2 FARMINGTON CITY Job Description Title: Fire Engineer (Regular Status / Full-Time) Code: FFDENGFT-A / PM Department: Fire Department Last Revised: 02/2019 Grade: 12 Effective Date: 02/2019 GENERAL PURPOSE Performs a variety of full performance firefighting duties related to protecting life and property of city residents and the general public. Must be able to drive and operate all types of fire department apparatus and performs as an advanced level engineer. Performs all duties associated with EMS and ambulance operations as an Advanced EMS provider. SUPERVISION RECEIVED Works under the close supervision of the Shift Captain; when acting in the capacity as the Shift Captain, is supervised by the Chief. SUPERVISION EXERCISED May provide immediate to close supervision to full-time and paid-on-call firefighters while in training, while operating on emergency scenes, while on duty at the station or on project-by-project basis. May assume station officers role when officer or senior firefighter is absent. May be scene commander at a variety of calls; example, structure fires, hazardous materials incidents, grass fires, vehicles fires, trash fires, medical emergencies and other job related calls. ESSENTIAL FUNCTIONS Promotes and follows the departments mission, values and expectations. Firefighter: In absence of the Shift Captain, performs as the Officer In-Charge (OIC) and will assume the incident commander s role when indicated. Receives continuous classroom and field training in a wide range of fire prevention, E.M.S., and firefighting techniques, and procedures; receives specialized training in salvage and rescue operation, emergency medical aid, civil defense, hazardous materials, disaster, drowning, and other related emergency situations; participates in drills, often providing instruction for both new candidates and other firefighting personnel. Responds to emergency calls by driving or riding on fire apparatus to the fire scene; cleans, inspects, and maintains SCBA s, operates air monitoring equipment, manipulates various sized appliances, nozzles, and hose streams; lays and connects water hose, hooks up pumps, holds nozzle and directs water stream; raises and climbs ladders and utilizes equipment such as extinguisher, SCBA s, encapsulated hazardous materials suits, and power saws; operates extension ladders in actual rescue situations and in regular training; uses various hand tools such as rope, axes, and other manual powered tools; maintains very high proficiency in operating electronic / new technology equipment. Searches in adverse conditions at a fire scene, natural disasters, auto accidents etc.; rescues victims from fire and danger situations; operates hydraulic rescue tool to achieve forcible entry; renders first-aid and practices trauma management; performs advanced life support to accident and fire victims; removes bodies and performs salvage operations.

3 Be able to communicate effectively both verbally and written. Have considerable knowledge of state mandated reports; state medical reports, department billing forms, department fire response sheets, department drill sheets, etc. Will be responsible for completing and reviewing these for supervisors review. Receives instruction on policies and procedures to conduct per incident inspections on various types of facilities; conducts inspections and advises resident or owner of necessary action to conform to standards; may be required to assist with fire scene investigations to determine point of origin and cause of fires; prepares and submits a variety of reports related to inspection activities and suppression, communicates effectively both verbally and in writing. Performs general maintenance necessary to maintain department buildings and equipment; sweeps and cleans, makes beds, washes walls, floors, and windows; performs various maintenance tasks such as painting, servicing equipment, cleaning, polishing, testing, doing yard work and snow removal when needed, repairs firefighting apparatus and breathing apparatus; services, maintains, and repairs fire trucks, ambulances and other fire department vehicles. Assist in performing building inspections and pre-fire planning; attends public gatherings to insure observance of fire safety requirements, standards and regulations; conducts tours for interested groups. Prepares various department records and reports, participates in flow tests; may instruct; Boy Scout / Girl Scout merit badge classes, participates in various public safety programs and presentations to educate, such as Fire Prevention Open House, teaching fire prevention to elementary classes and providing tours. Participates in public education classes such as CERT. Completes and passes a yearly work capacity test, consisting (in-part) of an arduous pack-test as required by the Utah Fire Rescue Academy for Wildland Firefighter 1. Note: FFD requires all operations personnel to complete the 3 mile walk wearing 45 pounds in less than 45 minutes. Driver: Drive heavy fire apparatus and other equipment to fire and emergency scenes; performs vehicle placement to achieve effective delivery of suppression materials (water/chemicals etc.); operates fire pumps to control various nozzle pressures and flows; assures proper procedures are followed to engage, prime and discharge supply lines, connects hydrant lines and changes over from tank operations to hydrant operations, has a full performance knowledge of all fire department apparatus, inspects apparatus daily and determines readiness of apparatus, reports the condition and operations of apparatus to which they are assigned to the shift captain, performs as an advanced Driver/Operator. Conducts driver training and assists in certification of department drivers. Able to operate all apparatus at fire scenes as needed including establishing correct streams, calculates hydraulic calculations; monitors pumper cooling systems, pressure relief systems, and discharge pressures; makes adjustments as needed. Operates specialized apparatuses such as NWCG Type 2 Tactical Water Tenders, Type 1 and Type 6 NWCG Engines, 116 quint aerial articulating rescue platform and other specialized apparatuses unique to given service area. Expected to utilize aerial device on emergency scenes to rescue and remove victims or direct elevated master streams, calculate hydraulic formulas to determine nozzle pressure, gallons per minute, friction loss, elevation loss or gain, pump discharge pressure, etc. Uses valves and hand tools to make hose connections; adjust discharge to proper pressure rating as determined by hydraulic calculations; monitors pumper cooling systems, pressure relief systems, and discharge pressures; makes adjustments as needed. Maintains full performance knowledge of practices and procedures relative to water supply, location of hydrants, fire streams,

4 pump capabilities, motor and other operations, which will enable them to efficiently perform their duties. May provide immediate to close supervision of Probationary Firefighter/EMS Trainee while in training or on project-by-project basis. May assume station officers role when officer or senior firefighter is absent. May establish incident command on incidents and operate as incident commander until relieved by a senior firefighter or officer. Performs as EMS crew member on ambulances to emergencies when indicated. Performs vehicle placement to protect the crew and patients on scenes. Is familiar with all equipment carried, as well as location and operation. Is responsible for the safety of the crew when driving. Must be familiar with the locations of hospitals along the Wasatch Front and the shortest route to each. Responsible for routine maintenance of firefighting vehicles. Also responsible for all budget requests related to maintenance and/or operation of all firefighting vehicles and equipment. Is well versed in operation, repair, and maintenance of all related equipment including: Power saws, extrication equipment, fans, lights, generators, nozzles, hoses, and all specialized fire, rescue and EMS equipment. Full performance knowledge of the topography, physical conditions and other matters affecting response their response areas. Advanced EMS: Evaluates patient s condition and/or injuries; evaluates accident scenes and/or medical emergencies and administers aid per local and department protocol; monitors patients vital signs and provides intermediate life support until transported to the hospital or transfer of care is rendered; utilizes advances airway devices, starts and monitors IV s, provide drug therapy when indicated while strictly following set protocols, use of cardiac monitor and defibrillator as per protocols, cleans and re-stocks ambulances and equipment in a safe manner. Operates resuscitation and suction devices during cardiopulmonary resuscitation or other emergencies requiring those skills; applies vacuum splints, cervical collars, backboards, and various other medical devices used to immobilize patients during transport, extrication, and at a time to avoid further injury. Applies bandages and dressings on soft tissue injuries as needed to stop bleeding; provide appropriate level of splinting and critical care management according to protocols; moving patients safely from one location into the ambulance or other location without causing further injuries. MINIMUM QUALIFICATIONS 1. Education and Experience: A. Graduated from high school, or equivalent AND B. Three (3) years of firefighting & EMS work experience at a municipal or district fire department. 2. Knowledge, Skills, and Abilities: Considerable knowledge of all apparatus and the operation of each apparatus, be mechanically inclined and have the ability, skill to understand the principles of pumps, of firefighting methods,

5 techniques, and procedures; firefighting types and varieties and their most appropriate and effective use; equipment maintenance and care; state and city codes, laws, and regulations, and ordinances related to fire prevention; fire vehicle equipment; emergency medical techniques and procedures and first-aid; interpersonal communications skills. Working knowledge of training methods and techniques. Ability to follow detailed verbal or written work instructions; work in dangerous emergency situations; perform strenuous physical labor; communicate effectively; verbally and in writing; assimilate modern fire prevention and firefighting skills; perform under extreme weather conditions; work on-call and on-shift work; develop effective working relationships with supervisors, fellow employees, and the public. 3. Special Qualifications: Must have current valid Utah State Driver s License (or equivalent). Must be State Firefighter II Certified (or equivalent). Must be State Wildland Firefighter 1 Certified (or equivalent). Must be State Haz-Mat Operations Certified (or equivalent). Must be Utah Advanced EMT (Paramedic preferred) to include HCP BLS, ACLS, PALS (or equivalent). Must be NIMS 100, 200, 700, 800, and 701 compliant. Must be State ADO Pumper & Aerial Certified (or equivalent). Successfully complete in-house apparatus sign-offs within three (3) months. Ice Rescue Technician certified within one (1) year. ATV certified within one (1) year. Fire Officer 1 certified within two (2) years. EMS or Fire Service Instructor 1 certified within two (2) years. Capable of complying with future certification requirements as directed by administration. 4. Work Environment Functions of the position are generally in a controlled environment, but are subject to all seasonal and weather extremes. Emergency response travel expected in normal course of performing duties. Many functions of the work pose high degree of hazard uncertainty. Physical readiness and conditioning may be a condition of job retention. Various levels of mental application required, i.e. memory for details, emotional stability, discriminating thinking, creative problem solving, and ability to maintain critical thought and communication at any given time for extended durations. Define and advocate the need for a cultural change within the fire service relating to safety; incorporating leadership, management, supervision, accountability and personal responsibility. 2. Enhance the personal and organizational accountability for health and safety throughout the fire service. 3. Focus greater attention on the integration of risk management with incident management at all levels, including strategic, tactical, and planning responsibilities. 4. All firefighters must be empowered to stop unsafe practices. 5. Develop and implement national standards for training, qualifications, and certification (including regular recertification) that are equally applicable to all firefighters based on the duties they are expected to perform. 6. Develop and implement national medical and physical fitness standards that are equally applicable to all firefighters, based on the duties they are expected to perform. 7. Create a national research agenda and data collection system that relates to the initiatives. 8. Utilize available technology wherever it can produce higher levels of health and safety. 9. Thoroughly investigate all firefighter fatalities, injuries, and near misses. 10. Grant programs should support the implementation of safe practices and/or mandate safe practices as an eligibility requirement. 11. National standards for emergency response policies and procedures should be developed and championed. 12. National protocols for response to violent incidents should be developed and championed. 13. Firefighters and their families must have access to counseling and psychological support. 14. Public education must receive more resources and be championed as a critical fire and life safety program. 15. Advocacy must be strengthened for the enforcement of codes and the installation of home fire sprinklers. 16. Safety must be a primary consideration in the design of apparatus and equipment.
