2 INVITATION TO SUBMIT PROPOSALS The City of Menlo Park invites proposals for professional services from consultants with demonstrated experience, knowledge, and expertise in the audit, design, and construction of aquatics facilities to conduct a facility audit and to develop a master plan for the Belle Haven Pool facility. 3 INTRODUCTION The Belle Haven neighborhood is located in a 540-acre triangle of Menlo Park bounded by Highway 101, the Southern Pacific Railroad and Willow Road. The neighborhood is a diverse community with a strong sense of identity and a desire to improve the quality of life for all neighborhood residents. Major land use changes are underway in or near the Belle Haven neighborhood, including Facebook s new Campuses and the mixed-use Menlo Gateway Project, which will bring many new residents to the neighborhood and increased demand for recreational opportunities. The City takes an active interest in serving the recreational needs of existing and future Belle Haven residents and Belle Haven Pool is one of the most used recreational facilities in the neighborhood. The City hopes the results of this study will advance the facility s viability today and into the future. BACKGROUND The Belle Haven Pool is located at 100 Terminal Avenue in Menlo Park adjacent to the Onetta Harris Community Center, the Menlo Park Senior Center, the Belle Haven Youth Center, and the Kelly Park playing fields. The facility began operations in the 1960s and has been repaired and modified over the years. Traditionally the pool has operated seasonally for 8-10 weeks in the summer months but it is now open year round. The City operated the Pool until 2011 when the operation of the pool was contracted to Menlo Swim & Sport. The entire facility occupies approximately 20,000sf and includes the main pool, baby pool, decking, and pool house. The main pool is a 25 meter outdoor swimming pool with shallow and deep ends. In addition to the main pool there is a separate baby pool with its own adjacent mechanical building. The existing pool house is a 1,760sf single story structure containing a staff office, men s and women s locker rooms with showers, and the main pool mechanical room and chemical storage area. See the appendix for more information. SCOPE OF WORK The scope of work consists of two separate but related tasks. The first task is to conduct a facility audit to analyze the condition of the existing facility and develop a repair/replacement and renovation plan designed to maintain and improve the facility in its existing configuration. The second task is to develop a master plan for a new replacement facility that will accommodate the projected demand while identifying if any existing elements can be reused or repurposed. The scope of work is more particularly described below. Facility Audit Existing Conditions 1. Perform an audit of the facility that includes the pools, the filtration, purification, and circulation systems, the pool house, decking, and lighting. Verify that the equipment inventory included in the appendix is accurate and comprehensive and note the condition and anticipated remaining service life of each item. 2. Verify critical dimensions of the City provided site plan (AutoCAD format available).

4 3. TV/video all underground and above grade pool circulation plumbing to determine the size, material, and condition of the plumbing. Identify any detected leaks. 4. Determine the adequacy of each item to meet the demands of year-round pool operation. 5. Determine the compliance of each item with current legal requirements and industry standard practices. Include an analysis of facility ADA access compliance and the user s comfort and convenience when using the pool house office, locker rooms, and showers during the winter months. Repair/Replacement and Maintenance Plan 6. Develop a repair/replacement and maintenance plan designed to maintain and improve the facility in its existing layout and configuration. 7. Include repair/replacement materials and methods for any identified deficiencies. 8. Include cost, timeline, and operational considerations for the work included in the plan. 9. Provide a comprehensive bound Facility Audit Report that includes the findings from the above tasks. Include a written narrative describing the overall condition and adequacy of the existing facility and the overall repair/replacement and maintenance strategy. Discuss whether or not a reasonable plan will satisfy legal and industry standards and meet projected demand. Also discuss the cost, timeline, and operational assumptions and considerations when deciding whether to repair or replace the existing pool and systems. Master Plan Conceptual Plan 1. Perform a needs assessment for the facility 15 to 20 years in the future based on a thorough understanding of the service area s changing demographics. Currently 735 new residential apartments and 90 units of senior housing are under construction in Belle Haven and the adjacent M-2 Area. Furthermore, the upcoming General Plan update will likely allow up to 4,500 new housing units and an increase in non-residential square footage within the current M-2 Area. These proposed changes in the M-2 Area could potentially result in a population increase of 11,570 people and an additional 5,500 employees. 2. Develop a master plan for a new facility that is designed to satisfy the estimated demand. The City will consider including adjacent land owned by the City that is currently occupied by the Onetta Harris Community Center, the Menlo Park Senior Center, and the Belle Haven Youth Center. 3. The needs assessment and master plan shall be developed through meetings and coordination with City Staff, user groups, and the Parks and Recreation Commission. The Consultant shall present the results of the master planning process to the Parks and Recreation Commission and the City Council. 4. Provide exhibits of the proposed facility that include pool and building location, size, shape, and support spaces. Include critical dimensions and areas. The purpose of the exhibits is to illustrate the functional arrangement of the spaces. 5. Identify any existing elements that can be incorporated into the new facility. If projected demand cannot be met incorporating any existing elements, then assume a complete demolition and reconstruction of the facility.

5 6. Identify any elements of the proposed facility that will trigger the need for an Environmental Impact Report. Identify potential required mitigations including traffic mitigations and parking improvements. Cost Analysis 7. Prepare an estimate of construction costs for the new master plan facility. The City will use the estimate for budgeting purposes if the City moves forward with the eventual replacement of the facility. 8. Cost estimates shall be based on recent project bid figures from similar projects and national estimating guides using local cost adjustment factors. 9. Perform a financial impact study that estimates the master planned facility s operational costs and projected revenues. 10. Provide a comprehensive bound Master Plan Report that includes the findings from the above tasks. Include a written narrative describing the inadequacy of the existing facility and a description of how the proposed facility remedies those inadequacies. DELIVERABLES The consultant shall submit hard and soft copies (Word, Excel, PDF) of the various reports, plans, and exhibits described above. EXCLUSIONS Geotechnical investigations or subsurface investigation by excavation. INSURANCE REQUIREMENTS The selected Consultant must have $1 million General Liability Insurance, $1 million Auto Insurance, and Worker s Compensation Insurance as required by California statutes, and $1 million Errors and Omissions Insurance. The selected Consultant will be required to provide original Certificates of Insurance evidencing the insurance coverage and naming the City as additional party insured (Exhibit A) PROPOSAL SUBMITTALS The proposals should consist of 5 sets, and contain the following information: 1) Description of Firm: a brief description of the prime consultant and any sub-consultant firms, indicating the following: a) Name and location of firm(s). b) Breakdown of the size of each firm indicating the number of principals, associates, technical staff and clerical staff members. c) The role of each firm in this project. 2) Key Project Personnel: The names and relevant experience of the principal, associate and project manager to be assigned the project. 3) Experience: An overview of the experience of each firm in conducting similar projects. The following should be included: a) Project name, location and dates. b) Summary of the project. c) The roles and levels of involvement in the project of the key personnel in this proposal. d) Client references with addresses and phone numbers. 4) A description of how the work will be approached. 5) A schedule for completion with milestones for: a) Facility Audit the Existing Conditions and the Repair/Replacement and Maintenance Plan.

7 b) Master Plan the Conceptual Plan and the Cost Analysis. 6) A not to exceed cap cost proposal for all work to be performed. This should include time, materials, reimbursable expenses and any other costs that would be invoiced to the City. Provide separate costs for: a) Facility Audit the Existing Conditions and the Repair/Replacement and Maintenance Plan. b) Master Plan the Conceptual Plan and Cost Analysis. c) Meetings and presentations. d) If the proposal includes the use of sub-consultants, please provide a sub-total for each.

The system 5 is adjusted as needed and calibrated as needed (2 or more times per year).

10 12. Chemical checks are done 2-4 times daily. We keep chlorine between 1.0ppm and 3.0ppm and ph between 7.4 and 7.6. A Saturation Index is performed 1 to 2 times per month and chemicals added in the evening for adjustments. Typical chemicals added are: 13. Calcium bicarbonate-to raise Calcium 14. Sodium Bicarbonate-to raise Alkalinity 15. Soda Ash-to raise ph 16. C02 to lower ph 17. Calcium Hypochlorite (granular)-to super chlorinate to eliminate chloramines 18. Sodium thyosulfate-to lower chlorine 19. Cyanuric acid-conditioner/stabilizer 20. Muriatic acid (for emergencies only) to bring down ph quickly 21. Sodium Hypochlorite (liquid 12%) To raise chlorine 22. Diatomaceous Earth 23. Backwash is done manually through recoating of DE Filters at 10psi differential once a month (once week during busy summer months). 24. Pool is manually vacuumed 1-2 times per week depending on season and demand. Auto-vac runs nightly. 25. Pool follows weekly, monthly, bi-annual, and annual preventative maintenance schedules for all pool facilities & equipment. Baby Pool 26. The Becs System 3 controller controls chemicals for Chlorine and C02 24hrs per day. The system 3 is adjusted as needed and calibrated as needed (2 or more times per year).
