3 District Clubs are to be affiliated with NORTH CENTRAL DISTRICT AMATEUR SWIMMING ASSOCIATION swimmers are affiliated with SWIMMING VICTORIA All District meets are conducted under the rules of ASI (Australian Swimming Inc.) *** It is the responsibility of the swimmer/parent to ensure that swimmers stay away from swimming events if they have signs of an Infectious Disease or are putting other swimmers at risk. E.g. Diarrhea/ vomiting/ chicken pox/ school sores. CONDITIONS OF ENTRY ARE:- Competitors must be registered swimmers Entries are to be on a SV individual entry form: Making sure to fill in their name and a contact phone number in the section on the form; we are asking for this to be done so that if there are any changes to carnivals due to extreme weather, they can be contacted easily. and go to events then resources to print of required form. 4 Entry fee for each of the clubs carnivals is set by the District and is $3.00 per individual event. If a swimmer late enters then the fee is $5.00 per event. Pool entry is set by the District at the Annual Meeting. $2.00 for adults not in appropriate Swimming Victoria uniform. Swimmers and children are free. This charge may differ for District Championships to offset expenses. Clubs may charge up to $3.00 for programs (Two day carnival program set at host club s discretion) Entry times for late entries are not considered Individual entry forms must be submitted for each carnival. If one is not submitted and the swimmer is not shown on the program they shall be deemed as not entered and must late enter and pay the late entry fee. NO late entries to be accepted within 30 minutes of the stated starting time of the carnival. This refers to individual events. District Carnival swimmers are ONLY able to compete in their own age groups and/or the open events. Swimmers MAY NOT swim in more than one age group. Competitors in Relay teams may swim ABOVE their age group, but only in ONE age group team. Competitors may only swim in two relay teams if the second team is entered in an OPEN event. If a swimmer wishes to swim a long distance (200m or more) for a time it may be swum in consultation with the referee of the day at 10am, prior to the start of carnival. District points to be awarded for ALL District and Open Meets within the NCDASA prior to District Championships, EXCLUDING All Schools, All Junior and Proficiencies. One Start Rule applies to all carnivals held within the District. Swimwear (effective as of 1 November 2009)or Unless otherwise directed by SVI, in all levels of competition within Victoria, competitors may wear traditional suits provided the suits meet the following criteria: (i) Suits must be of a textile material and may not contain any material such as polyurethane, neoprene or like materials. (ii) Male costumes or briefs; may not extend above the waist, nor below the knee. Female costumes may be one or two piece and shall not cover the neck, extend past the shoulders, or below the knee and may not utilise zippers or other fastening devices. (iii) Only one costume may be worn in competition. NORTH CENTRAL DISTRICT CHAMPIONSHIPS To be eligible to compete in these Championships, swimmers must be a member of a District 14 (N.C.D.A.S.A.) club as 1st Claim and have competed in at least four (4) Carnivals held within the District. RELAY SWIMS DO NOT CONSTITUTE ELIGIBLE SWIMS. A District Carnival is defined as a meet whereby the host club has paid a predefined Annual Affiliation Fee to the District Treasurer. CLUBS CANNOT COMBINE FOR RELAYS Strict rules will be adhered to in the Marshalling areas Swimmers who misbehave in or fail to report to marshalling area may be discipline

5 RULE TOLERANCES POLICY PURPOSE The State Technical Committee has resolved to formalise and to standardise the processes previously adopted by some clubs and districts, under which young swimmers will not be disqualified for committing stroke faults. The following explanatory memorandum details the conditions under which the policy may be applied and the limitations placed on the use of times achieved under the policy. The aim of the policy is to: Encourage young swimmers to gain experience in the act of competition. Properly and gently advise them of errors committed. Provide information to their coaches, clubs & parents to enable the faults to be remedied. THE POLICY At all non-qualifying meets, SV Referees will make every effort to avoid disqualifying swimmers aged 10 years and under, by applying tolerances to the Swimming Rules. Times recorded in events where Rule Tolerances are applied cannot be used to qualify for meets conducted by SV, for Championship events run by Regional Associations, or for the Australian Junior Excellence Program (JX). Swimmers who participate in events where Rule Tolerances are applied will be given a Stroke Correction Form when they infringe the rules (see sample on following page). This will enable coaches to specifically address problems identified by the Meet Referee with their respective swimmers. Notes: It is important that when clubs and other organizations are preparing programs for swim meets, that they clearly identify the specific events where Rules Tolerances will apply e.g. 25m Freestyle, Backstroke, Breaststroke and Butterfly for 6 & Under, 7, 6, 8, 9 and 10 yearold age groups. Prior to the commencement of the actual events on the day, the announcer should clearly advise those present of the applicability of the Rule Tolerance Policy. Where the host club wishes, the same program could also offer 50m events for 8, 9 and 10 year-olds applying the full rules to allow the more capable junior swimmers to achieve qualifying times. It is up to host clubs to decide whether to present medals or other awards for events where Rule Tolerances are applied. RULE TOLERANCE SLIP To assist you in implementing this policy a rule tolerances slip (see below) has been developed for your benefit. This form is to be handed out to swimmers at meets detailing the stroke fault. The form can be obtained in PDF format and can easily be printed in black and white or colour depending on the needs of your club and/or event. This should be handed to your parents and/or your Coach.

9 Victorian 7 10 Country Competition 2016 The 2016 Victorian 7 10 Country Competition will be held at MSAC on Saturday 05 th November Entry is via District Only. The following rulings apply for the NCDASA 7-10s Encouragement Competition team selection: The NCDASA Committee will appoint selectors and team managers for the NCDASA 7-10s Encouragement Team Selection for the NCDASA 7-10 Encouragement Team will be made on the basis of stroke times achieved by District 14 club swimmers at an approved SV meet since the 1 st of January each year. Selection of freestyle relay team members for each age group will be based on the four swimmers submitting the fastest times. Selection of the medley relay teams will be based on the fastest times in each stroke, subject to time gaps, that will produce the fastest possible team overall for each age category. Competitors under seven years of age are not eligible to enter.[sv Rule] The selectors will fairly evaluate and check the submitted details of all swimmers nominated, and will have the power to approve or reject the merit of each swimmer for team selection; the team selection by those charged to undertake this role will be final and there will be no right of appeal. $5.00 per individual event (payable to the District) The District covers all relay entry costs however selected swimmers will be expected to wear a District 14 cap. The cap is provided by the District. Nominations will open on Friday 09 th September Nominations are to be on SV club/district entry form details of the date and place of achievement are required on the entry form and must be consistent with the swimmer performance information maintained by the District Records Officer. Failure to complete this information may result in the rejection of the entry. Swimmers are restricted to a maximum of six swims, including relays. For relays, competitors may be entered in their own group or above, but not in both. There can only be one relay team entry per event, per district. Competitors are limited to competing in one medley relay and one freestyle relay. [SV Rules]

The club reserves the right to cancel or combine events if insufficient entries are received. A time keeping roster will be published in meet program. Working officials will have lunch provided. Program timeline and athlete roster available no later than two days prior to competition. Events 25 and 26 are a Dash for Cash. The swimmers of the 8 fastest male and 8 fastest female 50m freestyle times recorded on the day across all age groups will be invited to contest to share in a prize pool of $400 The final event on the program: Michael Sambrooks Memorial Perpetual Trophy Teams to consist of 1 male and 1 female from 11/U, 13/U, 15/U and Open Age Groups, Entries taken on the day, will incur an additional $5 fee. Irrespective of age group, individual medal winners in events from the 2016 Victorian Age and 2016 Open Championships, the 2016 Victorian Country Championships or the 2016 Victorian Sprint Championships are excluded from swimming in the All Junior Competition for the stroke in which the medal was won. The fastest six (6) swimmers in each event for 8 and under, 9, 10, 11, 12, 13 and 14 year olds from each Country District s trials qualify to compete at the Country All Junior semi finals at MSAC on Saturday19/03/2016, 10am START for 8,9,10 years and 1.30pm for 11,12,13,14 years old, and MC events only Multi Class (MC) Entries Events for Multiclass (MC) Swimmers aged 14 years and under are also available; these are mixed events. MC swimmers must include their classification code for all strokes on their entry form. If a swimmer has not yet been classified they are not eligible to compete in the MC events. 20 North Central District ASA Proficiency Rules and (2016/17) Conditions Aims These awards are to provide a series of skill tests to identify standards of proficiency in swimming and to encourage progressive improvement by Victorian swimmers and swimmers under the border agreement. Awards (done at club level) these awards are for certificate only. There are six awards based on stroke competency and time standards which shall be reviewed when the proficiency committee sees the need. No times are set for certificates but stroke competence does apply. Date and Time of Proficiency Meet 2017 The North Central ASA Inc Proficiency Meet will be held at: KERANG Swimming Pool Sunday 19 th February After the All Junior Qualifying Events. 1. All swimmers must be registered with their club as a competitor. 2. The meet will be conducted under the rules of Swimming Australia Ltd. and under direct control of a NOP qualified referee. 3. The lowest proficiency award is the Bronze Award (it is not necessary to first pass Proficiency Certificates before applying for the Bronze Award) 4. Each stroke of an award level must be passed in order to gain that award. 5. Before applying for higher awards, the lower awards must have been passed or are being swum concurrently. 6. It is permissible to apply for all awards up to and including the Gold Award at the one meet; however, if a disqualification occurs due to a technical stroke error, all awards being applied for will not be passed. 7. If a swimmer who has applied for a higher award, does not achieve the required times for this award, they may be granted the lower awards for which they have achieved the required times 8. The Bar to Gold Award can only be swum as a separate application and cannot be combined with other awards at one meet 9. Entry form (available on SV website) is to be completed by the Club Secretary. Use a separate form for boys and girls 10. Completed forms should be forward to the District Proficiency Officer prior to the closing date set by the District.(Closing Date is January 14 th 2017) 11. The $2.30 covers the testing for each award plus issue of a cloth badge for successful applicants. 12. The District will forward all entry forms to Swimming Victoria (SV). These must arrive 14 days prior to the scheduled meet date. 13. Failure to swim at the meet will incur loss of entry money. 14. Swimming Victoria s Proficiency Officer checks the entries are correct and the SV Sports Administrator compiles the program for the meet. 15. Following the meet, the referee will note on the officials program, the successful applicants plus reasons for failing unsuccessful applicants then return the updated program to SV by SV s Proficiency Officer subsequently ratifies the results and the cloth award badges are sent to each club. 17. Metal Badges can be purchased afterwards at an extra cost. A form for clubs to complete to order these can be found on the Swimming Victoria website. 18. When meets are held in cold outdoor pools the following allowances shall apply: - 50m 1 second, 100m 2 seconds, 200m 3 seconds, 400m 4 seconds.

23 Victorian Country Inter District Competition 2017 The 2017 Victorian Inter Districts will be held at MSAC on Saturday 25 th February The District is asking for nominations of interest from district swimming club members to being a member of the District representative team this season. Entry is via District Only. $5.00 per individual event (payable to the District) selected swimmers will be expected to wear a District 14 cap. The cap is provided by the District. Check with the District Secretary for further information. Nominations are to be on SV club/district entry form details of the date and place of achievement are required on the entry form and must be consistent with the swimmer performance information maintained by the District Records Officer. Failure to complete this information may result in the rejection of the entry. Selection for the NCDASA Inter-District Competition Team will be made on the basis of stroke times achieved by District 14 club swimmers at an approved SV meets since the 1 st May each year. Selection of individual events team representatives for each age group will be based on the swimmer with the fastest time for that stroke. Selection of freestyle relay team members for each age group will be based on the four swimmers submitting the fastest times. Selection of the medley relay teams will be based on the fastest times in each stroke, subject to time gaps, that will produce the fastest possible team overall for each age category.
