1 20 10 SCOUT BLAST Fire Explorer Competition Saturday, April 17 th, Gwinnett County Fair Grounds 2405 Sugarloaf Parkway Lawrenceville, Georgia Directions: Interstate 85 north or south to Exit 108 (Sugarloaf Parkway). Take a left off exit ramp and go 8 miles to The Fairgrounds (located on left side of road) at 2405 Sugarloaf Parkway, please come to Davis Road entrance. Early Bird Fee: Received by April 10 th, 2010 at 5:00 p.m. $10 per competitor $5 per Advisor/Spectator Fee Received After April 10 th, 2010 at 5:00 p.m. Fee Received at the Door on the Day of the Competition $12 per competitor $8 per Advisor/Spectator $15 per competitor $10 per Advisor/Spectator Fees Include: Admission into the Competition and Lunch All Post must provide one Judge for Competition Judges will be assigned to events on the day of the Competition 1

3 Section 1 Individual Events Event #1 Fire Department Knots & Hoisting While wearing approved Structural firefighting gloves and helmet member shall complete the following: 1) Members will be given 3 common tools and equipment associated with emergency scene Operations and utility rope lowered from an elevated position. 2) Members will properly secure the designated tools or equipment for hoisting, based on the IFSTA Essentials of Firefighting 4 th edition 3) Tools and equipment will be hoisted to ensure correctness. 4) Members will be scored on speed and accuracy. Event #2 Quick Dress Members must provide PPE and S.C.B.A. The gear must consist of full-structural firefighting equipment. PPE will consist of: Boots Pants Suspenders Jacket Hood Structural firefighting Gloves Helmet. All gear Must be size appropriate. SCBA will consist of: Tank Harness/Backpack Mask Regulator Member must begin event wearing footwear. (Footwear may be loosened) 1) All participants will don all firefighting PPE and be breathing air from S.C.B.A. within two minutes, based on the IFSTA Essentials Of Firefighting 4 th edition. 2) Jacket and S.C.B.A must be staged separately prior to donning. 3) Mask and hood must be staged separately prior to donning. 3) All participants will need to supply their own S.C.B.A. and Turnout gear. 4) Members will be scored on speed and accuracy. 5) Time will be kept for each individual as well as an average score for the team. 6) Participant must be standing with their arms extended above their head when complete. All contestants must be on air and fully bunkered out. A five-second penalty will be added to their over all time for each infraction. Infractions include but are not limited to the following, Skin showing, Tangled air lines, Waist strap not fastened, helmet loose, collar down, turnout coat and pants must be Completely fastened to include, Velcro Snaps and or zippers. As well as any safety violations noted by the judges. 3
4 Section 2 Team Events Event #1 Bucket Brigade Equipment Provided by Competition Officials: Five buckets per team Protective Gear Required: Pants/Boots, Structural Firefighting Gloves, Hood, Helmet (all items supplied by competitors) Number of Participants: Five 1) Members shall fill buckets from static water supply. 2) Members will mitigate obstacles on their way to filling Barrel. 3) A Ping-Pong ball will fall from the barrel when full. 4) The competition is based on teams filling the barrel in the fastest time Event Rules 1) Teams shall stay inside the boundary lines. 2) A two-second penalty will be assessed for each infraction. Event #2 Tug - of - War Equipment Provided by Competition Officials: Fifty (50') natural fiber rope Protective Gear Needed: Boots, Gloves (all items supplied by competitors) Number of Participants: Five 1) Two teams of five align themselves at the end of a fifty foot rope. The rope is marked with a "center line" and two markings fifteen (15') feet on either side of the center line. 2) The teams start with the rope's center line directly above a line marked on the ground, and once the contest (the "pull") has commenced, attempt to pull the other team such that the marking on the rope closest to their opponent crosses the center line. Event Rules: Standard Tug-of-War rules shall apply. Event # 3 Fire Explorer Combat Challenge Equipment Provided by Competition Officials: Water source in the form of a charged portable hydrant, one 50 section of 3 hose, one Water Thief, Three sections 1-3/4 Attack line, One Elkhart SM30 nozzle and various hand tools, Glad Press and seal. Protective Gear Required: Pants/Boots, Coat, Structural Firefighting Gloves, Hood, Helmet and S.C.B.A. (all items supplied by competitors) 4
5 Number of Participants: Four 1) Members will begin challenge in street clothes in a staging area with their gear. 2) Members face mask will be visually obscured with Glad press and seal. 3) Members will at the starting order quick dress and move as a team to the equipment staging area. 4) Members will then assemble and charge a /4 attack line off a water thief and 3 supply line. ( The water source for this exercise will be a portable hydrant approximately 50 from entry line) 5) Once line is charged and air is removed from line the team will advance passed the entry line that is to simulate the door of a burning structure. 6) The course will consist of several obstacles to negotiate including but not limited to a wall breach, and confined spaces with a victim located on the course that must be removed. 7) Crews will knock over three cones simulating fire hazard in the room and then rescue the victim back through the obstacles to the start line. The teams time will stop when all team members and victim are across the entry line. 8) Teams may use any method to remove victim that would not cause undue injuries to the victim, and may use materials that may be located in the course. Event Rules: 1) Team members will stay within the prescribed area. 2) All members must stay in contact with the hose line and other crew members. A 10 second penalty will be assessed to their final time for each violation. 3) Any safety violations ie. Skin showing, tangled air lines, waist strap not fastened, helmet loose, collar down. Turnout pants and coat must be securely fastened to include Velcro, Straps, and Zippers as well as any Violations noted by the judges. A 5 second penalty will be assessed to their final time for each violation. Section 3 Equipment list For Training 1) IFSTA Essentials of firefighting 4 th edition 2) Structural firefighting PPE 3) Utility rope 4) S.C.B.A. (2216 or 4500) 5) Life Safety rope 6) 24 extension ladder 7) 3 supply hose 8) 1 ¾ attack hose 9) Various Hand tools to include but not limited to: 1) Flat head axe 2) Pick head axe 3) Halligan bar 4) Pike pole 5) Closet hook 6) Sheet rock puller 7) Bolt cutters 8) K tool 9) Pry axe 10) Siamese connection 11) Water Thief 12) Gate valve 13) Smoke ejector 14) Positive pressure fan 15) Hydrant wrench 16) Spanner wrench 17) Deluge set 18) 2 ½ Double male 19) 2 ½ Double female 20) Hose clamp For Conclave: 1) Full PPE and S.C.B.A. must be provided by the competitor 5
