Just a reminder if Cecil County Public Schools are cancelled for the day, there is early dismissal or after-school activities are cancelled for the evening DUE TO INCLEMENT WEATHER ALL 4-H events are cancelled or during the weekend if the Cecil County snow emergency plan is in effect in the county both the day and/or evening events are cancelled. Cecil County 4-H Reenrollments & New Member Enrollments for 2019 The goal is for ALL member and volunteer reenrollments to be complete by March 1, The 4-H online can be accessed at: Enrollment & reenrollment Guides can be found online at: Maryland 4-H Forms that are New or Have Been Revised for 2019 We are in the process of continuing to update our Cecil County 4-H website for Much of the information has been revised including MANY of the forms that have been revised at the State or County Level for Additional items will continued to be added once updated. Cecil 4-H Calendar Available via Google Calendar The 2019 Cecil County 4-H Calendar is included in this newsletter. We have also developed a "Cecil 4-H Calendar" that includes Cecil County and Maryland 4-H activities in Google Calendar. 2 4-H Achievement Night Program MC s Practice Please contact April at the Extension Office via at adhall@umd.edu or by Friday, February 22 nd if you are a senior-aged 4-H member who would like to speak at 4-H Achievement Night. For all those youth who will be speaking at Achievement night, a program run-through will be held on Saturday, March 2, 2019 at the Walls Activity Building in Fair Hill at 2:30 p.m. You will be ed your speaking part in advance. At the practice, you will rehearse your speaking part. You must attend this practice in order to be a speaker at the program. 4-H Achievement Night-Please Note Times & Activities Achievement Night is coming up soon, so mark your calendars and plan to attend, since most 4-Hers are recognized in some way. It will be held on Saturday, March 2, 2019, at the Walls Activity Building in Fair Hill (Cecil County Fairgrounds). Refreshments start at 4:00 PM and the Program begins at 4:30 PM. During the refreshment time you will be able to go around and look at club displays. Each family is asked to bring a dessert to share and to bring a non-perishable food as we will be collecting donations for the Cecil County Help Center. Please do not donate items with expired dates. Please dress nicely for the awards program. Following the awards program we will have a Pizza party from 6:30-7 PM with a Dance to follow from 7-9 PM. Winterfest Cecil County 4-H Winterfest is scheduled for Sunday, March 3, 2019 at the Walls Activity Hall in Fair Hill from 1:00-4:00 PM. The cost is $7 per 4-Her and we offer classes for clover and 4-H members. See the Winterfest flyer in this issue of 4- H Talk or look it up online under the Upcoming Events page at: for additional information on the classes and for the registration form. Registration is due by Friday, February 22 nd. There are a lot of great classes that are being offered this year. At Winterfest you get to try new things while hanging out with your fellow 4-Hers!!! Communications Day Speaking is one of the best skills you can develop in 4-H. Our Cecil County 4-H Public Speaking and Demonstration Day will be on Saturday, March 9, 2019 at the Calvert Grange in Calvert. Check-in will begin at 8:30 AM and Demonstrations (Visual Presentations) will start at 9:00 AM and the Public Speaking contest will follow. The difference between them is that with visual presentations/demonstrations you use posters, props and visual aids to show others how to do something like prepare a recipe, care for an animal or make something. A 4-H demonstration guide can be found online at: With public speaking you do not use any aids or props. The categories for the public speaking contest include a prepared speech, extemporaneous speech, radio spot and interpretations divisions. Youth are eligible to do one communications and one visual presentation. See the Communications Day flyer in this issue of 4-H Talk or look it up online under the Upcoming Events page for additional information on the classes and for the registration form. Registration forms are due by Monday, March 4, Eggstravaganza Eggstravaganza is scheduled for Saturday, April 6, 2019 at the Calvert Grange in Calvert at 9 AM. At Eggstravaganza youth can participate in demonstrations, educational and fun activities and the all-popular food preparation contest. 4-H youth are invited to do demonstrations and enter the egg food preparation categories. 3 Camp Counselor and Adult Staff Trainings for 2019 Like 4-H Camp? Will you be Actual age 15 or older in by August, 2019? Want to help more? If you are interested in being a camp counselor the first training will be Friday evening and Saturday, January 5-6 at Janes Methodist Church (as an overnight lock in.-the date and location is still tentative.) Camp is always looking for more adult volunteers, even if it is just to teach a class, or come down for one activity, so please contact us if interested. Please be aware that becoming a camp counselor or adult staff member is a very big responsibility and does require commitment. These are the set dates and are not expected to change. Please mark your calendars now. For the day trainings, you will need to bring $5 for lunch, or bring your lunch with you - there is a kitchen available. Participants will be doing a few activities. There is no cost. Please contact Ruth Brown at if you plan to participate. NEW PROGRAM-Creative Clovers All Clovers ages 5-7 as of 1/1/19 are welcome to attend the monthly 4-H Creative Clover sessions on the 4 th Thursday of each month that will be held at the Cecil County Extension Office in Elkton from 6:15-7:15 PM. The next class will take place on February 28 th and another class will take place on March 28 th. Participants don t have to attend every class. Please register online at: by noon the day of the program so that we can gather enough supplies. Countywide 4-H Workshops H Volunteer, Joan Gaffney, will be offering county-wide workshops on a variety of topics every month for 4-H members and their parents. The Sunday classes that will be held at St. Mary Anne s Episcopal Church, 315 South Main Street, North East will be from 2:00 pm to 4:00 pm in the SMA-Parish Center (Park in front of cemetery wall on street or in Post Office parking lot) OR the Monday classes will be held at Rock United Presbyterian Church, 30 Rock Church Road, Elkton from 6:30pm to 8:30pm (turn right pass church and go up hill to park). Most classes will require a small fee of $5. RSVP your attendance to Joan at or joangaffney.49@gmail.com at least a week before each scheduled class. Classes are limited to 15 kids. Come to our Get to Know 4-H program that will be held on March 20, 2019 at 6:30 PM in the Cecil County Extension Office, Elkton. We will be offering other sessions if you can t make the March session on May 14 th. Please RSVP your attendance to April at adhall@umd.edu by noon the day of the program. NEW PROGRAM-Coding and Robotics Group Attention 4-Her! If you are interested in Coding and Robotics please contact Vicki in the Extension Office at vstone@umd.edu as there are plans to start doing monthly activities soon. 3

4 UME Tractor Safety Training for Youth The University of Maryland Extension 4-H staff will be holding a weekend training, Friday-Sunday, March 22-24, 2019 to provide certification for youth wanting to work on a farm. Youth must be between the ages of 14 to 15 to take this training. Youth ages 13 and over are welcome to attend the training if they are turning 14 before the end of the summer. Participants will stay at the Queen Anne's County 4-H Park in Centreville, Maryland and will have off site visits to local Tractor Dealers. Federal law states that all year old youth, who are seeking employment in the agricultural industry that require tractor driving must receive the training as required by the U. S. Department of Labor. Youth working on their own parent's farm do not need to become certified unless they will be driving on the road with machinery. Agricultural producers are liable if they employ youth that do not have this certification. When youth become 16 years of age, this law no longer applies to their employment. A requirement of the class is to become familiar with the lessons covering various agricultural related safety needs before the training. Resources will be made available prior to the training. The weekend training will cost $50. The registration fee and application are due to the Queen Anne's County Extension office by March 1 st. Contact Chris Johnston cjohnstn@umd.edu or to register. The registration can be downloaded online at: Animal Science Activities & Update 2019 Animal Ownership Deadlines for Cecil County & Maryland 4-H Please refer to the January-mid-February H Talk 2019 Cecil County Fair Animal Ages and Weights Please refer to the January-mid-February H Talk Cecil County 4-H Horse Judging Practices Horse Judging practices are just getting underway. We are looking forward to an absolutely terrific team again this year. Last year's team had an incredible amount of success (and fun!) at the State Competition and we are looking forward to the same this summer! Horse Judging practices will be every other Monday until it gets closer to competition time. Upcoming practice dates are: on 3/4 and 3/18 and every other Monday thereafter (except Holidays and vacations) until the State competition on June 15th. They will be meeting from 6 pm to 8 pm at Ricketts Farm, Ricketts House, 407 Ricketts Mill Rd, Elkton, MD until it warms up where they will be visiting different farms in the area to judge live horses. Horse Judging is a fun and educational program that teaches conformation of the horse in general, conformation of specific breeds of horses, placing horses in order of conformation assets and flaws, and organizing this knowledge into a presentation of reasons. Being able to judge a horse's conformation is a valuable skillset to have, and the organization and presentation of reasons is a critically important life skill as you move into your professional lives. They will provide dinner, so please call, or text Drue to let them know you are coming, and let them know if you have any allergies or dietary restrictions. Hands-On Animal Science Classes We will be offering fun, hands-on Animal Science classes for 4-Hers on the 4th or 5 th Monday or 4 th Tuesday of each month from 6:30-8:00 PM in the Cecil County Extension Office, Elkton. You do not have to attend all the class topics. Please RSVP online at: or call the day prior to each scheduled class so that enough supplies can be gathered and materials prepared in advance. 5 Eastern Shore Spring Show Eastern Shore Spring Show information will be ed or mailed soon to all Cecil 4-Hers who participated in 2018 and will be available online by mid-march at: The show is scheduled for Saturday, May 11, 2019 at the Queen Anne s County 4-H Park in Centreville. Entries are due by April 15, Cecil County Breeders Fair Cecil County Breeders Fair information will be ed or mailed soon to those Cecil 4-H ers who participated in 2018 and is available online by mid-march at: The Breeders Fair Livestock, Rabbit, Cavy & Dog Shows are scheduled for Saturday, June 1, 2019, and the Horse Shows are scheduled for Sunday, June 2, 2019, at Fair Hill. Please pay close attention to the rules as some things have changed. We will continue with the Clover Stuffed Animal Show and Tell. Entries are due postmarked by May 1st. Cecil County 4-Hers are encouraged to take advantage of a great opportunity to participate. Maryland Animal Health Requirements 2019 The complete Maryland health regulations and forms are available online at: Again this year-all animals except Rabbits will need to have an official identification. In most cases, this means the animal will have to be identified using an official USDA or MD premise tag that is associated with a registered premise. (More details about specific tagging requirements for cattle and swine will be shared once clarifications are made.) Health certificates will be three carbon copy pages and again will no longer need to be stamped by MDA as it will be your veterinarian s responsibility to send the approved copy to MDA to be filed. Exhibitors will still be expected to do the Animal Health Self-Certification for Livestock, Poultry, Rabbits and Horses. If your animal requires vaccinations, they should be vaccinated at least 15 days prior to the first show so that the vaccinations are effective. Animal Science Quality Assurance Quality Assurance will be online by April 1 st in All new youth who exhibit animal projects (alpaca, beef, dairy, goats, horse & pony, poultry, rabbit, sheep and swine) must complete the online training, in addition, youth will need to take the training online once as a Junior member, once when they become an Intermediate member (4-H age 11) and once when they become a Senior member (4-H age 14). If you add a new animal project in 2019, you will need to take the training for the new animal project that you registered for. The training will be accessible from April 1 st until July 1st. 7 Educational Videos, Learning Kits and Materials Available For Loan The Cecil County 4-H Office has some educational videos/cd s, learning kits, curriculum, and equipment which club leaders can borrow from our office on a variety of topics. If you are interested in borrowing videos, learning kits, curriculum or equipment stop by the Extension office. Maryland 4-H Dairy Advisory Group UME 4-H Volunteers are invited to join the Maryland 4-H Dairy Advisory Group via an In-Person Meeting or Webinar on Friday, February 22, 2019 from 4:45-5:45 PM at the Clarion Inn Frederick Event Center in Frederick (Former FSK Holiday Inn). The advisory meeting will be held after the Maryland Dairy Industry Association meeting and before the Maryland Dairy Shrine Banquet and via WebEx Conference for those that are unable to attend in-person. Making Strides Chili & Soup Cookoff Fundraiser to Support Exploring 4-H Summer Programs The Making Strides 4-H Club will be holding a Chili & Soup Cook Off Fundraiser on Saturday, March 9, 2019 from 5-7:30 PM at the Calvert Grange. The proceeds will go towards supporting the Exploring 4-H Summer Programs Great Potato Contest Rules The 2019 Great Potato contest is being managed and sponsored by the Calvert Boys and Girls 4-H Club. Fundraiser to Benefit Cecil County 4-H Horse Program There will be an all-day fundraiser at Buffalo Wild Wings on Monday, March 18, 2019 at 100 South Main St, Newark, Delaware and 540 W. Main St, Middletown, Delaware to benefit the Cecil County 4-H Horse Program-So you can stop by for lunch, dinner or late night! Check out the upcoming programs to download the takeover voucher. By turning in the voucher, 20% of your check will be donated to the Cecil County 4-H Horse program. (The voucher is attached) AGDiscovery AgDiscovery is a two week residential program sponsored by different USDA programs for high school students in partnership with 22 different universities. AgDiscovery is a unique opportunity for students to gain a first-hand look at the many career paths open to them in agriculture. The program allows students to live on a college campus and learn about different agriculture careers from university professors, scientists and other professionals who work for the U.S. Government in a variety of fields. Check out the link below: H%20January%2028&utm_campaign=Foucs%20On%20H%20Series%20Head Large Animal Emergency Rescue Check out the flyer online about the Large Animal Emergency Rescue Training that will be held on March 16 th at Unicorn Farm, Chesapeake City. The one day clinic is being offered to education first responders, horse owners or anyone interested in learning basic large animal rescue techniques. 16 CECIL COUNTY 4-H PUBLIC SPEAKING CONTEST RULES The contest consists of four categories: Prepared Speech, Extemporaneous Speech, Radio Spot, and Interpretation. Individuals, not teams, give speeches. Time Limits: Prepared - Juniors: 3 to 5 minutes, Intermediates and Seniors: 4 to 6 minutes; Extemporaneous: Juniors and Intermediates: 2 to 3 minutes, Seniors: 3 to 5 minutes; Radio Spot: 30 seconds for all age groups; and Interpretations: Juniors: 1 ½ to 3 minutes, Intermediates: 2 to 4 minutes, Seniors: 3 to 5 minutes. Judges may deduct points for not meeting or exceeding time limits. Visual aids, including posters, are not permitted. Appropriate gestures are encouraged. For Dramatic interpretation, contestant may choose to wear a costume and opt to sit for presentation. Podium use is optional. Contestants should not introduce themselves as part of their presentation. This will be done by an MC or room Host/Hostess. Judges may ask questions of contestants in the prepared, extemporaneous, and interpretations categories related to the speech s topic. Due to time constraints, questioning should be limited to two or three minutes per speaker. Questions will not be asked in the radio spot category. The names of the top three individuals in each category can advance to the Regional Competition and the top scoring individual in each category will advance to the State Competition. State Champions may not enter the same category and age group a second time. Public Speaking Contest Categories: 21 Prepared Speech-Youth speaker has written and practiced a speech prior to the County contest. Contestants may speak on any topic. It may be wise to discuss topics that could be considered controversial with your 4-H leader or educator before the contest. The speech may be written for a specific audience such as a 4-H club, PTA, or a Rotary Club. Memorization is not encouraged. Only juniors may use a complete script. Note cards containing a key word outline are permitted. These note cards are to be given to the judges at the end of the speech. 22 Extemporaneous Speech-Youth speaker will draw three topics and choose one topic for their speech. Juniors and Intermediates may have up to 30 minutes and Seniors up to 15 minutes to prepare their talks. Contestants may use one side of up to four or both sides of up to two 5 x 8 inch note cards for their key word outline. Extemporaneous speakers will be shown time cards at correctly timed intervals indicating "1 MINUTE", "30 SECONDS", AND "STOP". 23 Radio Spot Announcement-Youth speaker has written and practiced the announcement prior to the County contest. Radio Spots should be exactly 30 seconds in length and may include a musical or sound effect introduction and/or background, but may not include a spoken introduction or tag by anyone other than the contestant. If music or a sound effect is used, the contestant must provide and operate the sound-making device. The contestant will provide a complete written script (including notations about music/sound effects) to the timekeeper to aid in timing accuracy. Musical/sound effect introductions and endings are considered a part of the radio spot and must not cause the 30 second time limit to be exceeded. The spot should relate to 4-H, be original and be created by the contestant. 24 Interpretations-Youth speaker can speak or interpret in language of their choice. If using language other than spoken English, the participant must inform Extension Office a minimum of 10 working days before the event to ensure appropriately qualified judges are available. An Interpretation is a memorized oral presentation of selected narrative from published works. Permitted works include dramatic or humorous plays or books or poetry, but not the script of a television show or any unpublished source. Contestants are to bring two (2) copies of the script for the judges, including a complete reference citation. Language other than English must be translated in these documents. (Must be spoken-singing is not permitted) 25 4-H Pledge (Clovers Only). Clovers will not be placed but will be allowed to recite the 4-H Pledge and will receive a participation ribbon. This training is required by law for youth ages to operate a tractor over 20 horsepower and other specific farm machinery on a farm not owned/operated by their parents or guardians. Individuals 16 years of age and older can be employed in agriculture without this certification but may register for course if space allows. Course provides 24 hours of intensive farm safety training including classroom lectures, demonstrations, activities and a field trip. Pre-course reading is required. 21 2019 Great Potato Contest Rules We hope you plan to participate in our 2019 contest sponsored by the Calvert Boys and Girls 4-H Club. All Participants: Clovers - Seniors You will be receiving a potato, a pot and some soil. You will plant your potato any method you want and you will need to add soil (again your own type). Please pick up your potatoes at the BACK DOOR of the Grange Hall on March 9 between 10 and 12 AM. Please have exact change or a check to pay for your entry fee. YOUR ENTRY FEE IS $3.00. We do not have a final date yet. It will be sometime in September. At the end of the contest, youth will bring back their pot with the potato still planted. Youth will be disqualified if the potato has been removed from the container. We will then weigh the potatoes in front of the judges. Prizes will be given for the biggest potato, the heaviest potato harvest, and the funniest potato. The contest will conclude with a covered dish potato dinner. (Each family will be asked to bring a dish containing potatoes to share). More information with be forthcoming.
