6 Parliamentary Veterans Rugby Rules of Play These Parliamentary Rugby Rules have been designed to increase the enjoyment of the game, eliminating over-vigorous play and minimising the chances of injury. They do not permit in any form unsportsmanlike behaviour or deliberate offside play. All players are reminded of the ethos of veterans and parliamentary rugby: to foster national and international relations, development and friendship through Parliamentary rugby 1. All 8 forwards must remain bound in the scrum until the ball has been cleared (Law 20.3) and the scrum half must not follow the ball around. 2. Scrums will be non-contested, without pressure or movement (Law 3.13), or striking by hookers against the head. 3. Players may kick the ball only in or from their own 22. No passing the ball back into the 22, or kicking otherwise apart from penalties/conversions. 4. No player may run more than 20 metres before passing the ball. 5. In line-outs all 8 forwards must take part, with no quick line-outs. 6. Players must observe the offside rule at rucks (Law 16.5), mauls (Law 17.4); 5 metres at scrums (Law 20.12); and 10 metres from line-outs (Law 19.3). 7. After a try, the scorers shall restart to the other team (7-a-side variant). 8. There shall be rolling, unlimited substitution of players. 9. Players must observe the tackled ball rule, releasing the ball immediately; no other than the tackler may attack the ball on the ground (Law 15); and no blowouts of players are permitted around a ruck (Law 16.5 (d)). 10. The game shall be played over four 20 minute periods. Tackling Older Players Rules These will be explained prior to the kick-off for safety s sake, should there be any over 60s players taking part in the game, wearing red, gold or purple shorts.
7 Commons & Lords RUFC The Commons & Lords club was founded in 1983, is affiliated to the Middlesex RFU and plays regularly against the parliaments of the original Five Nations founders, with the occasional foray against the Italians, too. Since the 1995 Rugby World Cup in South Africa, the club has also taken part in tournaments involving the Springboks, Australia, New Zealand, France, Argentina and Japan and next year during RWC 2015 we will host the event again. The club also raises money for charities, including the RFU s Injured Players Foundation. It is a privilege to do so at Twickenham again today - keeping alive a fixture which started here in 2006 against a vengeful New Zealand Parliament, still smarting from defeat against the club during the 2005 British Lions tour. Newcastle (Staffs) RUFC Newcastle was formed in 1947 as a new club in the Potteries to accommodate the huge number of players returning after World War II. Since 1955, the club has been playing at its current home at Lilleshall Road in Clayton, Newcastle, where the latest major upgrade is now underway for players and local community for this summer. The club currently plays in the Midlands 3 West (North) West) Division, where it lies mid-table, having missed promotion in the previous two seasons by just a point. Success this year has come in cup competitions, reaching the semi-final of the Midlands Senior Vase and the final of the Staffordshire Intermediate Cup. Alongside three senior men s teams and two Colts teams, Newcastle has thriving Mini and Junior sections with age groups from Under 7s to Under 16s. Today s team is a mix of regular Vets and semi-retired players, all looking forward excitedly to the match and, for some, a glorious way to "hang up their boots". Trentham RUFC Trentham also hails from North Staffordshire, was established in 1948 just after the war and is based in Trentham in the south of Stoke-on-Trent. The club currently plays in South Lancs/Cheshire Division 3, where it is battling for promotion - heading the table, but just a point ahead of teams in second and third place. In addition to the senior teams, the club also has a thriving Mini-Junior section, some of whom are here today supporting their veteran parents. Today's squad is a mixture of long-standing and more recent Vets who get together on a regular basis to play other local clubs, including our neighbours and rivals Newcastle, whom we join today. Everyone is looking forward to running out on the hallowed turf to do battle with the Commons & Lords RUFC and Newcastle s MP Paul Farrelly, a former Trentham player.
