4 SFE WORKING PROCEDURES FOR GK/EH V609 Revision: B1 Part B 1 PURPOSE This instruction sets out safe methods for working on or near D.C. electrified lines. 2 SCOPE This instruction is to be read in conjunction with the Working Instructions for D.C. electrified lines relevant to the work site. It sets out mandatory requirements which are supported by safe methods of work for selected routine tasks. 3 DEFINITIONS D.C. electrified lines - ny 3rd or 4th rail system supplying D.C. traction current. 4 GENERL 4.1 ll staff who work on or near D.C. electrified lines must be in possession of and be familiar with such of the following as are relevant to the work site:- BR BR BR BR 29987/9 BR Electrified Lines Working Instructions for NSE (SE, SC and SW Divisions). Electrified Lines Working Instructions for Euston/Watford/Richmond, North Woolwich. Electrified Lines Working Instructions for Waterloo and City line. Working Instructions for the D.C. Electrified lines between Moorgate and Drayton Park. Working Instructions for the D.C. Electrified lines in the Liverpool rea. 4.2 The Electricity at Work Regulations 1989 generally prevent work being carried out on or near live equipment unless it is unreasonable having regard to all relevant factors for the equipment to be dead while work proceeds. 4.3 To comply with Section 4.2 work should be planned wherever possible with the conductor rail isolated in accordance with the procedures contained in the relevant document listed in Section If the requirements of Section 4.3 are unreasonable all factors must be assessed to determine the protection required before any task is allowed to commence on or near live D.C. electrified lines. generically grouped list of tasks and minimum standards is given in ppendix. ny task that may bring any part of the body within 12 or 300 mm of live conductor rails may only be carried out if a conductor rail shield and/or insulated rubber gloves are used (stepping over is excepted). Protective equipment and personal protective equipment specifically for use on or near D.C. electrified lines must be examined by the user immediately prior to use for obvious defects.

5 Revision B2 SFE WORKING PROCEDURES FOR 5 COMPETENCE ll staff whose duties take them on or near D.C. electrified lines must be competent in the following:- Personal Track safety; the certificate to be endorsed for D.C. electrified lines. Emergency First id. 6 TRINING Training must be given to all staff prior to the PTS card being endorsed to include D.C. electrified lines. This training must cover:- Location and dangers of D.C. electrified lines (to the depth covered in the Track Safety Handbook). Method of crossing D.C. electrified lines. Examination of conductor rail shields, defects and damage that can occur. Use of conductor rail shields (where and when and how to fit/remove). Effect of weather conditions on conductor rail shields. Examination of insulated rubber gloves. Use of insulated rubber gloves (where when and how to use). Dangers of arc eye burns and electrocution. How to obtain an emergency isolation. Emergency action in the event of electrocution. BR13439/3012

6 SFE WORKING PROCEDURES FOR GK/EH V609 Revision: B3 PPENDIX SFE METHODS OF WORK FOR SPECIFIED TSKS WHICH RE CONDUCTED WITHIN THE RED ZONE; N RE (300MM / 12 ) EITHER SIDE, BOVE OR BELOW N ENERGISED CONDUCTOR RIL REMOVL OF FIRE HZRDS FROM ROUND EQUIPMENT The worksite must be assessed prior to commencing any task, to ensure that NO conductive materials are present. If conductive materials are present a traction current isolation must be obtained before allowing removal. ll staff must wear hand protection whilst carrying out this task. CLENING OF EQUIPMENT (removal of dust and oil) The scraping and brushing of equipment is only permitted when a dry non conductive handled dusting scraping brush is used. Dusting scraping brushes must not be used when wet/damp. GRESING ND OILING EQUIPMENT The greasing and oiling activity must wherever possible be conducted from the four foot side. Only BR specified Oils and greases may be used as per the Signal Maintenance Specifications. Insulating gloves must be worn when conducting this task, only plastic oil cans should be used. BLLST REMOVL (using insulated shovels and chipping forks) The proposed worksite must be assessed prior to commencing the activity to ensure that NO conductive materials are present. If conductive materials are present a traction current isolation must be obtained before carrying out this operation. Only insulated shovels and chipping forks may be used. The insulation must be examined before and after use, to ensure the insulation is in good condition. ny tools with damaged, defective insulation shall be returned to the issuing point and not used. The conductor rail shield must be repositioned so as to afford the maximum protection to staff as the work progresses. dditional hand protection will be given by the use of chrome leather gloves. Note: The use of crow bars or pick axes is not permitted within the Red Zone without a traction current isolation. LMP CHNGING ON SHUNT SIGNLS (including limits of shunt, tunnel signals and ground signals) If it is possible for the shunt signals lid when open to make contact with the conductor rail whilst changing the lamp an additional conductor rail shield will be required (two shields for this task). Maximum protection can be achieved by placing the conductor rail shield on to the conductor rail from the worksite side. USING TEST EQUIPMENT (including double millivolt, vo, fluke meters etc.) Where practicable all test leads should be connected from the four foot side of the rail. Where it is necessary for the test meter to be left on for the passage of a train the leads must be passed under the Non conductor rail side, running rail to a place of safety. ll test equipment leads used in the 3rd/4th rail areas must be voltage rated above that present in the conductor rail e.g. 750v D.C..

7 Revision B4 SFE WORKING PROCEDURES FOR Exposed ends of test leads must be insulated prior to being passed under or over the conductor rail. Insulated plug type terminals and leads must be used on all test equipment used in the vicinity of the conductor rail. Staff must ensure the meter leads are connected to the correct terminals, and is on the correct range before use. PSSING INSULTED EQUIPMENT UNDER THE CONDUCTOR RIL For each insulated item to be placed under the conductor rail a man must be assigned to each end to prevent contact with the conductor rail or the displacement of the conductor rail shield. One member of staff to push the item under the conductor rail, the other member of staff to guide the item through the zone. Where cables with exposed terminals are involved, the exposed metalwork must be insulated in an approved manner prior to conducting this task. INSPECTION OF ITEMS CONNECTED TO THE RUNNING RIL (e.g. 9/32 Track pins, Transponder and treadle mounting brackets) The inspection of items of equipment connected to the running rail should where practical be conducted from the four foot. The conductor rail shield should be placed on the conductor rail from the side to protect the member of staff conducting the examination from accidental contact with the top, bottom and work side of the conductor rail. Staff must avoid straddling or bending over the conductor rail whilst conducting this activity. EXMINTION OF EQUIPMENT (including castings, fixtures & fittings, cables & hydraulic pipes) Examination of equipment may be conducted after suitable protection has been provided, additional protection may be needed by the use of a traction current isolation or by using additional conductor rail shields or insulated rubber gloves. POINT DJUSTMENT The adjustment of points may be conducted after suitable protection has been provided and staff have been trained in the work task. END BR13439/3012
