2 Basic Rules of the Road Both vessels under Power Head on Both vessels under Sail Head on Both vessels alter course to starboard and pass port-to-port. Give way to any vessel higher up this list than you: a vessel which you are overtaking a vessel not under command (displaying two balls) a vessel restricted in ability to manoeuvre (displaying a diamond between two balls) a vessel constrained by its draught (displaying a vertical cylinder) a vessel engaged in fishing (displaying a two cones pointing to each other) a vessel under sail only a power-driven vessel or a sail vessel under power
