RULES 1.1 All races conducted by Manly 16ft Skiff Sailing Club ( Club ) will be governed by the 'rules' as defined by the ISAF Racing Rules of Sailing (RRS), the Prescriptions and Special Regulations (Part 2) of Yachting Australia (YA), the Constitution, Sailing By-Laws (SBL), Policy Documents and Manuals of the Club, the rules of the relevant Class Associations except as any of these are changed by the Sailing Instructions or Notice of Race. 1.2 RRS rule 61.1, Protest Requirements, is amended by deleting the sentence at 61.1(a)(2): If the hull length of the protesting boat is less than 6 metres, she need not display a red flag. 1.3 Clauses 12.2, 12.3 or 12.4 of the Australian 13ft Skiff Association Class Rules defining the age eligibility for a skipper or crew will not apply in any Point Score or Non-Point Score (NPS) races held by the Club. If, however, two males are sailing together, one must not be older than 23 years of age at the commencement of the current sailing season. 2. NOTICES TO COMPETITORS Notices to Competitors will be posted on the Official Notice Board located on the outside wall to the left of the front entry to the Club. 3. CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the Sailing Instructions made ashore will be posted before 1200hrs on the day it will take effect. 3.2 Any change to the Program of Events will be posted by 2000hrs on the day before it will take effect. 4. SIGNALS MADE ASHORE Signals made ashore will be on the flag-mast located on the Club deck When Flag AP is displayed ashore '1 minute' is replaced with 'not less than 30 minutes' in the Race Signal AP. Alters RRS Race Signals. 5. SCHEDULE OF RACES The race program is available from the Club s website. (Manlyskiff.com.au) Club races may be suspended if they conflict with Australian or NSW 16ft and 13ft Association fixtures Any scheduled race that is postponed or abandoned, may be re-sailed at the discretion of the Sailing Committee The Warning Signals for 16ft and 13ft Skiff divisions will not be before the times shown in the table below. CLASS FLAGS 6.1 The Class Flag for the 16ft Skiff division will be Code Flag U (Uniform) with the number '16' superimposed in black. 6.2 The Class Flag for the 13ft Skiff division will be a white flag with a red 13ft Skiff emblem. 7. THE COURSES 8.1 Courses for the 16ft Skiff Division are as described on the club website 8.2 Courses for the 13ft Skiff Division are as described on the club website. 8.3 No later than the Warning Signal, the Race Committee boat will display the appropriate course signal. 8.4 Courses for special events, such as the Old Buffers Day may be determined at the discretion of the Commodore, Vice Commodore, Race Secretary or Race Officer. Separate Sailing Instructions may be issued for these events. 9. MARKS 9.1 Rounding Marks for the 16ft Skiff Division are as described on the club website. 9.2 Rounding Marks for the 13ft Skiff Division are as described on the club website. 9.3 The port end starting mark for the 16ft Skiff Class will be an orange inflatable cylindrical buoy. 9.4 The port end starting mark for the 13ft Skiff Class will be an Blue inflatable cylindrical buoy. 9.5 The port end finishing mark for the 16ft Skiff Class and the 13ft Skiff Class will be an orange inflatable cylindrical buoy. 9.6 New marks as provided in instruction 12 will be an inflatable pink conical buoy with a black band. 10. AREAS THAT ARE OBSTRUCTIONS The area of water inside the registered moorings adjacent to the Forty Baskets Beach shoreline in North Harbour and inside the registered moorings in Hunters Bay (Balmoral) will be considered Prohibited Water (ie; obstruction) for boats that are racing and boats shall not sail inside the area designated Prohibited Water. Boats that infringe this instruction will be scored DSQ. 11. START 11.1 Scratch start Races will be started in accordance with RRS The Starting Line will be between a staff displaying a M16SSC burgee on the Race Committee boat at the starboard end and the Start mark at the port end A boat starting later than ten (10) minutes after the starting signal will be scored DNS. Alters RRS A A minimum of three (3) boats starting is required to constitute a race. Page 6 of 17

7 Recalls Scratch Starts - It is the responsibility of each boat to ensure that it is not on the course side at the Start Signal (RRS 29.1) Handicap start Races will be started using the following procedure: Alters RRS 26. Time Code Flag Signal Five (5) minutes before the start Warning Class Flag displayed - 1 sound One (1) minute before the start 1 Minute Class Flag removed - Handicap Board (30) displayed Start Start Handicap Board (30) removed Handicap Board (29) displayed A numeral placard will be displayed corresponding to the maximum handicap for the race. This placard will be removed after one (1) minute intervals and successive numeral placards will be displayed at further one (1) minute intervals. The lowering of the placard corresponding to the boat's handicap will be its start signal A minimum of three (3) boats starting is required to constitute a race A boat starting in a Handicap race later than ten (10) minutes after the lowest handicapped boat will be scored DNS. Alters RRS 35 and RRS Appendix A Recalls Handicap Starts If in the opinion of the Race Officer a boat is attempting to start at her correct start signal and is on the course side before her handicap board is lowered, flag X will be displayed with one sound signal. The flag shall be displayed until all boats have sailed completely to the pre-start side of the starting line or one of its extensions or 30 seconds whichever occurs first. A boat will have 4 minutes after the raising of flag X to comply with this rule. It is the responsibility of each boat to ensure they have started correctly. Alters RRS Rule CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. Any subsequent marks may be relocated to maintain the original course configuration. This adds to RRS 33. 8 13 THE FINISH The finish line will be between a staff displaying a blue flag or shape on a race committee boat at the starboard end and the course side of the port end finishing mark. 14 PENALTY SYSTEM Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 15 TIME LIMIT The race time limit will be three (3) hours from the last starting signal. Any boat not finishing within 45 minutes of the first boat will be scored DNF this alters RRS 35. Races that begin with a handicap start the three hours will be from the Scratch boat starting signal. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 General Requirements Protests shall be lodged with either the Commodore, Vice Commodore, Race Secretary, Race Officer (or delegate) within the Protest Time Limit RRS 61.1(a)(2) is amended by deleting 'if the hull length of the protesting boat is less than 6 metres, she need not display a red flag' The Protest Time Limit is sixty (60) minutes after the last boat of her class has finished the last race of the day. Alters RRS 61.3, Notices will be posted on the Official Notice Board no later than 30 minutes after the protest time limit to inform competitors of the Hearing/s in which they are parties or named as witnesses, the Order of the Hearing/s, the time and location of the Hearing/s Notices of Protests by the Race Committee will be posted to inform boats under RRS 61.1(b) Breaches of Sailing Instructions 10, 17, 22, 24, 27 shall not be grounds for Protest by a boat. Alters RRS 60.1(a). Penalties for these breaches may be less than Disqualification if the Protest Committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI Hearings The Protest Committee will convene as soon as possible after the protest has been lodged, but no later than 1100hrs on the next scheduled race day The Protest Committee may approve the extension of a Hearing after the deadline noted in SI but only in extenuating circumstances. This adds to RRS 63. Page 8 of 17

9 17 SCORING 17.1 The scoring system is a follows: a) The Low Point scoring system of RRS Appendix A will apply except as altered below. b) A boat that scores DNS, DNF, RET or RAF will be awarded points equal to the number of boats that started in the race. Amends RRS A9. c) A boat that scores OCS, BFD, DSQ or DNE will be awarded points equal to the number of boats that started in the race plus one (1) placing. Amends RRS A9. d) A boat that scores DNC will be awarded points equal to the number of boats that started in the race plus two (2) placings. Amends RRS A The points allocated to a boat will be allocated to the initial registered hull only Club Championship Points are awarded on the basis of scratch results Seven (7) races are scheduled for per the race program Five (5) races are required to be completed to constitute a series When fewer than six (6) races have been completed, a boat s series score will be the total of her race scores. Alters RRS A When six (6) or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score A youth Club Championship The Bart Cup will be sailed in conjunction with the club championship. Eligibility will be determined by the Board prior to the first scheduled Club Championship race Annual Point Score Points are awarded on the basis of handicap results Ten (10) races are required to be completed to constitute a series A boat s series score will be the total of her race scores excluding her two (2) worst scores. Alters RRS A st & 2 nd half Annual Point Scores Points are awarded on the basis of handicap results Seven (7) races are required to be completed to constitute a series Races will be assigned to either the 1 st Half or 2 nd Half Point Score per the race program A boat s series score will be the total of her race scores excluding her one (1) worst score Crews Trophy Points are awarded on the basis of handicap results Five (5) races are scheduled per the race program Three (3) races are required to be completed to constitute a series Page 9 of 17

10 A boat s series score will be the total of her race scores. No scores are excluded. Alters RRS A Casual entries Boats who fail to correctly enter by 30th September 2016 will be deemed to be a Casual Entry for the purposes of scoring and the provision of any prize money awarded until such time the registration is verified by the Sailing Committee Until verification by the sailing committee, all casual entries will be scored as a placegetter in a race but will not be scored in any 16ft skiff or 13ft skiff point scores. The points scored by any eligible boat in the race will be adjusted accordingly to account for any casual entry that is not scored. Alters RRS A Average Points Any boat Representing the Club during the National, State, Inter Club Regatta Championships, Dumaresq Cup and any inter-club sprint series sanctioned by the NSW 16ft and 13ft Skiff Associations will be given average points for any point score races conducted during the sailing season 'Representing the Club' means that the boat must start in the Association event on the day of the Club Point Score race, except in the case of the National Championship. The boat, need not to have finished in the event Any 13ft Skiff unable to sail due to the skipper or crew being seconded to a 16ft Skiff on the day of the race will be eligible for average points for a maximum of three occasions in any one season The 13ft Skiff seeking average points in accordance with SI must make the request in writing to the sailing office one hour prior to the start of the race in which the 13ft Skiff was unable to sail If a 13ft Skiff seeks average points on more than three occasions for the reasons of SI a written request by that 13ft Skiff shall be made to the Sailing Committee for approval. The written request must include reasons as to why this request has been made more than 3 times in the one season A boat shall be deemed to have sailed in a 'Point Score' race if it was eligible for average points in accordance with SI , SI or SI Allocation of Average Points The Average Points are to be allocated at the time of the particular event using the points gained in the three (3) consecutive races prior to the race in question. If three (3) consecutive races have not been completed, the three (3) point score results closest to the specified event will be used The Allocation of Average Points will be determined from results scored in the current sailing season only. 18 RETIREMENT FROM A RACE A boat that retires from a race shall notify a race committee boat before leaving the race area. If this does not permit the boat must notify the race committee as soon as possible on return to shore via phone or face to face communication. Page 10 of 17

11 19 REPLACEMENT OF SKIPPER, CREW OR EQUIPMENT 19.1 Skipper or Crew Any change of skipper and/or crew to that which is nominated on the Boat Registration Form, must be notified in writing to the Race Officer at least one (1) hour prior to the advertised commencement of the race on Form 103: Change of Skipper or Crew, unless the change has been previously notified in writing at a Sailing Committee meeting. Failure to comply with this rule shall result in the boat concerned being deemed a Scratch boat for the purposes of handicapping Equipment Where a sail is replaced with one having a different sail insignia or number to that nominated on the Boat Registration Form this change must be notified in writing to the Race Office on Form 105 at least one (1) hour prior to the commencement of the race All other items of equipment excluding the hull may be replaced without prior consent. All replacement equipment must comply with relevant class measurement rules 20 EQUIPMENT AND MEASUREMENT CHECKS A boat may be inspected at any time for compliance with the class rules, YA Special Regulations Part 2 and these Sailing Instructions. 21 COMMITTEE BOATS All race committee vessels will display the burgee of the Club. 22 RUBBISH 22.1 No rubbish is to be dumped in the water. All rubbish is to be handed to official boats or taken ashore No rubbish including electrical tape is to be left on the ground at the rigging areas on East Esplanade or the Club. 23 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Page 11 of 17

12 24 PRIZES Prizes will be awarded to the winner for each of the Club's Point Scores. Further prizes may be awarded at the discretion of the Sailing Committee Perpetual Trophies will be awarded in accordance with Club tradition and are outlined in the Sailing By-Laws Trophies from a cancelled race Any trophy for a race that is postponed or abandoned and not re-sailed may be re-allocated at the discretion of the Sailing Committee. 25 DISCLAIMER OF LIABILITY Competitors participate in all races entirely at their own risk. Attention is drawn to Fundamental Rule 4 of the RRS which states: 'The responsibility for a boat's decision to participate in a race or to continue racing is hers alone' The Club, its officers and servants, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after racing, nor for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment or for damage which might result from competing in Club events The person who signs and lodges the boats entry form warrants the Club that he/she will draw to attention of any person onboard SI 26 - RISK WARNING The person who signs and lodges the entry boats entry form acknowledges receipt of SI 26 RISK WARNING and releases the Club from any claim or liability whatsoever for any harm or personal injury suffered, by him/her or any person claiming through him/her in any event conducted by the Club. 26 RISK WARNING This RISK WARNING is issued jointly by the Club and NSW Maritime, pursuant to the Civil Liability Act 2002 to all persons wishing to participate in the sailing activities conducted by Manly 16ft Skiff Sailing Club Participants are warned that, regardless of the precautions, which might be taken by reasonable and experienced persons, sailing can be a dangerous pursuit and participants are exposed to significant risk of property damage, physical harm and possibly death As an indication, these risks may include, but are not limited to: a) The extremes of weather and sea conditions. b) The potential that control of vessels may be lost, resulting in collision with objects and other vessels. c) The sudden movement of the vessel at any time and the possibility that participants may fall or be thrown overboard, resulting in drowning. d) The possibility that participants may be injured by equipment on the vessel. 13 e) The absence of immediate medical care and the likelihood that significant delays may occur before medical care is available. f) Exposure to the elements for extended periods The Club and NSW Maritime also warn participants that regardless of their best intentions, they may be unable to render assistance to participants who are in distress. Participants are warned to consider the above risks and all other risks before deciding to participate in any sailing event with the Club. 27 SAFETY REGULATIONS Note: Sailors are reminded that activity contrary to Maritime Legislation, Aquatic License Conditions or failure to report on-water incidents may result in the cancellation of the Clubs Aquatic License Ferry and Commercial Shipping Safety of Navigation All competitors shall observe the Ship & Ferry activated Exclusion Zone (Refer Appendix A of these Sailing instructions). Failure to do so will result in disqualification. Note: All Ferries are now fitted with bow cameras that continuously record the vessel s progress in addition to 25 cameras located around the harbour, which monitor ferries and also record close quarter incidences. The cameras were installed as a result of a coronial enquiry, and may be used for enforcement action by the Roads and Maritime Service. Fines in excess of $500 may apply for non compliance Incident and Accident Reporting It is a requirement of the Club s Aquatic License that all on water incidents resulting in damage worth more than 10% of the vessels value or otherwise described in must be reported to the Roads and Maritime Services (RMS). Note: If owners do not report the incident and simply claim repair costs on insurance, they may find that the insurance companies may not accept the claim. Insurers regularly ask the RMS for the results of any inquiry into the incidents Reports can be made directly to the RMS (Forms are available on the RMS Website or at the Sailing Office), the Sailing Office must also be provided with a copy as part of our own incident and risk management requirements. 14 If a protest is heard following a reportable incident, and a result is given by the protest committee, this should be forwarded to the RMS and in most cases will satisfy the reporting requirements for all parties. Otherwise a formal report should be made to the RMS and the Sailing Office Note that none of the requirements in this section remove or alter the reporting requirements as prescribed in the relevant NSW Maritime Legislation. 28 INSURANCE All boats shall have a minimum of AUD $10 million public liability insurance covering the use of the boat while racing. 15 APPENDIX A Ship & Ferry Activated Exclusion Zone (NSW RMS Aquatic Licence Condition) Additional Conditions For Sailing Events All competitors must maintain a minimum distance of 500m from the bow of any ship1 and 200m from the bow of any ferry2 and no less than 30m from the sides/stern of any ship or ferry underway. Failure to do so will result in disqualification. 1 Oil tankers & seagoing Cruise ships 2 Other seagoing commercial vessel or Ferry operating in accordance with an approved timetable Note: Sailors are reminded that activity contrary to Maritime Legislation, Aquatic License Conditions or failure to report on-water incidents may result in the cancellation of the Clubs Aquatic License. 16 APPENDIX B - Handicap System System 1. The handicap system adopted at the commencement of a sailing season shall not be altered during that season. 2. Registered boats will be assigned a handicap at the commencement of the first race of the sailing season. The handicap will be as per the corrected handicap from the results of the last Point Score race from the previous season (where applicable). 3. The Sailing Committee reserves the right to adjust a boat/s handicap at any time. This will not be cause for Redress. Alters RRS 62. Penalties 4. In all Point Score and Non-Point Score races, boats will be penalised four (4) minutes for 1st place on handicap, two (2) minutes for 2nd place, one (1) minute for 3rd place and one (1) minute for two (2) 4th places. 5. Penalties incurred in non-point score race/s do not carry forward to a subsequent Point Score race. Gaining on handicap 6. No boat may gain on handicap through not starting a race (note: this means that a boat that starts in a race and does not finish may gain on handicap). Should a boat represent M16SSC at a sanctioned Association event, the boat may gain any handicap adjustment, if any, in accordance with the fleet. Non-Point Score races 7. In a Non-Point Score race, boats will be handicapped according to the adjusted handicaps after the previous Point Score race. 8. If there are two (2) or more Non-Point Score races in succession, boats will be penalised in accordance with paragraph 4 of this appendix, for the second and subsequent races. 9. If a Non-Point Score race is held at the commencement of the sailing season and is not preceded by a point score race, boats will be handicapped at the discretion of the Handicappers. Regular skipper absence 10. A regular skipper through absence shall resume on his last handicap for the boat nominated on the Boat Registration apart from where paragraph 4 of this appendix applies. In the event of a boat incurring a penalty is his absence, the skipper will resume on the adjusted handicap. Minimum and maximum handicap 11. The minimum handicap for a boat will be Scratch. 12. The maximum handicap for a boat will be thirty (30) minutes. Revision 13. A skipper may seek revision of his/her handicap. He/she shall make an application in writing to the Race Secretary or via to sailing@manlyskiff.com.au who shall then submit the application to the Handicappers for consideration. Page 16 of 17

17 14. Any decision to revise the handicap will not be effective until at least eight (8) days after lodgment of the application. 15. Any revisions of handicap will be reported at the next Sailing Committee Meeting and placed on the official notice board and/or Club website. Change of skipper or crew 16. In the event of a change of skipper or crew the handicappers may amend that boats handicap, except that no boat shall receive a handicap higher than its last adjusted handicap with its regular skipper. This requirement does not apply to a change of skipper or crew as outlined in paragraph If a replacement skipper or crew for a 13ft Skiff is a current Junior Division sailor and if a replacement skipper or crew for a 16ft Skiff is a current Junior Division or 13ft Skiff sailor, the handicappers shall amend the boats handicap to take into account the experience and ability of the replacement skipper or crew. The handicap the boat shall receive may be higher than its last adjusted handicap with its regular skipper. The purpose of the exception to the first sentence is to encourage sailors to step up to the next class. 18. Any change of skipper and crew to that which is nominated on the Boat Registration Form, must be notified in writing to the Race Officer at least one (1) hour prior to the advertised commencement of the race on Form 103: Change of Skipper or Crew, unless the change has been previously notified in writing at a Sailing Committee meeting. Failure to comply with this rule shall result in the boat concerned being deemed a Scratch boat for the purposes of handicapping. New skippers and skiffs 19. All boats and or skippers new to the Club that perform in excess of their handicap shall be liable to a penalty at the discretion of the handicappers during their first twelve (12) Point Score races. 20. When a boat or hull new to the Club is bought and its skipper has a Club handicap, that boat will be handicapped at half the skipper's previous handicap. 21. Skippers, boat or hulls new to the Club shall start and finish in two (2) Club races with a Scratch handicap before being assigned a handicap. Hull changing hands 22. When a hull changes hands within the Club its handicap will be revised by halving the addition between the boats existing handicap and the new skippers handicap. Replacement of Hull 23. No replacement hulls will be permitted. Page 17 of 17
