It is our goal to maintain a good relationship with all our neighbors and work with them in a fair and responsive manner. As part of being a good neighbor, we have three Core Principles that you should expect from MPL. 4 WHAT TO EXPECT FROM MPL 1 CORE PRINCIPLE #1 MUTUAL RESPECT AND TRUST MPL strives to be a good neighbor and develop long-term positive landowner and resident relations. We re committed to understanding issues from the landowners /residents perspectives and helping them understand ours. HOW WE WILL DO THIS Maintain an open line of communication, work in person, and listen to landowners / residents concerns. 2 CORE PRINCIPLE #2 TRUTHFUL AND TIMELY INFORMATION MPL will provide landowners/residents with information regarding an upcoming project, the timeline of work, and reason and purpose for the proposed project. MPL will make every attempt to ensure there are no surprises when work activities begin on the property. We will address any questions you may have to the best of our ability. HOW WE WILL DO THIS MPL s right-of-way specialists are trained in all phases of the pipeline project. They will assist the landowner by providing accurate information and an opportunity to understand the project. MPL will contact the landowner/resident in a timely fashion and attempt to reach a mutual agreement that is honest, fair and reasonable. HOW WE WILL DO THIS Providing open communication and pipeline knowledge will assist in good faith understanding. MPL will strive to understand the landowner s/resident s perspective, to be honest and fair in the dealings, and to respect the landowner s/resident s opinion. 26 WHAT I CAN DO FOR MPL YOUR ROLE While MPL has many systems in place to detect anomalies or possible product releases, landowners/residents can help provide us with important information related to the specific location. Additionally, knowing the signs of a release can help ensure your safety during these situations. SIGNS OF A POSSIBLE PETROLEUM PRODUCT OR NATURAL GAS RELEASE: SIGHT A pool of liquid on the ground A rainbow sheen on water Continuous bubbling in water A dense white cloud or fog Discolored or dead vegetation Dirt or water being blown into the air SOUND An unusual hissing or roaring sound SMELL An unusual odor such as gasoline, oil, sulfur or a rotten egg smell LIVING ALONG THE PIPELINE: WHAT YOU NEED TO KNOW 26

27 WHAT I CAN DO FOR MPL IF YOU SUSPECT A RELEASE Move as far away from the area as possible in an upwind, uphill direction Call 911, then Marathon Pipe Line LLC s 24-Hour Emergency Number: Keep others away from the area DO NOT Walk through or touch any liquid or vapor that may have come from the pipeline Attempt to stop material from leaking, shut off valves, or put out a fire Create any source of ignition (starting an engine, turning switches on or off, etc.) 27 MARATHON PIPE LINE LLC

28 WHAT I CAN DO FOR MPL FURTHERING PIPELINE SAFETY CALL BEFORE YOU DIG: State law requires that you call 811 or your local One- Call number at least two full business days (excluding Saturdays, Sundays and holidays) before you dig. In Michigan, Pennsylvania and Tennessee, call ahead at least three full business days. This free call can help protect your family and neighbors from serious legal, financial and, most importantly, physical harm resulting from damaging a buried pipeline or other utility. STEPS FOR SAFE DIGGING: 1) Call 811 or your state s One-Call number several business days before excavation is scheduled to begin. Tell the operator: Your name and telephone number County, city or township Street address and nearest cross street Distance and direction off the road to the dig site Type of work and specific digging location (front/rear/side of property) Digging start date and time 2) Outline the digging area with white paint or flags and wait the required number of days. Trained technicians will mark the location of underground facilities with colored flags, stakes or paint, and at no cost to you. The graphics on the right indicate the color code for each utility. Natural gas and petroleum pipelines are always marked with yellow paint or flags. 30 WHAT I CAN DO FOR MPL 4) Do not remove the flags, stakes or paint marks until you have finished digging. 5) Once your property is marked, dig with care. Regardless of depth, always hand dig within 24 inches on either side of a marked utility line. REPORT EXCAVATION DAMAGE: If a pipeline operated by Marathon Pipe Line LLC is hit during excavation, stop working immediately, call and report your location. A Marathon Pipe Line LLC representative will travel to the work site, inspect the pipeline, and determine if repairs are needed. LANDOWNER S ROLE: Please contact MPL prior to planning any type of construction project or planting on or near the pipeline right of way. Whether you plan to do it yourself or hire a contractor, smart digging means dialing 811, the national callbefore-you-dig phone number, at least three business days prior to starting any project. This free call can help protect you from physical harm resulting from damaging a buried pipeline, or other underground utility. MPL will respond promptly to your 811 call request and will mark the location of the pipeline on your property. MPL will conduct routine inspections and ongoing maintenance of the pipeline on your property. We will notify you in advance of any scheduled maintenance. If you are a homeowner, farmer, excavator, or developer, we need your help in preventing pipeline emergencies. MPL s goal is to have landowners/ residents respect, not fear, our pipelines when working around them. Property improvements such as houses, sheds, fences, driveways, pools, decks, trees and landscaping can be a serious danger to an underground pipeline. MPL has established specific guidelines for property development. The illustration and table on the next page provides acceptable setbacks for structures near MPL rights of way. 40 WHY MPL NEEDS TO MAINTAIN A RIGHT OF WAY RIGHT-OF-WAY MAINTENANCE PROGRAM MPL operates and maintains a high-pressure petroleum pipeline on your property. MPL conducts vegetation management as part of our continuing monitoring and maintenance of our pipelines. Our vegetation management program is set up to mow each pipeline right of way on a three-year cycle and to perform canopy tree trimming on a six-year cycle. In warmer climate areas, the right of way may be mowed annually or bi-annually. Trees, shrubs, and other plantings greater than three feet high are prohibited within 25 feet of any pipeline or appurtenance and typically all plantings are prohibited within 10 feet of any pipeline or appurtenance. MPL reserves the right to remove any trees, shrubs or other non-crop vegetation within 25 feet of the pipeline. No vegetation is allowed to obstruct pipeline signage or markers. 42 WHY MPL NEEDS TO MAINTAIN A RIGHT OF WAY A right of way is a strip of land where some of the property owner s legal rights have been granted to a utility company. A right-of-way agreement between a company and a property owner is also called an easement and is usually filed in public records with property deeds. Rights of way provide a permanent, limited interest in the land and enables a pipeline company to operate, inspect, repair, maintain, or replace the pipeline on property owned by another. Never dig on or near the right of way without first calling 811. Do not store or place anything on the right of way without first having company personnel locate the pipeline, mark the right-of-way location and explain the property development guidelines to you. 45 HOW DOES MPL PROTECT MY PROPERTY? 1 24/7 MONITORING MPL adheres to strict federal laws that require pipeline operators to continuously monitor and maintain their pipeline. MPL analysts monitor the entire pipeline network from a control center. Analysts receive communications from instruments and devices installed at locations throughout the system as well as from field personnel to help understand how the pipelines are operating 24 hours a day, 7 days week. 46 HOW DOES MPL PROTECT MY PROPERTY? 2 INSPECTIONS AND TESTS As a part of our comprehensive safety program, we inspect and test our pipeline systems regularly: We monitor by air with manned and unmanned aircraft and/or by ground patrol to identify and prevent any unauthorized activity. We inspect pipeline rights of way for unusual changes in vegetation that might indicate a leak. We test, inspect and monitor the cathodic protection system on our pipelines that helps prevent corrosion. We use various tools and technologies to help ensure that our pipelines are sound and fit for purpose. We inspect and test valves on the pipelines. When pipe is exposed for any reason, we inspect the condition of the pipe and its coatings and, if necessary, make repairs. 46 MARATHON PIPE LINE LLC

47 HOW DOES MPL PROTECT MY PROPERTY? CLOSE INTERVAL SURVEY (CIS): MPL periodically conducts a CIS on all of our pipeline systems. This is done to document and maintain the effectiveness of the cathodic protection system, which, along with the coating on the pipe, keeps the pipeline from corroding underground. WHAT YOU WILL OBSERVE WHEN A CIS TEAM IS ON YOUR PROPERTY: The CIS work will require no digging or vehicles driving on the right of way. A three-person crew will walk the right of way. The first person will locate and mark the pipeline with small yellow flags. The team will then take readings on the depth of soil above the pipeline. After the readings are taken, the third person will follow after the first two and make sure all the flags are picked up. LIVING ALONG THE PIPELINE: WHAT YOU NEED TO KNOW 47

48 HOW DOES MPL PROTECT MY PROPERTY? CORROSION CONTROL MPL uses steel pipelines to transport petroleum products. We have three lines of defense to keep our pipeline operating safely and prevent corrosion: 1) Coating is applied to the outside of the pipe. This coating keeps soil and water from touching the steel. 2) Corrosion protection systems are installed along the length of the pipeline at specific locations. These systems, known as cathodic protection, send a small electric current through the soil and water to help protect the pipe. 3) To make sure that everything is working properly, we inspect our cathodic protection systems every two months. We also do a complete corrosion control survey of the entire pipeline every year to evaluate how well our cathodic protection systems are working. Corrosion inspection and monitoring are also two key activities to ensure asset integrity and control of corrosion. Pipeline corrosion monitoring techniques help in several ways: Provides an early warning that damaging conditions could be developing. Helps diagnose a particular corrosion problem. Evaluates the effectiveness of a corrosion control program. 48 MARATHON PIPE LINE LLC

WALKING SURVEY Walking surveys, the physical inspection and survey of the conditions of the right of way, involve checking for encroachments, signage, vegetation control, pipe depth, and collection of geographic information using Global Positioning System (GPS) equipment. During a walking survey, the following activities are performed: Inspect for right-of-way encroachments. Identify and document missing or damaged signs. Replace or repair missing or damaged signs. Evaluate the condition and effectiveness of the vegetation control program. Perform depth surveys to identify shallow and exposed pipe. Walking surveys help identify safety concerns, maintenance conditions and obstructions on the right of way. LIVING ALONG THE PIPELINE: WHAT YOU NEED TO KNOW 49

50 HOW DOES MPL PROTECT MY PROPERTY? HYDROSTATIC TESTING Hydrostatic testing of pipelines is part of MPL s Integrity Management Program. Pipeline companies have conducted hydrostatic testing for decades as one method to identify defects or damage to the pipeline that could potentially cause a pipeline leak. A hydrostatic test is a routine test to ensure the integrity of our pipeline. The information below outlines the hydrostatic testing process. 1) The petroleum inside the pipeline is removed and replaced with water. This water contains an environmentally-safe green dye to help determine the location of a defect, if a leak occurs during the test. 2) The water inside the pipeline is pumped up to a pressure much higher than the normal operating pressure of the pipeline while transporting petroleum products. This high pressure is typically held for at least eight hours. 3) During this test, which will likely occur during the late evening and early morning hours, MPL representatives will be conducting visual inspections along the pipeline route. Each MPL employee will be wearing a hard hat and will carry a company photo identification card for safety and identification purposes. 51 HOW DOES MPL PROTECT MY PROPERTY? 4) In the event of a sudden leak of water from the pipeline, the pressure will be reduced rapidly and the green water should rise to the ground surface quickly. 5) In the event of a small leak of water from the pipeline, the pressure will be reduced slowly and the green water may not immediately reach the surface. To locate the leak, MPL will excavate the pipeline at determined locations for further investigation. 6) In the event that defects in the pipeline are identified, repairs will be made as soon as possible, and the testing will continue until the pressure remains intact for at least eight hours. 7) Following the successful completion of the hydrostatic test procedures, all of which is in accordance with the U.S. Department of Transportation s Office of Pipeline Safety, the water will be removed from the pipeline. The pipeline will be refilled with petroleum products and petroleum distribution services will resume. MPL is committed to the continued safe operation of its pipelines, and ensuring the efficient and reliable transportation of petroleum products that America needs. 52 HOW DOES MPL PROTECT MY PROPERTY? INTERNAL LINE INSPECTION (ILI) MPL is required by federal regulations to periodically assess our pipeline systems integrity and ILI is one method. The ILI tool is an electronic device that is placed in the pipeline and pushed through from one end to the other. During the actual ILI tool run, you may see vehicles parked at the pipeline road crossings during the day or night. This is done to track the ILI tool as it passes by each road crossing. As the ILI tool travels through the pipeline, it collects data about the pipeline. The data collected is analyzed to determine if there are any locations that need to be excavated and inspected for potential repair. The ILI tool may find locations on the pipeline that have been damaged by a third party or defective coating which can lead to corrosion. Once the ILI tool has been run and the data analyzed, locations are categorized and prioritized by the severity of the damage indicated by the ILI tool. 52 MARATHON PIPE LINE LLC

PIPELINE INSPECTION DIGS If there is a location on your property that must be inspected as a result of the ILI tool run, you will be contacted prior to the start of any work. When you are contacted, you will have the opportunity to ask questions as we place stakes on the site. The pipeline will then be excavated, inspected, and any required repairs made. Finally, the site will be filled in and the area restored. LIVING ALONG THE PIPELINE: WHAT YOU NEED TO KNOW 53

54 POST INSPECTION AND REPAIR MPL s policy is to clean and restore the work area in a timely manner to its pre-existing condition as reasonably practicable. Restoration measures may include, but are not limited to: site restoration to the original contour; compensation for crop and/ or fertilizer loss; repair damage to drainage tile systems; landscaping and seeding. Compensation for crop loss is generally determined by calculating the crop acreage affected by the construction of the pipeline within the right of way, along with yield and value of the crop based on current market prices. After the restoration work is complete, MPL will meet with the landowner on site to confirm the property has been restored to its pre-existing condition as reasonably practicable and to compensate the landowner for any reasonable damages incurred. 54 MARATHON PIPE LINE LLC

PROTECT OUR COMMUNITIES If we have a release, we immediately take the necessary steps to protect life and property by shutting off the flow of product through the pipeline, isolating the affected pipeline section and calling in emergency response organizations. Our primary concern is the safety of the community and our response team. MPL then performs these actions: Assemble and deploy a team of experts to the location to begin addressing the emergency. Address all related safety issues. Begin assessing any property damage resulting from the incident. Take steps to preserve the integrity of the site. Our plans outline steps to take in the event of a fire, rupture, major leak or serious incident occurring at or near one of our facilities. We developed these plans to prepare our employees and local emergency personnel to handle emergency situations involving our facilities and to protect the public. Our plans include several key elements: The roles and responsibilities of all company, contractor and local response personnel; Communication and cooperation with all involved organizations; and Continuous improvements realized from previous drills and events. 57 MARATHON PIPE LINE LLC
