1 DEPARTMENT 16 HORSES Superintendent- Robin Lee (810) All shows start at 8:00 a.m. Horse Awards Night will be held on Friday night of fair week to allow more time to finalize the rults. COGGINS TEST POLICY 4-H HORSE SHOWS Due to state regulations, A NEGATIVE COGGINS TEST is required to show at the Sanilac County 4-H Fair and any Sanilac County 4-H sponsored Horse Shows. HORSE PROGRAM RULES Horse trophi will be awarded in different categori than previous years. Any qutions can be forwarded to the Sanilac County 4-H Horse Committee. HORSE/PONY REGISTRATION 1.Exhibitors must provide proof of the following to The Extension Office on or before May 2 nd to be eligible for Championship, High Point trophi or to qualify for State Show: Horse/Pony I.D. Sheet Cleanlins Policy Proof of Immunizations and Negative Coggins Required: a. Eastern and Wtern Equine Encephalomyelitis b. Rhinopneumonitis c. Influenza d. Tetanus e. Negative Coggins Tt Recommended: a. Potomac Horse Fever b. Rabi c. Wt Nile d. Strangl ****Failure to produce proof of required immunizations and a negative Coggins for the horse/pony project will rult in the exhibitor being refused entry into any Sanilac County 4-H Horse Show and participation in fair week.**** 2. If a horse di, is severely injured or is found to be unsuitable by the Horse Committee after the May 2 nd registration deadline, but prior to the First Qualifier, the exhibitor may still qualify for Championship, High Point, and State Show if the following conditions are met: a. The original horse was registered on or prior to the May 2 nd deadline and the contract and proof of immunization was completed. b. The exhibitor must have a veterinary certificate of death or injury with diagnosis listed rendering the horse unable to be shown during the current year or written explanation from horse committee deeming horse unsafe. c. A new 4-H ID sheet with the new horse listed and receipt of immunizations is completed and turned in to the Horse Committee prior to the first Qualifying Show of the current year. 3. Youth may still replace their horse due to death, injury or unsuitability, but are not eligible for High Point, Championship or State Show if the original registration was not completed by May 2 nd or if the registration for the replacement horse was not submitted by the first Qualifying Show. 4. Youth must pre-register for fair class by August 1, 2015 to the Sanilac MSUE Office & the Horse Committee. Your show participation depends on the August 1, 2015 deadline. Youth can add and drop class during fair week, but you must be initially signed up for class by August 1, HORSE/PONY PROJECT GENERAL GUIDELINES 1. Exhibitors must have worked with their horse/pony at least 80% of the time and should be fed and cared for by the 4-H member for at least three months, starting no later than May 1 st. 2. All exhibitors are required to do their own feeding, grooming, stall cleaning, and other preparation for the show ring. Profsional and excsive adult help will not be tolerated. Exceptions: college students leaving for college during fair week & Cloverbud riders. (See Cloverbud guidelin.) 3. Only 4-H exhibitors are to ride the animal entered as their exhibit. The only exception are Cloverbud exhibitors in Cloverbud class, PEP exhibitors in PEP class or Sheriff Posse. 4. No riding double, side saddle, bareback (with/without bareback pads) or with halters. 5. Hors/poni are to be ridden in dignated areas only (show arena and practice arena). 6. Hors/poni are to be led to and from the barn using a proper lead rope (not just a halter). You must mount/dismount your horse at the east end of the ~ 44 ~

2 arena. There is no riding until you re east of the Horse Arena. 7. Boots or sho, with a heel, must be worn whenever working with hors and/or riding. Feet are to be in stirrups unls specifically required by judge to drop stirrups. No shorts when mounted. 8. No horse/pony shown at the fair shall be administered any drug/medicine unls prcribed by a veterinarian and cleared through the Horse Committee or Superintendent. 9. Hors/poni creating a disturbance or problems shall be acted upon by the Horse Committee to ensure the safety of the exhibitors, exhibits, and the public. 10. All awards shall be forfeited if any exhibitor is involved in improper conduct in any exhibit or activity area during the fair. If deemed necsary, the person(s) will be sent home. The decision to be made by a committee consisting of one 4-H Council member, one Fairboard member, and the involved superintendent(s). Improper conduct may also rult in a suspension from subsequent events including future fair weeks. 11. Horse and Pony Project Rul will supersede, and include, all General Rul and Regulations. All decisions by Horse Committee will be final. SHOW REQUIREMENTS 1. All participants exhibiting in the Horse/Pony Department are expected to be familiar with the official rul, which are listed in the 4-H Horse and Pony Project Show Rul & Regulations (2011). A copy is available at the Extension Office. 2. Any violation may mean the forfeit of trophi and/or awards that the exhibitor has received. 3. Exhibitor s ag are determined as of January 1 st of the current year. a. Exhibitor s ag 9-12 are considered junior exhibitors. b. Exhibitor s ag are considered senior exhibitors. 4. If there are only three 4-H members riding in a class they will either be moved up or down a class, depending on their age, in order for them to compete with more than three people. 5. No one may exhibit more than one horse, unls showing a mare and foal or participating in the standard-bred Project. 6. No stallions are allowed except during the calendar year in which they are foaled. 7. All youth, regardls of age, may show a pony. 8. Lame or unruly animals may be excused from any class. 9. All show participants are required to wear ASTM or SEI approved helmets for hunt seat on the flat and over fenc, and all gymkhana class. 10. All class will be awarded 6 rosett except championship class, which will be awarded Grand & Rerve Champion rosett. 11. To participate in the George Sangster a rider must have won First, Grand or Rerve in showmanship. To participate in the Gordon McVay, you must have won First, Grand or Rerve in either Wtern or English Equitation. The rider must ride the seat he/she won the First, Grand or Rerve in. If the rider won a first in both English and Wtern class, he/she may choose the seat to ride for the McVay. 12. Large Animal Sweepstak Showmanship participants will be the High Point Showman. Exhibitors in the 3 age groups, 16-19, 13-15, and 9-12 years. Time is 10:00 a.m. on Saturday in the Livtock Arena. Contact Tonya Hawken (989) Guidelin are under Section 163- Showmanship in the fair book. See the Horse Committee Chairman for information. 13. Participants in the Walk/Trot class shall not ride in any other class that require a third gait or lope. This includ trail, if a lope is required. They are also not eligible for championship class, high point or state. Participants in the Walk/Trot class may participate in the showmanship and costume class. 14. Participants in 1 st year class are not eligible for Championship class, High Point Trophi or State Show participation. 15. Walk/Trot & 1 st year class participants may ride only in same class. Walk/Trot must ride all Walk/Trot. 1 st year must ride all 1 st Yr. 16. Exhibitors wishing to participate in 4-H are required to work at a 4-H sponsored horse show. The work must be completed by the exhibitor. Guidelin will be available regarding each task that needs to be fulfilled during a show to assist in the learning procs for the members and parents. a. Exhibitors may complete their work time in half-day ssions. b. Exhibitors may have a parent or reprentative work for them, omly while in his/her class. c. Exhibitors may use volunteer time with the PEP riders, to count toward work time as follows: 4 full ssions if your horse is used = 1 work day; 8 full ssions if you do not bring your horse to use = 1 work day. d. The Horse Committee will keep a list of exhibitors who have put in work time. However, it is your rponsibility to requt a work receipt, signed by a Committee member, after you have completed a work day. This will eliminate any qution or confusion regarding completed work time. ~ 45 ~

3 e. See any Horse Committee member to schedule your work time; therefore the member will know ahead of time when and where they should be during the show. f. Exhibitors may work at any horse committee sponsored show for exampl: Qualifiers, Horse Committee Blue Water Show, Fundraiser Show, etc. 17. Work schedul will be broken up by group. Groups with ls than 5 members will be required to work one show & one day at fair. Groups with 6-14 will be required to work 2 shows & 2 days at fair. Groups with 15 or more members will be required to work at 3 show days and 3 days at fair. a. Groups will be given the opportunity to sign up for preferred dat beginning at the fall leader update. b. A list of job requirements will be available for sign up with a dcription of duti and exclusions. c. If it is found that an excs of workers becom apparent, every effort will be made to equally divide tasks so that you may only need to work part of the show. This will be determined on a show to show basis. 18. Mandatory Clean-Up/Set Up: All horse exhibitors are required to work 1 of the 2 scheduled work days. Exhibitors riding to qualify for the State 4-H Horse Show and be eligible for High Point Trophi and Honors must work. Dat will be announced prior to fair week. ELIGIBILITY FOR CHAMPIONSHIP CLASSES, HIGH POINT TROPHYS & STATE SHOW 1. Participants must comply with all Registration Project Guidelin & Show Requirements as stated above. 2. Participants may not collect points in more than one county. Violators will forfeit all points and awards from Sanilac County. 3. Points will be awarded on a class entry basis. First place = # of entri, 2 nd place = # of entri -1, etc. Exhibitor may move up 1 class to compete with better competition, if they stay within their own age division. 4. Grand Championships, including Sangster and McVay Grand Champions, will be awarded 4 points and Rerve Champions, including Sangster and McVay Rerve Champions, will be awarded 2 points. 5. Gymkhana points are determined by fastt tim. Points will be awarded by fastt time (ag 9-19) for the following class; cloverleaf, flags, keyhole, pole bending, speed & action. Ribbons will be awarded in each age division for the following class; cloverleaf, flags, keyhole, pole bending, speed & action. 6. Project books are optional. Points for project books will count toward High Point and State Show. For project books, points will be awarded as follows: A rating = 6 points, B rating = 4 points, C rating = 2 points. Project books will be turned by 2 nd Qualifier. 7. All High Point awards and State Show Delegat will be announced at the awards ceremony on Friday night of the fair. 8. In case of a tie, 2 trophi will be awarded in the rpective division. 9. Individuals receiving High Point Overall will be excluded from receiving High Point Fair Week Trophi. 10. All trophi will be awarded to Horse/Pony with hight points accumulated in each division. 11. Overall Trophi will be awarded for High Point English & Wtern Horse to individuals accumulating the most points in approved class from the qualifying shows and the fair. 12. Points for High Point Fair Week and High Point Saddle Seat and Hunt Seat Horse, Wtern Horse will be accumulated for the following class: Showmanship, Equitation, Pleasure, Wtern/English Riding, Championship, Wtern Reining, Trail, Drsage, and Jumping. 13. Exhibitors must specify ON THEIR HORSE ID SHEET, DUE MAY 1 st, whether their points to count toward English, Wtern or Gymkhana and ride or show in that specified seat/attire for the following class: Showmanship, Wtern/English Riding, and Trail. If not specified, points will be counted as Wtern. 14. Gymkhana Trophi will be awarded as follows: a. The Charlie Becker trophy is given to the bt horse and rider team based on speed and sportsmanship during fair week. b. High Point Fair Week Gymkhana trophy will be awarded to the individual for Thursday of fair week speed events. c. High Point Overall Gymkhana trophy will be awarded to the individual who accumulate the most gymkhana points from the qualifying shows and fair week. STATE SHOW QUALIFICATIONS 1. State show delegat will be chosen by the following criteria: a. Delegat must be 13 years of age by 4-H rul. State ag, are considered Juniors and Seniors. b. Delegat must have completed work assignments. One work day is required if working towards points for the State show. c. If there are at least 15 State Show Delegat in a given year, the candidat will be selected from the top point earners. If this number is below 15, candidat who were not selected as delegat the previous year will receive perference, providing they have sufficient points to compete at the state level. ~ 46 ~

4 d. Individuals who are 19 years of age, and have met all qualifications for Delegate, may attend the State Show regardls of whether they have attended the previous year, if they qualify in number of points. e. Individuals must have 2 consecutive years of showing in Sanilac County 4-H Horse Project area. For example 2012 & f. Leaving the fair early will be taken into consideration by the Horse Committee. 2. State Show points are accumulated from the following class: Fitting and Showing, Equitation, Pleasure, and Wtern/English Riding, Wtern Reining, Championship,Trail, Drsage, Jumping and Record Books. 3. Gymkhana points will be kept separately for Gymkhana State Delegate(s) based on the bt tim. See Rule #1- above 4. Every exhibitor is required to show in at least 1 showmanship class in order to be eligible for the state show. 5. If there is a tie, both exhibitors will be sent if possible. However, the Horse Committee rerv the right to handle each tie on an individual basis. 6. Every youth who is of age to attend the State 4-H Horse Show MUST get 1 trophy sponsorship for fair in order to qualify for the state show. FAIRWEEK- BARN REQUIREMENTS There will be an informational meeting at the Announcer s Stand on the 1 st Sunday of fair week at 8:00 p.m. for all horse exhibitors, parents, and club leaders. A club leader from each club must be prent to assure compliance from exhibitors in their club and attendance will be taken. Fair week rul are subject to chang and any chang and new information will be discussed at this meeting. Exhibitors must agree to leave their horse on the fairgrounds from the time of entry until 6:00 a.m. on Sunday unls they have arranged for early dismissal with the Superintendent of Hors and the Horse Committee. (See Contract on reverse of Horse/Pony ID Sheet). Exhibitors wishing to leave fairgrounds on Sunday morning between the hours of 6:00 a.m. & 9:00 a.m. must lead hors and carry all tack to the east end of the fairgrounds. No motorized vehicl will be allowed Wt of the main driveway at the east end of the fairgrounds until after 9:00 a.m. If this rule is violated the privileg of leaving at 6:00 a.m. instead of 9:00 a.m. will be revoked and the time of departure will return to 9:00 a.m. Approval must be given for 4-H Fair exhibits if they need to be removed from the fairgrounds prior to the Sunday release tim. That approval is only for a sick animal or youth OR a family emergency. If approval is not given and exhibits are removed, prior to the release tim on Sunday, all awards, premiums, trophi, ribbons, and State Show delegate opportuniti will be revoked for any and all exhibits that are removed from the 4-H Fairgrounds prior to the release time. In all instanc, the General Superintendent for the project area must be notified to initiate the requt. After discussing the situation with the Superintendent, an early removal requt form must be picked up at the Fair Office to proceed with the requt. A requt for an exhibit early removal must be completed and approved. That approval must come from the project area committee, including the General Superintendent. RETURN THE FORM TO 4-H OFFICE IMMEDIATELY AFTER SIGNING. 1. Leaders must have stall sheets in to the Extension Office by August 1 st. No barn sheets will be accepted prior to May 1 st. NO stall sheet will be accepted after August 1 st. 2. No hors will be allowed in the barn before Noon on the 1 st Sunday of Fair. 3. Decoration of horse barns may start 5:00 p.m. to 9:00 p.m. on Saturday of fair week or 9:00 a.m. Sunday of fair week. Subject to change. 4. No club is to enter hors in any barn without having checked in with the Horse Committee Reprentative. 5. A club leader or reprentative must be on the grounds to check in their club s hors on Sunday of Fair. 6. The club leader is rponsible for determining which hors are compatible and assigning stalls for their area. 7. A club leader or reprentative is rponsible for corting members to their assigned stalls. 8. Once a horse enters a stall, it cannot be moved to another stall without approval of the Horse Committee. 9. Mar and nursing foals will be given first priority for stalls. 10. Hay bags must be secured to the overhead eye bolts in an approved manner. A Horse Committee Reprentative will visit each barn to demonstrate approved methods (if needed). 11. Water buckets with bails must be hung from the bucket hardware in stalls or attached to eye bolts with double-ended snaps. Water or feed buckets without bails may not stay in the stalls at night without approval of the Horse Committee. 12. All hardware added to stalls must have prior approval from a Horse Committee member. 13. Enter and exit the barn using the door clost to your stall. 14. Stalls must be cleaned by 10:00 a.m. each day. ~ 47 ~

5 15. Keep your aisle area clear of tack and tools. Sweep shavings and debris frequently. The aisle is for the public to walk in to view the animals. 16. It is your rponsibility to clean up any ms your horse mak in the aisle or on the asphalt of the fairgrounds. 17. Saddle your horse in the stall whenever possible. The general public is not accustomed to hors. 18. If possible, have a club reprentative available in the barn at all tim. 19. Do not place a sign on your stall stating Horse Bit. You may however, place a sign stating Please Do Not Pet This Horse. 20. A Horse Committee member will inspect the barns at closing time or approximately 11:00 p.m. each night. Please have a club leader or reprentative available in the event some corrective action regarding a stall or horse is needed. A Horse Committee member will not enter a stall except in an emergency. 21. In the event of an emergency, contact one of the Barn Superintendents or a Horse Committee Member. 22. In the event of human injury, contact any Horse Committee member. They will contact a dignated Emergency Rponse Personnel. They will asss the situation until the ambulance arriv. An Incident Report must be filled out immediately. 23. Hors cannot be taken from the barn on Friday while the Livtock Sale is taking place. (approximately 10:00 a.m. to 3:00 p.m.) 24. After 7:00 p.m. on Friday, other exhibitors showing another members horse in the open show on Saturday, may ride in the arena. 25. All hors shall be back in the barn by 9:30 p.m. each night. No hors shall be taken out of the barns after 9:30 p.m. Exception may be granted only by the Horse Committee or Superintendent. 26. The Sunday of check out, a club leader must be prent in the barn until all exhibitors are checked out by the Horse Committee. 27. Prior to check out, stalls must be cleaned and swept out. CLOVERBUD GUIDLELINES All state 4-H Cloverbud horse guidelin will be followed as written in the 4-H Horse & Pony Project Show Rul and Regulations 4-H 1145 (rule book). 1. Cloverbuds may show any horse or pony that is suitable to their experience and ability. This includ an older exhibitor s horse, a parent s, siblings, or any other suitable horse. 2. All Cloverbud showmanship & lead line class will be held Monday of fair week. Additional class have been added for Cloverbud walk/trot youth throughout the week of fair. 3. Cloverbud exhibitors may trailer their hors in daily for the class, but must have their hors off the fairgrounds by 8:00 p.m. each evening. 4. A horse may be shown by more than 1 Cloverbud participant, but not in the same class. 5. Hors hauled into the fairgrounds for Cloverbud class may be stalled at the fairgrounds, providing there is sufficient room to house them. This will be determined on a year to year basis. However, Cloverbud participants may show an older exhibitor s horse that will be stabled on the fairground during the week of fair. 6. Cloverbud exhibitors are required to follow all of the fair guidelin and requirements, including Coggins and shot requirements. 7. Cloverbud exhibitors must be registered and have I.D. Sheets and Cleanlins Policy in by May 2 nd. 8. All Cloverbud exhibitors must have a parent or guardian prent at all tim when in contact with their horse or pony. This includ all cleaning, feeding and watering of their project hors when stalled. 9. All Cloverbuds must wear an ASTM or SEI approved helmet at all tim when mounted. 10. All Cloverbuds ag 5 and 6 must have a parent or guardian prent in the arena while the child is showing. 11. Cloverbud participants may show in the 5-8 year old showmanship class, and the lead-line class, or the walk-trot class. Cloverbud participants may not show in both lead-line and walk-trot class. 12.
