Ship-Shore Communication (GUIDE TO MAI-LIAO PORT VTS) 1-1 VHF Procedures (Reference to Appendix 1) Call Sign: The call sign for Mai-Liao Vessel Traffic Service (VTS) is Mai-Liao Port Radio Vessels covered by the regulations: (1) All calling Mai-Liao Port vessels of 20 GRT or more within 20 nautical miles of Mai-Liao Port West Breakwater (W.B/W) Light House (L/H) must maintain a continuous listening watch on VHF Channel 16 and 13. (2) Channel l6 for Distress, Emergency, Safety and Calling. (3) Channel l3 for ETA reporting; for message exchange (Ship-Shore, Ship-Pilot). 1-2 Services Offered Information Service: (1) Information concerning the safe passage of vessels through the Mai-Liao VTS area. (2) General information on fairway and traffic conditions including weather, casualties, dredging and navigation warnings. (3) Incidental assistance with navigation. 4 1-3 Reports (Reference to Appendix 2) Vessels must make a report to Mai-Liao VTS for the following locations and situations: Before enter closer than 20 nautical miles off Mai-Liao Port W.B/W L/H. Giving IMO SRS ITEMS: Alpha, Charlie, Golf, India, Oscar, Quebec and X-Ray At 10 nautical miles off Mai-Liao Port W.B/W L/H. Giving IMO SRS ITEMS: Alpha, Delta, and India Immediately after heaving up or dropping anchor. Giving IMO SRS ITEMS: Alpha and Bravo When outbound vessel is passing West Breakwater. Giving IMO SRS ITEMS: Alpha and India When outbound vessel 20 nautical miles off W.B/W L/H. Giving IMO SRS ITEMS: Alpha and Charlie Entry Report: Vessel should contact to Mai-Liao VTS before entry. (Included: Leading Range, Breakwater Light Houses, Inner Breakwater Leading Light, etc.) Turning Basin: Diameter 900m, Depth 22.2m Port Radio Facilities: To provide inbound/outbound/pass-through vessels navigation information. Inbound/Outbound Traffic Control 4-1 Duration of typhoon The duration of typhoon is generally referred to the period since Central Weather Bureau issues the sea warning (Mai-Liao Port area is included in the affected zone) to 24 hours after the land warning is terminated In the event of a typhoon might invasion, Mai-Liao Port will convene a meeting of guard against typhoon to judged typhoons trend, impact, and determine the appropriate control measures. As Moderate intensity Typhoon (above) land warning is issued, Mai-Liao Port may suspend enter port operations (Permit outbound Reject inbound). As Moderate intensity Typhoon (above) land warning is issued, and estimated Force 7 storm radius edge to reach Mai-Liao Port the eight hours before, Mai-Liao Port may require ships in port should be departing for shelter to maintain the ship and port safety. 4-2 General Period General period is defined when the average wind speed of every ten minutes measured 20m/s, all vessels entering and departing shall be suspended. However, as condition is safety and recognized by pilot, the restrictions may not limited to. The wind speed is measured at the Mai-Liao VTS The average wind speed of every ten minutes is less than Force 8 of Beaufort Wind Scale and consecutive for 2 hours, the suspension of the vessels entering and departing operation is released and resumed. 6

9 4-3 Vessels entering and departing at night Non-container vessel entering at night as following: (1) The wind speed smaller 8 m/s, vessel of GRT 30,000 or lesser entering is permitted. (2) The wind speed smaller 15 m/s, vessel of GRT 20,000 or lesser entering is permitted. (3) The wind speed greater 15 m/s, entering is prohibited Non-container vessel departing at night as following: (1) The wind speed smaller 18 m/s, vessel of GRT 40,000 or lesser departing is permitted. (2) The wind speed smaller 15 m/s, vessel of GRT 40,000 or more and GRT 70,000 or lesser departing is permitted. (3) The wind speed smaller 13 m/s, vessel of GRT 70,000 or more departing is permitted. 4-4 Visibility restricted Inbound: Visibility of day/night is such that following lights cannot be seen with the naked eye from the Mai-Liao VTS: (1) The Light-house/light of West Breakwater (approximately 2,100 meters), vessel of GRT 70,000 or more entering is suspended. (2) The Light-house/light of South Breakwater (approximately 1,400 meters), vessel of GRT 40,000 or more entering is suspended. (3) The Fixed-light/light of South Breakwater (approximately 600 meters), all vessels entering is suspended Outbound: Visibility of day/night is such that following lights cannot be seen with the naked eye from the Mai-Liao VTS: (1) The Fixed-light/light of South Breakwater (approximately 600 meters), vessel of GRT 40,000 or more departing is suspended. 7

10 (2) The north side entry of harbor-craft basin Green-light/light (approximately 330 meters), all vessels departing are suspended During foggy conditions all vessels should comply with Rule 19 (Conduct of vessel in restricted visibility) and Rule 35 (Sound signals in restricted visibility) of COLREGs, keep a sharp lookout, and keep listening watch on VHF channels 16 and When there is a sudden change in weather conditions and visibility drops below minimums for safe operations, a vessel already entering or departing the harbor may proceed at the master s sole decision, keeping safety paramount at all times and assuring full responsibility for the ship s operation Vessels movement (inbound, outbound, or shifting) will be started again when the visibility is such that the light at each observe reference point can be seen with the naked eye from the Mai-Liao VTS. 8

11 5. Instructions for ships navigation safety 5-1 Notices for inbound/outbound vessel: A vessel that has gotten an entry/leave permit via Mai-Liao VTS, should follow the order of entering/leaving. Never trespass on the orders If a vessel has been granted departure permit by Mai-Liao VTS but delayed for leaving over 30 minutes, the primal granted departure permit will be cancelled and a new departure permit shall be re-applied Leaving vessel on the way outbound shall keep listening watch on VHF CH For a compulsory piloted vessel to shift/leave, the pilot shall apply to Mai-Liao VTS for a departure permit. For a non-compulsory piloted vessel to shift/leave, the captain shall not apply to Mai-Liao VTS for a departure permit until she is fully prepared for leaving. Never take any movement without permit Although a vessel is non-compulsory piloted one, the local harbor authorities also have the right to deem her as a compulsory piloted one. 5-2 Traffic control for inbound/outbound vessel: LOA less than 220 meters: (1) Inbound vessel should waiting at Outer Channel, distance between 1 to 2 nautical miles from Mai-Liao Light House, until outbound vessel cleared Main Channel (from the end of West Breakwater to the end of West Inner Breakwater), then proceed to the inbound route. (2) Inbound vessel and outbound vessel should not encounter each 9

12 other at Main Channel. As inbound vessel enter Main Channel, outbound vessel should waiting for former arrive at Turning Basin then proceed to the outbound route. In fine circumstances and affirmed safety by both pilots, the restriction may not limited to. (3) Inbound vessel and outbound vessel may encounter each other at Outer Channel (from the end of West Breakwater to the Pilot Boarding Ground), should passed by port to port manner. Inbound vessel should keep her course on south of Range Extended Line and outbound vessel should keep her course on north of Range Extended Line LOA 220 meters or over: (1) Inbound vessel should waiting at Outer Channel, distance 3 to 4 nautical miles from Mai-Liao Light House, until outbound vessel cleared Main Channel, then proceed to the inbound route. (2) Inbound vessel and outbound vessel should not encounter each other at Main Channel. As inbound vessel enter Main Channel, outbound vessel should waiting for former arrive at Turning Basin then proceed to the outbound route. (3) VLCC entering: (a) Reference GUIDELINE FOR APPRPACHING MAILIAO PILOT STATION(Reference to Appendix 6) (b) As VLCC entering, any other ship should not overtake/cross with VLCC on all Channels Vessel heave up anchor at First Quarantine Anchorage and entering: Vessel heave up anchor at First Quarantine Anchorage should not encounter another ship at Outer Channel. 13 outbound ship leave Outer Channel/pass through her, then proceed to Outer Channel and follow pilot s direction to arrange pilot embark. 5-3 Notices for other operations: Find obstruction: (1) When a vessel encounters obstructions, e.g., sandbars, reefs or other obstructions that may endanger the safety of navigation, a report must be made immediately to Mai-Liao VTS. (2) Contents of report should include: Ship s name, call sign, course, speed, ship s position, position of the obstruction, coverage, nature, depth, time of event A ship, which is in distress or taking shelter (1) A ship, which is in distress or taking shelter should contact Mai-Liao VTS via VHF. (2) In case of emergency, ship should apply urgent entry in accordance with Emergency procedure for ship entering Mai-Liao port. (Appendix 7) (3) Mai-Liao VTS will follow Radio contact list of ship urgent enter Mai-Liao Port to confirm relevant data. (4) According to the nature of distress/avoid disaster vessel, Mai-Liao VTS will report to relevant units Language: Radio communications between ship and Mai-Liao VTS must be in English mainly and in Mandarin secondly. VHF voice communications shall use plain language. Secret codes or specific language communications are not allowed. 11

Notices for pilot application and boarding 6-1 Mai-Liao port is classified as a compulsory pilot district. 6-2 Pilots are required for all Taiwan (ROC) flag vessels of GRT 1,000 or more and for foreign flag vessels of GRT 500 or more. Pilot service should be arranged by local agent in advance for berthing, unberthing, and shifting. Vessels should be confirmed 1 hour in advance of depart/shifting in the daytime ( 2 hours in the nighttime) in order to arrange pilot boarding. 6-3 An inbound vessel should call Mai-Liao VTS on VHF CH13 at least 2 hours in advance of its arrival at Pilot Boarding Ground and report its ETA. The vessel should call again when it is 10 nautical mile off the End of West Breakwater in order to arrange pilot boarding. 6-4 Pilot Boarding Ground: Vessels of GRT 30,000 or more : The position bearing 245 degrees from End of West Breakwater distance 2.0 nautical miles Vessels of GRT 70,000 or more (VLCC excepted): The position bearing 245 degrees from End of West Breakwater distance 3.0 nautical miles VLCC:Reference GUIDELINE FOR APPROACHING MAILIAO PILOT STATION (Reference to Appendix 6) In heavy weather, vessels of GRT 30,000 or lesser, pilot may embark at Main Channel. 6-5 The pilot will bring a departing vessel to the Inner Channel, steady her course on outbound, and then leave the vessel. If the master desires the pilot to remain with his vessel until it reaches the Outer Channel, such request should submitted to in advance. The pilot shall not refuse to render this service unless it is during the night, 12

15 during adverse weather, or under other special circumstances. The master should note this service on the certificate of pilotage for extra fees. 6-6 Vessels should comply with IMO requirements and IMPA recommendation to rig a pilot ladder: An accommodation ladder has to be fastened on hull If an accommodation ladder combine with a pilot ladder, both have to be fastened together A pilot ladder has to be maintained in good condition For inbound vessel: Pilot will embark on the ship s lee side, disembark on seaward side at the berth. For outbound vessels: Pilot will embark disembark from accommodation ladder on seaside. Required Boarding arrangements with IMO requirements and IMPA recommendation. 13

23 Appendix 7 Emergency Procedure for Ship enter Mai-Liao Port 1. A ship, which is in distress or taking shelter,emergency into port by the shipping agent submit the application form (Appendix 7-1) to the Mai-Liao Harbor Administration Corp. for permission into the port formalities via Mai-Liao Industrial Harbor Administration. 2. The vessels inbound port, should be follow relevant laws and regulations of Customs, Immigration, Quarantine and Security. 3. Mai-Liao Port Radio after completed the procedure by Check List for the ship in emergency calling Mai-Liao Port (Appendix7-2) and approved inbound operation. 4. Apply for emergency inbound vessels, upon inspection of the following circumstances shall be refused to enter the port:: (1) Carrying dangerous substances, which is likely to cause safety problem. (2) Carrying persons having infected international quarantined infectious diseases or the suspicious symptoms. (3) Ship hull having been seriously damaged, and likely to sink. (4) Vessels by Check List for the ship in emergency calling Mai-Liao Port factual reply Mai-Liao Port Radio inquiry, there are still security concerns. (5) No necessary to enter the port. 5. Apply for emergency inbound vessels should be in accordance with the Pilotage Law, The Commercial Port Law, Act for Industrial Innovation, etc. 6. The emergency procedure not mentioned herein may be revised from time to time.
