2 RACE OFFICER S DUTIES The Race Officer (RO) is the principle person in charge on race day, including the coordination of all on water activities. It is important that the RO is fully aware of the clubs race and safety procedures. In the event of a major incident the RO will be relied upon to organize and delegate duties to insure a successful outcome. PRIOR TO RACE DAY 1. Organize Rescue boat Crews, Starter, Assistant Starter from the duty roster or confirm with Club Captain about start teams. Crew requirements in addition to rostered drivers Cerberus = (Starter + assistant Starter) Rescue 2 = (1 Crew minimum) Rescue 3 = (1 Crew minimum) Rescue 5 and 8 = Only if required as RIB s are used for Green Fleet (1 Crew optional) Tower = 2 minimum (RO, results coordinator one of whom must be a licensed radio operator) 2. Check with the rescue boat coordinator that drivers are OK. 3. Check if there is a Trailable Yacht race on, if so they will need to be started at 11.00am or as arranged by class representative. 4. Check program for any special race requirements, such as addition starts or changed courses. This may alter amount resources required on the day. RACE DAY DUTIES 1. Be at the club no later than 2 hours prior to the start time, 12 pm for normal club races or am if starting Trailable Yachts. 2. Collect key from Regatta Office or Committee member on duty. 3. Sign on /off procedure. a. Insure all sign on/off cards are returned to the card storage rack prior to 12:00 noon. Check the Tower and/or sign off box. b. The sign off box must not be installed on the wall until all competitors have left the beach. c. At the end of the day, after everyone has finished and signed off, remove sign off box and place in tower (with all cards in it). d. Even if results have been done on the day, the cards are to left in the tower in the box. 4. Go to the tower and complete the following tasks. a. Raise Club Burgee plus on water orange and blue flag if trailables racing. b. Turn on radios. Normally Ch 73, but check with rescue boat drivers. c. Turn on computer in cabinet. d. Turn on screens for BRYC Weather Station. Note: Do not turn touch the power switch on PC. e. Install the finishing siren speaker, stored in the overhead cupboard on the eastern wall of the tower. 5. Access the internet weather site on the tower computer. a. b. Monitor the prevailing conditions and forecasts to determine whether the race will proceed. Prior to making a decision always consider the following factors and discuss with the race starter, the senior rescue boat drivers and the relative class representatives. i. Wind strength and direction. ii. Wave height. iii. Club resources and competency. iv. The skill of the sailors. 2

3 In rough or windy conditions check the Yachting Victoria recommended maximum class wind strengths. It is recommended that if a Strong Wind Warning is current for Port Phillip then extreme caution should be used before allowing the race to proceed. Racing should be called off for the day if either a Gale or Storm Warning is current for Port Phillip. 6. Write up Race Information on whiteboard in Regatta Office. a. Date & race b. Starter & RO c. Starting times d. Course details Long, or Short (Courses are displayed on the wall) e. Briefing if required f. Entry system for non-members is handled through the canteen in the Regatta Office. g. Make sure there are enough visitor entry cards with canteen staff. h. Put out a retirement sheet (spare sheets are found in the tower). i. Ensure there are enough Finishing Sheets. 7. Check if there are any changes to the sailing instructions posted on the notice board in the Regatta Office and fly appropriate flags from mast in yard. (Code Flag L) 8. Check equipment set up in Rescue boats a. Starters box (see Starter Duties for contents) b. Flags (be sure none are missing) c. Radios d. Buoys e. Start hooter (plus spare gas canister hooter) 9. Check that the drivers, starters and crews are present and are assigned to boats. 10. Discuss course, weather and other race details with starter and rescue drivers. 11. Organize the launching of Rescue boats (minimum of 1 hour prior to the first start). Ensure helpers are advised. Also you may need to check the tides, as launching may need to be done earlier. 12. Follow Rescue Boat Launch Procedure including role of RO. 13. Once the rescue boats are launched do a radio check with each boat from the tower to ensure good communications. 14. Endeavour to have the start boat in position and ready to start 15 minutes prior to the first signal. The RO should stay onshore in the tower; it is their duty to oversee the race management and the safety of the competitors. 15. After the on water start sequence is complete hoist the On station flags (orange and blue together). This is required for the finishing procedure for a tower finish. 16. After the start, you will need to write down all boats on water on the form provided. This may be done by removing the cards and checking them off in the tower, or at the on water racks in the Regatta Office. Note entry cards must be replaced to on water racks while boats are racing. 17. Liaise with computer results coordinator. Process competitor entries in computer and prepare for finishing. If a competent results coordinator is not present then simply retain the entries for later. 18. Maintain radio contact with all rescue boats and coordinate any recoveries. See disaster escalation document. The starter is advised to come in after all starts have been completed to help record finishing times and assist in the tower. Finishing 3

4 19. Record finishing times (not elapsed) on the Order of Finish sheets provided. See example. 20. Collect the retirement sheet 15 min after the last boat has returned to shore. 21. Prior to the retrieval of all rescue boats check that all boats have returned to shore by reconciling finished and retired boats against the race entries. 22. Process results in the computer and print off result sheets. Check all entry cards in on water racks are returned to off water racks. Reconcile any cards remaining in on water racks and identify status of all boats. 23. If a results coordinator is not available, then make a copy order of finishes and leave all entry cards next to the computer. 24. Make sure all results have been completed and posted on the notice board in club lounge. Liaise with committee member to organize presentation at approximately 5pm in the Clubhouse. 25. Organize the retrieval of rescue boats and ensure all equipment is packed away. Follow rescue boat retrieval procedure. Make sure rescue boats drivers fill rescue boats with fuel. 26. Remove and stow finish speaker and all flags in tower. 27. Fill in the RO Report. 28. Place original Order of Finishes and RO report in the folders or tray provided in the tower. 29. Check return of radios and life jackets in rescue boat room; lock up rescue boat room downstairs and tower. 30. Organize Protest committee if required. STARTER'S DUTIES 1. Attend Club no later than 12.00pm on race day. 2. Discuss with RO race details & assistants for the day. Check type of course and racing for the day, i.e. Long course for specials club days or 2 x short course or handicap. 3. Ensure that the starter s equipment has been loaded into start boat. a. Starters box i. Pen and paper ii. Stopwatch iii. Compass iv. Handheld wind speed gauge v. Rule book vi. Sailing Instructions vii. Start times and courses b. Flags (be sure none are missing) 4. Do a radio check with the tower and other rescue boats. 5. Be "ON STATION" (anchored) no later than 15 minutes prior to the first signal. 6. Start races as per sailing instruction, noting any changes to sailing instructions. Make a note of starting order and times, so the correct divisional time offsets can be used in the results. 7. After the starting sequence is finished return to tower with the divisional start times and assist with finishing procedure. Alternately, relay the start times to tower by radio and only return to shore after both start sequences have been completed. 8. The starter and RO must check results against "Order of Finish" sheet, and then post the results on Notice Board in Club Lounge for non handicap events. Handicap Event results require longer processing and will not be available on the day. 9. Check with RO that all duties have been completed. 4

By dividing the elapsed time by the lap adjustment factor before calculating the corrected time an overall winner can be determined. This needs to be checked when entering the results into the Top Yacht program. 12 Rescue Boats: Launching and Retrieval Procedure Lifting & Lowering of Rescue Boat Security Gates: Boat Safety Check Entry and Exit of Boat from Boat Storage Area Launching and Retrieval of Rescue Boat and Trailer Check Gate Hinge bracket is secure. Use blue marked poles for the two small gates and grey marked poles for large gate. 3 Persons per gate: two lifting and one catching. Ensure safety cable is always attached when gate is in the raised position. Clear area of all obstacles and persons not involved in process. Ensure Safety Chain is attached. Insert the two bungs. Fixed Radio into position and check power to unit. Check all race management equipment is aboard. Check all safety equipment is aboard and functional. Minimum of 3 persons to push and manoeuvre boat. Manoeuvre Dominators only required distance to connect restraining strap. Connect restraining strap to draw bar. Note all hard hulls are to always be clipped on when being manoeuvred into place. This means Cerberus connected to main winch with winch operator in position and Dominators connected to restraining strap prior to connecting winch cable when launching. When retrieving, connect restraining strap prior to disconnecting winch cable. Have wheel chocks ready. One person steering boat and two at stern of Dominator controlling speed. Chock prior end of restraining strap and prior to main gate. Connect winch cable. Only trained winch operator to operate winch Clear path of Pedestrians. Place Warning Siren in centre of public access road - Western side of launch ramp. Pedestrian control persons to wear high visibility vests and restrict all pedestrian movement in path of boat launch by using physical public safety barriers (chain and safety barriers). This requires 2 pedestrian control persons one for each side of launch ramp. Place public safety barriers in position on Eastern side of launch ramp on trailer access path. OOD or delegate to wear high visibility vest and position at main gate in eye and voice contact with both winch driver and pedestrian access person. OOD or delegate to communicate and advise on launch and retrieve progress. Ensure minimum of 2 persons to push and control boat. Unclip boat safety chain ONLY once trailer has entered the water and boat is ready to be pushed from trailer. Ensure boat safety chain is clipped on when boat has been winched back onto trailer, prior to trailer being retrieved. Note Safe Launch and Retrieve of Rescue Boats requires 6 persons in the following roles; 1x Trained and qualified winch driver 1 x OOD in position at main gate 2 x Pedestrian Control on either side of ramp/access way with chain barrier and public safety barriers (1 will operate light/alarm) 2 x persons pushing, manoeuvring and controlling boat (one steering and one assisting) 12

13 SAFETY BOAT STANDARD OPERATIONS RESCUE BOAT DRIVERS It is your responsibility to check all safety equipment before launching everytime. NB: There will be a laminated equipment list in each container. As the skipper of a rescue boat you are considered to be responsible for the general well-being of your crew whilst they are on board your boat. This includes their personal safety: therefore the club would like you to conduct a safety briefing for your crew each time you take out one of the club rescue boats. This briefing should be undertaken before you leave the jetty to go out onto the course, and it should include the following:- The location of lifejackets and how they are fitted A brief description on the use of the radio in an emergency A brief instruction on the use of the fire extinguisher A demonstration on how to stop the engine in case of emergency A brief instruction on the use of flares and other methods of displaying distress signals. Report to tower (if manned, if not then Cerberus) your departure from the harbour and the number of People On Board (POB) THE OBJECTIVE OF SAFETY BOAT OPERATION IS TO PROVIDE A SAFE ON WATER ENVIRONMENT FOR COMPETITORS HAVING DUE REGARD FOR BOTH EXPECTED AND UNFORSEEN CONDITIONS. THE PRIORITY IN EMERGENCIES IS THE SAFETY OF LIFE. NOT BOATS. DRIFTING OR ANCHORED BOATS CAN BE PICKED UP LATER. SAFETY OF BOAT CREWS ALWAYS OVERIDES THE PRESERVATION OF YACHTS. 1. CONTROL OF SAFETY BOATS: 1.1 Routine operational tasking and race control of Safety Boats remains with the Race Officer. They will provide instructions and direct Safety boats to routine tasks. 1.2 In the event of a major incident, the Race Officer will be assisted by the Safety Boat Coordinator. 1.3 The on water operation and safety of the Safety Boat remains with the Safety boat coxswain at all times. 2. GENERAL OPERATION OF SAFETY BOATS: 2.1 Boats should be operated in a manner consistent with good seamanship and within the laws applicable operation of vessels. 2.2 Boats must not be operated in a manner that will disturb competing yachts and they shall well keep clear of competing yachts unless providing assistance. 2.3 Safety boats shall be equipped with the minimum safety equipment required by law, supplemented by task specific equipment relevant to the operations being conducted. 2.4 All Safety Boat crew will wear a PFD Type 2 as a minimum while engaged in Safety Craft duties. 2.5 Where single crew operation occurs, use of the Kill Cord should be considered mandatory. 13

14 3. DEPARTURE FROM PATROL AREA AND DISMISSAL: 3.1 Except in emergencies, departure from assigned patrol area must be approved by the Race Officer. Notification of departure and return must be made via radio. 3.2 Safety Boats must not cease duty on water until dismissed by the Race Officer. 3.3 Crews are required to sign on and off each day. 4. GENERAL DUTIES: 4.1 Duties aboard should be split with crew delegated to various tasks. 4.2 Monitoring the fleet and observing weather conditions are primary tasks during the race. 4.3 Response to routine assists should be planned. 4.4 All capsizes and incidents should be attended within three minutes to check that the crew are OK. 5. PATROL PLANS: On Station 5.1 Areas will be designated for Safety craft and boats should remain in that area until dismissed or directed elsewhere. The start 5.2 When yachts make up to the start to commence the race, Safety boats should remain behind and follow the fleet onto the course. During the Race 5.3 Boats should follow the fleet until in their designated zone where they will remain. Assistance to Competitors 5.4 Competitors should be given every opportunity to assist themselves before intervention unless it is obvious immediate action is required. Crews should recognise when competitors require immediate assistance. Generally the standard of competitors will vary. When to intervene will require good judgement based on experience. If doubt exists or problems occur in this area contact the race officer. 5.5 While engaged is assists, a good lookout on the rest of the vessels in your sector should be kept. 5.6 Stability of the rescue boat should be continually monitored during assists. 5.7 Assists should be logged and include the identity of the vessel and sailor. 6. MAJOR INCIDENTS: 6.1 A major incident is an event that effects a large number of vessels in fleet. The most typical major incident would be a sudden weather change flattening the fleet. 6.2 In the event of a major incident, the priority is the safety and accounting for all competitors. Vessels may be anchored or left adrift and recovered later. Where vessels are abandoned, the rescue boats will indicate crew safe by attaching either a coloured marker buoy or plastic safety tape to the hull. 6.3 Accounting for competitors is of paramount importance. Details of Competitors recovered should be noted in order to account for them. Placing competitors ashore should be done at a location nominated by the Race Officer. 6.4 In the event of a competitor missing, the Race Officer is to be notified immediately and the last known position marked by a permanent buoy. 14

15 6.5 In a major incident judges and other official boats will be available to assist. The decision to involve them will be made by the Race Officer. 7. MEDICAL ASSISTANCE: 7.1 First Aid will be available on the water. Request for first aid can be made through the communications base. 7.2 Landing of injured persons ashore should be done at a location nominated by the Race Officer. 7.3 Protocols for notification of ambulance / medical treatment should be in place to ensure timely, accurate and location specific information to be passed to emergency services. 15

16 SAFETY PROCEDURE R.O. (TOWER) In the event of a major incident the RO will be relied upon to organize and delegate duties to insure a successful outcome. Level 1. Abandon Race - Winds 25 to 30 knots 1. Advise Starter and Patrol Boats 2. Appoint assistant shore Co-ordinator 3. Scan & supervise rescue operations by radio. 4. Begin listings of distressed boats. 5. Check all boats, skippers and crews are safe and accounted for. 6. Advise rescue crew and patrol to return to the club. Level 2. Outside Help Required - Further deterioration in weather, inability to cope with rescue operation required. 1. Station Rescue Boat (Cerberus) at leeward perimeter of course 2. Request outside help a. Phone Sandringham Y.C. and surrounding clubs. b. Confirm boat names and call signs. 3. Scan & supervise rescue operations by radio. 4. Appoint lookouts with binoculars. 5. Continue to plot all boats and their status. 6. Radio water Police if necessary. 7. Check all boats, skippers and crews are safe and accounted for. 8. Advise all persons assisting search when rescue operations are complete or give further instructions. 9. Update and Maintain Safety Log Level 3. Abandon Boats Severe Conditions rescue Skippers & Crews only. 1. Notify Rescue Boats to abandon yachts & just pick up skippers / crews. 1. Appoint additional radio operator. 2. Advise Water Police. 3. Appoint cliff lookouts with binoculars and hand held VHF radios. 4. Operate radio till relieved. 5. Appoint recovery coordinator. 6. Maintain plotting of boats and their status. 7. Supervise rescue operations and medical assistance if required. 8. Check all boats, skippers and crews are safe and accounted for. 9. Advise all persons assisting search when rescue operations are complete, or future search details. 16
