2 1. BACKGROUND East London Transnet Port Terminals (TPT) has the Liebherr-550 Mobile Harbour Crane (MHC) that is used in handling various. The MHC has a hydraulic oil leak on the Luffing cylinder. The lifting capacity of the machine will be affected should we not attend to this. Secondly this poses an environmental impact with oil dropping uncontrollable. 2. PURPOSE Repair MHC leaking luffing cylinder. 3. SCOPE OF WORK 3.1. The scope will be in two options: Option 1 repair of cylinder option 2 replace cylinder with new Removal and refitting of hydraulic cylinder The appointed contractor will be responsible for: Safely removing the cylinder from the machine. Contractor must take in to consideration OEM specifications of the machine so that the removal does not negatively affect the machine. All tools and lifting equipment for the job. Removal of cylinder valve block. Containing oils to prevent environmental contamination. Once all the repairs are concluded on the cylinder the contractor will refit the cylinder to OEM specifications. All pins, bearings for the works must be catered for Cylinder Repairs Contractor will be responsible for the following: The contractor will be responsible for transporting the cylinder from TPT to contractor s premises. Drain hydraulic fluid and completely inspect the rod for more scarring which are causing the seals failure. Remove all the nuts, snap-ring or other devices that holds the rod end in place. 3 Pull the rod completely out of the cylinder barrel to expose the piston and any other attached components to remove all the seals and replacing them and any other components to be replaced. Repair the damages on the rod. Clean and inspect the inside of the cylinder barrel, re-inspect the rod, piston and any other attaching parts. Install new seals on every applicable part to OEM specifications. Tighten the piston nut to its specified torque with a calibrated torque wrench. Reinstall all the parts back to the cylinder barrel and the cylinder. Carry out the Pressure test to OEM Specifications to ensure the safety, reliability, and leak tightness of the cylinder. Provide test certificate. OPTION 2 REPLACEMENT Contractor will be responsible for removal and refitting cylinder as per item 3.2. Supply new hydraulic cylinder as per OEM requirements. Carry out the Pressure test to OEM Specifications to ensure the safety, reliability, and leak tightness of the cylinder. Provide test certificate NOTE: For purposes of engaging the OEM for machine specific details use the following: Name: LHM 550 SERIAL Number: SHE File Requirements Below are some of the documents that make up a SHE file: a) Risk Assessment and Control measures for the specific activities to be performed b) Fall Protection Plan c) Signed section 37(2) form (from TPT)-Contractor Appointment d) Letter of Good Standing with Compensation Commissioner e) List of PPE to be used f) Registers vehicles/machinery/tools/safety Talks g) Team members medical certificates for the current financial year. h) Copies of Contractor SOP s / Work Instructions i) If Hot work to be done: Competence certificates for persons performing Hot Work j) List of equipment / tools with valid log sheets. Before awarding a service provider is expected to submit a full SHE file to SHEQ department for approval. TPT MHC luffing cylinder repair 3

GENERAL Working hours will be allowed from 07h00 to 15h00 (Monday to Friday), the successful contractor based on the amount of work and resources must determine own working hours needed to ensure all work is completed. All sandblasting should be done by suitably qualified artisans. All Scaffolding shall be erected by qualified, certified erecters and inspection certificate to be provided. Contractor shall practice good housekeeping and leave the site clean and tidy. When vacating the area the contractor will remove equipment and debris from site. Anything damaged by the contractor will be the responsibility of the contractor to repair that area at their own cost. Electrical power point will be provided. Toilet facilities will be provided by East London MPT. All work to be carried out must adhere to OHS Act 6. SAFETY RELATED ITEMS Safety of all electrical tools shall be checked and certified as per statutory requirement and certificates must be presented to TPT. Tenderer to provide inspection certificates of all lifting gear, equipment, scaffolding and rigging equipment as per statutory requirement and certificates must be submitted with the Tender Document. Prior to start of work a comprehensive safety file needs to be submitted to the TPT Safety, Health, Environmental and Quality (SHEQ) Department for approval. As part of the safety file a comprehensive risk assessment and method statement must be included for approval. All workers must be qualified for their specific work- proof of qualification must be included in safety file The contractor must adhere to Transnet Lockout Procedure and other relevant safety rules. The contractor must ensure that all its personnel have all the necessary protective clothing whilst within and` working in TPT premises. All personnel working in the TPT premises must undergo a complete induction course with the SHEQ department before commencing with the project on site. The contractor must ensure that they apply for a permit to work from TPT prior to commencement of works and for a hot work permit from Transnet National Port Authority (TNPA) prior to commencing with any work that might institute a hazard or an explosion through SHEQ department. 5 The contractor must ensure that all the necessary fire protection and a qualified fire fighter will be on site whilst carrying out such work. Only after receiving permission in writing from TNPA can work commence. 7. SCHEDULING OF THE WORKS: The Tenderer with his first-hand knowledge of contracts of this nature, his own capabilities and the current activity in the engineering environment is to give a schedule time for execution of the works; Tenderers must note that other parts of the terminal will be operational during the execution of the works; and The successful contractor would be required to schedule his site work such that it does not interfere with the terminal s operations or there is minimal disturbance to operation.
