2 introduction Welcome, Inside this tournament pack for the 2018 Provincial Regional Championships, you will find a wealth of information to guide you through this year s event. The tournament will be covered on BC Rugby s social media streams and matches on field two will be available on live stream. 3 Team formats Below are the teams and competition formats for each division in the 2018 Provincial Regional Championships. 7 Logistical Details Venue: Burnaby Lake Rugby Club 3760 Sperling Ave, Burnaby, BC V5B 4X5 Parking: Free parking available at the venue. Please do not block emergency field access point (South Service Road or access roads from car park - See Map). Camper vans cannot be parked overnight according to the City of Burnaby s by-laws. Changerooms: There are no changing rooms available for players at the venue. Bathroom facilities are available at the clubhouse for players and spectators. ABSOLUTELY NO CLEATS IN THE CLUBHOUSE! Warmup areas: The warm up areas are clearly indicated on the site map. These pitches are to be used, but please be mindful of your start time and have players ready to start 5 minutes before their scheduled kick off time, not walking over to the field at your kick off time.

8 Logistical Details cont. Litter: Please ensure your teams are cleaning up after themselves each day and taking all personal belongings. It significantly increases the work after each day of games, when there is extra cleaning up to be done after all teams once they have left for the day. Schedule: The schedule is subject to change throughout the weekend depending on extenuating circumstances. Please keep up to date on bcrugby.com/prcs as this is where all scores and schedule changes will be noted. Timing of games: Game times are set in accordance with permitted maximums for a player in a day as well as to ensure fairness to all teams in a competition. Food: Food trucks will be on site Saturday & Monday from 11am-3pm. On Sunday, we advise players and spectators to bring some of their own food as we only have the possibility of a single truck available.

9 Logistical Details cont. X-treme Rugby Merchandise Stall X-treme rugby will be present at the south end of fields 1 and 2 on both Saturday, June 30, and Sunday, July 1, selling a selection of rugby apparel and off-field kit. Why not drop by and check out their merchandise. Restricted access: The central channel between fields 1 and 2 is off limits to everyone except match officials and BC Rugby staff. Please move around the outside of the fields at all times. Spectators: We want you to get a great view of the action all weekend, but be aware that Assistant Referees will be running up and down the touchlines during match play. Please respect them and give them space to do their job - stand at lest 1m back from the touchline at all times. Team tent areas: Nothing beats having a team base for the weekend, but please be mindful of where you put your tents. Make sure they don t block access for other spectators to move around, or get in the way of any match officials. See the venue map for suggested tent zones.

10 Tournament rules All players must be registered in order to play in the tournament. Team Registration & Rosters: Teams must check in upstairs in the clubhouse when they arrive for their first day of competition to collect their match ball to be used for all games. Team rosters must also be submitted to the information tent immediately after each game. To assist the Rep Team Coaches who will be making selections over the weekend, please ensure that game sheet numbers match jersey numbers. Age Grade Exemptions: Be aware of the permitted age of athletes in each age-bracket and when an age-grade exemption is needed. The exemption forms and details of permitted ages is available HERE.

11 Tournament rules cont. Law variations: World Rugby s u19 law variations will be used with the following additional variations: U14 Scrum: Scrum half must pass the ball, no number 8 pick allowed. Offside line for defense as per laws of the game Lineout: No lifting unless both teams agree and inform referee prior to the start of the match. If both teams agree, lift with no contest. Defending team may only contest when attack does not lift. Lineout to maul: No more than 1 driving maul from a lineout permitted per half. Sanction: Free Kick Kicking in general play: Kick outside the 22m directly into touch. Sanction: Free Kick on 15m in line with where the ball was kicked. Subs: Each player must start at least one game. No substitutions prior to half time unless for injury. Maximum of 10 subs. No player who has left the field can re-enter. Penalty Kicks: No goal kicks or scrum option from a penalty or free kick

12 Tournament rules cont. Law variations (continued): U16 Lineout to maul: No more than 1 driving maul from a lineout permitted per half. Sanction: Free Kick Kicking in general play: Kick outside the 22m directly into touch. Sanction: Free Kick on 15m in line with where the ball was kicked. Scrum: no resets. FK to the put in team in lieu of reset Subs: Each player must start at least one game. No substitutions prior to half time unless for injury. Maximum of 10 subs. No player who has left the field can re-enter. Penalty Kicks: No goal kicks or scrum option from a penalty or free kick U18 Subs: Each player must start at least one game. No substitutions prior to half time unless for injury. Maximum of 10 subs. No player who has left the field can re-enter.

13 Results Score: A BC Rugby staff member will post the score online once reported by the referee of the game. Please use bcrugby.com/prcs to access scores & standings for the weekend. Points: The points will be awarded as follow for all Round Robin Play; Win = 4 Points Draw = 2 Points Loss = 0 Points. There are no bonus points at the PRCs. Game Time: 40-minute games will consist of two, twenty-minute halves and a 3-minute half time. 30-minute games will consist of two, fifteen-minute halves and a 3-minute half time.

Round Robin: Two-way Ties at end of Round Robin: In the case of two teams tied, the final standings of the two teams shall be determined by considering in order of the factors below 1. The record of the games played between the two teams 2. The most wins in league play (If the same number of games have been played, if not, move to point 3) 3. The points differential (points for less points against) in league play 4. Total points scored 5. Coin Toss Play-off Games: Play-off game ties shall be broken by the following procedures: 1. If the score is tied at the end of regulation time in a playoff game, the two teams shall play one sudden death period of five minutes of overtime 2. If after the 5-minute period of sudden death there is no winner the following tie break will be used: a) The record of the games played between the two teams b) The most wins in round robin play c) The points differential (points for less points against) in round robin play

15 Referee information General Refereeing Inquiries: Contact Chris Assmus, Officials Development Officer with BC Rugby Before games: As in other events this year, we ask that coaches do not approach referees less than 45 minutes before games. Any concerns can be directed to Nathan Abdelnour, Chris Assmus or another member of the Match Officials Management Team. During games: Referees are being coached. Please do not interact with referees or assistant referees so that they can perform their roles. Everyone is at a different learning level. The one voice rule allows for them to be in the environment that will allow them to perform and review their performance in order to create the best playing conditions possible. After games: Any questions or comments can be directed to the Match Officials Management Team. Referees must focus on their next role as well as their recovery needs. The schedule is very tight and time to recover and switch off mentally contributes to the referees ability to concentrate on their officiating roles.

16 Referee information cont. Tournament Focus for Refereeing Performance Clear Communication: Appropriate whistle for scrum/penalty; non-verbal (primary signal); verbal (concise, rugby terms). Be Smart at the Breakdown: Reward Good contest & good cleanout. Decisions should reinforce positive rugby. Deal with Foul Play: High, no-arms, lifting, late or otherwise dangerous tackles must be penalised. The sanction should be based on the facts of the incident, not the feeling that results. Referee Team & Management Team Referees will be working in teams of 4 or 5. Teams will be changed each day.
