1 THE MARINA HINDMARSH ISLAND MILANG-GOOLWA FRESHWATER CLASSIC Sunday 25 th January 2015 Sailing Instructions GOOLWA REGATTA YACHT CLUB Inc Phone (08) RULES 1.1 The race will be governed by the rules as defined in The Racing Rules of Sailing, and the rules of each class involved together with the amendments contained in these Sailing Instructions. 1.2 This is a Category 5 event. Competitors must comply with the relevant safety equipment requirements. 1.3 The course is designed to keep competitors within 2NM of the shoreline. Competitors proceeding further offshore must comply with the South Australian requirements for Unprotected Waters. 1.4 Safety equipment shall be available for inspection. 1.5 The reserves the right to accept or reject any entry. 2.0 NOTICES TO COMPETITORS Notices to Competitors will be posted on the Official Notice Board located at the Information Desk on the foreshore at Milang. 3.0 CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 0800 on Sunday 25 th January SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the GRYC flagpole located adjacent to the Information Desk. 4.2 All starts may be postponed in accordance with ISAF Racing Rules. 5.0 ELIGIBILITY 5.1 All helmspersons must be at least 16 years of age. 5.2 Racing will be conducted for the following divisions, providing there are at least 4 entrants in a division. Failure to meet this requirement may necessitate the Race Committee grouping these boats with the nearest appropriate division. DIVISION 1 Vintage River Boats Code flag for start sequence Numeral Pennant 1. DIVISION 2 Trailable Monohull Yachts Spinnaker Page 1 of 8

2 Identified by a PINK FLAG (supplied by GRYC) Code flag for start sequence- Numeral Pennant 2. Yachts with a class based handicap greater than.695. Yachts in this division are permitted to carry spinnakers if allowed by their class design and rules. DIVISION 3 Trailable Monohull Yachts Spinnaker. Identified by a YELLOW FLAG (supplied by GRYC) Code flag for start sequence Numeral Pennant 3. Yachts with a class based handicap of.695 or less. Yachts in this division are permitted to carry spinnakers if allowed by their class design and rules. DIVISION 4- Trailable Monohull Yachts Non Spinnaker. Identified by a GREEN FLAG (supplied by GRYC) Code flag for start sequence- Numeral Pennant 4. Yachts with a class based handicap greater than.695. Yachts in this division are permitted to carry only the mainsail and headsails allowed by their class design and rules. Spinnakers and sails designed for downwind sailing are not permitted. DIVISION 5 Trailable Monohull Yachts Non Spinnaker. Identified by a BLUE FLAG (supplied by GRYC) Code flag for start sequence- Numeral Pennant 5. Yachts with a class based handicap of.695 or less. Yachts in this division are permitted to carry only the mainsail and headsails allowed by their class design and rules. Spinnakers and sails designed for downwind sailing are not permitted. DIVISION 6- Multihull Yachts with accommodation Code flag for start sequence Numeral Pennant 6. DIVISION 7 Monohull Dinghies Code flag for start sequence-numeral Pennant 7. Monohull dinghies with a minimum length of 4.15 metres and a Yardstick of less than 120. Dinghies designed to be sailed single handed are eligible for this division. DIVISION 8 Off the Beach Catamarans. Code flag for start sequence Numeral Pennant 8. Catamarans with no accommodation and a Yardstick of less than 120. Catamarans designed to be sailed single handed are eligible for this division. 5.3 CLASS BASED HANDICAPS and YARDSTICKS The GRYC will use the Australian Trailable and Sports Boat (ATYSBR) Class Based Handicaps (CBH) for trailable yachts. Where the ATYSBR does not list a class of yacht, the GRYC will allocate a CBH. For Off the Beach (OTB) classes, the VYC Yardsticks will apply. Page 2 of 8

3 6.0 SCHEDULE OF EVENTS 6.1 REGISTRATION The Responsible Person for each boat must register and attend one of the following briefings Goolwa at 0900 hours Saturday 24 th January 2015 at the GRYC Milang at 1800 hours Saturday 24 th January 2015 at the Information Desk Milang at 0800 hours Sunday 25 th January 2015 at the Information Desk 6.2 INTENTION TO RACE Yachts shall notify the Race Committee of their intention to race by depositing the completed Sign-On Card included with these Sailing Instructions, in the appropriate box at the Information Desk at Milang on race morning. This Desk will open at 0700 hours. 6.3 STARTING TIMES Competitors should take particular care to ensure that they start in their correct division. Yachts that start in an incorrect division may be subject to protest from other yachts or the Race Committee. This may result in a yacht being recorded as DNC. This changes the RRS START 1 START TIME DIVISION PENNANT THE START 7.1 The starting sequence for each division will be as follows: SIGNAL TIME PENNANT SOUND Warning 10 mins Div flag up Yes Preparatory 5 mins P flag up Yes One Minute 1 min P flag down Yes Start 0 min Div flag down Yes The warning signal for the next division will be at the start of the previous division. The starting sequence will be accompanied by a broadcast on VHF channel 72. A yacht shall not enter the Starting Area as defined below, until the Warning Signal for its Division has been made. 4 7.2 START LINE The start line will be between yellow flags flown from the mast of Flag Ship at the starboard end, and the mast of a Committee Vessel at the port end There will be large orange distance marks at the starboard and port ends. Such buoys are considered to be part of the Committee Vessel they protect. A yacht must not pass between the buoy and adjacent Committee Vessel. Such action is deemed to be touching the Committee vessel The Starting Area is defined as the rectangle bounded by the Flagship at the starboard end, the Committee Vessel at the port end and two large yellow inflatable buoys. 8.0 RECALLS Recall signals will be made in accordance with RRS29. Yachts that do not answer their recall signal will incur a penalty of 10% of their elapsed time. This alters Appendix A Scoring. 9.0 THE COURSE 9.1 The course is from the Starting Line, east of the Milang Jetty, across Lake Alexandrina, through Gate 1, to Point Sturt, passing through Gate 2, then downstream to the finish line at Goolwa in front of the GRYC. 9.2 Gate 1 will be set approximately half way across Lake Alexandrina and within 2 NM of the shoreline. The Gate will be approximately 150metres wide and marked by large orange inflatable buoys. A Committee Vessel displaying an orange flag and a flashing light will be stationed adjacent to the northern buoy. 9.3 Gate 2 will be bounded by Channel Marker 88 and Point Sturt. 9.4 Sail numbers will be recorded at each gate. 9.5 All yachts, except Division 6, must pass through both gates. 9.6 Yachts in Division 6 need not pass through either gate. The turning mark at Point Sturt for Division 6 shall be Channel Marker 90. The finish line for Division 6 shall be immediately upstream from the Hindmarsh Island Bridge at Goolwa THE FINISH LINE 10.1 The Finish Line for all Divisions except for Division 6, will be between two buoys with orange flags located in the channel immediately opposite the GRYC. Competitors shall sail through the Finish Line and thereafter keep completely clear of the Finish Line and not sail back through the Finish Line. This alters RRS The Finish Line for Division 6 will be between two buoys with orange flags in the channel immediately upstream from the Hindmarsh Island Bridge TIME LIMIT All yachts must be finished by 1800 hours. If the starting sequence is delayed, the finishing time will be extended by a similar amount. Page 4 of 8

5 12.0 SIGNING OFF Accompanying these Sailing Instructions is a Declaration of Finish card on which is recorded the yacht s division, division number, and sail number. All entrants must complete the card and lodge it at the Sign Off desk, located inside the GRYC. Entrants that do not finish the course are also asked to complete and lodge the Declaration of Finish card, indicating in the space provided that they Did Not Finish. Failure to lodge a Declaration of Finish within 45 minutes of a yacht s finish time may result in being recorded as DNF PROTESTS 13.1 Protests shall be lodged in accordance with RRS Part 5 and the written form handed to a representative of the Race Committee at the Sign-Off desk within 45 minutes of the finishing time of the protesting yacht. If possible, the protest flag should be flown on the starboard side to assist in identification at the finish. Protests will be heard at the GRYC as soon as possible after the conclusion of the race, and will continue, if necessary, the following Friday commencing at 1900 hours For protests involving an alleged breach of a rule of RRS Part 2, a short mediation hearing may be held prior to a protest hearing. This changes Part 5, Section B of the RRS. After a written protest is lodged, one representative from each boat will meet with the mediator. No witnesses will be permitted at this hearing. A boat that accepts fault at a mediation hearing may be given a discretionary penalty by the Mediator. Once accepted, this decision is not subject to reopening or appeal. This alters RRS 63, 64.1(a), 66 and Appendix A. The acceptance of a mediator s opinion cannot be grounds for redress or reopening. This changes RRS 60.1, 62 and 66. The mediator may be a member of any subsequent Jury or may observe and give testimony to the Jury SAFETY 14.1 This race is a Category 5 event as defined in RRS Safety is the concern of every competitor. Every competitor will be construed as a rescue boat and should be prepared to render assistance at any time, particularly when travelling from Goolwa to Milang when no official rescue system is in operation. If a boat gives assistance to another boat during the race, the skipper should note and record the time taken and submit an Application for Redress at the Sign-Off desk Safety equipment required by the Rules must be carried and be made available for inspection by the Race Committee at any time Attention is drawn to: Fundamental Rule 1.1, which states Helping those in Danger. A boat or competitor shall give all possible help to any person or vessel in danger. Fundamental Rule 4, which states The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Retirement any yacht retiring from the race must contact an authorised rescue boat or GRYC Base (G-Base) on VHF 72, or the Principal Race Officer on or GRYC Base on as soon as possible. In addition the skipper must record their retirement on the Sign-Off card and lodge it at the GRYC Sign-Off desk. It is extremely important that skippers follow this procedure to avoid the Sea Rescue Squadron initiating a search for a missing vessel. Page 5 of 8

6 14.3 ALL COMPETITORS SHALL WEAR A PERSONAL FLOTATION DEVICE Any crew member not wearing a PFD will cause the boat to be recorded as DNC (Did Not Compete). Official vessels displaying a white flag with a black J will patrol the course to ensure compliance All yachts shall observe the regulations under the S.A. Harbours and Navigation Act, as amended, to cover sailing craft Yachts in all divisions except Divisions 7 and 8 must carry a motor capable of propelling the yacht into a 30-knot wind, and each yacht must carry at least enough fuel to last for three hours. Outboard motors may be tilted or raised, but must be attached to the outboard bracket (or transom) and kept in their normal position for immediate use All Off the Beach catamarans and dinghies entered in Divisions 7 and 8 must carry a torch and a whistle, in order to comply with the Department of Transport dispensation allowing these boats to race in semi protected waters Due to shallow waters in the racing area, the prohibition in section (c) Y.A. Special Regulations part 1 (page 14) shall not apply. It is recommended that yachts sail with centreboards locked fully down where possible and trailable yachts not lift centreboards or drop keels while racing. Rule 52 (manual power) shall not apply to centreboards and lifting keels RESCUE BOATS In an emergency the first priority is to ensure the safety of COMPETITORS and OFFICIALS, not BOATS. Rescue boats will only assist a boat in difficulties with the consent, if possible, of the boat s skipper and crew. If assistance has been accepted, the operation will be under the control of the Rescue Boat Commander. If assistance is refused, the rescue boat is not obliged to stand by (but will advise of its intention to leave). Boats being assisted must be towed downstream. No boats may be towed upstream unless that is the only safe procedure. There will be a number of safe beaching points on the mainland and Hindmarsh Island, as indicated on the course diagram, to which boats may be towed. These points will be accessible by road and there will be a board at the GRYC Clubhouse on which the numbers of assisted boats will be displayed, together with the beach number where the boat has been put ashore. Boats will only be towed downstream beyond the nearest beaching point with the permission of the Rescue Fleet Commander. Prevailing weather conditions will be a major determinant 16.0 RADIO COMMUNICATION 16.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones. VHF channel 72 will be used for race communications It is important that correct radio procedure is followed at all times, and in particular, operators should ensure that the channel is clear before commencing transmission. As radio traffic may be heavy, operators are requested to keep transmissions to a minimum. After the first start, rescue boats will not reply to competing boats except on matters of safety or retirement. Rescue boats will take instructions only from the Rescue Commander or authorised Deputies. Page 6 of 8

7 17.0 IDENTIFICATION 17.1 All yachts shall carry conspicuous identifying sail numbers All sail numbers must match the number submitted in the boat nomination and comply with RRS Appendix G. Failure to do so will result in the boat being recorded as DNF (Did Not Finish) Numbers A coloured division flag, as supplied by the GRYC, is to be displayed on all boats in Divisions 2, 3, 4 & 5. Any boat not displaying its division flag will be recorded as DNF. It must be attached to the backstay, radio aerial or the main leech Sail numbers are mandatory in all divisions Bow stickers will be provided by the principal sponsor The Marina Hindmarsh Island. These should preferably be attached to the topsides approximately one metre from the bow or, if this is not possible, to some alternative position on the side of the cabin or on a board attached to the lifelines Boom stickers will be provided by Club Marine Insurance. These must be affixed to the boom for the boat to be eligible for the First in Division voucher from Club Marine. 18 PRIZES The following prizes will be awarded: a. Fastest in each division. b. First, second and third on corrected time in each division. c. Club Marine Insurance vouchers will be awarded to the first boat on corrected time in each division (provided the boat is displaying the Club Marine boom sticker provided with the race documents). d. Each finisher will receive a race medallion when signing off. 19 PERPETUAL TROPHIES The following perpetual trophies will be awarded: a. W.R.Appleby Trophy for the first boat on corrected time in Division 1 b. The Patron s Trophy for the fastest unplaced boat in Division 1 c. Keith Veenstra Memorial Trophy for the first Restricted 21. d. A.B.Kinnear Trophy for the first yachts on corrected time in Divisions 2 & 3. e. The Commodore s Trophy for the first yachts on corrected time in Divisions 4 & 5. f. Blue Darling Trophy for the fastest trailable yacht (from Divisions 2, 3, 4, or 5). g. Crowhurst Trophy for the first yacht in Division 2 to cross a line between Beacon 88 and Point Sturt. h. Out of the Blue Perpetual Trophy for the race record in Division 2. i. The Cock of the Lake for the fastest elapsed time across all divisions. 20 TROPHY PRESENTATIONS Trophy presentations will take place at 1930 hours at the GRYC Clubhouse. Only trophy winners, or crew members, may accept the trophy at the presentation. Trophies not collected at the presentation may be collected in person at the GRYC by arrangement with the Club Manager, but no later than 30th March Page 7 of 8

8 All boats displaying the Club Marine boom sticker will be eligible for the Club Marine Draw Prize consisting of a Club Marine Clothing Pack for the skipper and up to 6 crew members. The draw for this prize will be conducted at the conclusion of the trophy presentations. 21 OFFICIAL RACE RESULTS Provisional results will be posted at the GRYC Clubhouse following the presentations and on the Goolwa Regatta Week website as soon as possible after the race.
