TOURNAMENT POLICIES & PROCEDURES ADMISSIONS Official team party As per the NJCAA Baseball Handbook, the maximum allowable number of individuals an institution can have on the field, including practice field, bullpen, bench and dugout is 33. Each team is limited to one head coach, four assistant coaches, recognized by their respective institution, 26 eligible student-athletes in uniform, one manager and one trainer. The official roster will be signed and turned in to tournament site director, prior to each team s first game. No deletions or additions will be allowed after the roster is turned in. It is mandatory for all Region XIX playoff games (home and away) that teams must have an athletic administrator with them. ATHLETIC TRAINING FACILITIES Lehigh Carbon Community College/ Northampton Community College will provide certified Athletic Training professionals who will supervise the training room, monitor the bench area and playing field. Water, cups and ice bags will be available at both sites. All teams are responsible for bringing their own tape and any special medical supplies. Any special needs should be requested in advance to the tournament director or athletic trainer. AWARDS & TROPHIES A championship team trophy and second-place team trophy will be awarded during a brief ceremony at the conclusion of the championship games. A plaque will be presented to the MVP of the championship game. The MVP award shall be chose by a committee, which typically involves the tournament director, the baseball committee chairperson, assistant chair, and/or available region executive committee members or athletic administrators providing coverage for the event. BANNERS The host institution and Region XIX representatives reserve the right to remove or confiscate any banners or signs that are determined to be unsportsmanlike or that block the sight of other spectators CERTIFICATION OF ELIGIBILTY It is the responsibility of each institution to certify that all student-athletes entered to participate in championship(s) meet all applicable NJCAA, and institutional requirements and are eligible to represent their respective institution in NJCAA competition.

5 CODE OF CONDUCT All members of teams including players, coaches, trainers, scorekeepers, and spectators will follow the Code of Conduct enforced by the National Junior College Athletic Association throughout all games. At the common site for the post-season games each Region Director and the Chair of the baseball committee must discuss player conduct with participating teams prior to each game. ENTRY FEE No admissions fees for any games FIELD MAINTENANCE The Lehigh Carbon Community College/Northampton Community College staff and team will be responsible for field maintenance prior and during the tournament. When there is a second game, all fields will be dragged and re-lined prior to the start. FORMAT 1) The Region XIX Baseball Division II and Division III tournaments will be played in May at a date agreed upon by the membership. Adjustments will be made to this schedule when District Playoffs necessitate. 2) The Region XIX Baseball Division II and Division III Final Four will be held at a site predetermined and approved by the Athletic Directors of Region XIX and the Championship Events Committee 3) All teams will be seeded and will maintain their seeds throughout the tournament. In Division III, there will be a limit of twelve (12) teams in the tournament. 4) Highest rank team(s) may receive a bye(s), depending on the number of teams that qualify for the tournament. 5) All tournament games will be nine (9) innings with the following exceptions: the ten-run rule and eight-run rule as stated in the NJCAA handbook. Teams can be eliminated by these rules except in the championship game(s). 6) Tournament games which are delayed because of rain, light failure and so forth will be resumed at the point of suspension regardless of the number of innings played. The second game played on the first day of play would be continued the next day site if this particular game should have to be halted. 7) If eight (8) or less teams are involved, the following format will be utilized a) Best 2 out of 3 series at the higher seed (higher seed is home team for all games in the series). b) A doubleheader is played on Saturday, with game one at 12:00pm and game two starting 20 minutes after the completion of the first. c) If a third game is necessary, it will be played on Sunday at 12:00pm at the higher seed. d) All first round game scores must be reported to the tournament director immediately after the games (2ndgame on Saturday). 8) If more than eight (8) teams qualify for the Region XIX tournament, the following process would be utilized: a) A rat-tail game would be played to qualify for one of the eight (8) bracket spots #9 seed would play #8 seed at the #1 seed #10 seed would play #7 seed at the #2 seed #11 seed would play #6 seed at the #3 seed #12 seed would play #5 seed at the #4 seed b) These games would be played at 11:00am on Saturday as part of a doubleheader. The highest seed will be the home team. Teams will share equally in the cost of the umpires for the rat-tail game. The winner of the rat-tail will advance to a best 2 out of 3 series vs. one of the top four seeds. The loser of the rat-tail game is eliminated. c) The first game of the best of 3 series will begin 20 minutes after the completion of the rat-tail game. The higher seed is the home team d) The second and third (if necessary) games of the series will be played on Sunday at the higher seed, starting at 12:00pm. The third game (if needed) will start 20 minutes after the completion of game two. The higher seed is the home team for all games of the series. e) All scores must be reported to the Tournament Director. 9) If the double-elimination tournament has not begun two days prior to the final day listed in the NJCAA handbook, the tournament shall become single elimination. Every effort will be made to conclude the

6 tournament one day prior to the final play date listed in the NJCAA handbook. Inclement weather may push the tournament to the final play date listed in the NJCAA handbook. Should play not be concluded on the final play date, the highest seed of teams still remaining in the tournament will advance to the national or district tournament GAME OFFICIALS At least two (2) umpires will be assigned by the Region central assignor to each tournament game. At least three (3) umpires will be assigned to the championship game(s). If less than the assigned number of officials arrives for a game, the game will be played with available officials. LOGISTICS 1) The host college will provide an official scorer during the tournament 2) Housing and meals will be the responsibility of each entrant 3) The tournament host sets the sites for games 1 and 2 of the Final Four (when two baseball fields are utilized). 4) For the first round games, the host college will pay for umpires 5) Each team shall retain its seed throughout the tournament 6) The tournament host shall have choice of dugout. If the host team is not competing, the higher seed shall have the choice of dugout. 7) Whenever possible the host team, or co-host team, shall play at their own field during the tournament for the ease of grounds keeping and handling emergency situations. If the hosts are playing each other, the game will be at the higher seeds field. In all instances, the higher seed will bat last. LOCKER ROOMS/RESTROOM FACILITIES Locker rooms may be made available at request. Please contact Tournament Director if your team will require a locker room. Teams are responsible for security of locker rooms, and all items should be clear prior to the team exiting. HOSPITALITY A hospitality area will be available for credentialed staff only both sites. The press box at the Lehigh Carbon field may also be used by 1 athletic administrator and/or sports information staff per team playing. NATIONAL ANTHEM The national anthem will be performed prior to the first game of the semifinal round and before the championship game. NJCAA NATIONAL TOURNAMENT QUALIFYING The winner of the Region XIX tournament will receive the automatic bid for District G into the NJCAA Division III National Tournament. NOISEMAKERS/FLASHING LIGHTS Game management will confiscate artificial noisemakers and flashing lights if they are used during a tournament game. PARKING Parking will be available for spectators at Lehigh Carbon Community College in Lot L and Lot K. Team buses and vans will drop off at Tennis Courts and the park in Lot F. Directional signs will be posted. Parking at Northampton Community College will be available in the Spartan Lot, located off Green Pond Road. PHOTOGRAPHY All photography (credentialed or not) must be limited to out-of-play areas. No handheld strobes or flash bulbs are permitted.

7 QUALIFICATION 1. Forfeited Region XIX games, within your division, will count for qualification and seeding purposes. 2. Any programs that drop their team after the start of the season will have those game results, including regional / divisional games that were played to that point, count on overall records only. 3. All Region Tournaments will consist of a minimum of four (4) teams that achieved a.500 overall record or.500 region division record by the day prior to the published seeding date. In the event that four (4) teams do not qualify under the.500 rule, the team(s) with the best region division record(s) will make the tournament. In the event of a tie in relation to the region division record to get the minimum number of four (4) teams, all teams that are tied will then qualify for the tournament. 4. In Division III, there will be a maximum of twelve (12) teams qualifying for the tournament. ROSTERS/TEAM PHOTO/LOGO Rosters will be taken from the Region XIX website, please make sure all eligible student-athletes, coaches and trainers are listed. Team photo and logo is due to Andrew Johnson no later than Monday May 14 th by 12:00 p.m. RULES & REGULATIONS The Region XIX Sport Code and NJCAA baseball rules will be followed. Any disputes will be settled by the tournament director, and baseball chair using the sport code as a guide. SEEDING Designation of participants and the game pairings for Region XIX s annual baseball tournament shall become the duty of the baseball committee. The Region XIX Directors are ex-officio members of the committee. 1. The criteria for seeding of the Division II tournament will be as follows: Region XIX / Division Record If two teams are tied, head to head competition will be used to break the tie. If a tie still exists, the team with the higher winning percentage against teams seeded higher, in descending order, than the teams which are tied will get the higher seed. If a tie still exists, the team with the higher winning percentage against teams participating in the tournament, in descending order, will be the higher seed. If a tie still exists, a coin flip will be used to determine the higher seed. Forfeited Region XIX games, within your division, will be counted as wins and losses for seeding purposes. In the event that three or more teams are tied, head to head competition among all the teams (as if they were in their division) will be used to break the tie. If this tie breaker defines one spot, but not all, the remaining teams head to head records will once again be compared, followed by the remaining teams records against the teams seeded higher in descending order. If a tie exists, a coin flip will be used to determine the higher seed. Examples will be referenced in Appendix A. 2. In Division III, the seeding will be conducted by the baseball committee, based on the following criteria, in no particular order; region record, overall record, quality of opponents, record vs. teams in the tournament, common opponents, strength of schedule and national rank. SECURITY Lehigh Carbon Community College and Northampton Community College security will be on site for all games. TEAM INTRODUCTIONS Introductions will be conducted in the same manner as in the regular season, with the lower seed introduced first as the visitor, and the higher seed introduced as home regardless of dugout taken. UNIFORMS In all games, the higher seeded team will wear the light uniforms and the lower-seeded teams will wear the dark uniforms.

Travel less than 1 mile on Route 22/I-78 East. Take the Route 309 North Exit. Continue North on Route 309 for 6 miles. Turn left at the Education Park sign. (If you get to the intersection of Routes 873 and 309, you have passed the college.) The building on the left is Lehigh Career & Technical Institute. LCCC is on the right. From Route 22/I-78 (Easton, Bethlehem, and Allentown): Travel West on Route 22, exiting on Route 309 North (Tamaqua). (If you get to the Northeast Extension of the Pennsylvania Turnpike, you have passed Route 309 North Exit.) Continue North on Route 309 for 6 miles. The college entrance is nearby. Turn left at the Education Park sign. (If you get to the intersection of Routes 873 and 309, you have passed the college.) The building on the left is Lehigh Career & Technical Institute. LCCC is on the right. From Harrisburg and West: From I-81 North, take the I-78 East Exit toward Allentown. Take the Route 22 East Exit. Continue on Route 22 East to Route 309 North Exit. (If you get to Cedar Crest Boulevard Exit, you have passed Route 309 Exit.) Continue North on Route 309 for 6 miles. The college entrance is nearby. Turn left at the Education Park sign. At end of ramp, turn left onto 191/Nazareth Pike. You will pass McDonald's and Burger King Continue on 191/Nazareth Pike until you come to the intersection/light Oakland Road (Dunkin Donuts will be on your left). Take a left on Oakland Road and follow to the 4-way stop. Proceed through the 4-way stop Turn left into the campus when you see the sign for Northampton. Take the first left when you turn into campus... this will take you in behind the Spartan Center. You will see the tennis courts, baseball field and softball fields on your left hand side. Park in any available spot in the lot From the South: Take Rt 78 to Rt 33 north. Go to second exit, William Penn Highway, and take a left off the exit. You will pass Farmersville Elementary School on left You will pass a Dunkin Donuts on your left Take the first right after the Municipal Building onto Oakland Rd.
