3 NOTICE OF PUBLIC WORKSHOP NOTICE IS HEREBY GIVEN that a Public Workshop will be held to discuss the proposed erosion control project known as INDIAN RIVER COUNTY SECTOR 3 BEACH AND DUNE RESTORATION PROJECT, and the establishment of an Erosion Control Line for said project. This workshop is the public s opportunity to ask questions about, comment on, speak in support of, or object to the proposed beach restoration project and the proposed erosion control line. The location of the proposed erosion control project is as follows: Sections 3, 10, 14, 15, 23, 25, 26, & 36, Township 31 South, Range 39 East: Section 1, Township 32 South, Range 39 East: Section 6, Township 32 South Range 40 East: Indian River County, Florida If approved by the Board of Trustees, the Erosion Control Line will be recorded in the County s Book of Plats and will become the boundary between private uplands and sovereign submerged lands owned by the state. 10 Board of County Commissioners th Street, Vero Beach, Florida Telephone: (772) FAX: Additional Information Sector 3 Erosion Control Line As a part of the permitting process for the Sector 3 Beach Restoration Project, the State requires that an Erosion Control Line (ECL) be established over project areas within the Florida Department of Environmental Protection (FDEP) recognized critically eroded beaches. The critically eroded beaches within Sector 3 extend just south of Ambersand Beach to The Carlton Residential Community; FDEP Reference Monuments R-20 R However, the total project area extends 6.6 miles and is located just south of Ambersand Beach to northern John s Island; FDEP Reference Monuments R-20 R-55. Therefore, the project area south of the Carlton Residential Community to northern John s Island (R-51.3 R-55) will not require an ECL to be established. The ECL identifies the location of The Mean High Water (MHW) level (elevation) within the project area, the traditional dividing line between private property to landward and public property to seaward. Once an ECL has been established, it becomes the new dividing line between public and private property, ensuring that new beach land created as a result of the beach restoration project seaward of the previous MHW line remains public property. Recently, Indian River County (IRC) mailed certified notices to inform all riparian property owners within 1,000 feet of the proposed ECL of a public workshop and hearing. The public workshop and hearing is not mandatory, however, it affords the public the opportunity to ask questions about, comment on, speak in support of, or object to the proposed beach restoration project and the proposed ECL.
