Stratton, Town Administrator Date: May 10, 2017 Re: Town Administrator s Report July 1 st Anniversary Celebration If someone has a list of activities I would appreciate a copy. GPCOG Annual Summit The Greater Portland and Lakes Region Annual Summit will be held Wednesday, May 31 st from 1:00 pm to 7:30 pm at St. Joseph s College in Standish, Maine. They would like someone from each community to present in 60 seconds some project/ plan / or policy that is working and will be of interest to other cities and towns in the region. Would any of you like to participate and speak for 60 seconds?? New CTC Boat CTC wrote a letter to Nat Tupper, Yarmouth Town Manager, identifying the specifications for the new CTC boat and asking for modifications to the Yarmouth Agreement for gross tonnage and the size and dimensions of the boat. We may need to schedule a meeting of the Joint Standing Committee in the near future. I will contact Nat Tupper. Question about new stone at Bennett s Cove Pam Curran At the April 26 th Selectmen s meeting, Pam Curran asked about new stone that she saw dumped and spread on March 31 st at the landing on Bennett s Cove. I visited the site the next morning, April 27 th with the Public Works crew and there was nothing new at the site. I have no idea what Pam saw, but it was not our Public Works Department and there is no new fill at Bennett s Cove. New FEMA Maps I was asking Nick Adams about the new FEMA Maps and the possibility of having Sue Baker come to Chebeague and do a presentation. He suggested that we have him (Nick) come to a meeting and explain the impact to local property owners. I think this could be done at a duly noticed Selectmen s meeting. Or would you like a separate meeting??

16 Harbormaster/Shellfish Report April/May 2017 Stone Pier With the season fast approaching activity is picking up. Stuff in the works Recycling old signage to be posted at the pier, identifing each float and its intended use and hourly cost associated with it. The assembly and addition of 2 more town rental moorings. This will bring the total to 4. The rental fee for a mooring is $25/day Minor repair to commercial float and a handrail at the head of pier Chandlers No issues as of yet Harbormaster Vessels 18 Maritime painted, waxed and ready for sea. Town skiff will be ready once motor arrives. Moorings Applications are coming in briskly with fewer issues then in the past. The Stone Pier and Chandlers mooring field is almost too full capacity for safe operation. A waiting list for this area may have to be implemented at some point in the future. Shellfish It has been determined after Aprils clam survey that the conservation closures at the Hook and Johnsons cove will reopen(paperwork has been submitted to DMR) Anticipated opening for both areas May 26. There have been a few complaints of diggers digging in Johnson Cove. These are worm diggers from Brunswick and Harpswell. Digging of worms is allowable in a closed area. FYI. 23 Town of Chebeague Island 192 North Road Chebeague Island, ME Wharfing Out Permit/License On May 10, 2017, the Town of Chebeague Island ( Chebeague ) Board of Selectmen held a hearing to consider the application of Marian Cox-Chapman ( Applicant ) to install a permanent pier, with a permanent ramp attached on the upland side. Attached to the permanent pier will be seasonal ramp and seasonal float, located at 45 South Shore Drive, which is shown as Lot 32 on Chebeague Island Tax Map I-01, and which is further described in the warranty deed recorded in the Cumberland County Registry of Deeds (the Registry ) at Book 21462, Page 74 (the Parcel ). Pursuant to 38 M.R.S. 1022, the Board makes the following findings of fact: 1. Applicant resides at 229 Kenyon Street, Hartford, CT Applicant has right, title, or interest in the Parcel pursuant to the warranty deed recorded in the Registry at Book Page The proposed pier will be permanent in nature, will measure 6 x 40 in dimension with a permanent 6 x 10 entry ramp attached the upland side of the pier, the proposed seasonal ramp will measure 3 x 48 in dimension, and the proposed float that will be seasonal in nature will measure 12 x 24 in dimension, and will extend from the Parcel into Casco Bay. 4. The applicant has notified all parties that may be directly affected by the proposed construction. 5. The proposed pier will not be an obstruction to navigation or cause injury to the rights of others. Therefore, pursuant to 38 M.R.S. 1022, the Chebeague Board of Selectmen grants this Wharfing Out Permit/ License to install a six (6 ) x forty (40 ) feet permanent pier, with a six (6 ) by ten (10 ) foot permanent ramp attached to the upland side. Attached to the permanent pier will be a three (3 ) by forty-eight (48 ) foot seasonal ramp and twelve (12 ) by twentyfour (24 ) foot seasonal float on the Parcel, to Marian Cox-Chapman.
