1 WEEKLY REPORT NO. 7: REPORT PERIOD: Nov. 5, 2017 Nov. 11, 2017 HDD MONITORING At the request of the Federal Energy Regulatory Commission (FERC), representatives of J.D. Hair & Associates, Inc. (JDH&A) have visited select pipeline crossing sites on the Rover Pipeline Project that are currently under construction using horizontal directional drilling (HDD). The purpose of the site visits are to conduct random Spot Checks to document whether or not Rover is implementing the project-specific measures that FERC is requiring as part of the conditions to resume HDD operations. A list of the HDD crossings visited, the date, and summary comments are presented in the table below. 11/5/17 Captina Creek 3 rd Reaming Pass (54 ) Austin Miller (JDH&A) arrived as the day shift for Mears finished reaming joint 23 of the 54-inch reaming pass. Austin observed the existing containment to which drilling fluid has been flowing during operations and it was still receiving the majority of returns. Bigger hoses are allowing more fluid to be removed from the containment as the crew is pumping a larger volume of fluid per joint due to the increased size of the reamer. At least 1 Mears crew member remains stationed at the pit to man the pump while other crew members periodically walk the alignment. To date, no other IR s have been spotted other than the existing ones located just in front of the workspace edge that occurred during the pilot hole. Observations are recorded in Spot Check SCCC /5/17 Highway st Reaming Pass (28 /30 ) Austin Miller (JDH&A) travelled to the entry side of Highway 151. Austin learned that Laney had tripped back to the cutting face and was continuing the 28-inch back ream with less than 400 feet to go before completion. Joint times were similar to previous days, with faster joint times not expected for a few more joints. During Austin s time on site, the mud engineer took samples of drilling fluid from the entry pit and conducted tests to determine viscosity and other various mud properties. With about 10 joints left, the inspector noticed gray fluid surfacing a few feet in front of the entry pit. Operations came to a halt as the track hoe moved over and created a berm and ditch in which the fluid could flow back to the pit. Although drilling fluid did technically surface outside of the pit, it was less than 10 feet away and still located within the workspace limits, which is fairly common as the drilled path is relatively shallow. All fluid was diverted back to the pit. Austin s observations are recorded in Spot Checks SCH and SCH /5/17 Interstate 75 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 11:05. He was informed by the driller in the HDD control cab that the HDD contractor (Pretec) was at about 1,700 ft in with the 30 reaming pass with full drilling fluid returns. The driller also explained that they had tripped out yesterday to change to a different type of 30-inch reamer after experiencing difficulty passing through the formation. Mitchell also spoke with Jim Whiteside (Black and Veatch) and Brandon Luttrell (Rover HDD inspector) who both confirmed the driller s comments. In reviewing the ROW inspection log, no new IRs were reported and three inspections were documented per shift. While onsite Mitchell observed WEGO Sand Master Xanthan Gum, CETCO Super Gel-X, and Bara-Kade, which are all on the list of approved HDD products. At approximately 11:53 Mitchell arrived on the exit side of the crossing, but little activity was observed. Site crews were performing housekeeping activities in preparation for the severe weather predicted for later in the day. Documentation noted in SC Prepared By: Austin Miller Page 1 of 10

2 11/5/17 Maumee River 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:00 and found all operations shutdown due to lightning in the area. After the all-clear was given, Mitchell spoke with the driller and Kevin Cullen (Black and Veatch) in the drillers cab and they informed him that the site was set to shut down at 15:00 due to more severe weather in the forecast. They also informed him that they were on joint 30 of the 30-inch reaming pass, roughly 900 ft. In reviewing the ROW monitoring logs, no new IRs had occurred and a minimum of three inspections per shift had been documented. Mitchell observed CETCO Super Gel-X onsite, which is an approved drilling fluid product. Documentation noted in SCMR /5/17 Highway 42 Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 17:00. D Arcy observed that the drill was operational, and several crew members were making adjustments to the drill pipe in the entry hole. The drill supervisor and crew were very focused on the adjustments they were making, so D Arcy quickly checked ROW logs (5 entries for Nov 5th, no IR s reported) which was in conformance with project specifications. D Arcy could not locate the HDD Inspector, and instead spoke with another third party inspector who was monitoring drilling operations. He informed her that they were currently approximately 650 feet into the pilot hole and were attempting to install what he thought was a mud injection casing on the drill pipe at that time. The crews had been making this modification for most of that day and little drilling had actually occurred. Documentation noted in SC /5/17 Black Forks Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 16:00 and observed that the drill rig was operational at that time. D Arcy checked ROW logs for November 5th (9 entries, no IR s indicated) which is in conformance with project specifications. The drilling supervisor informed her that they were approximately 800 feet into the pilot hole, and soil conditions had improved since the first frac outs that had occurred within the temporary work space. D Arcy observed pallets of slik-gel and Bara-Kade on site, which are approved drilling fluid products. Observations recorded in SCBF /6/17 Captina Creek 3 rd Reaming Pass (54 ) Austin Miller (JDH&A) went to the entry side this afternoon and found Mears reaming on joint 36 of their 54-inch pass, the final pass before swabbing and pullback. Austin learned from Joe, the GeoEngineers representative, that the night shift was unable to make much progress due to the amount of rain nearby storms brought. The day shift took over and was able to resume a fairly consistent production rate. After observing operations for a while, he went to monitor the abandoned well. Austin did not see any signs of drilling fluid, although the rainwater did increase slightly around the well. Odors from the well have somewhat decreased. After visiting the entry side, Austin travelled over to the exit side to check on operations. By this time, the next joint had been added. Drilling fluid was still flowing exclusively to the existing containment, and the crew continued to have at least one person at the pit at all times, although two members were there during my entire time on the entry side. One crew member periodically conducted ROW walks. None of the walks produced any observations of surficial fluid. Observations are included in Spot Checks SCCC and SCCC /6/17 Middle Island Creek 2 nd Reaming Pass (48 ) Austin Miller (JDH&A) got to the site this morning and initially spoke with the inspector for the site. Austin was informed Michels was on joint 37 with good fluid flow to the entry pit. With the additional rig on the exit side, joint times had decreased greatly as each one was only taking roughly one hour to complete. After speaking to the inspector, Austin spoke to the driller and third-party consultant from Jacobs, where he learned that Michels is on pace to complete pullback within the next week barring any significant downtime. The driller told me the only drilling fluid product they are using is bentonite but paying close attention to the mud properties to ensure they are maximizing the output. When I left the site, the crew was conducting the second alignment walk for the day. Observations are included in SCMI Prepared By: Austin Miller Page 2 of 10

3 11/6/17 East Austin Road Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 11:04. At the time the HDD contractor (Pretec) was drilling. He spoke with the driller inside the driller s cab and was informed that they were pushing joint 10 of the pilot hole with full fluid returns. Mitchell observed the ROW monitoring logs and found a minimum of 3 inspections per shift documented with no new IRs reported. Outside the cab he spoke with Luke Plummer (HDD inspector) and he took him to their supply of drilling additives. Mitchell observed the following additives that are in compliance with project specifications: Bara-Kade, Clay Breaker, Polyselect DMD Soda Ash, and BallBuster. He also observed DMD Lubra-Star Plus, which is not an approved additive by the Ohio EPA. As this site is in Michigan, he reported the finding to Jeff Scholl (JD Hair). Jeff is currently following up with FERC regarding this additive and its use in Michigan. Observations documented in SCAR /6/17 Interstate 94 Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:18. At the time the HDD contractor (Pretec) was drilling. Mitchell spoke with the driller (Nick) in the cab and was informed that they had pushed casing to 640 ft the day before. They were now pushing joint 23 of the pilot hole. He observed the ROW monitoring logs and found that a minimum of three inspections had been documented per shift with no new IRs. Mitchell walked to the site of the IR from last week and crews were working to pump mud and water that had collected in the contained area following the heavy rainfall that occurred the day before. The following drilling additives were observed on site and all are in compliance with project specifications: Diamond Seal, Polyselect DMD Power Pac R, WEGO SandMaster Xantham Gum, and Super Gel-X. Documentation seen in spot check report SC /6/17 Portage River Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:10. At the time the HDD Contractor (Atlas) was not drilling and the security officer explained that the crew was not on site. Mitchell inspected the ROW monitoring logs in the driller s cab and found a minimum of 3 inspections per shift documented with no new IRs. In walking through the site, he observed pallets of Bara Kade which is in compliance with site specifications. While on site Mitchell received an informing him of an IR on the exit side of the crossing. Mitchell arrived on the exit side of the crossing at approximately 15:45. He walked the center line until he reached the IR where he found Jamie Townsend (HDD Rover inspector) overseeing the containment operations. Jamie explained that the drilling crew had lost 50% of their returns on joint 60 and immediately tripped out to joint 50. Upon tripping back in the IR was discovered at 11:47. The IR occurred more than 15 ft away from the centerline which is outside of the access agreement with the landowner. Crews contained the flow of the IR, allowing it to pool and be pumped near the centerline. Jamie was waiting on approval from the landowner before implementing further containment measures. At around 16:30, Atlas began tripping back in toward the location of the IR. Mitchell was on site when they returned to joint 60, no additional fluid surfaced. Before leaving the site, Mitchell checked the exit side ROW monitoring logs and found a minimum of 3 inspections per shift and the IR documented at 11:47. Observations seen in SCPR /6/17 Highway 3 3 rd Reaming Pass (44 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 18:00. At that time D Arcy observed that the drill was operating and the drilling supervisor indicated that they were currently push reaming the 44 inch bit ad were 1614 feet in. Four entries were noted for November 6th on the ROW log, which is in conformance with project specifications. D Arcy observed pallets of BallBuster, DCS Drilling Surfactant and Bara-Kade, which is in conformance with project specifications. 4 11/6/17 Sandy Creek 2 nd Reaming Pass (42 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:00. At the time D Arcy observed that the drill was operational and the HDD supervisor informed her that they were currently pull reaming with the 42 inch bit and were 660 feet in. ROW logs for November 6th had four entries, which is in conformance with project specifications. No IR s were reported. D Arcy observed pallets of Bara-Kade, and Hydrogel plus, which are in conformance with project specifications. Observations recorded in SCSC /6/17 Prairie Lane 4 th Reaming Pass (56 ) D Arcy Kroeker (Barr Engineering Co.)arrived on the rig side of the crossing at approximately 15:30. At the time D Arcy observed the drill was operating, and the drilling supervisor indicated they were 660 feet in, pulling on the 56 inch ream, and were getting full mud returns. The ROW monitoring log for November 6th showed eight entries (five on entry side, three on exit side), which is in conformance with the project specifications. No IRs have occurred yet. D Arcy observed pallets of clay breaker, diamond seal, sand master, slikgel and Bara-Kade, on the entry side, and pallets of Bar- Kade, DCS surfactant and sandmaster on the exit side, which are in conformance with project specifications. Documentation can be seen in SCPL /7/17 Highway nd Reaming Pass (42 ) Austin Miller (JDH&A) got to the entry side as Laney was reaming the fourth joint of the day, putting the total at ten joints for the 42-inch back ream pass. The night shift was very productive as they were able to prepare the both sides and the equipment for the 42- inch pass and then ream six joints. Austin spoke to the driller and he said that although they were in rock, they had not hit the harder layers yet. Additionally, he believes that multiple trips in and out for wireline issues associated with AP monitoring enlarged the hole to a greater size than the 30-inch diameter of the first reaming pass, making for fairly quick joint times. Austin then learned from the Jacobs representative (Ray Glenn) and the on-site inspector (Anthony Jay) that the exit side was so congested with traffic that it was not possible for visiting. While Austin was on the entry side, Ray did try and go to pipe side, but returned after only a few minutes as there were no places to park. Austin was told the reason for so much traffic is the mainline contractor, U.S. Pipeline, has personnel fixing and repairing the ROW into the exit site as it had become so bad that trucks and equipment were having difficulty travelling up the fairly steep hill. Although he was unable to visit pipe side, he did see the ROW monitoring sheet that stays in the drill cab. Any ROW walks that are conducted are noted by the conductor on the exit side and, when circumstances allow, documented on the official ROW monitoring log. From the spot check report SCH , the drilling fluid berm and channel was reworked to better contain drilling fluid that surfaced as the first reamer neared the ground surface upon completion of the pass. Laney ended up making a wall with overburden removed from digging the entry pit and then designed about 3 channels in which fluid can flow back to the pit. This area could possibly see some amount of drilling fluid in the following passes, although the hole is now bigger and downhole pressure will be reduced. Observations included in Spot Checks SCH and SCH /7/17 Indian Fork Creek 3 rd Reaming Pass (54 ) Austin Miller (JDH&A) got to the exit side early this afternoon and spoke to the GeoEngineers representative, Chris Mills, about the progress Pretec had made. Since Austin had last visited, they were able to complete the 42-inch back ream and begin on the 54-inch back ream. Upon Austin s arrival, they were beginning to ream joint 25. While on site, reaming went very smoothly with no downtime. After Pretec completed joint 25, Austin travelled over to the entry side to see the site. Since the reamer is still far from the water, only this side is carrying out ROW walks. Two checks had been conducted when Austin left, when plans for at least one more. No inadvertent returns were found. Observations are included in Spot Check SCIF Prepared By: Austin Miller Page 4 of 10

5 11/7/17 Interstate 75 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:34. He was informed by the driller (Tim) and Jim Whiteside (Black and Veatch) that they were on joint 63 of the 30 reaming pass with fluid returns all going to the exit side of the crossing. A copy of the contingency plan chart was present in the drillers cab. In review of the ROW monitoring logs, Mitchell observed a minimum of three inspections per shift with no new IRs reported. WEGO Sand Master Xanthan Gum, CETCO Super Gel-X, and Bara-Kade were observed on site and are all in compliance with project specifications. Mitchell arrived on the exit side of the crossing at approximately 15:03. He spoke with Brand Luttrell (Rover HDD inspector) who confirmed that they were receiving full fluid returns on the exit side. ROW monitoring logs showed a minimum of three inspections per shift and no new IRs. WEGO Sand Master Xanthan Gum and CETCO Super Gel-X were present on site. Documentation seen in spot check report SC /7/17 Maumee River 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:08. In the driller s cab the driller (Victor) informed him they were on joint 35 of the 30 reaming pull pass and all returns of drilling fluid were going to the exit side of the crossing. Upon reviewing the ROW monitoring logs Mitchell found a minimum of three inspections per shift and no new IRs documented. The contingency chart was also present in the driller s cab. On site he observed pallets of Bara Kade and Super Gel X, both of which are in compliance with project specifications. Mitchell arrived on the exit side of the crossing at 13:11 and spoke with Lester Bollinger (HDD Rover inspector). He informed Mitchell that they were receiving full fluid returns on the exit side. The ROW monitoring logs showed a minimum of three inspections per shift and no new IRs were documented. Mitchell walked the ROW and did not observe any IRs. He observed Sand Master Xanthan Gum and Super Gel X on site, both of which are in compliance with project specifications. Observations noted in spot check SCMR /7/17 Portage River Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the exit side of the crossing at approximately 17:16. No members of the drilling crew were present on site. Mitchell walked the ROW to the IR from 11/6/17. The new IR was observed ~50ft before the exit point. The IR fluid appeared to have been pumped, but was not contained with fencing or other materials. This is likely because the release was outside of the ROW where permission from the landowner would be required to access the location. Based on my observations, Mitchell estimated the impacted area to be ~15x15ft. Documentation recorded in SCPR /7/17 Highway 42 Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:30. D Arcy observed that the drill was currently operating, and the HDD supervisor informed her that they were currently approximately 950 feet into the pilot hole. One entry was noted in the ROW log for November 7th (from entry to exit), which is in conformance with project specifications considering the early time at which the logs were checked. D Arcy observed pallets of Bara-Kade, which is also in conformance with project specifications. Observations included in SC /7/17 Interstate 71 1 st Swab Pass (53 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 11:15. At the time D Arcy observed the drill was not operating and the drill supervisor indicated that they had just finished the 53 inch wiper pass, and would initiate a 48 inch (final) wiper pass. He expected pipe installation to begin during the night shift or early morning tomorrow. Three entries were noted in the ROW logs for November 7th, with no IR s reported yet. Pallets of Bar-kade were observed, which is in conformance with project specifications. Observations documented in SC Prepared By: Austin Miller Page 5 of 10

6 11/7/17 Black Forks Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:40 and D Arcy observed at that time that the drill was operational. The HDD supervisor informed her that they were currently 970 feet into the pilot hole and have had no reoccurrences of mud loss at pervious frac out locations. Two entries were noted on the ROW logs for November 7th and entries indicated that most of the ROW was currently under water due to recent heavy rains. Pallets of Bara-kade were observed, which is in conformance with project specifications. Documentation in spot check SCBF /8/17 Captina Creek 3 rd Reaming Pass (54 ) Austin Miller (JDH&A) got to the entry side this afternoon as Mears was reaming joint 54 of the final reaming pass. Good weather allowed for increase production rates as the crew did not have to hassle with stormwater building up in entry and exit pits. Austin spoke with crew members and learned drilling fluid is continuing to flow to the containment pit on the exit side. He observed the abandoned well during the afternoon and saw no signs of drilling fluid or other disturbances. Joe, the GeoEngineers representative, informed Austin that Mears is on track to complete pullback in the next few days. After completing the final reaming pass, they plan to pull the 54-inch reamer back through the hole as a swab pass. Observations are included in Spot Check SCCC /8/17 Middle Island Creek 2 nd Reaming Pass (48 ) Austin Miller (JDH&A) arrived on the entry side late this morning and saw Michels tripping joints out of the hole. Austin spoke with Anthony Stein from Jacobs and the driller (Nick) for Michels about operations. He learned that as Michels was on joint 56 of the 48-inch pass, returns were not flowing back to the entry side when they fired up the equipment. In addition, crews on the exit side were readying the pull sections for pullback by installing the fast line sections used for buoyancy control. Instead of tripping the reamer out to help with fluid management, Nick decided to use a washover tool. This freed up the track hoe on pipe side to help with fast line installation. The entry side crew then detached the drill string from the rig and began another drill string. The washover tool is at the leading edge of this second drill string. The washover tool allows the driller to push a second drill string downhole while connected to the first drill string, with the connecting part of the tool simply washing over the primary drill string. Drilling fluid is still pumped through the leading edge of the second drill string. This new drill fluid helps to flush out old, stagnant fluid and cuttings that may not have made it out. Nick informed Austin drilling fluid returns to the entry pit appeared to be upwards of 90% after the washover tool reached the reamer, achieving the purpose of sending it downhole. For the entire time Austin was on site, the crew continued to trip the secondary drill string out in preparation for resuming reaming operations. The crew is on track for pullback to begin early next week. Observations are recorded in Spot Check SCMI /8/17 Interstate 94 Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 10:53. At the time the HDD contractor (Pretec) was drilling. He spoke with the driller (Nick) in the cab and was informed that they were on joint 37 of the pilot hole. Both the driller and Cameron Flood (Rover HDD inspector) informed Mitchell that they were losing ~50% of their drilling fluid returns to the contained IR despite the casing being in place. Mitchell walked to the location of the containment and observed two crew members running a mud pump from the IR. He observed the ROW monitoring logs and found that a minimum of three inspections had been documented per shift with no new IRs and with constant monitoring of the active IR. Pretec was also running a drone over the ROW. The following drilling additives were observed on site and all are in compliance with project specifications: WEGO SandMaster Xantham Gum and Super Gel-X. 7 11/8/17 East Austin Road Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 13:57. At the time the HDD contractor (Pretec) was tripping back in to the hole after tripping out the day before. Mitchell spoke with the driller inside the driller s cab and Luke Plummer (Rover HDD inspector) who informed him that issues with property owners and mechanical problems had prevented them from pushing past joint 17 on the pilot hole and resulted in them tripping out. Mitchell observed the ROW monitoring logs and found a minimum of 3 inspections per shift documented with no new IRs reported. He also observed the following additives that are in compliance with project specifications: Bara-Kade, Clay Breaker, DMD Polyselect DMD Power Xan, and BallBuster. Mitchell also observed DMD Lubra-Star Plus, but this product is not being used until further notice from FERC. Observations recorded in SCAR /8/27 Portage River Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:16. At the time the HDD Contractor (Atlas) was pulling out casing after having completed the pilot hole the day before. Mitchell inspected the ROW monitoring logs in the driller s cab and found a minimum of 3 inspections per shift documented with no new IRs from the previous day. No monitoring was taking place while casing was being pulled. In walking through the site, Mitchell observed pallets of Bara Kade which is in compliance with site specifications. Jamie Townsend (Rover HDD inspector) informed Mitchell that approval from the landowner on the exit side of the crossing had not been obtain and that no further efforts had been made to clean and contain the two IRs near the exit hole. Documentation can be seen in SCPR /8/17 Highway 3 3 rd Reaming Pass (44 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 20:30. At that time D Arcy observed that the drill was not operating and the drilling supervisor indicated that they were currently tripping out the 44 inch reamer. Tripping out had been occurring since 7 am that morning. D Arcy observed pallets of BallBuster, DCS Drilling Surfactant and Bara-Kade, which is in conformance with project specifications. Documentation noted in SC /8/17 Prairie Lane 4 th Reaming Pass (56 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 19:45. At the time D Arcy observed the drill was operating and the drilling supervisor informed her that they were completing the 56 inch mud / sweep pass. The ROW logs showed 9 entries (1 on entry side, 8 on exit side) which is conformance with project specifications. No IR s have been reported yet. D Arcy observed pallets of Ball Buster, DCS surfactant and Bara-Kade on the exit side, which is in conformance with project specifications. Documentation logged in spot check report SCPL /8/17 Sandy Creek 2 nd Reaming Pass (42 ) D Arcy Kroeker (Barr Engineerg Co.) arrived on the rig side of the crossing at approximately 17:45. At the time D Arcy observed that the drill was operational and the HDD supervisor informed her that they were currently push reaming with the 42 inch bit and were 1113 feet in. ROW logs for November 8th had seven entries, which is in conformance with project specifications. No IR s were reported. D Arcy observed pallets of Bara-Kade, and Magma Fiber, which are in conformance with project specifications. Observations recorded in SCSC /9/17 Indian Fork Creek 3rd Reaming Pass (54 ) Austin Miller (JDH&A) arrived on the entry side today just before the crew finished reaming joint 41 of the 54-inch back ream, the final reaming pass. After finishing, Pretec took a quick lunch break. Austin spoke with the GeoEngineers representative, Chris, and the HDD inspector, James, about operations. The driller also informed me the joint times were averaging between hours. After spending some time observing operations on pipe side (where the rig is currently), Austin travelled over to the entry side to see how work was going. He observed a boil of fluid returns in the pit, indicating fluid returns were flowing strongly into the pit. After, James and Austin conducted the third ROW walk of the day, walking around 1,000 feet past the reamer and walking on both edges of the ROW. As expected, no signs of surficial fluid were found. Austin also observed the documentation sheet for logging mud properties after performing various tests. Results of the tests were consistent. 8 11/9/17 Highway 151 2nd Reaming Pass (42 ) Austin Miller (JDH&A) got to the site this morning as Laney was on joint 39 of the 42- inch back ream. Austin spoke with the Jacobs representative, Pete, as well as the driller and learned the exit side was much clearer now after having been worked on the last few days. In addition, most of the personnel that had been on the exit side performing site maintenance had left after completing the hill repairs, so it was much easier for traffic to come and go from the exit pad. The driller informed Austin the stems were taking about hours each so far. Returns appeared to be flowing back to the exit pit, although it was difficult to tell with the volume of drilling fluid and stormwater in the pit. Two ROW walks were completed in the morning hours before Austin left the site. The fluid products on site were documented, all of which are on the approved list. Observations are documented in SCH /9/17 Interstate 75 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:02. He spoke with Brandon Luttrell (Rover HDD inspector) who informed him that the crew was still on the 30-inch reaming pass. The driller (Tim) and Jim Whiteside (Black and Veatch) further explained that they were on joint 76 (2,394ft) into the pass. All fluid returns were going to the exit side. While on site Mitchell observed pales of Sand Master Xanthan Gum, which is approved for the project. A minimum of three walks per shift were documented in the ROW monitoring logs and no new IRs were reported. Mitchell arrived on the exit side of the crossing at approximately 12:34. He reviewed the ROW monitoring logs and found a minimum of three inspections per shift and no new IRs reported. Pallets of Bara-Kade and CETCO Super Gel-X were present on site and are both in compliance with project specifications. Documentation recorded in spot check SC /9/17 Maumee River 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the exit side of the crossing at 13:40 and spoke with Lester Bollinger and Mark Phelps (HDD Rover inspectors). They informed him that they were receiving full fluid returns on the exit side. The ROW monitoring logs showed a minimum of three inspections per shift and no new IRs were documented. Mitchell observed Sand Master Xanthan Gum and Super Gel X on site, both of which are in compliance with project specifications. Mitchell arrived on the rig side of the crossing at approximately 14:16. In the driller s cab he spoke with the driller (Victor) who informed him the rig was on joint 41 of the 30-inch pull reaming pass. Upon reviewing the ROW monitoring logs Mitchell found a minimum of 3 inspections per shift and no new IRs documented. Pallets of Bara-Kade and Super Gel X were present on site, both of which are in compliance with project specifications. Observations recorded in spot check report SCMR /9/17 Highway 42 1 st Reaming Pass (29 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 17:30. D Arcy observed that the drill was currently operating, and the drill supervisor informed her that they were currently nine rods into the first ream (29 inch) using forward reaming. Two entries were noted in the ROW log for November 9th (from entry to exit), which is in conformance with project specifications. D Arcy observed pallets of Bara-Kade, which is also in conformance with project specifications. Documentation in SC /9/17 Interstate 71 Complete D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 18:30. At the time D Arcy observed the drill was not operating and the drill supervisor informed her that drilling was complete and that welding would begin that evening. The site was being prepared for demobilization, and pallets of Bar-kade were observed, which is in conformance with project specifications. Documentations recorded in spot check report SC /9/17 Black Fork Mohican Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 15:45 and D Arcy observed at that time that the drill was not operational. The drill supervisor informed her that the pilot hole was currently 1197 feet complete (of 2145 feet total) and that mud losses occurred at this extent and drilling was halted. D Arcy walked the ROW to the area of release and observed two contained areas within approximately 20 feet of each other. The HDD inspector (Clay) was at this site and informed her that approximately 150 gallons of mud was lost earlier today at location 1 (17N ). Crews contained the area and began pumping water into the containment to slurry the mud and pump it out. When the drillers began to trip out the bit (15:00), the second IR occured (17N ). At the time that the second location was noticed, 11 rods had been tripped out. Approximately gallons of mud made its way to the surface at this location, and it was contained quickly. 9 11/10/17 Interstate 94 Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 11:22. At the time the HDD contractor (Pretec) was shut down. In the drillers cab, the driller (Nick) informed Mitchell that they were at joint 38 of the pilot hole, but had not started drilling for the day due to frozen pump lines. He further explained that they were still losing fluid to the contained IR, so pumps would need to be running before drilling could continue. Mitchell walked to the location of the containment and observed two crew members running a pump from the IR. He observed the ROW monitoring logs and found that a minimum of three inspections had been documented per shift with no new IRs and with constant monitoring of the active IR. The following drilling additives were observed on site and all are in compliance with project specifications: Polyselect DMD Power Pac R, WEGO SandMaster Xantham Gum, Diamond Seal, and Super Gel-X. Documentation recorded in SC /10/17 East Austin Road Pilot Hole Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 10:20. At the time the HDD contractor (Pretec) was tripping in to return to face and continue drilling the pilot hole. In the driller s cab, the driller explained that yesterday they had pushed joint 22 when they lost all fluid returns. They tripped out and checked for IRs, but none were discovered. It was determined that fluid was lost into a void in the formation. Pretec will need to fill the void with thick fluid to bring pressure up and pass joint 22. Mitchell observed the ROW monitoring logs and found a minimum of 3 inspections per shift documented with no new IRs reported. He observed the following additives that are in compliance with project specifications: Bara-Kade, Clay Breaker, DMD Polyselect DMD Power Xan, and BallBuster. Mitchell also observed DMD Lubra-Star Plus, but this product is not being used until further notice from FERC. Observations recorded in spot check report SCAR /10/17 Portage River 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:45. At the time the HDD Contractor (Atlas) was operating the first forward 30-inch reaming pass. Mitchell inspected the ROW monitoring logs in the driller s cab and found a minimum of 3 inspections per shift documented with no new IRs. In walking through the site, he observed pallets of Bara Kade which is in compliance with site specifications. Jamie Townsend (Rover HDD inspector) informed Mitchell that approval from the landowner on the exit side of the crossing had not been obtained and that no further efforts had been made to clean the locations of the IRs near the exit hole. Both IRs have not been active since completion of the pilot hole. At approximately 13:50 Mitchell arrived on the exit side of the crossing. He confirmed Jamie Townsend s comments regarding the IR locations near the exit hole. No further clean-up had been performed. Observations can be seen in spot check report SCPR /10/17 Highway 3 4 th Reaming Pass (54 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 13:30. At that time D Arcy observed that the drill was not operating and the drilling supervisor indicated that they were currently putting the 54 inch reamer bit onto the drill. D Arcy observed pallets of BallBuster, DCS Drilling Surfactant and Bara- Kade, which is in conformance with project specifications. Observations recorded in SC /10/17 Highway 42 Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 15:00. D Arcy observed that the drill not currently operating and minimal crew as present on the rig side. D Arcy walked the ROW, and found crews on the exit side of the crossing. The drill supervisor was present and informed her that they were preparing this area for a mud system as they expected mud on the exit side. ROW logs had two entries for November 10th, which is in conformance with project specifications. Pallets of Bara-kade were observed, which is in conformance with project specifications. Observations documented in spot check report SC /10/17 Black Fork Mohican Pilot Hole D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 15:30 and observed that the drill was not operational. Minimal crew were on site, and D Arcy walked the ROW to the IR sites from November 9th. The second location appeared clear of drilling mud, and the first location was being actively pumped, with little to no mud apparent within the containment system. A crew member indicated that no drilling had occurred that day and that cleanup efforts were almost complete. They expected to resume drilling tomorrow. The ROW log had one entry, but it was obvious that crews had been walking the ROW multiple times that day checking on pumps and the containment systems. 10 11/10/17 Interstate 71 Complete D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:30. At the time D Arcy observed the drill was not operating and minimal staff were present on site. Demobilization efforts were apparent equipment loaded onto trucks, organization of materials and supplies etc. Observations recorded in SC This is reflects the final report for the Interstate 71 site. 11/10/17 Sandy Creek 2 nd Reaming Pass (42 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 10:30. At the time D Arcy observed that the drill was operational and the HDD supervisor (Jason) informed her that they were currently tripping out the 42 inch bit and were 1333 feet in. Jason also informed her that they were only drilling up to the area of release from November 2nd, and leaving a 20 inch plug. They plan to pull drill from the other side to complete the hole and leave the area of release undisturbed for as long as possible. ROW logs for November 8th had four entries, which is in conformance observed pallets of Bara-Kade, and Magma Fiber, which are in conformance with project specifications. Documentation can be seen in SCSC /10/17 Prairie Lane 4 th Reaming Pass (56 ) D Arcy Kroeker (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 12:30. At the time D Arcy observed the drill was operating and the drilling supervisor informed her that they were completing the final 56 inch mud / sweep pass. The ROW logs showed 3 entries (2 on entry side, 1 on exit side) which is conformance with project specifications. No IR s have been reported yet. The HDD Supervisor (Rod) indicated that they expected to begin pushing the pipe tomorrow. D Arcy observed pallets of Ball Buster, DCS surfactant and Bara-Kade on the exit side, which is in conformance with project specifications. Documentation noted in spot check report SCPL /11/17 Interstate 75 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 14:29. He spoke the driller (Tim) and Jim Whiteside (Black and Veatch) who informed him that they were on joint 91 of the 30 pull reaming pass. Jim further explained that their plan was to pull to joint 100, and then trip out. These last 10 joints would act as a cap to ensure fluids continued to flow to the exit side of the crossing during the next reaming passes. While on site, Mitchell observed pales of Sand Master Xanthan Gum and pallets of CETCO Super Gel-X which are approved for the project. A minimum of three walks per shift were documented in the ROW monitoring logs and no new IRs were reported. Mitchell then travelled to the exit side of the crossing at approximately 14:58. Mitchell reviewed the ROW monitoring logs and found a minimum of three inspections per shift and no new IRs reported. Pallets of Bara-Kade and CETCO Super Gel-X were present on site and are both in compliance with project specifications. Documentation recorded in SC /11/17 Maumee River 1 st Reaming Pass (30 ) Mitchell Dziekan (Barr Engineering Co.) arrived on the rig side of the crossing at approximately 11:50.
