1 TaurangaCity 471 Council - Long Term Plan Deliberations DC No: 166 Purpose 1. To respond to public submissions on transportation issues in the Papamoa area to the Tauranga City Council Long Term Plan. Executive Summary 2. Tauranga City Council received 19 public submissions to the that directly related to transport and traffic management issues in Papamoa. The submissions fell into three broad and related themes, and many of the submissions covered more than one. These were: (a) Construction timing of Te Okuroa Drive and the Papamoa Eastern Interchange (PEI) (b) (c) Traffic and safety issues on Papamoa Beach Road Other traffic and safety issues in the Papamoa area 3. Submissions on wider growth related transport issues out to Te Tumu and on the Grenada Street connection are covered in separate papers. 4. This paper describes the issues and what is recommended to address them. Recommendation/s That the Council: (a) (b) Discussion Background Receive Report DC166 Papamoa - Transport Related Submissions. Retain existing budgets and timing for transportation projects in the Papamoa area as per the draft. 5. Tauranga City Council received 19 submissions to the draft that directly related to transport and traffic management issues in Papamoa. 6. Summary of Submissions - Te Okuroa Drive and PEI Council's proposal Total no. of submissions Key points raised Construction timing of Te Okuroa Drive is shown on attachment A and staged as follows: Stage 1 - Parton Road to new roundabout opening up Special Housing Areas (SHAs) in the western catchment (2015/16) Stage 2 - New roundabout to The Boulevard (2016/17) Stage 3 - The Boulevard to Emerald Shores Drive (2017/18) Stage 4 - Emerald Shores Drive to Main Road, plus four laning of Parton Road to Boulevard section (2023) Stage 5 - Main Road to Te Tumu (2023). Construction of the PEI is programmed for The key points raised on Te Okuroa Drive and the PEI were: All submissions support the proposed construction of Te Okuroa Drive and the PEI. In the main, support relates to a desire to relieve traffic pressure and road safety issues on Papamoa Beach Road. All submissions refer to urgent need to construct Te Okuroa Drive as soon as possible. Three submissions relate to earlier construction of the PEI with two from the development community related to the opening up of Te Tumu. Five submissions relate to bringing forward timing of Te Okuroa Drive. Three relate to the section due to start construction in year 1 of the and two are from the development community requiring acceleration of stages 4 and 5 to open up Te Tumu 8. The timing of Te Okuroa Drive was brought forward from the to accommodate the speed of development in Wairakei and respond to community concerns around the capacity of Papamoa Beach Road. The extension to The Boulevard will provide an alternative access into Wairakei and beyond to Emerald Shores Drive and provide an access to more eastern blocks. Land purchase and detailed design are underway for stages 1-3 and timing is now based on the speed of those processes. 9. Stage 4 and 5 of Te Okuroa Drive (the link to Main Road / PEI and into Te Tumu) are budgeted in 2023 based on traffic modelling. The construction of PEI is budgeted in These projects will be related to the speed of development in Wairakei and Te Tumu. 2-
3 473 Council - Long Term Plan Deliberations TaurangaCity Summary of Submissions - Papamoa Beach Road (east) Council's proposal Total no. of submissions 8 Key points raised Construction of Te Okuroa Drive as outlined above to relieve traffic pressure on Papamoa Beach Road from development in Papamoa EasL A series of projects along the eastern section of Papamoa Beach Road to control traffic and provide for pedestrians (see attachment B): Roundabout at Parton Road (year 1) Roundabout at Palm Springs Boulevard (year 2) Pedestrian refuges (year 1) Road marking improvements (year 1) All of the submissions refer to the need to upgrade Papamoa Beach Road with varying proposals for doing this. Need for improved road surface and or drainage (7) Need for roundabouts and refuges to slow traffic and assist pedestrians (2) Provide cycle lanes (1) Remove power poles (1) 10. Community concerns around the capacity and safety of Papamoa Beach Road are documented and were considered carefully as part of the Special Housing Area discussions for Wairakei. Summary of Submissions - Other issues Council's proposal A traffic management project at the western end of Papamoa Beach Road and Maranui Street to address changing traffic patterns arising from the opening of the Sandhurst interchange (study year 1, construction year 2). Total no. of submissions Key points raised A study of traffic safety and speeding issues is being carried out on Dickson Road with a view to undertaking improvements through the Minor Improvements Budget and associated with the programmed pavement rehabilitation in the 2015/16 financial year. Submissions requested the following: Speed management measures on Dickson Road Pedestrian crossings for Te Aki Ki School on Doncaster Road Request for a pedestrian crossing on Maranui Street Four laning of Tara Road and Parton Road to be brought fonward to Request to remove the future four-laning of Domain Road from the programme due to severance effects

Four laning projects for Tara Road and Domain Road are expected to be delivered on a "just in time" basis consistent with other infrastructure projects. They will not be delivered if not required.
5 4^ 12.^ Tauranga City Options - Te Okuroa Drive and PEI Topic Te Okuroa Drive Key Issues Raised by Submitters Bring fona/ard timing of stages 1-3 to relieve pressure on Papamoa Beach Road and provide alternative access Staff Comment Detailed design and land purchases are underway for stages 1-3 of Te Okuroa Drive and the timing is set by those processes. CAPEX Retain timing and staging of Te Okuroa Drive as proposed in the draft. Bring Forward timing of stages 4 and 5 to allow opening of Te Tumu in 2018 The SmartGrowth Settlement Pattern Review process to investigate the viability of development in Te Tumu, develop a structure plan and undertake a plan change process will not be complete until cn PEI Bring Forward the timing of PEI - To ease congestion on Domain Road - To allow opening of Te Tumu in 2018 It is not possible at this stage to confirm the date of the start of development in Te Tumu. This is subject to the above processes but also the near completion of the Wairakei Urban Growth Area. The timing of the PEI is modelled to coincide with the Domain Road interchange with TEL reaching capacity. Options - Papamoa Beach Road (east) Topic Staff Comment CAPEX Traffic management A series of measures are proposed through various budgets and safety to install roundabouts and pedestrian refuges as shown on Attachment B (Minor improvements works for Papamoa Beach Road east). These include improved road markings, roundabouts and pedestrian refuges. The works are programmed for year 1 of the with the exception of the Palm Beach Boulevard Roundabout which is programmed in Asphalt surface year two. Replacing the surface with asphalt would reduce traffic noise, but chipseal would still be considered the most appropriate surface for current and projected flows.the cost of laying hotmix between Parton Road and the eastern end of Papamoa Beach Road would be in excess of $500,000. The chipseal on Papamoa Beach Road has around 12 years of life remaining so is not programmed for a reseal or pavement Retain proposed budgets for improvements along Papamoa Beach Road.
