalties (4 min. penalties count as one penalty) in a game, they will be ejected from the game. 3 of 5 pages updated May 2, 2017
4 PENALTIES ASSESSED DURING THE 1 ST PERIOD OF RUNNING OF TIME When there is a penalty assessed during run-time and no time left on the clock to finish penalty, then the penalty assessed shall be set up under the Stopped Time Penalties format for the 2 nd period, as noted below. REFEREES: * SHOULD A GOAL BE SCORED *, please ensure no player from either team returns to the floor (when serving penalties) when teams are playing at full strength. i.e. 4 on 4, 3 on 3. RUNNING TIME PENALTIES 2 Minute Minors: set clock for 3:00 min. 4 Minute Minors: set clock for 6:00 min. 5 Minute Major or Match: set clock for 7:30 min. STOPPED TIME PENALTIES 2 Minute Minors: set clock for 2:00 min. 4 Minute Minors: set clock for 4:00 min. 5 Minute Major or Match: set clock for 5:00 min 5-GOAL DIFFERENTIAL In Peanut and Pup divisions only, timekeepers are not to post any more than a 5- goal differential. GAME INCIDENT REPORTS VERY IMPORTANT When there are game incidents, the Senior Referee or the eldest of both Junior Officials will need to take the original white copy of the scoresheet, take a picture of it with their phone and to gameincident@vmbh.ca immediately following the game. Game incidents would include: Game Ejection Game Misconduct Major/Match Penalty Misc. Game Incidents In addition, within 24 hours of any game incident, the Senior Referee or the eldest of both Junior Officials need to submit a Game Incident Report using the GVMBHA website which is accessed through your Referee Login at 1. Log In to your Referee account. 2. Go to Create Incident Report 3. Compile the incident report (fill in the blanks) with as much detail as possible and answer the Who / What / When / Where / Why / How so GVMBHA executive have as much information as possible. 4. Once completed, there is a listing of people to you will need to select Carrie Klatt League/Referee Scheduler (scroll down). 5. Click on Submit Report tab. The original white copy of the scoresheet needs to be given to Carrie Klatt (or any Executive member) once you have compiled your Game Incident Report (within 24 hours). 4 of 5 pages updated May 2, 2017
5 SENIOR REFEREES SUPERVISIONS/ASSESSMENTS As part of the development program for our Junior officials, GVMBHA will schedule a Senior Official to attend a game or games (paid for at your game fees), where you will be responsible to: 1. Watch the games you are assigned and provide verbal supervision to the officials. 2. Assist them when and if need be during the game, should the situation warrant such assistance. NOTE: BY LAW UPDATE No. 01/16: Mercy Rule All Divisions, (losing team behind 5 goals or more in the last 5 minutes of the 2nd Period) Note that the losing team head coach has the option to agree to running time or continue with stopped time in playoffs ONLY. The refs will check with the losing team head coach and ask if they want running time in the last 5 minutes if they are down by 5 goals or more. The losing team head coach must request or agree to running time for it to be in effect. If the team losing team scores and gets back under 5 goals the time shall revert back to stopped time. IMPORTANT INFORMATION At Eagle Ridge and the other rinks, we use, which has access to the REFS/OFFICIALS CHANGE ROOM, please ensure before your games start, that you lock the door and take the key with you to the scorekeepers booth. When your games are finished, prior to leaving the arena, return the key to the scorekeepers booth for the next group of officials if applicable. This will significantly reduce the risk of any valuable items being stolen by unauthorized persons entering the change room. SENIOR REFS/JUNIOR REFS Prior to the game, it s very important that you review these procedures with your Junior Referee partners (new or returning) so that you re both on the same page of how to apply the procedures & rules. It is equally important that Junior Refs (returning refs) & Senior Refs working together consistently apply the above procedures & rules as well. By arriving at the venue min. prior to game time and on the floor at least 5 min. prior to game start time you will find that the game will go a lot smoother from an operational perspective as you both have taken the time to cover off the above points. 5 of 5 pages updated May 2, 2017
