2 The notation [DP] in a rule of those SI means that the penalty for a breach of this rule may, at the discretion of the protest committee, be less than disqualification. 1. ORGANISATION The PANERAI TRANSAT CLASSIQUE is organized by the Atlantic Yacht Club. The Atlantic Yacht Club entrusts the day to day organization of the events ashore and at sea to the Comet company. The race is produced in collaboration with the French sailing federation (FFV) and the towns and harbours of Lanzarote and St Kitts Organizing Authority Olivier Pécoux, chairman of the Atlantic Yacht Club LoÏc Blanken, chairman of the Organizing Authority François Séruzier, Race Officer Bertrand Nardin, chairman of the Race Committee Patrick Celton, chairman of the Protest Committee Yves Marie Leroux Chairman of Technical Committee 1.2. Signal mast Near race headquarters. 2. RULES 2.1. The race will be governed by: - the rules as defined in the Racing Rules of Sailing - the rules describe in the Notice of Race - the OSR (Offshore Special Regulation) category 1, and amendments - the COLREGS. The International Regulations for Preventing Collisions at Sea (COLREGS) shall apply at all times, except in the following zones: - pre- and post-race events; - at the start and during the day: in zones extending to 30 nautical miles from the starting line. - at the finish and during the day: in zones extending to 30 nautical miles from the finishing line. 2

3 In the zones mentioned above: the rules contained in Chapter 2 of the RRS shall apply between the official time of sunset and that of sunrise. All times are indicated on the official notice boards in local time, unless otherwise stated in these sailing instructions and its appendices and amendments. Sailing instructions Sailing instructions shall be provided to all participants whose registration is up to date, as defined in the notice of race. In the case of translation of the Sail Instructions the French text prevails Liabilities Competitors participate in the regatta entirely at their own risk. The responsibility for a boat s decision to participate in a race or to continue racing is their own decision. Competitors' attention is drawn to the following RRS Basic Rules : - Assisting those in danger: All competing boats and their crews are expected to provide assistance to any person or vessel in danger if they can do so. - Decision to race: A competitor s decision to take part in a race or remain in a race shall be theirs and theirs alone. The Organizing Authority will not accept any liability, in the event of material damage, injury or death, in the course of the race, before, during and after the race. The registration of a boat implies, with regard to the application or the interpretation of the texts of the documents cited above and the settlement of related disputes, waiver of any other means of recourse than those provided by the RRS Environmental considerations Boats shall apply World Sailing rules. RCV 55 is amended to read as follows: "However, small quantities of what are generally accepted as biodegradable materials such as fruit peels, or elastics and woolen strands when setting sail, are permitted. 3. REGISTRATION AND PROGRAMME 3.1. Registration Before the start (January 7th 2019) each skipper must present : - Final crew-list. - The list of people with survival training: at least 30% of the crew but not less than two crew members, including the skipper, must present the certificate of training of less than 5 years. 3

4 - Present the certificate of training for first aid type World Sailing or a certificate of first aid at sea less than 5 years old for at least 2 people of the crew. - Each boat and crew must be in good standing with its national authority - For French people : o their valid FFVoile club license with Competition notation certifying previous presentation of a medical certificate certifying the absence of any medical objection to participation in sailing competition, o or their valid FFVoile club license with Adhesion or Pratique notation, accompanied with a medical certificate dated less than one year certifying the absence of any medical objection to participate in sailing competition o a parental authorization for the minors. - Other nationals: Foreign competitors (each crew member) without a FFVoile license shall present during registration: - a supporting document to justify their membership to a World Sailing Member national authority. - a medical certificate (in French or in English) dated less than one year, certifying the absence of any medical objection to participate in sailing competition - a parental authorization for the minors. - the measurement form or certificate of the boat, - The measument certificate of the boat ( - Ensure that each person of his crew is authorized to enter and start on Spanish and St Kitts country. - Passport for each of the crew - Official documents of registration of the boat with its national authority. - Certificate of liability insurance of the boat up to a minimum of 3 million Euro, valid for the duration of the race - Copy of the survival raft (s) and revision (s) if necessary - A list of numbers and identification of the boat at sea - The departure form signed - The commitment to waive recourse in respect of the organization form signed - VHF (radio) license and call sign - Contact details on shore for each crew member 3.2. Briefing At least one member of crew, preferably the skipper, must be present at each briefing. Welcome and safety briefing at 10:00 hr on Saturday 05 January 2019 to the Arrecife Yacht Club. Weather briefing at 11:00 hr on Monday 07 January 2019 to the Arrecife Yacht Club Schedule of races The boats must be in Lanzarote Harbour Marina Calero Arrecife by 10:00 hr on Thursday 03rd January

5 Any boat failing to arrive on time shall pay a penalty of two hundred euros per day late, the penalty to be paid to the SNSM lifesaving organization. Control of boat Equipment from January 3rd to 6th, The race shall start at 14:00 hr on Tuesday 08 January CHANGES TO THE PROGRAMME AND THE SAILING INSTRUCTIONS All amendments to the sailing instructions shall be displayed on the official notice board no later than 20:00 hr local time on the eve of the start of the race. The competitors shall be made aware of any such amendment by the hoisting of flag L on the signal mast ashore. The organizers consider the display of any such amendment to be sufficient notice for each competitor. It is up to each competitor to consult the official notice board before the race start. 5. SIGNALS ASHORE AND AT SEA 5.1. Ashore CODE PENNANT: start is postponed, remain alongside, warning signal no earlier than 1 hour after removal of code pennant (amendment to Race signals ) At sea D: flown by the Race Committee boat prior to the start means an offset buoy is being used L: flown by the Race Committee boat means Follow me to new starting area. 6. RACE COMMITTEE BOAT The Race Committee boat shall fly the Panerai flag. 7. RATINGS AND CHECKS Boat handicaps will be regularly updated on the official notice board. Each competitor must send their rating ( to the Organizers before 08th December 2018 as stipulated in the notice of race and its amendments. A rating inspector designated by the organizers may, at their discretion, undertake checks and measurements on the boats up to the eve of the race. The resulting data may be used to rectify a rating up to 20:00 hr on the eve of the race. If any such rectified rating is in any way beneficial to the boat in question, the rating inspector shall inform the Committee and the latter may impose a time penalty on the offending boat. 5

6 8. IDENTIFICATION Appendix G1 of the RRS shall apply, as stipulated by the FFV. Annexe FFVoile Prescription. When racing, the boats must fly from their backstay the official race flag which they shall be given the week before the start of the race. The official race flag must be flown at all times from the backstay when the boats are in harbour. In all weathers and, in particular, when arriving at night or in poor visibility, the competing vessels must do everything in their power to facilitate their identification (numbers clearly visible, confirmation by VHF or hailing, and so on ). 9. CREW Complement. Each boat must have at least two persons aboard for the race. The total number of persons aboard cannot exceed life-raft capacity, or the limits set by the flag authority of the vessel concerned. 10. SAFETY Security - Fundamental rule - DP Competitors attention is drawn to the following Fundamental Rules of the RRS: - Assisting those in danger: All competing boats and their crews are expected to provide assistance to any person or vessel in danger if they can do so. - Decision to race: A competitor s decision to take part in a race or remain in a race shall be theirs and theirs alone Retiring If a competitor must retire from the race, they shall immediately inform the Race Manager or Race Committee by any means available (VHF, phone, , fax or other) and strike the race flag and, as soon as possible, send written notice of retirement to Race HQ. Any competitor who sets off their SARSAT distress beacon must not desactivate it unless they are able to inform the race organizers or any search and rescue authorities that are in direct communication with the French MRCC Cross Gris Nez Safety equipment - DP Each vessel must carry aboard all the safety equipment required by its flag authority and any equipment required by the race organizers and the World Sailing as stipulated in the OSR-1 version amendments Positioning beacon The organizers shall supply and fit each vessel with a Dolink beacon. The beacon must be switch on during all the race. 6

7 The beacon must be handed in to Race HQ in St Kitts or be send to the organizer before the end February A deposit of 400 euros will be required at the delivery of the beacon before departure Race HQ Race Headquarters will be on permanent standby from the start of the race until the arrival of the last boat to finish. At such times, competitors must have their satellite phones on standby. During these slots Race HQ must be able to call one or several of the competitors. At all other times we strongly recommend that competitors leave their satellite phones on standby. NOTE: Race HQ is on standby 24/7 and competitors may call in at any time. C) Daily radio slot: 16:00 hr to 18:00 hr GMT. 8 10.7. Positioning Boat positions shall be sent daily by to all the competitors around 16:00 hr GMT in the format of their choice (.txt,.xls, posmaxsea). NOTE: Information concerning the position of the boats is issued directly by the company providing the beacons. Such information is issued to the competitors on a purely informal basis and in no way shall the organizers be held liable for it. The issuing of such information does not replace the competitors obligation to provide for their own navigation. Any errors in or lack of the information mentioned in this article shall not give rise to any compensation Logbook - DP The Race Committee or the Protest Committee, or Race Officer, may require any boat to hand over its log for inspection. This log should contain mention of the main events experienced during the race and the times gates or noteworthy places were passed, and if possible, the names and numbers of the vessels ahead and astern. The absence of a logbook and such information may result in a penalty at the discretion of the jury First aid kits Skippers are responsable for ensuring that a first aid kit is carried aboard and that all the products it contains are not out of date. NOTE: The Organizing Authority recommends carrying a first aid kit as described during the safety course that thirty percent of each crew followed. First aid kits: see OSR STARTING SEQUENCE Starting signals The series flag used for the warning signal will be the Panerai Transat Classique flag. A warning signal will be given ten minutes before the start as per Rule 26. Time Signals Meaning 8 Class pennant is hoisted with sound signal Warning 4 Flags P or I, or Z, or Z + I are hoisted Prepare with sound signal 1 P Flags lowered with long sound signal One minute to start 0 Class pennant is lowered with sound signal Start 8

9 11.2. Individuel recall OCS competitors will be, if possible, warned by VHF radio on the race channel by the Race Committee boat (name and/or sail number). That VHF radio message is not sent or a hail is inaudible shall not give rise to compensation. (this article amend rule RRS 60.1(b)). Any boat unable to take the starting line within 15 minutes after start signal will be considered as late: see Any OCS boat that does not return to cross the line shall, without notification, receive a 5 hours penalty (this article amends RRS 28.1 and 63.1) Late starters Any boat unable to take the starting line within the time allotted in Article 11 of these instructions may be allowed to take the start after deliberation of the Organizing Authority. In no case may a boat take the start later than 48 hours after the official starting signal unless special decision take by Race Committee. The Race Committee will subsequently communicate to the late starter the coordinates of the starting line, the time at which they may cross the line and the course they must follow. Race times for all boats will be calculated from the official starting signal. 12. COURSE Starting area Described with an amendment at the later 24 h before start. If the Race Committee has to choose another starting area, the Race Committee Boat will fly the L flag which shall mean: Follow me to new starting area Starting line Unless otherwise stated in an amendment, the starting line shall extend from a round inflatable buoy on the course side, to be left to port, and the orange flag displayed on the committee boat's mast, to be left to starboard Finishing line - DP The finishing line will be described in an amendment made available before the start. The competitors must contact the Race Committee or the Race Manager by VHF radio (channel 72) or by phone (GSM, satellite) when they are 06 nautical miles from the finishing line. Calls must be made until the Race Committee or the Race Manager acknowledges them Buoys The shape and color of the buoys will be announced in an amendment published before the start. 9

10 12.5. Offset buoy An offset buoy might be moored about 1 nautical mile to windward of the starting line, unless otherwise stated in the amendment. If this is the case, the Race Committee will raise a D flag before the warning signal and the boats will have to round the offset buoy, leaving it to: - starboard if the Race Committee flies a GREEN flag along with the D flag; - port if only a D flag is flown. 13. TIME LIMIT AND CLOSURE OF THE FINISHING LINE The closing date and time of the finishing line will be indicated in an amendment published before the start. 14. PROTESTS Time limit for making a protest Protests or acknowledging a breach of the rules must be done in writing on the special forms available from Race HQ and lodged at the end of the race within 2 hours of the protesting boat s arrival. However, boats arriving after 20:00 hr will have until 11:00 hr the following day to lodge their protest Race Committee or Protest Committee or Technical Committee protests Depending on the circumstances, the Protest Committee may decide to extend the time limit (as defined in 14.1) for lodging a protest. If the Race Committee or the Protest Committee or Technical committee intends to protest a competitor, this will be displayed in accordance with rule 61.1(b) of the RRS Displaying protests The Protest or Technical Committee will display protests on the official notice board as and when they are lodged, and these will include: a) numbers of the protesting boats as well as those of the protested boats; b) numbers of the boats protested by the Race Committee or the Protest Committee or Technical Committee; c) hearing times of the Protest Committee Reopening a hearing Amendment to rules 62.2 and 66 of the RRS: no request for reopening a hearing or request for redress shall be accepted after the deadline for lodging protests after the last day of the race, or 30 minutes after announcing the decision concerned, whichever is the later. Requests for redress are subject to the same time limits. 15. PENALTY SYSTEM - DP All time penalties will be added to the real times of the boats. 10

11 15.1. Breaching a rule contained in chapter 2 of the RRS. Application of rule 44.1 and modification of rule 44.2 of the RRS: The two-turn penalty is replaced by a penalty of one turn. After a one turn penalty the boat who did it must inform the Race Office. Subsequent to a hearing, the penalty for an unacknowledged breach of a rule contained in RRS Chapter 2 shall be at least 2 hours. In accordance with rule 64.1 of the RRS, when the Protest Committee rules that a boat has breached a rule of Chapter 2, the penalty shall be at least 2 hours with disqualification possibility Advantage or serious damage Amendment to rule 44.1 of the RRS: If the Protest Committee establishes that a breach caused serious damage or gave a significant advantage, it must penalize the boat that accepted a penalty in lieu without retiring. The length of the resulting penalty shall be at the discretion of the Protest Committee but must not be less than 2 hours Acknowledging a fault A written acknowledgment of fault must be lodged with Race Reception in the same way as lodging protests and requests for redress for every accepted penalty in lieu Breaching a rule that is not contained in chapter 2 of the RRS. Competitors declared OCS who do not receive radio notification shall be informed by the Race Committee using other means. Individual recall: see SI 11.2 Other breaches: Penalties at the discretion of the Protest Committee Breaching COLREGS Any breach of the rules of Part B Section II of the COLREGS involving one of the race boats may lead to one penalty turn and a written acknowledgment of fault that must be lodged with Race Reception in the same way as lodging a protest. This penalty may be increased after deliberation of the Protest Committee. For the purposes of RRS 44.1, a violation of Part B in Section 2 of the COLREG in an incident between boats will be considered an offense under Chapter 2 of the RRS (this is amended RCV 44.1). 16. ASSISTANCE - DP Routing is prohibited, except in exceptional circumstances when the safety of the ship and her crew are in doubt. All communication with the outside world that may allow a competitor to improve his or her position in relation to other competitors or to weather conditions is forbidden. 11

12 All competitors breaking this rule will be required to account for their actions before the protest committee. Competitors can make requests for receiving weather reports (Grib - Provisioning) only by querying free servers. Every day the organizer send Grib file and special forecast if necessary. Every day the organizer envoi la position des participants. o Help from outside Competitors may, if necessary, stop at any moment in order to receive external help to repair damages to their boat, to receive medical aid, to unload a sick crew-member, and so on, and not be penalized. Any competitor stopping or slowing down their ship, or taking an unusual course, must inform the Race Manager as soon as possible and, upon arrival, must submit a report explaining their behavior to the Race Committee and the Protest Committee. The competitor must inform the race director as soon as he resumes the race. o Engine use All competitors using an engine for propulsion must inform the Race Manager at once by any means of communication at their disposal. Upon arrival, they shall submit a report to the Protest Committee explaining their reasons for using an engine. After examining the report the Protest Committee may penalize any such competitors if it decides that their use of an engine gave them an unfair advantage over the other competitors. 17. SCORING The real time of each boat is noted at the finish and the scores are calculated in compensated time using the handicap formula indicated on the Classic Handicap rating certificate specific to each boat. Compensated times will be established in hours, minutes, seconds and hundredths of a second. 18. ADVERTISING In accordance with Article 20 of the ISAF Regulations, the Transat Classique 2019 is registered as a Category C event. Marks pertaining to private partners may be shown on boom covers. Marks relating to private partners may be displayed on spinnaker-type sails. Flags will be provided by the Organizing Authority and must be flown on the forestay when alongside during the week preceding the start of the race and from the finish until the prizegiving evening. 12

13 19. REPLACING DAMAGED EQUIPMENT Replacements are limited to damage that is judged to be unrepairable and on a limited amount of equipment. The decision lies in the hands of the Race Committee, which may seek the opinion of the rating authority. 20. PRIZES Prizes will be awarded to the competitors during the results ceremony. Cash prizes will not be awarded. 13

16 ANNEXE PRESCRIPTIONS FEDERALES FFVoile Prescriptions to RRS translated for foreign competitors FFVoile Prescription to RRS 25 (Notice of race, sailing instructions and signals): For events graded 4 and 5, standard notices of race and sailing instructions including the specificities of the event shall be used. Events graded 4 may have dispensation for such requirement, after receipt of FFVoile approval, received before the notice of race has been published. For events graded 5, posting of sailing instructions will be considered as meeting the requirements of RRS 25.1 application. (*) FFVoile Prescription to RRS 64.3 (Decisions on protests concerning class rules): The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. (*) FFVoile Prescription to RRS 67 (Damages): Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and cannot be dealt by the jury. (*) FFVoile Prescription to RRS (Appeals and requests to a national authority): The denial of the right of appeal is subject to the written authorization of the Fédération Française de Voile, received before publishing the notice of race. This authorization shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 78.1 (Compliance with class rules; certificates): The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat complies with the equipment and security rules required by the laws, by-laws and regulations of the Administration. (*) FFVoile Prescription to RRS 86.3 (Changes to the racing rules): An organizing authority wishing to change a rule listed in RRS 86.1(a) in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 88 (National prescriptions): Prescriptions of the FFVoile shall neither be changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall neither be changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website shall be the only translation used to comply with RRS 90.2(b)). (*) FFVoile Prescription to RRS 91(b) (Protest committee): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile. Such authorization shall be posted on the official notice board during the event.
