2 LEAGUE OVERVIEW Players must be 19 years of age or older. Registrations are received individually, not as a Team Teams are assigned through a player rated draft system, and are represented by a Team REP. The Senior House League (HL) is represented by a Vice President (VP) and a Director who are executive board members of the Oshawa Girls Hockey Association (OGHA). League is sanctioned under the Ontario Women s Hockey Association (OWHA). The OGHA Senior Division rules supplement the rules of the OWHA rule book. There are two Divisions, in the Winter Session o OPEN higher calibre o REC beginner and up Fighting and dangerous play will not be tolerated All teams make the playoffs ADMINISTRATION 1. Registrations Individual registrations are submitted through the website. The registration dates will be noted on the league website. A Registrant may make a request to be on the same team as ONE other person. These requests must be reciprocated to be honoured. Each Registrant acknowledges a registration and refund waiver during the registration process. A copy of this waiver is included in Appendix D. 2. Player Eligibility Registrants must be 19 by December 31st of the year they are registering. The OGHA Senior Division reserves the right to remove registrants or to refuse any registrant entrance into the league, upon agreement by the OGHA Board Executives. Players and Goalies may play for more than one team in the OWHA, however cannot be on more than one team in the same division. A player or goalie that is rostered on a REP Senior team must play the opposite position in the OGHA Senior HL division. (Eg. REP goalie can play Senior HL as a skater) Only players who have registered with the league may participate. 3. Registration Seasons Winter Season Played in two divisions OPEN and REC Registration site generally opens in June and are divided to two registration dates; DATE 1 - Opened to returning players, who had played in the previous Winter Season; The registrants will be prioritized by; First to those who had completed the Winter Season Second to those who played part of the past winter season either at the beginning or end Third to OGHA registrants from the Intermediate program of the past winter season. Fourth to those who had played in the second prior season, and due to medical or work reasons, could not register in the past season. DATE 2 Opened to ALL Open to new registrants, no rules outlying presence in any OGHA league prior to immediate previous season. Spring Season Registration site generally opens in March and is one level of play, not separated into Open or Rec Registrants are accepted on first sign up basis, and not restricted to those who played in past Winter Season. Spring registrants are not included as returning players for the upcoming winter season. 4. Payment Schedule Winter Season postdated payments. o Due August 1, September 1 and October 1 o Payment in full required by October 31 o Failure to comply could result in registrant suspension. o Late registrants from Wait Lists after October 31, must be paid in full one month after starting o No registrant can enter play offs if they are in arrears. Spring Season o Payments are due in full prior to playing the first game Payment Procedures The method of payments are noted on the website, and generally accepted by etransfer, cheque or cash. The Registrar, the VP and Director of Senior are responsible to collect payments from all registrants. 1 P a g e

3 Administration continued If a player has not attended their first game, and has not paid, they are subject to be removed from the league. Proof of Insurance Refund If already registered for another OWHA team, a registrant may apply for Proof of Insurance Refund. This process is the sole responsibility of the registrant; therefore league fees in full must be paid first and the refund will be given to the registrant from the registrar once the OWHA approves such refund. (Appendix A) 5. Team Rosters/Waivers A team is made up thirteen skaters and one goalie. All registrants must sign the OWHA team waiver form. (Excerpt of the waiver is attached in Appendix B.) The Team Rep must inform the VP and Director of Senior of any bench staff that they want assigned to the team. The Team Rep will print the waiver form, once received from the registrar. The team rep will review that it is correct, and ensure that all team members have signed the form. The waiver, with original signatures must be submitted back to the VP or Director by the date specified. Generally waiver forms are due the first week of November. 6. Team Bench Staff Every team must have assigned as bench staff ONE Team Trainer. The league will pay for a participant to obtain a Trainer Certification. (Appendix C) The Team Trainer can be a player on the team. A team must be in agreement before a coach can be assigned to a team. The Senior HL Division covers the insurance for up to three bench or coaching staff per team, with at least one having qualifications as a Team Trainer. Any Bench staff in excess of three on a team will be required to pay the OWHA insurance fee. When attending any OWHA sanctioned tournament, only those named on a roster as players or bench staff are allowed to be on the players bench. 7. Team Selection and Balancing At the time of registering, a player enters their rate of play, noted between 1 and 5; for both the REC and OPEN divisions. On the night of the team drafts, each player rating will be reviewed and adjusted as necessary upon team rep agreement. Half ratings may be required in REC, for the ratings of the 2 s and 3 s. This will assist in determining overall team score. As each division is rated separately, it is not necessary to determine whether a player is rated differently for the Open or Rec league. During the Spring Draft, it may be simply noted what division the registrant was in. Goalies should also be rated 1 to 5. This will assist in determining overall team strength. Team Picks are done by choosing; first team jersey colour, second a goalie and third team picks. The players are picked in order from 5 to 1. The MAJORITY of the players at each level should be picked prior to picking from the next level. Eg. Pick all but one or two 5 s prior to putting the 4 s out to pick. Team Picks should honor reciprocated requests up to two. Additional requests will be reviewed however may not able to be honoured. After picking their teams, the Team Reps will add up the total rating value of their teams, based on any adjusted ratings. They will compare the overall team score with that of the other teams. If necessary, a redraft at this time may be required to even out the teams. In the winter season, following three games closely, a redraft may have to be considered to ensure team balance. An informal meeting called by the VP and Director of Senior, inviting all Team Reps for input. Fairness of play is the leagues intent. 2 P a g e

4 THE FACILITIES AND TEAM EQUIPMENT 8. Dressing Rooms The keys for the dressing rooms are available from the arena staff and can be obtained at the front desk. The arena is not responsible for lost or stolen items, In the event a key or door is damaged; report it immediately to the staff. Valuables should be removed if the door cannot be locked. Teams are responsible to keep dressing rooms tidy, do not leave litter about, and no alcohol products should be on the premises. 9. Team Jerseys/Socks Teams are loaned a set of jerseys. Matching socks are provided after the third game and must be worn. Players must make every effort to be in team uniform for games. The goalie is the only member who can be on the ice without a number. 10. Player/Goalie Equipment Players must wear CSA approved hockey helmets and face masks. Goaltenders are not permitted to wear cat eye masks, unless it is CSA approved. Neck Guards and Shoulder Pads are mandatory, per OWHA rules. Failure to comply with the rules of safety equipment could result in the team serving a minor penalty and the player would not be allowed back on the ice until the problem had been rectified. 11. First Aid Supplies The OGHA Senior League will provide First Aid Kits and supplies. The Trainer or Team Rep should inform the VP or Director of Senior, or other appointed individual, when they are in need of replacement items. THE GAME OVERVIEW 12. Game Sheets and Payment for Ref/TK The Team Rep of the Home Team is responsible to fill out the game sheet for both the Home and Away teams. This should be prepared in ample time prior to the game. The rosters of each are found on the league website. Ensure jersey numbers are entered, when known, for all players. The game sheet must be signed by every player in attendance for the game. Absent players names should be crossed out. All bench staff present also should be named and signed in. Players coming to the ice late must sign the game sheet at the most opportune time, prior to the third period. Pick up players must have their name and jersey numbers added to the game sheet. Duplicate jersey numbers are not permitted, so sub jerseys should be altered with tape. The header of the game sheet, noting date, time, team names, and period lengths MUST also be filled out. The payment for Ref and TK is given to Team Reps at the beginning of the season for all games. The Team Rep is responsible to bring, in cash, the allotment for each home game. 13. Game Length, Start and End The game time should start at the minute time noted on the schedules. Prior to stepping on the ice the zambonie doors must be fully closed. The game length is three periods, stop time for stopped play, and NO time outs in Regular or Playoff season. 1 st Period 10 minutes 2 nd Period 12 minutes 3 rd Period 12 minutes The ice time is allotted within one hour intervals, which includes the time to clean the ice surface and the time to play the game. Games may end by curfew prior to the period time end, which occurs when times are disrupted such as by injuries, multiple penalties, and facility malfunctions (list not exclusive). Game time should NEVER be stopped to wait for teams to find goalies or players to fulfill the line up at ANY time throughout the game. Both teams should be ready an on the ice for the team warm ups. Should a team not be present at the time for puck drop, they are subject to a two minute delay of game penalty, which must be served by the team rep, or substitute. The clock will go to run time, in the last 5 minutes of the game, if there is a 5 point goal differential, reverting back to stop time if the spread decreases. 3 P a g e

5 Game Overview continued 14. Minimum Number of Players A team must have at least 5 skaters and a goalie to begin a game. If no goalie is present, than the team may add a 6 th skater. At any time when a 6 th skater represents a goalie, they do not have any goaltender privileges under OWHA rules. (eg. Cover the puck with their glove) If a team is unable to meet the requirements for minimum number of players, than that team will have to forfeit the game. If both teams agree to play a friendly game after the forfeit has been declared, the referees must remain to officiate the game, using the same rules as a regular game. 15. Game Officials The referee is the official of a game, and during the course of the game, the referees decision is FINAL. If there is a disagreement of a call, than the team rep can bring the matter to the executive after the game. During the course of the game the referee may briefly address player concerns limited to OWHA rules only. Officials Absent In the event that any referee or the timekeeper is noted as absent, the Team Rep should notify the VP or the Director of Senior. The OGHA Senior HL division will allow the game to continue, where both teams agree to face off, offside, icing formats etc. (e.g. Goalies call icings, team coaches assist in calling plays, goals noted by team rep to timekeeper, a player drop the puck for face offs. If an insured bench staff or player wishes to assist during this game, they must be wearing skates and a helmet. It is the responsibility that all members on the ice during this unofficiated game to follow all the rules of a regular game. In the event that irresponsible play is noted, a team rep, or their substitute, should remove her players from the ice and report any issues to the VP of the Senior Division. The aim is to play the game, so fairness by all should be followed. The Team Rep of the home team should forward the ref/tk money to the Director of the Senior League. A substitute timekeeper may be used. 16. Game Cancellations Games can be cancelled for various reasons, such as and not exclusive to; facility malfunctions, weather conditions, not enough players to field a game. Each cancellation reason will be reviewed by the senior executive and/or board to determine compensation or rescheduling options. 17. Game Statistics During the game, the timekeeper is responsible to record the goals/assists/penalties as informed by the referees. The team reps should review the game sheet following each game to ensure the officials have noted the correct information. If corrections are necessary, the team reps should inform by the Statistician, the VP and Director of Senior, ensuring the other team rep is cc d. If corrections are ongoing the VP of Senior will address the issue with game officials. PLAYER AND GOALIE PICK UP RULES 18. Player Pick Up A team must have at least five of their own rostered players to be a valid game (refer to #14) A team may pick up a maximum of three players to add to their game roster, as long as the number of players does not exceed ten skaters throughout the entire game. All players, pickup or team, may be added to the game sheet prior to the start of the third period. The Team Rep should communicate the addition to the Timekeeper. Players can spare in the opposite division (REC or OPEN) in which they are registered, as long as they are of equal calibre or less, of the player(s) who are missing. In fairness of extra game opportunities, a Team Rep should avoid calling up the same player(s). When a Tem Rep knows they are going to be short, sending an to the Reps of the previous games may assist in obtaining some volunteers. 4 P a g e

6 Player Pickup continued Every effort to play the regular team should be made before picking up a player. If a player has been picked up and your regular rostered player does show in the first period, making the roster go to 11 skaters, than the pickup player should be removed. Ensure the timekeeper is made aware, noting addition and removal of the player(s). The League reserves the right to default a game if a team brings out a spare that is of an unreasonable and noticeable higher skill level than the divisional standard as a pickup player. Any complaint of unfair play should be brought forward by the Team Rep to the VP of Senior. 19. Goalie Pickup The team rep is responsible to communicate with their goalie and to know if/when they are not able to play a game. Together the Rep and their Goalie are responsible to find a substitute. Each team rep and goalie will be given a contact list of the league goalies. If every effort has been made to pick up a league goalie has failed, goalies from other CURRENT OWHA sanctioned teams may be called upon. o Goalies of other OWHA teams 19 or over must provide to the Team Rep the name of the association and team that they are currently registered to. o Goalies who are 18 years of age may substitute, but they must submit a Player Pick Up form signed by their HL association. This form can be found on the OWHA website. NOTE: A rep goalie cannot substitute. GAME RULES, PENALTIES AND SUSPENSIONS 20. Game Play Rules The game play rules as written in the OWHA rule book apply to league play, unless otherwise specified. The referee uses the rules of the OWHA to officiate the games, and has the final say on the ICE. Body checking is not allowed in any division. Slapshots are NOT allowed in the Rec Division but are permitted in the Open Division and in the Spring Division. A slapshot is defined as when a player lifts their stick above their knee prior to connecting the stick to the puck. If noted by the ref the play is stopped and resumed similar to an icing call. 21. Misconducted Behaviour The rules of the Game for all penalties are found in the OWHA Rules and Handbook, highlighted below notes important rulings in regards to inappropriate behaviour. Major Penalties and Game Ejection For Major penalties, Gross Misconducts, Game Misconducts and Match penalties, the standard discipline suspensions as governed by the OWHA will apply, however the OGHA executive has the right to add to the number of suspended games if agreed and deemed appropriate. In these types of penalties, players will be removed from the game. In the event that the penalties are to a goalie, the goalie may be allowed to continue playing for that game, and discipline will be assessed after the conclusion of the game. If the referees deem it inappropriate to allow the goalie to continue playing, then the goalie will be ejected and a 6 th player will be allowed on the ice. Fan and Coaches If the conduct of the fans or the coaches should be deemed inappropriate, the officials may tell the team rep to ask them to cease their inappropriate conduct, and/or ask them to leave the arena. 22. Suspensions OGHA players, coaches and fans, may be suspended and or ejected from the league, for any injurious, dangerous or objectionable offense made on or off the ice. This includes offences that have gone unnoted by officials, or were only penalized as a minor penalty at the time of the infraction. Any player who has reoccurring penalties of head contact, body checking, stick infractions, or major misconducts will have their actions reviewed by the board, where they may assess additional suspensions or ejection. Fighting will not be tolerated, and immediate board review will be sought. 5 P a g e

7 Game Rules: Suspensions continued Players ejected from a game for any reason must immediately proceed to their respective dressing room. After changing, the player cannot return to any area within the game vicinity. Physical abuse, or damages of any kind, may result in a permanent OGHA ban. A player/goalie serving a suspension may watch the game from the stands only. They are not permitted to enter the change rooms, and may not watch the game from the bench or at ice level (unless the viewing area is partitioned off). The Team Rep must update the game sheets following a suspension, including the suspended player s name, noting the #game/of how many games is being served. 23. Suspensions EXTEND to Other Association Teams A suspended player cannot participate in any OWHA hockey until the suspension is served from where it was received. This includes no participation as a player or bench staff, within any OGHA league. ANY breach of this rule, will be addressed by the OWHA and noted for possible grounds of further suspensions and/or other disciplinary actions. The games served for suspension will be counted only for the games where the suspension had occurred. The player, team rep and coaches are responsible to ensure that the rules of the suspension are followed. If not compliant, the entire team will be made responsible to default any games played, or attended by the suspended person. SCORE KEEPING AND PLAYOFF FORMATS 24. Game Score Format A team will receive points as follows; WINS 2 points TIES 1 point LOSS 0 point There are no overtimes permitted in either Regular Season or Playoffs. In a Forfeit Game, the team who did not forfeit will be awarded a WIN for 2 points. For games forfeited in regular season, the score will be recorded as 1 to 0. For a forfeited playoff game, the forfeiting team will have 10 penalty minutes added to their standings. The score noted for a forfeited game in the playoff season will use the following rules; From the scores of the regular season head to head games, the score will be determined in the order of: o The average of the GOALS FOR and GOALS AGAINST. If this does not result in a win for the non-forfeiting team use; o The best HEAD to HEAD score or o A score of 1 to Penalty Minutes The penalties, in minutes (PIM) are maintained in the stats. These may be reviewed for tie breaking measures, as well as reveiwing player profiles. 26. Playoff Format Winter Season All teams make the playoffs, and games will be scheduled according to the final regular season standings. Regular season standings will be determined as follows. Most points Most wins Goal Differential Most Goals For Fewest Goals Allowed Least Penalty Minutes Regular Season Head to Head Teams will be separated into TWO POOLS for the Playoffs. The teams within each pool will play against each other to determine standings within the POOL. Teams are split to pools based on their regular season standings. Example: 8 teams o POOLA 1 st, 3 rd, 5 th, 7 th o POOLB 2 nd, 4 th, 6 th, 8 th The FNAL GAME will be where; POOLA 1 st vs POOLB 1 st POOLA 2 nd vs POOLB 2 nd POOLA 3 rd vs POOLB 3 rd POOLA 4 th vs POOLB 4 th 6 P a g e

8 Score Keeping and Playoff Formats continued Team Standings for the FNAL playoff game will be determined by: Most points Most wins Goal differential Head to Head (only if 2 teams tied) Least Penalty Minutes Regular Season standings Flip of a coin If the FINAL games end in a tie: due to potential scheduling impact to other associations, the final playoff game cannot go to overtime, therefore the tie breaker will be: Average Goals For/Goals Against for Head to Head to determine final score and winner. 27. Playoff Format - Spring Season As the season is very short, the final game will be where 1 st vs 2 nd, 3 rd vs 4 th, 5 th vs 6 th, etc. Tie breaking rules for standings are as noted in the Winter Season. OTHER RULES AND POLICIES 28. Tournament Rules and Policies The rules for the home tournament will be posted separately, however the tournament is under OWHA sanction and the rules per the OWHA Rule and Policies must be abided to. Any exceptions are governed through the OGHA Tournament Director. 29. League Functions Any event held under the name of the OGHA Senior HL Division must be approved by the VP and Director of Senior, who follow the rules under Association. Once approved, a separate committee may be formed, where venue and budget proposals should be submitted for approval. 30. Issues Reporting As noted throughout these policies, issues can be brought forward at any time, regarding complaints of players, officials, rules not written etc. All complaints should follow reporting orders; The VP or Director of Senior HL The President or Past President of the OGHA Board of Executives. All contact information is found of the OGHA website. 31. Player Ratings The Senior House League division is a self-rating system. Every effort is made by the team reps, VP and Director of Senior to fairly evaluate and update the self-rating of each player. If anyone wants to dispute a player rating, they must bring the issue up to the VP and Director of Senior, where other team reps may be asked to review as well. Regardless of rating, a registrant has the right to play either in Open or Rec. ROLES AND RESPONSIBILITIES Vice President of Senior Perform the duties of the President in his/her absence. Responsible for the operation and organization of the Senior League and its teams. Authority to enforce the rules, regulations and guidelines established by the OWHA and OGHA. Attend and provide reports at regular Board Meetings as the OGHA Senior HL representative. Serve on the Policy and Discipline Committee. To update officials of any Rules within the League that may be outside of the OWHA rules. To ensure the game statistics are maintained and up to date. Director of Senior Serve as convenor for Senior HL Divisions Providing communications and supplies (eg. player lists, gamesheets, ref/tk money, first aid supplies) to the Division Team Reps. Supervisory of activities, such as seasonal team drafts, final jersey collections. May appoint duties for specialized tasks to individuals, as approved by the VP of Senior. Carry out any other tasks deemed necessary by the VP of Senior. 7 P a g e

9 Roles and Responsibilities - continued Team Rep All teams have a designated Team Representative, and in turn they may choose an alternate representative at any time they are absent. Team Representatives are responsible for their teams jersey assignment and collection, game sheet preparation, paying the game officials, obtain waiver signatures, review game stats and to provide their team with all communications and event updates of the league. Provide senior league updates to their teams, acting as a liaison for event communications and collections. Providing input to the Senior VP and Director regarding team drafts, and policies and procedures as required. Report any game issues to the VP and/or Director. Note: a Team Rep cannot change the officials on ice rulings. If in dispute, a Team Rep may ask an official for an explanation, however any conflicts or escalations must NOT be done during game play. Report to the VP and Director when any player on the team has not shown up, or has missed more than three games. A decision may have to be made to remove this player and go to the wait list, especially in the event that fees are not paid in full. To review gamesheets and website for correct stats reporting, and noting any issues to the Senior VP or Director. Trainer Maintain a stocked first aid kit, informing the Director if any supplies are required. Know of any medical conditions of team mates that may be a factor during game play. Implement an effective Emergency Action Plan with the team, ensuring others are assigned and understand any specific roles that may be required during an injury. Attend to injured players, evaluate injury and situation, and implement Emergency Action Plan whenever necessary. Report all injuries to the VP of the Senior Division. Be prepared to fill out Injury Report Forms, found on the OWHA website. Referee To follow the rules of the OWHA and OGHA Senior HL and to officiate games in accordance to the rules. President of the Association Preside at all the meetings of the Association and Executive Committee. Will be advised and consulted in all disciplinary matters. Act as the official representative of the Association. Director of Information Technology Update the OGHA website, ensuring information is current. Build the OGHA registration site, pull reports and update divisions with current status reports Assist with the stats reporting when required. OGHA Board Executives The OGHA Board of Executives mandate is for fair, safe and fun hockey. The board will assist with decision making for any items brought to the agenda at the board meetings. All members of the board have the authority to vote. Senior HL Registrants and Board Meetings Any member of the association wishing to attend a board meeting is permitted. If any items come to a vote, they have the authority to speak about such item, however cannot cast a vote. If a member wishes an item be discussed at a board meeting, they must send an to the Secretary of the Board, noting the agenda item, giving an explanation and the logistics of the item. 10 Appendix A Proof of Insurance (WINTER Season only) For registrants playing for more than one OWHA team, or are insured as bench staff in another association, are eligible to receive a refund for some insurance portion of their registration fees. The registrant is responsible to fill out this form and submit it to the OGHA Registrar for reimbursement. The following rules apply; The registrant MUST first pay in full the registration fees due, as the association is not responsible to obtain the insurance refund. It is the registrant s responsibility to fill out this form, and obtain the signature of the registrar of the second association. Information regarding the OGHA Senior HL team can be obtained through the Association Registrar or Director of Sr. Note: the form is updated yearly and posted to the OWHA website. All completed forms and must be handed to the Association Registrar by mid-november, so that they submit it for reimbursement. The OWHA will not pay the registrant directly. Reimbursement for the Insurance portion of registration fees will be made to the registrant, by the OGHA Treasurer once the Proof of Insurance is approved by the OWHA. Further, the information requested on this form is required by the OWHA to facilitate hockey programs on behalf of the registrant and the OWHA. The Ontario Women's Hockey Association will treat this information with the utmost respect and in accordance with the Ontario Women's Hockey Association Privacy Policy at all times. The Ontario Women's Hockey Association must provide limited personal information to certain Hockey Canada representatives for access on a password protected web based registry. The OWHA does not sell, trade or otherwise share the information we collect outside our Association however we may from time to time use this information for the purposes of offering additional services, promotions, including promotions offered by third parties, and/or hockey specific research. Appendix C Hockey Trainers Certificate Program (HTCP) visit the Ontario Womens Hockey Association website at And search for HTCP under Development. This certification is done through an online course and is valid for three years after completion. Prior to expiration, a trainer can take a shortened refresher course. 12 Appendix D: The REGISTRATION Waiver and REFUND Policy This waiver, as written below, was included for acknowledgement during in the registration process. Your participation in Ice Hockey is not without risk of personal injury. While every effort is made to ensure you have a safe and enjoyable season, there still remains an element of risk. Your acceptance of this waiver acknowledges this risk & relieves the OSHAWA GIRLS HOCKEY ASSOCIATION (OGHA) and its staff, from liability in connection with any related event including but not limited to practices, games, tournaments and travel to and from locations. By accepting this waiver, permission is granted that the information collected by the OGHA on this player registration form will be used for the sole purpose of providing hockey registrant information to the OWHA and OGHA. Permission is also granted to use this player's name in conjunction with the statistics website and/or any newspaper articles promoting the team or its association. If you have to withdraw from the season, you must do so in writing to the VP and Director of the Senior Division. Fees in the amount of $75 will be withheld to cover insurance and administrative fees. Also, to be withheld is the amount for any fees for the game dates that have passed up to the date that the resignation was received. No reimbursements will be honoured for resignations received after the 31 st of the January for the season in which the registration was for. All refunds must be approved by the OGHA Board of Executives, and may be dishonoured should the board deem the request should be denied. Please note that your confirmation of registration is your receipt of registration only. If you require a receipt for all payments made, please request from the VP and/or Director of Sr. HL.
