2 ailing Instructions 1. Rules The regatta will be governed by the rules as defined in The Racing Rules of ailing for ( RR ) published by Yachting Australia and these ailing Instructions. 2. otices to Competitors and changes to ailing Instructions otices to competitors will be posted on the official notice board located in the main hall of the ailing and on the club website. Any change to the sailing instructions will be posted before 0900 Hrs on the day it will take effect, except that any change to the schedule of races will be posted on the club website by Hrs. on the day before it will take effect. 3. Responsibility All keelboats shall comply with the RR pecial Regulations Part 1 for Race Category 7. It is the responsibility of each skipper/owner to maintain their boat to the required standard of safety and keep all safety equipment on board and in working order. All keelboats shall also carry a Third Party Liability Insurance Policy (minimum $10,000,000) and have a minimum of two (2) crew. ntrants must acknowledge that RR 4 Decision to Race places sole responsibility for deciding to participate in a race or continue racing on the individual skipper alone. 4. Divisions The Race Committee may form racing divisions at its discretion. The composition and allocation of boats into divisions shall not be subject to protest or constitute grounds for redress. Divisions will be available at three days before the regatta. 5. The aterman vent The aterman event is open to any boat that is capable of carrying a payload equivalent to a sack of potatoes, and is manually propelled by oars. The start line (for this event only) shall be the transit line formed by the triangle on the front of the deck of the ailing and the rescue boat. The course shall be set directly in front of the clubhouse. 6. Identification umbers Vessels identified by a sail number, matched on their race entry form, will be identified by that number. 7. tarting & Finishing Line The starting line for events, except the aterman event and Multihull Division, will be between two BC Yellow Cylinder buoys set between the BC house and the corner of Island. The finishing line for all events is defined as the starting line defined above, crossed in the direction from the last rounding mark. The start line for the Multihull Division will the transit line defined by the port hand channel mark located immediately north of Garden Island, and the Robinson s Point Light (at Cremorne Point). ailing Regatta ailing Instructions 2014 Page 2 of 12
3 8. ignals made Ashore ith the exception of the Multihull Division, all signals will be made ashore. All signals will be shown from the starter s position located on the corner of Island opposite the ailing. The starter s position will display a black and yellow BC Burgee. 9. Prohibited ater The area of water between swing moorings and the shoreline shall be considered as prohibited water for all boats throughout the race. Prior to the start of the race, Paragraph 10 (Late tarter) will apply. All navigation marks shall be treated as obstructions and shall be passed on their designated side. The area of water bounded by napper Island, pectacle Island, and the ammunition barges and their pylons shall be considered as prohibited water (a continuing obstruction). 10. Late tarters If a boat is towed or under motor to make the start line after its preparatory signal, it can exonerate itself by completing a 360 turn after dropping the tow/cutting its engine before crossing the start line, but must keep clear behind boats already in the starting area that are manoeuvring for the start. This same rule applies to boats sailing into the start area close to the start line from the moorings after their preparatory signal. ailing Regatta ailing Instructions 2014 Page 3 of 12

5 12. Marks There will be two types of laid mark: Yellow Guorls each displaying a black and gold BC burgee and yellow Inflatable sausages, about 1.5m high and 250mm diameter with the letters BC. A chart showing mark locations is at the bottom of this page. Unless otherwise specified all rounding marks are to be passed on starboard hand. 6 13. One Minute Rule Rule 30.1 will be used for all starts. 14. Recalls Individual recalls may not be indicated. This modifies RR If any yacht is on the course side of the starting line at the time of her start, she may restart the race or be penalised 3 minutes. Any yacht starting more than 1 minute before her start may be recorded as D at the discretion of the starter. Presentation Presentation of prizes for all events will be held on the club deck at Postponement/Abandonment The race committee may before the start signal, postpone or abandon the race. Race abandonment shall be advised by the Race Officer by displaying the code flag over A flag at the starter s position. Abandoned races will not be resailed. 18. Keeping Clear at the tart & Finish Boats, whose warning signal has not been made, shall keep clear of the starting area and of all boats whose warning signal has been made. A boat that has either retired or finished shall keep clear of the finishing line and boats still racing. 19. Communications The Race Officer intends to maintain a watch on VHF Channel 72, and may use this channel to communicate with participating vessels. uch communications will not replace flag and sound signals and no competitor may protest or seek redress in respect of any radio communication which may have been made or not made in error or misunderstood. Competitors may use Channel 72 to communicate with the Race Officer for urgent or emergency messages. ailing Regatta ailing Instructions 2014 Page 7 of 12
8 20. xtras This is a non-spinnaker regatta for all Classic Yachts, Open Yachts B and Pub and ervices Challenge, Dinghies and Vintage kiffs can race with their normal complement of sails. All Yachts racing in a Down Harbour race may race with their normal complement of sails i.e. with pinnakers. 21. Boats Retiring If a boat retires from the race the skipper shall notify the tarter by coming within hailing distance of the starter s position, or by acknowledged VHF message on channel Protests Protests must be lodged in writing with the BC ailing Office within one hour of the relevant event s time limit. Protests will be heard at a time and date to be advised by the Protest Committee. The has appointed a qualified protest jury with and ational Level YA judge as chair. It is the club s expectation to conclude hearing protests on the day of the regatta. 23. Time Limit The time limit for each competitor will be three hours after the division start or prescribed start time for Classic Yachts and Vintage kiffs. This changes RR 35. A boat that does not finish within the time limit shall be scored DF (amends RR Appendix A). 24. Handicaps Handicaps shall be determined by the ailing Committee and shall not be subject to protest or dispute. 25. Risk arning This RIK ARIG is issued jointly by the ailing and the Maritime Authority, pursuant to the Civil Liability Act 2002 to all persons wishing to participate in the sailing activities conducted by ailing. Participants are warned that, regardless of the precautions, which might be taken by reasonable and experienced persons, sailing can be a dangerous pursuit and participants are exposed to significant risk of property damage, physical harm and possibly death. ailing and the Maritime Authority also warn participants that regardless of their best intentions, they may be unable to render assistance to participants who are in distress. Participants are warned to consider the above risks and all other risks before deciding to participate in any sailing event with ailing. Participants are also advised that although ailing is covered by third party liability insurance, this cover DO OT extend to participants. Any participant who considers they have a need for insurance must make their own private arrangements with an insurer.
