5 6-8 July 18 Communiqué n INFORMATION FOR THE TEAM MANAGERS 1. Official communiqués To limit the use of paper, the official communiqués for the teams will be sent by ; printed copies will be provided only on request at the Permanence. To receive communiqués and results by , please send an to the following address: info@rsstiming.com. Training The cycling road behind the stadium is the safest place to train. Please be aware that there be light vehicle traffic. Athletes must follow the village road regulations while training in open traffic: Athlete s failing to respect road signage restricting bicycles on principle roads can be stopped and ticketed by the police. Handbike athletes must use a safety flag on their handbike. Official training is allowed on the TT course, only Thursday, 5 th July, from 1. pm to. pm where race course will be closed to traffic (except the bike park). Time Trial The race course will be closed (vehicles and cyclists) 1 hour before the start. This closure is for vehicles and cyclists equally and the course will not be secure until the start of the first race. Race will run clockwise and only the northbound side of Rondweg will be used ; U turn will be placed just before the roundabout, running on left handside direction. All riders must exit the course before 9. am and after this time, only competitors are allowed on the course. Stationary Team service (pied à terre) from the side of the road is allowed. Teams may position themselves along the route as they wish (before the first rider starts) and must remain in place until the last rider in the start wave is finished. Neutral service pits by Shimano will be placed along the course. At the out and back (Rondweg) riders may access Shimano service from both sides of the course. Following cars are not allowed due to the short length and multiple laps of the course. 4. Road Races The racecourse will be closed (vehicles and cyclists) 1 hour before the start ; after this time, traffic on the course is forbidden. Warming up will be possible on the bike park, close to the finish line Races will run counterclockwise, and the northbound side of Rondweg will use all lanes. After the first U turn, southbound on Rondweg, only the left lane is available. Local traffic will be moving slowly in the right, southbound lane, outside the course barriers. The sign-in for the athletes as well as the call-ups for the start will be conducted, just before the finish line. Neutral Service is provided by Shimano Team with cars. Teams are requested to provide wheels for the athletes they want to be assisted. The feed zone is located at Ullevi road, just before the last corner of the start/finish lane. The area will be marked with signs. It is forbidden to park Team cars in those zones :11 /

6 6-8 July 18 Communiqué n Feeding zone 5. Team Relay The race course will be closed (vehicles and cyclists) minutes before the start; after this time, traffic on the course is forbidden. Each participating Team in the Team Relay must present their start list to the Commissaires Secretary at the Finish Line Commissaires office, Saturday 7 th July before the Team Relay meeting. A Team Relay meeting will be conducted Saturday, 7 th July after the last protocol ceremony at Finish Line. (7.15 pm approx.). 6. Doctor and medical assistance Stationary ambulance will be provided on the course and close to the finish line. 7. Anti-doping Will be conducted at the same location as classification, in the building adjacent to the Athlete Village Tent ²; the location is signed and directional arrows are provided. All teams and individual competitors are reminded of their responsibility to ensure that they are not required to attend the control before departing the venue after each race. Anti-doping controls in accordance with the regulations and on behalf of the UCI will be carried out by CADF and the Nederlands AD Authority at this event, so please review the information provided by the Doping Control Officer. 7 6-8 July 18 Communiqué n 4 ANTI-DOPING COMMUNIQUE 1. The anti-doping tests performed at the event will be in accordance with the regulations of the UCI, and carried out on their behalf by CADF (Cycling Foundation for Anti-Doping) together with colleagues from the Netherlands Anti-doping Authority.. The anti-doping control; station will be located within the soccer stadium of FC Emmen (De Oude Meerdijk, and will be signposted from the finish area of each event.. The numbers of the competitors required to attend the control will be posted at both the finish line and also at the control station. 4. Testing will be carried out immediately after each event and all competitors required to attend the control are requested to attend the control within minutes of their event concluding, or within minutes of any press conference that they may be required to attend. 5. All competitors attending the control must bring with them their licence, or if their licence does not contain a photo, an additional form of ID which does contain a photo. 6. All competitors may be accompanied to the control by a person of their choice. 7. Chaperones will used, but all competitors and managers are reminded that it is their responsibility to ensure that they are not required to attend the control before departing the venue. 9 6-8 July 18 Communiqué n 6 COMMISSAIRE'S COMMUNIQUE 1. Starters: Team Managers will have the opportunity to forward modifications to the Secretary of the College of Commissaires. Any change, after the first confirmation, must be notified before 1: pm (noon) the day before each event. Any replacement rider for a confirmed selection may only be from the list of riders already registered.. Equipment: As per UCI Regulation , all bicycles used in the competition must be in conformity with UCI regulations. The commissaire s panel will be available from 9h to 1h15 to pre-check the bike before the time trial. Riders must show for the bike check at least 15 minutes prior their official start. Reminder: The start will be refused if the bicycle or the equipment is not in conformity with the regulations. Reminder Rule article 1..64: When a rider no longer holds the title of world champion, he may wear rainbow piping on the collar and cuffs of his jersey, to the exclusion of any other equipment. However, he may wear such a jersey only in events of the discipline, speciality and category in which he won the title and in no other event. In compliance with the provisions and 1..59, he is not authorized to add the rainbow piping on his national team clothing. Any other rider is not authorized the use of rainbow piping on jersey or equipment (bike, wheel, handlebar, etc.), article To avoid any issues prior the time trial, riders/managers are advised to attend for a pre- check well in advance of the designated start time. Since the new layout of the world champions jersey have been given at the award ceremonies in Pietermaritzburg, it is now not allowed to wear the old ones anymore. Please inform your athletes and make sure they are wearing the correct jersey during the competition and medal ceremonies. The athletes wearing the wrong jersey at the next events will not be allowed to race (art 1..6 and following). Disc brakes are permitted for all bikes. (1..5) Riders are reminded of Regulations and..4 (in part) The use of radio links or other remote means of communication by or with the riders, as well as the possession of any equipment that can be used in this manner, during an event is prohibited except in time trial events. A rider who uses a prostheses, orthoses or impairment adaptations to any cycle, needs to bring the certification of approval from the UCI to the bike check.. Helmets colours for the mass start road races: The following helmets colours are mandatory for each sport class: See article Please be reminded, riders using the wrong colour helmet in the competition will not be allowed to start and/or will be withdrawn from the race and disqualified. 4. Numbers and Transponders: Transponders will be supplied and must be fitted. Numbers must be displayed as prominently as possible. Transponders need to be return after all their National Team and Independent athletes have finished their races. Time Trial: Only one number is required, in the lower back, on the right side. Frame numbers are not required. For the handbikes: one sticker is required on the right of the helmet. Road Race: Two body and helmet numbers are required. The frame number is also required and must be visible from the left handside. For the handbikes: two stickers are required on both sides of the helmet, one bib number on the left leg and one number frame number on the safety bar like on the picture and from regulation article For the Team Relay: new numbers will be issued. 10 6-8 July 18 Communiqué n 6 5. Call up order for the road races: According to UCI Rules, riders will be called up approximately 5 minutes before the start of each event. All riders must present themselves meters behind the start line ( meters behind the first group for the next group) no later than 1 minutes before their start time for the call up. Riders are reminded to sign on prior to call up. 6. Neutralized starts Neutralized starts will be organised for the MC1- race and the WC-race. 7. Ranking If one or more riders have been overtaken by the lead of their race (the same bib color), they shall continue competing until the race leader starts his last lap. The bell will ring to announce the last round to all the riders of the same race. ( ). If a rider is lapped by his race leader in his last lap, the race is finished at the next passage of the finish line. 8. Priority of the Jerseys: The order of priority of the jerseys shall be as follows: 1. The World Champion jersey. The leader's jersey of the UCI Cup. The National Champion jersey 4. The National team or club jersey Reminder to the team managers: If this priority applied to one of your riders, this rider must wear the appropriate jersey. 9. Drafting: Drafting in road race is only permitted amongst riders of the same starting group, any rider taking pace or drafting from a rider of a different group will be disqualified. Additionally cooperation of riders is only allowed among riders who did the same number of laps. 1. Team Relay: In addition to National Teams, the Team Relay will be open for Mixed Teams (Team composed by riders from different nations). The Mixed Teams will not receive any points for the World Cup event. Each team will be permitted only assistants in the team boxes, who shall be dressed in the Nations team clothing.for the first false start of a Team Member the Team will receive 1 sec. penalty as mentioned in article Feeding: Feeding is permitted only in the designated areas on each lap, except on the first and final lap. Feeding is authorized from both sides of the road. The feeders must stay in the designated feed zones. 1. Awards ceremonies: Reminder: All riders have to attend the official awards ceremonies in racing apparel. Individual riders have to wear their individual racing clothing. The gold medal will be awarded even if there is only one competitor (16.1.6). The minus-one-rule does not apply if the following conditions are fulfilled: The last athlete meets the minimum performance standard (see tables in art ) corresponding to the third place finisher in the next highest sport class present in the race according to the percentages below. Road race: 96 % of the time of the penultimate place. Time trial: 97 % of the time of the penultimate place. Thank you for your attention and best wishes for the competition.
