1 NATIONAL TALENT IDENTIFICATION AND DEVELOPMENT Rules & Policies Version 8, 2012 (Amended 30 th November 2012)

2 INTRODUCTION These guidelines contain the criteria applied by the National Development Coach Coordinator (NDCC), the NTID Selection Committee and approved by the NCC and BOD, in recommending and/or determining the selection of men and women as a National Talent Identification Development Team representative. The NTID guidelines are part of a long-term strategy to develop the young men and women as a competitive international base of Judo in Australia, especially towards future Commonwealth and Olympic Games. They are designed to ensure that the athletes are given the opportunity to develop and compete at a level appropriate to their abilities. They also aim to promote the openness and transparency of selection procedures and criteria. It is my hope that athletes, coaches and other officials wishing to pursue international competition become familiar with the selection guidelines contained in this document. 3 NTID OFFICALS NDCC National Development Coach/Coordinator (Selected by BOD) As at 1 st November 2010 Dennis IVERSON NTID STATE COORDINATORS (Selected by the States) States will be asked to notify the NDCC by December 1 st of the current year as to who will be the State Coordinator for the following year. The State Coordinator can be ongoing. The position of the state coordinator is to assist the NDCC. Duties include helping run State NTID days & NTID AIS Camps. The NTID Committee is selected by being: The longest serving NTID State Coordinators 1 must be a female The NTID committee makes all decisions by majority vote regarding: Squad/Team Selections (Competitions & Training Camps) based on NTID Athlete Assessment Table Amendments to Rules & Policies Behaviour Issues & Outcomes Funding of athletes in the NTID These decisions are then recommended to the National Coaching Commission (NCC), then to the JFA Inc. Board who will approve or suggest changes to these recommendations. As at 1 st January 2011 Chair Dennis IVERSON NDCC John BENNETT QLD State Coordinator Sue GARDINER NT State Coordinator NTID RULES & POLICIES COMMITTEE The NTID Rules & Policies can only be changed or modified once a year. In the current year the team will be selected based on the current rules in DEC for the squad the following year. Changes can be made for the selection process for the following year but must be out as of Jan 1 st of the following year. 1 NTID COACHES AIS CAMPS All State Coordinators are encouraged to apply to attend any AIS Camp if possible. The number of coaches will depend on availability & funding. (approx. 4-5 coaches). Expressions of interest and selections will be sent out prior to a camp. NTID COACHES International Competitions / Training Camps All State Coordinators are encouraged to apply to attend any of these events when possible. The number of coaches will depend on numbers and funding. Expressions of interest and selections will be sent out prior to an event. Priority will be given to: 1. National Coach 2. Current State Coach 3. Former National and/or State Coach but current club coach 4. Club Coach MUST have attended one (1) AIS CAMP minimum MUST have a NCAS accreditation #Note: Athletes Assessment Survey of coaches after camps/events will be taken into consideration. 1 Unless in exceptional circumstances, due to the constantly changing IJF directives, ASC governance policy & funding changes, the NTID rules & policies may require adjustment. When issues arise or are identified, the NDCC will seek approval from the NCC & JFA Inc BOD for any proposed solutions. 3

4 NTID ATHLETE - SQUAD SELECTION The selection/assessment process and squad membership will be by calendar year (January to December). Athletes will compete for the whole year, and attend a squad / NTID session once a month from Feb Nov which will run alongside State Squad sessions. The squad is selected at the end of the year after this process. The top athletes will then be on the NTID Squad for the following year. NTID SQUAD PREREQUISITES Must be an Australian Citizen Must be a current financial member of a State Judo Association of the JFA Inc. The competition points will go towards their Competition Points section of their assessment. Athletes are allowed to fight in any weight division and will not be penalised if they change divisions. NTID Competition Points have been assigned to: Domestic Competitions International Competitions National Championships Oceania Championships National Category E Competitions ACT / QLD / NSW National Category F Competitions VIC / SA / Arafura Games / WA World Cups World Championships Athlete s points will be accumulated from: International Competitions - results gained in Young Men/Women & results gained in Seniors National Championships - results gained in Young Men/Women & results gained in Seniors. State Opens - best 2 results in Young Men/Women & best 2 results in Seniors. 5,7 Note: Athletes must win at least one fight (not by forfeit or injury) to gain points. It is recommended to increase competition experience; the athlete competes in his/her age category as well as the next one up. 2 This is for the health and safety of all athletes. 3 An athlete, who is 19 turning 20 in the following year, will not be eligible for that following year. An athlete, who is 14 turning 15 in the following year, will not be eligible for that following year, as they must compete in CADETS for a full year first. (see footnote 12) 4 If unable to attend due to being injured / sick, than you must produce a medical certificate at the next State / NTID training session. This will NOT count towards a session as you still can attend 70% but may count towards funding. If away on an NTID trip than no need for any letter and this will count towards training. 5 If an athlete is injured before the Nationals, they still may be eligible provided he/she produces a medical certificate suitable from an accredited professional, via or post, within 2 weeks after the event. Points can be then used from a third State open, but still may only use one from category F. If he/she hasn t fought in a third State Open then they will still be eligible for selection but no extra points. 6 Please note the minimum competition requirement to count towards eligibility is two competitions from category E or one from category E and one from category F. 4

Athlete s points will be accumulated from all International Competitions, National championships and his/her best two results in the State Opens from JUN & SEN. 7 Athletes must win at least one fight (not by forfeit or injury) to gain points, unless they are the sole entrant. The assessment is conducted through out State / NTID training sessions. The NDCC with the help of the State Coordinator will assess. Examples of what is looked at: Athlete is enthusiastic and giving 100% Athlete is working very hard Athlete is showing signs of hard work Athlete is just going through the motions Athlete is walking around disinterested. 7 Please note the minimum competition requirement to count towards eligibility is two competitions from category E or one from category E and one from category F. 5

6 Attendance State / NTID sessions 10% Athletes wanting to become a member of the squad or stay on the squad must attend the State Squad / NTID sessions. Each State will run 8 session spread even through out the year and athletes must attend a minimum of six (6) to be eligible for NTID and must have their name appear of the NTID State Record From. 8. (See Appendix C) Elite Nage Komi Test 5% Athletes will be given a score out of 10 regarding his/her total throws during the Test. The scoring has been taken from past NTID athlete s scores & scaled to weight divisions. HR s will not be used. (See Appendix D) Total Throws < > Beep Test 5% Athletes will be given a score out of 10 regarding his/her Beep Test score. If injured then you will need to provide a medical certificate within a week to the State Coordinator or NDCC, if constantly injured than you jeopardies your chances. 9 The athlete s score will coincide with whatever weight division he or she competed in at the last competition unless they state, they are going up a division. 6

7 NTID ATHLETE - SQUAD MEMBER, CAMPS, COMPS & FUNDING The new squad for the following year will be announced at the end of the year. NTID SQUAD MEMBER To remain on the squad and be eligible for its benefits athletes: Must attend State / NTID Training sessions with a minumun of 6. 8 Are recommended to attend the Club of Excellence (if in your state). Must attend AIS Camps 10 Must participate in the National Championships. 11 Must report any injuries / operations to the NDCC or state Coordinator during your membership , 13 & 13 Must participate in any international event he or she is selected for. Must have exemplary behaviour as an NTID representative. Any athlete who doesn t do what is asked by the NDCC or any other NTID coaching staff, with in reason, will be given a warning and then the next time sent home, therefore jeopardising their future spot on the squad. Some examples: Not turning up for testing or training (even being continuously late) Not using the Recovery centre correctly. Creating too much noise and disturbing athletes late at night NTID AIS CAMPS There will be two (2) AIS Camps a year. (approx April & October school holidays) Squad Athletes invited and funded Reserve Athletes invited and funded depending on budget availablity Extra athletes may be invited or asked to attend, but may need to pay own travel expenses. This will depend on funding & space if we have international visitors. Athletes turning 15 in that year will be eligible. 14 SELECTIONS FOR INTERNATIONAL COMPETITIONS The selection process for Cadet & Junior Competitions is a s per the JFA INC. or is usually taken from the last 2 competitions which may consist of: FEB ACT Open MAR QLD Open APR Oceania JUN Nationals SEP NSW Open SELECTIONS FOR FUNDING FOR NTID ATHLETES FOR INTERNATIONAL COMPETITIONS Firstly athletes must be selected in the required division for the elected competition. From their athletes funding will be based on the NTID ASSESSMENT TABLE. How many are funded (number, sex, age) or the amount will depend on the budget. 15 (See Appendix A) SELECTIONS FOR FUNDING FOR NTID ATHLETES FOR INTERNATIONAL CAMPS Depending on the location will depend on the age group that will be sent. (ie: Japan JUN & possibly CAD, Europe JUN) From their athletes funding will be based on the NTID ASSESSMENT TABLE. How many are funded (number / sex) or the amount will depend on the budget. If an athlete has changed division through out the year he/she is still capable of being selected. The result from the last time he/she fought in the old division will be counted provided he/she obtains a medal in the new division. This is only for International Camps NOT competitions. 16 (See Appendix A) 10 Except if he/she has school/trade//uni exams or prearranged international training by NDCC. You will need to provide an official letter. 11 If an athlete is injured before, he/she still may stay on the squad provided he/she produces a medical certificate suitable from an accredited professional, via or post, within 2 weeks of the injury/nationals. Depending on the injury and the timing of the next trip away, an athlete may not be eligible for selection. 12 A medical certificate is required to explain his/her injury & to confirm recovery. If he/she attends an event within the NTID & doesn t report the injury prior, and he/she then re-injures it again, he/she may incur any costs associated with the injury. Ie: medical, flights, accommodation. etc. NTID can t afford athletes attending events not physically fit & be sent home or not participate. If reported & selected, it is then at the risk of the NDCC committee and not the athlete. 13 If funded 80% or more of the trips cost 14 The NTID Committee will do the selection of the 5-10 extra athletes. The basis of his/her selection will be based on where the athlete was placed after the initial NTID Squad selection; and/or the performance during the year at that time; and/or the best partner needed. If an athlete is 14 turning 15 and has proven themselves in Juniors at that time, he/she may be eligible to attend as an extra. 15 If athletes receive funding from more than NTID and it exceeds the cost of the event, the funding will come from other areas first than NTID, with the difference to remain in the NTID budget and not be allocated to athlete. 7

9 NTID STATE COORDINATOR - POSITION DESCRIPTION APPENDIX B NTID STATE COORDINATOR Summary / Reason: The State Coordinator will work with the state and NDCC towards developing the states young Judo athletes. The selection of the State NTID Coordinator is up to the state to select a person whom they deem capable of carrying out the duties required. The idea behind the state coordinator and state sessions are, to help reinforce training habits, help assist all young athletes NOT just NTID and to help the state to combine with any state initiative such as squad training. The idea is a state focused training group to train together and will also give an extra-added reason to attend. Some athletes don t train before or after competitions and AIS Camps. At the 1 st December in the current year each state is asked to provide the NDCC with their selected State NTID Coordinator for the following year. Each state is to run selections as they see fit. Duties & Responsibilities: Pass on all NTID correspondence to the State, clubs, coaches and athletes within your state. Coordinate the 8 sessions between FEB-NOV, dates, venues and times for the NTID / State sessions. Provide the dates with enough notice for athletes, potentially place in the state yearly calendar. Make sure 3 of the 8 sessions are in a regional area if the state has an identified area of potential. Coordinate the running of each session, Testing and Judo Technique/Randori. Must be able to run one (1) test every NTID / State sessions. (approx min depending on numbers) Eg: Session 1 Beep Test Session 5 Beep Test Session 2 Elite Nage Komi Test Session 6 Elite Nage Komi Test Session 3 Beep Test Session 7 Beep Test Session 4 Elite Nage Komi Test Session 8 Elite Nage Komi Test (If you choose to run both tests that s ok, but please alternate which test is run first.) Must be able to run each test. NDCC will provide the Beep Test (CD) & ENKT procedure and training if required. Record all the data from each test, to be submitted to the NDCC within one (1) week of running the test. Manage and liaise with NDCC with any complaints regarding the NTID in the state. Attend NTID AIS Camps when and if possible. The State Coordinator must not be a current athlete still competing. 9

It is also known as the 20 meter shuttle run test, beep or bleep test among others EQUIPMENT Flat non-slip surface, (judo or non Judo surface) Marking cones, tape or chalk 20m measuring tape Beep test cd, cd player and recording sheets. PROCEDURES This test involves continuous running between two lines 20m apart in time to recorded beeps. The test subjects stand behind one of the lines facing the second line, and begin running when instructed by the cd or tape. The speed at the start is quite slow. The athletes continue running between the two lines, turning when signaled by the recorded beeps.(straight turns no looping turns) This continues each minute (level). If the line is not reached in time for each beep, the subject must run to the line turn and try to catch up with the pace, if he/she fails to reach 2 lines in a row, than the last time he/she made it too a line is their score. Also, if the line is reached before the beep sounds, the athlete must wait until the beep sounds 11

12 NTID ATHLETE AGREEMENT FORM Judo Federation of Australia Inc JFA & NTID Athlete s Agreement APPENDIX E This agreement made the day of,201, between the Judo Federation of Australia Inc. (herein after called J.F.A. Inc. of the part, and (Name) (herein after called the athlete ). of (Address) Whereby it is as follows: - In consideration the J.F.A. Inc. accepting the athlete as a member of the J.F.A. Inc. National Team/ Squad and the NTID program/ squad, the athlete agrees, undertakes and covenants as follows; 1. a) To travel to and depart from the place of assembly of the Team/Squad upon the dates required and by the means of conveyance decided upon by the J.F.A. Inc.. b) To have in place a travel insurance policy for all international trips, confirmation of which should be given to the team manager. c) To remain under the control, management and direction of the appointed person in all respects from the agreed date until my official release from the Team and to comply with all reasonable orders and instructions given by the appointed person during that period. d) To conduct myself in a proper manner and to exercise my best endeavours to render myself fit for competition as required and to return to my home State forthwith if ordered to do so by the manager or appointed person. e) To disclose forthwith to the manager or appointed person any injury that might prejudice my taking in the intended competition or activity. f) If I am unable to compete in my contest at the intended competition or activity through injury or illness, to be released from the Team/Squad, if so directed by the manager or appointed person. g) On all occasions prescribed by the manager or appointed person, to wear only clothing issued by the J.F.A. Inc. h) To be filmed, televised, photographed and otherwise recorded whilst a member of the Team/Squad, under the conditions and for the purposes now or hereafter authorised by the J.F.A. Inc. j) i) To neither take nor use drugs or stimulants prohibited by the WADA list, or participate in other practices prohibited by WADA ii) To comply to the JFA Inc Anti-Doping Policy iii) To provide the JFA Inc with my current contact details upon request, and in any event within 14 days of them changing, and to provide the JFA Inc and/or any anti-doping agency with details of my training times and locations upon request and in a timely manner, which details may be provided to the Australian Sports Drug Agency (ASDA). k) To observe the policy of the J.F.A. Inc. which prohibits any athlete, coach, official or any other accredited participant of the Team/Squad from being accredited as a journalist or performing any functions for or on behalf of the media whilst a member of the National Team/Squad unless specific approval has been granted in writing by the manager or appointed person. l) To stay in the allocated Team/Squad accommodation for the period of time required. m) To comply with the J.F.A. Inc. Code of Conduct, Rules and Regulations. n) To not knowingly or consciously advocate or participate in any illegal activity or be obscene, defamatory or otherwise violate the rights of any nature whatsoever of any person whilst a member of the J.F.A. Inc. National Team/Squad. o) To neither wear clothing nor promote products that feature the logos or otherwise of companies in direct competition with the J.F.A. Inc. National Team/Squad. p) To consume no alcohol regardless if 18 or 19 years old while on an NTID event or being funded by the NTID program. 12

Provide always and it is hereby mutually declared and agreed as follows: a) That in the event of any breach of the terms and conditions, undertakings, authorisations, declarations and covenants of this agreement by the athlete, the J.F.A. Inc. may, i) Release the athlete from the Team/Squad forthwith, relating in the athlete possibly having to refund the J.F.A. Inc any cost incurred and funding they may have received. ii) Exclude the athlete from the competition iii) Deprive the athlete of any allowance. 3. The athlete hereby declares that he/she has not committed any omission whereby he/she may have become ineligible to compete as a member of the J.F.A. Inc. Team/Squad. 4. The athlete hereby authorises any J.F.A. Inc. appointed medical officer to make full disclosure to the J.F.A. Inc. manager or appointed person of any diagnosis or treatment he/she has made or prescribed for the athlete. 5. The athlete hereby declares that he/she accept as final all decisions of the J.F.A. Inc. in regards to National Team/Squad selections. In the witness whereof the parties hereto have this day signed this Agreement.
