3 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page 3 SECTION 1 GENERAL INFORMATION 1.1 PURPOSE The purpose of the President s League is to benefit all member associations, both large and small, while upholding the CHA, BCAHA and PCAHA Constitutions, Rules and Regulations. 1.2 COMMITTEE The President s League Committee is comprised of the Managing Director, the President representing each member association, sub-committee Chairs, League Managers and the Secretary. 1.3 MEETINGS Meetings are held at the call of the Managing Director, usually the first Monday of each month. The meeting is usually held at the P.C.A.H.A. Office, and each meeting is hosted by an Association, on a rotation schedule as determined at the start of the season.. It is essential that each association be represented at the June meeting each year as this is the meeting during which policies are determined for the next season. It is the intent that the President or delegate attend every meeting because they must communicate information back to their association. If a President or delegate is consistently absent, the Managing Director or one of the other Presidents will attempt to resolve the situation. Guests may be invited to attend as observers in the company of their President or delegate. 1.4 VOTING A quorum is representation from four of the eight member associations. Each association carries one vote. Recognizing the unique insight that the League Manager can provide, the League Manager of a division will be given voting privileges during hearings for issues pertaining to their division. 1.5 SUBCOMMITTEES The President s League Committee may, at any time, strike any subcommittee it deems appropriate and necessary Standing Subcommittees

4 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page 4 The following are standing subcommittees of the President s League: a. Advisory Committee The Advisory Committee is comprised of four (4) Presidents representing a cross section of members (i.e. representation from both large and small associations), the Managing Director and the Secretary. All associations participate on a rotational basis. The quorum for the Advisory Committee is three (3) members. The purpose of the Advisory Committee is to allow for timely management of issues affecting the day-to-day running of the President s League. The Advisory Committee oversees operations, advises the Managing Director, conducts disciplinary hearings and reviews balancing. b. Over Age Committee The Over Age Committee is comprised of a Chair and members as appointed by the Chair and approved by the President s League Committee. The purpose of the Over Age Committee is to review requests for player movement to a lower division based on skill level. Requests for Over Age Player movement must be submitted in writing on PCAHA Application for Overage Exemption Form (PCAHA Form123) by the Association President to the Managing Director and the Chair of the Over Age Committee. SECTION 2 LEAGUE MANAGERS 2.1 APPROVAL League Managers must be approved by the President s League Committee by a simple majority vote. Appointment is subject to approval by the PCAHA Executive Committee per By-Law 62(2)(a). 2.2 ROLE AND RESPONSIBILITIES The role and responsibilities of the League Managers are described in the Job Description of the League Manager published by the PCAHA. The League Managers represent the President s League and act as a communication resource for and liaison with the coaches and managers on the team. 2.3 DISCIPLINARY ISSUES For disciplinary issues with coaches, managers and division managers of associations,

5 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page 5 the League Manager must first inform the Managing Director in writing with a description of the situation (maximum 1 page) using the President s League Grievance Report (appendix 1). The Managing Director will then discuss the issue with the association President or inform the association President using the PCAHA Penalty Report (Form114). If the situation does not improve, the Managing Director may call a hearing or issue a suspension notification. SECTION 3 TYKE/NOVICE STRUCTURE The season presented a significant change for any players previously involved in Tyke and Novice levels within the Presidents League. With the formal introduction of the Initiation Program and the CHA age change, players aged 5 through 8 will now participate in one of four levels of hockey: Hockey 1 for 5 year olds, Hockey 2 for 6 year olds, Hockey 3 for 7 year olds and Hockey 4 for 8 year olds. While age will be a starting point, with the emphasis on skill development, players will also be allocated according to ability. This is in contrast with previous years when Tyke and Novice players with a wide range of ability would play together on the same team. The potential for improved player development is increased with a slower introduction of formal games and a more balanced allocation of players based on skill level. The introduction of this new program to Presidents League has taken a lot of careful thought and we are confident that it will bring us closer to an overall objective of improved player skill development and fun. Overall program objectives - To ensure all players have an opportunity to develop and compete with players of relatively equal ability - To ensure equitable alignment by age and skill for all players aged 5 to 8. - To provide greater flexibility in allocating players by skill versus age alone - To enable entry level players to establish the basic foundation of skating and hockey fundamentals prior to formal game situations - To maintain a healthy balance between development/practice times and games - To increase the balance of puck possession time for all players in game situations 3.1 HOCKEY 1 (TYKE) Hockey 1 (Introduction to Hockey/Tyke) will be comprised primarily of 5 year olds with 6 and 7 year olds in their first year of hockey. The emphasis is on skill development. 3.2 HOCKEY 2 (TYKE) Hockey 2 (Tyke) will be comprised primarily of 6 year olds in their second year of hockey. 3.3 HOCKEY 3 (NOVICE) Hockey 3 (Novice) will be comprised primarily of 7 year olds.

6 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page HOCKEY 4 (NOVICE) Hockey 4 (Novice) will be comprised primarily of 8 year olds. 3.5 PENNANTS The Presidents League will provide pennants for each player in Hockey 1,2,3,4. each season. The Pennants will be paid for from the Presidents League budget. SECTION 4 GAMES 4.1 DEFINITION An event will be considered a game if referees are used, if a score sheet is kept, if a scoreboard is used, or if teams from more than one association are involved. In addition, any event, which involves two teams substantially using an ice time for a game situation will be considered a game. This does not prevent teams that regularly practice together from using the last 15 minutes to half hour of their practice for a controlled scrimmage, but teams may not arrange joint practices or scrimmages in lieu of games. A game number must be obtained from the appropriate League Manager for all exhibition games, including in-house balancing games. 4.2 GAME SCHEDULES League Managers will prepare game schedules as determined by the President s League Committee. All associations will follow the league schedules as prepared by the League Managers. Associations may not opt out. 4.3 RESCHEDULED GAMES As per PCAHA Rules and Regulations, Section G (11)(a), it is the responsibility of the coach/manager of the home team to inform the League Manager by fax or mail regarding any rescheduling of games, at least 72 hours before the scheduled game (except for emergency conditions). The President s League Rescheduled Game Form (appendix 2) may be used for this purpose. 4.4 MAXIMUM NUMBER OF GAMES FOR TYKE AND NOVICE HOCKEY 1 There will be no teams formed and no formal games permitted. Jamborees are permitted at the end of the year (at the option of the Association) HOCKEY 2 (TYKE)

7 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page 7 Each Hockey 2 team will be limited to a maximum of 30 games over the course of the season, including all exhibition and tournament/jamboree games. This limit applies as follows: For balancing games (in-house only for Burnaby, Richmond, Seafair, Vancouver, Vancouver Thunderbirds; inter-association only between Arbutus, Burnaby Winter Club,, New Westminster, ) played up to November 1 st, game numbers must be obtained; however these games will not count toward the 30 game limit. Any inter-association games played involving a team from Burnaby, Richmond, Seafair, Vancouver or Vancouver Thunderbirds and any other team (except the same association as part of the balancing games) before November 1 st, and all games played after November 1 st count toward the limit. The 30 game limit includes the six (6) assigned league games that start after Christmas. The 30 game limit includes a maximum of two (2) tournaments. It is recommended that each team plan its season so that it does not run out of games before the end of the season HOCKEY 3 (NOVICE) Each Hockey 3 team will be limited to a maximum of thirty-five (35) games over the course of the season, including all league, exhibition and tournament/jamboree games. This limit applies as follows: For balancing games (in-house only for Burnaby, Richmond, Seafair, Vancouver, Vancouver Thunderbirds; inter-association only between Arbutus, Burnaby Winter Club, New Westminster,) played up to November 1 st game numbers must be obtained; however these games will not count toward the 35 game limit. It is recommended that each team plan its season so that it does not run out of games before the end of the season HOCKEY 4 (NOVICE) Each Hockey 4 team will be limited to a maximum of forty (40) games over the course of the season, including all league, exhibition and tournament/jamboree games. This limit applies as follows: For balancing games (in-house only for Burnaby, Richmond, Seafair, Vancouver, Vancouver Thunderbirds; inter-association only between Arbutus, Burnaby

8 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page 8 Winter Club, New Westminster,) played up to November 1 st game numbers must be obtained; however these games will not count toward the 40 game limit. Any inter-association games played involving a team from Burnaby, Richmond, Seafair, Vancouver or Vancouver Thunderbirds and any other team (except the same association as part of the balancing games) before November 1 st and all games played after November 1 st count toward the limit. The 40 game limit includes the thirteen (13) assigned league games that start the weekend following Remembrance Day. A team which wishes to continue playing exhibition or tournament games after the end of school Spring Break, and which in doing so will exceed the 40 game limit, can apply through its Association President for special permission to play games beyond the 40 game limit. It is recommended that each team plan its season so that it does not run out of games before the end of the season. 4.5 EQUAL ICE TIME As per PCAHA Rules and Regulations, Section E(9), as nearly as possible, equal ice time shall be given to all players regardless of playing ability in any C game. 4.6 SCOREKEEPER AND TIMEKEEPER As per PCAHA Rules and Regulations, Section E(2), for all league and playoff games, the home team will supply the timekeeper and the away team will supply the scorekeeper. 4.7 GAME REPORTS (SCORESHEETS) As per PCAHA Rules and Regulations, Section F(6), all game reports must be transmitted to the League Manager within 24 hours of the completion of the game. If the game report has not been received by the League Manager within seven (7) calendar days from the date the game was played, the League Manager will send the Late Submission of Gamesheets form (PCAHA Form117) to the Managing Director who will notify the Association President by fax. The Coach of the home team will have three (3) calendar days to fax the game report, with the original copy to follow by mail. If the game report still has not been received by the League Manager within three (3) calendar days from the date the Association President was informed, the coach shall be indefinitely suspended until the game report has been received. SECTION 5 BALANCING As per PCAHA Rules and Regulations, Section B(1)(e), when an Association enters more than one C team in a division, these teams will be of a competitive balance. The President s League recommends the following Balancing Process: 1. Associations form C teams in all divisions and submit full rosters including coaches, immediately to the League Managers.

An in-house round robin exhibition game schedule is drawn up by the association divisional managers using available ice times and a copy of this schedule is submitted to the League Manager to have game numbers assigned. Larger associations may need to utilize practice ice times in order to fit the schedule to the time constraints. Game officials are to be used for all balancing games. 3. Complete score sheets are kept for all games (recording as they would for regular season play). The only difference is that the coaches MUST be indicated on the score sheet as the coach for the opposing team. In other words, coaches switch benches for the playing of the game and coach the team who under normal conditions would be the opposition. This is to ensure no sandbagging. 4. Score sheets are submitted to the League Manager within 24 hours and at the end of the round robin, an assessment is done in each division and if a need to correct an imbalance is indicated, it can be addressed prior to the commencement of league play. 5. A full report of all roster changes for balancing must be made to the League Manager in writing prior to Nov. 15 th of the current season for review at the Advisory Committee meeting on balancing. SECTION 6 BODY CHECKING/ BODY CONTACT As per PCAHA Rules and Regulations, Section E(11), the President s League will support offering both body checking and body contact leagues where viable. If a league is not viable, options to interlock with other C leagues or to form a joint Bantam/Midget league will be explored. These options will be effective for the regular season only. For playoffs, usual divisions will apply. SECTION 7 PRESIDENT S LEAGUE CHAMPIONSHIP DAY The President s League will host a Championship Day for Atom to Midget in each playoff grouping on the first Saturday following School Spring Break. The first and second place teams in each playoff grouping will play a final game for the Championship Banner. 7.1 ICE The ice times will be booked at the Richmond Ice Centre (6 Rd and Steveston Hwy) for the first Saturday following School Spring Break. 7.2 BANNERS The winner of the game will receive a blue banner. The runner-up will receive a white banner. The blue Playoff Champion banners are paid from the PCAHA general budget item for Awards, not including extra costs related to the embroidered banner for the Blue Group champions. White runner-up banners will be paid from the President s League budget. 7.3 GAME OFFICIALS Neutral officials will be used whenever possible. Each association will submit the

10 PCAHA President s League General Operating Policy, Version #2, 12 Aug 2002 page 10 names of 3-5 referees with their age, what level they can referee and phone number to the individual assigned to coordinate referees. 7.4 OFF ICE OFFICIALS The home team is responsible for providing the timekeeper. The visiting team is responsible for providing the scorekeeper. 7.5 HOSPITALITY All Associations will share in staffing the reception desk. The reception desk is responsible for selling super 50/50 tickets, traffic direction master referee s list, dressing room assignments, payment of referees and game sheets. There will be no refreshments for the teams. There will be no programs. 7.6 FUNDRAISING The reception desk will run a super 50/50. Specially printed tickets will be sold all day with the winning ticket drawn at the end of the day. The ticket will require purchasers to fill in their name and number. The 50/50 proceeds will be donated to a charity as designated by the Presidents League. 7.7 GAME SHEETS Game sheets will be prepared in advance by the league managers, indicating home and away team, game number, time of game and rink. The teams are responsible for completing their own rosters. The first place team in the standings will be designated as the home team. Only teams in good standing will be allowed to compete. There will be no rescheduling of games. If a team is unable to participate, the next ranking team will be invited in its place. Teams will be responsible for ensuring all players are eligible to play. 7.8 TIE GAMES Tie games will be decided by playing a 5 minute sudden victory overtime period. If the teams are still tied they will be declared co-winners. There are no sportsmanship points. The higher placed team from the round robin will take the banner and the other team will be sent a banner later. 7.9 NUMBER OF PLAYOFF GROUPS The number of playoff groups will depend upon the number of teams in each division for the current season. As an example: Atom 7 groups Blue, Gold, Green, Orange, Red, White, Grey PeeWee 6 groups Blue, Gold, Green, Orange, Red, White Bantam 5 groups Checking: Blue, Gold, Green Contact: Blue, Gold Midget 3 groups Checking: Blue, Gold Contact: Blue

Association assessments are determined by simple majority vote at a President s League Committee meeting. Expenses include, but are not limited to: a. fax machines and supplies for the Managing Director, League Managers, and Secretary b. smart ring for the League Managers, and Secretary c. awards, e.g. banners for playoff runners-up and sportsmanship awards d. pennants for Tyke/Novice players

President s League Day (final championship day for Atom-Midget) including ice time and referee costs f. fees to attend annual general meeting for League Managers, Secretary and Committee Chairs g. stipend for secretary, Overage Committee, Advisory Committee If necessary, an additional association assessment may be levied as determined by simple majority vote at a President s League Committee meeting. SECTION 9 AWARDS 9.1 TEAM ACHIEVEMENT AWARD As per PCAHA By-Law 88(11), the PCAHA Team Achievement Awards are awarded annually to recognize the team(s) in each division and category, Atom and above, adjudged to have best demonstrated the attributes of sportsmanlike behaviour, fair play both on and off the ice, and cooperation with league officials. Recipients shall be chosen by the Executive Committee based upon the recommendations of the respective Managing Directors. 9.2 ASSOCIATION ACHIEVEMENT AWARD The Association Achievement Award is awarded annually to the Association adjudged to have made an outstanding contribution to its community by providing a sound minor hockey program as demonstrated by the attributes of sportsmanlike behaviour, cooperation and organization. The Association Achievement Award is selected on the recommendation of the League Managers. 9.3 SPORTSMANSHIP AWARDS The Sportsmanship Awards are awarded annually to the team in each division (Atom to Midget) with the lowest penalty minutes in the regular season and playoffs round robin. The award will be a white banner. 9.4 LEAGUE CHAMPIONSHIP BANNERS League Champions for each grouping will be determined based on the point total including win-loss-tie record and sportsmanship points. Points are awarded as follows: 2 points for a win, 1 point for a tie, 0 points for a loss, 1 point for sportsmanship as defined in the PCAHA Rules and Regulations, Section M. If two teams are tied, standings will be determined based on PCAHA Rules and Regulations, Section M. 9.5 PLAYOFF CHAMPIONSHIP AND RUNNER-UP BANNERS The winner of the Championship Day final game as per section 7 will be awarded a blue banner. The runner-up will receive a white banner.

Your team has earned a place in the Presidents C League Championship Day. Please confirm your game time/location and whether you are the home or away team with your League Manager. There will be NO rescheduled games. If your team is unable to participate, the next ranking team will be invited in your place. RULES: Equal Ice Time: Equal ice time will be strictly enforced. Sportsmanship: All coaches, players and spectators are expected to treat each other with respect and display good sportsmanship at all times. Home/Away Team: The first place team in the standings of each playoff group is designated the home team. The second place team is designated the away team. Ice Time: A 1.5 hour ice slot will be provided. Team Roster: The coach is responsible for faxing a copy of their up-to-date team roster to their League Manager at least 1 week prior to the game. Game Sheets: Game sheets will be available at the registration desk. Coaches are responsible for completing the game sheets. Coaches must verify that their players are in good standing (i.e. not under suspension) and are eligible to play in this game. All affiliate players must be approved by the League Manager prior to the start of the game. Timekeeper/Scorekeeper: The home team is responsible for providing a scorekeeper. The away team is responsible for providing a timekeeper. Banners: The winning team will receive the Blue Championship Banner. The runner-up will receive the White Runner-Up Banner. Tie Games: Tie games will be decided by a 5 minute sudden death overtime period. If teams remain tied, they will be declared co-winners. If co-winners are declared, the home team will be presented with the banner. The home team will have a congratulatory skate, then return the banner to the League Manager, who will then present the visiting team with the banner. The visiting team will then have a congratulatory skate, then return the banner to the League Manager. The home team will take the banner home. A second banner will be ordered for the visiting team.
