PROPOSED WORDING 2.6 b) iv) On-Ice Officials with additional rider for dental insurance of at least $10,000 per occurrence. RATIONALE When needed, Hockey Canada insurance totaling $2,500 ($1250 per tooth), is insufficient. Typical repairs can range from a few hundred dollars per tooth to many thousands. On-ice officials are unable to wear full shields, and are more exposed to puck or stick trauma as the game progresses and speed of players and pucks increases. The Hockey Canada available rider is only available as a group wide plan and not only provides additional financial coverage but perhaps most importantly extended claim times which is important to dental trauma. Often the extent of required repair cannot be ascertained within typical policy time limits. BFL's rider allows approximately twice the normal period. The negotiated rider is very reasonable at $4.50 for an additional $10,000, and is fully recoverable through registration rates. Our Referee-in-Chief reports that numerous officials and associations he has contacted are supportive.

Signatures: George Schnarr/Gary Ashford CURRENT WORDING b) Current Methods of Player Movement i) The Waiver system will continue for the AAA hockey program as per the current OMHA/ Alliance regulations ii) The current LOR regulations remain in effect iii) Players from an Association that is unable to roster a team in a season may try out in the next nearest Centre per OMHA Regulation 3.5 a) PROPOSED WORDING b) Current methods of Player Movement i) AAA a) Novice to Major Peewee OMHA residential players are eligible to try out and participate with any AAA team within the OMHA providing they have attended the tryouts with their home AAA association/zone and have been released. Players leaving the OMHA to play AAA with another Member's AAA program must follow the current OHF Waiver Regulations. b) Minor Bantam to Minor Midget OMHA residential players are eligible to try out and participate with any AAA team within the OMHA. Players leaving the OMHA to play AAA with another Member's AAA program must follow the current OHF Waiver Regulations. c) At the end of each season all AAA players on OMHA teams are automatically released and must return to try out in the subsequent season in accordance with 3.5 b) i) a)and b).

8 d) There are no restrictions on the number of non-residential OMHA players that an OMHA AAA team may carry in a given season. ii) iii) The current LOR Regulations for AA and A remain in effect. Players from an Association that is unable to roster a team in a season may try out in the next nearest Centre per OMHA Regulation 3.5 a). RATIONALE The present system is unfair to players/ teams as the rules for 5 of the 23 AAA Centres / Zones are different than the other 18. This has created an inequity between the OMHA LOR Centres and other OMHA centres. As this change is only for Minor Bantam thru Minor Midget (Midget AAA is already Freedom of Movement) we feel that this change puts the interest of the Players first; isn t that why we are here? 9 NOTICE OF MOTION Notice of Motion #: Amendment To: Regulation Exemption to Play in Another Centre Regulation: 3.5 c) vi) 5 Page#: 110 Submitted By: Lincoln Minor Hockey Association Signatures: Steve Arsenault/ Chris Unrau CURRENT WORDING When a player s home centre is base category AAA, AA or A, after fulfilling all tryout commitments at his home centre, a player may try out for one (1) OMHA BB or below base category centre. To be eligible the player is required to be the Minor Peewee age (eleven (11) years old) or older as of December 31 st of the current playing season; OMHA Regulation 3.6 is not applicable. Maximum number of rostered Non Resident Players (NRP) is three (3) per eligible team. Once a team has rostered an NRP then no replacement NRP will be permitted. RATIONALE When the NRP program was introduced it was clear that its mandate was to allow players to participate in hockey at the highest level their skill set allowed. AE programming is not mandated by the OMHA and to force a player to play at the AE level rather than be allowed

10 to tryout for a BB (or below) centre would be contrary to one of the fundamental reasons the NRP program exists. To allow players to participate in tryouts for BB (and below) centres after completing tryout for base category would also assist in alleviating the issue of losing diminishing numbers that these centres have been faced with since the onset of the NRP program. BB and below centres lose players to the NRP program. If the intent of this Regulation is to help replace players lost to the NRP in the (upwards) direction to AA and A then players should be allowed to move in the opposite direction to BB and below and not be forced to tryout at AE levels before moving. 12 NOTICE OF MOTION Notice of Motion #: Amendment To: Regulation Team Officials Games/Responsibilities Regulation: 6.1 Page#: 127 Submitted By: OMHA Board Signatures: Dave Garinger/Linda Ralf CURRENT WORDING 6.1 Games/Responsibilities a) The Coach in charge of any team must, before any game, place their name and signature on the official game report in the spaces provided for the Head Coach and he shall be regarded as the responsible officer of the team for that game. The individual will assume responsibility to the OMHA for the eligibility of all players of the team in that game, and for the conduct of their team officials and players during the game, and while traveling to and from that game. Failure to place their name and signature on the official game report shall result in an automatic two (2) game suspension to the person(s) failing to do so. b) Where an OMHA team has only one team official remaining on the bench and that team official leaves his position for any reason (e.g. ejection, sickness, injury to a player,unforeseen emergency) the referee shall enlist the supervisory services of a registered team official from that same Association, who is in attendance at the game. If an appropriate designate cannot be found, the game shall be suspended. Note: Any new team official so enlisted shall print and sign his name on the official game report. c) Where a player arrives late and his name has been included on the official game report prior to the game, the referee shall be notified at the first stoppage of play following his arrival. d) Team officials are designated as Coach, Trainer, Manager, Assistant Coach or Assistant Trainer. i) Each team registered in the OMHA on an electronic roster must have registered at least two different persons on the electronic roster, a Coach and a Trainer, qualified as outlined in Regulation 6.2. ii) After the Coach and Trainer positions are filled, additional team officials may be designated up to a maximum of five (5). If a team wishes to add additional personnel, they will be designated as either Assistant Coach or Assistant Trainer or Manager. The team may only add one Manager to their roster.

13 iii) Every OMHA team registered on an electronic roster must have on the bench at the start of and during the game (unless ejected from the game) a certified and registered coach and a certified and registered trainer. In addition, other qualified and registered officials of that team may sign the game sheet and be on the bench at the start of and during the game. There shall be no more than five (5) team officials signed to the official game report and on the bench during a game. iv) Team officials other than the coach in charge must place their name and signature on the game report. Failure to comply shall result in a one (1) game suspension to the offending official. v) All team officials must have Speak Out or Respect in Sport Activity Leader, in addition to all other Certification appropriate to their position. e) A person may be electronically registered to a maximum of two (2) different teams only. f) All Team Officials must be registered with the OMHA and the appropriate Centre/Zone to be able to participate in sanctioned activities with any team from that Centre/Zone and must also be recorded on a game Report to be eligible to be on the team bench during a game. Change certified to qualified to ensure consistency and clarity. Deletion of 6.1 d) iv) will require subsequent renumbering of remainder of Regulation. 16 NOTICE OF MOTION Notice of Motion #: Amendment To: Regulation Suspensions General Information Regulation: 8.1 Page#: 136 Submitted By: OMHA Board Signatures: Dave Garinger/Linda Ralf CURRENT WORDING 8.1 General Information a) The Regional Director and or Board shall have the power to suspend or discipline any OMHA Coach, Manager, Player, Trainer, Referee or other Official connected with any OMHA Centre or Zone. b) When a hearing is requested on behalf of the suspended individual, such request shall be made in writing, signed by the President and Secretary of the Minor Hockey Association, to the Regional Director assessing the suspension. Such hearing will be held within four weeks from receipt of the request. c) A player or team official under suspension as a result of a match penalty shall be suspended for a number of OMHA games or calendar days, and shall not take part in any games, including exhibition or tournament games, during the term of suspension. Exhibition and tournament games do not count towards the games to be served as a result of a match penalty. The team's Centre contact shall be notified by midnight of the fourteenth (14th) day following the infraction (match) as to the total number of games or calendar days received. If the OMHA fails to notify the team's Centre contact of the terms of suspension by midnight of the fourteenth (14th) day following the infraction, the match penalty suspension will be considered served, and the said player or team official will be eligible to return to play. The player may participate in team practices while he is serving a match penalty suspension. An official under a match penalty suspension shall not travel with his team, enter their dressing room, or carry on any of the duties of his office, nor shall he participate in any other OMHA capacity for which he may be eligible during the full term of the suspension. d) A player under suspension shall not play with his team, nor shall he participate in any other OMHA capacity for which he may be eligible during the term of his suspension. The player s name shall be recorded on the game sheet as suspended until the appropriate number of games have been served.

17 e) Any team official(s) under suspension shall not participate, communicate or associate with the team, within the confines of any arena, nor shall he participate in any other OMHA capacity for which he may be eligible during the term of his suspension. The team official s name shall be recorded on the game sheet as suspended until the appropriate number of games has been served. f) The Coach or in the absence of the Head Coach the Coach in Charge, of any OMHA team whose team accumulates more than the allowable minutes in penalties in any game shall be automatically suspended from the next game per Regulation 8.2 Serving Suspensions. The allowable amount for Peewee and below is twenty-six (26) minutes and for Minor Bantam and above is thirty-six (36) minutes (Including penalties in minutes assessed in any or all overtime periods). Note: For the purpose of the Regulation the time of misconducts, gross misconducts and game misconducts assessed to players shall not be counted, but any such penalties assessed to team officials and the five (5) minutes charged to a player for a match penalty shall be counted. Any misconduct, game misconduct or gross misconduct penalty assessed to team officials will automatically add ten (10) minutes to the team s penalty minutes in each case. g) Any team official under suspension, registered to more than one team shall be suspended from all game related duties for any team until the suspension has been served as part of the staff of the team with which the suspension was incurred. The team official s name shall be recorded on the game sheet as suspended until the appropriate number of games have been served. h) Any team which fails to comply with the Regulations 6.1d)iii) and 6.1d)iv) in any game, shall be subject to disciplinary action. i) Any player or team official whose name appears on the official game report and/or participates in the game and is ineligible for any reason will cause their team to forfeit the game regardless of the score of the game. The nonoffending team shall be awarded the two (2) points for the game. In OMHA Playdowns, the points will be awarded and the series will continue as per the contract. The Coach shall be suspended for three (3) games, in addition to any other suspension he might receive in the game. The ineligible player shall be required to fulfill the balance of any suspension that made him ineligible. The ineligible team official shall be required to fulfill the balance of any suspension that made him ineligible and shall also have two (2) games added to his suspension. Any team official who participates a second time during the current season while ineligible or in a second game while using an ineligible player shall be suspended for the balance of the current season. j) Any player or team official who incurs a penalty at any time before, during or after a game when an offence is committed on or off the ice, shall be assessed at least the minimum suspension(s) contained in the Suspension List Minor Hockey as adopted by the OHF Board of Directors.

21 NOTICE OF MOTION Notice of Motion #: Amendment To: Regulation - Suspensions Serving Suspensions Regulation: 8.2 b) Page#: 139 Submitted By: OMHA Board Signatures: Dave Garinger/Linda Ralf CURRENT WORDING b) A player, affiliated player or team official who is suspended in a tournament game shall commence serving the suspension in the next following tournament game. If the suspension is fully served before the tournament is over, the player, affiliated player or team official may participate in any remaining tournament games and there will be no carryover of the suspension in league play. Any remaining unserved game suspensions shall then be carried over to and served with the team to which the player first registered in that team's first scheduled game following the tournament, whether league, league Playoffs, or OMHA (group) Playdowns. Any team official or player assessed a one, two, or a multiple of automatic game(s) suspension, as a result of penalties incurred in an exhibition game, shall commence his suspension in his team's first scheduled game whether league, league playoff, or OMHA (group) Playdown. Note: In no case will a team be allowed to schedule a game after a suspension has been assessed in order to lessen the severity of a suspension. Example: Re-schedule a group game prior to a playoff game so that the player serves his suspension and is eligible for the playoff game. This is not permitted. All sections of Regulations 8.2 shall apply to team officials as well as players. However, where the available ice time makes it unavoidable the time of a game may be shortened. In such cases the time to be played will be in accordance with the following schedule as it fits the available ice time. This time must be noted on the game report and signed by the responsible officers of each team.
