4 Chairmain s Report Wayne Rollinson - Chair Swimming Canterbury West Coast It is three years since the region merged with the former Eastern Districts which means this coming year the Board composition under our constitution will reduce from seven members to six. The Board believes this structure in combination with the three working group committees (Events, Technical and Awards) will continue to work well to deliver the outcomes for our members. Congratulations to all those swimmers who have made national honours and been selected for New Zealand Age Group programs or teams, this is a fantastic achievement. We also congratulate Matthew Hutchins for his selection to compete for New Zealand at the Rio Olympics and to Sophie Pascoe for her selection into the Paralympics team, you both have achieved a very special result and we wish you both well. We are fortunate within our region to have so many volunteers who unselfishly give up their own time to assist our sport in so many ways, whether it is being involved with club activities or at poolside helping in one way or another. Remember you are all as important as each other and without this help we would not operate like we do so thank you for your help. The work required on the sports pool at Jellie Park was finally undertaken this year after lobbying the Christchurch City Council for two years to extend the length of the pool so the touch pads can be used. We thank the Christchurch City Council for this and no doubt it will help assist our sport through this transition period while we await the build of the Metro Centre in the city centre. The Metro centre design phases are on track and we can assure all our members that we are being well consulted throughout this process. The Board and SNZ and working together with the feedback and the complex will deliver the needs for our sport right through to planned international meets. The detailed design phase is due for completion by year end It is important to recognise that over the last 12 months we have received $60,000 in funding from a number of providers to assist with administrative costs, pool hire, medal purchases and swimmers costs for national meets. These funds are important because it off-sets any need to raise costs to our members so thank you to NZCT, Mainland, Pub Charity, NZ Racing Board, Trust Aoraki, Four Winds Foundation and Youthtown for their contributions this year. The Board continues to support the SCWC swimming squads programme and we are now seeing many of the athletes grow and develop as a consequence. A big thank you to the coaches group for putting their own time and effort into this programme, without such dedication and commitment the programme wouldn t operate. Finally, I wish to thank my colleagues on the Board and Sub Committees for their assistance and contributions over the last 12 months. Also a special thankyou to Amanda for your tireless support over the last 3 ½ years and we all wish you well as you embark on a new career. We are fortunate within our region to have so many volunteers who unselfishly give up their own time to assist our sport in so many ways... 2

Swimming is a sport that relies on the support from these groups and in particular to run events. I would like to make special mention of the work Rick Cairney and Helen Tait have done in recruiting and training officials on the West Coast and in the Ashburton areas respectively. The numbers of officials being training and qualified from these two areas has increased significantly over the last year. In the last couple of years we have introduced a new system to track the officials officiating at the SCWC meets which has allowed us as a committee to have more visibility of attendance of officials at meets and the positions they are filling. This has enabled us 6
9 to keep track of those officials who have requested training and/or qualification. In the last 12 months we have qualified 26 officials. Currently we have 38 IOT s, Five Jos s and three starters and three Referees in training. SCWC officials are very prominent at Swimming NZ National meets and this year it has been good to see some of the newer SCWC officials making themselves available. The quality of SCWC officials is recognised by SNZ. We have six SCWC officials out of the 24 NZ Officials selected to officiate at the Oceania Championships in Fiji. We thank the SCWC Board for the funding that they have raised which offsets some of the costs for our officials who travel to National meets and the Canterbury West Coast Championships. Finally I would like to thank all the technical committee members for their support and hard work over the past year. Events Report Fiona Campbell - Events Committee During the year the events committee took over the organisation of SCWC meets. This will allow Amanda to have more time for administration for the Board. We have tried to arrange the calendar to ensure plenty of competition for the swimmers without overworking the officials. We would like to thank the officials for all the time they spend at meets especially those who no longer have any swimmers without them we could not hold approved meets. SCWC meets have been shared around the region and have been well attended in all locations: Memorial Champs was held in Rolleston, South Island Country and Town was held in Ashburton and Canterbury Juniors was held in Timaru; the carnivals worked well in Rolleston and Jellie Park but perhaps were not as well attended as they have been in the past but there are now many more Club meets suitable for the swimmers targeted for Carnivals. Canterbury Champs was held in conjunction with Otago Champs again in Dunedin with very good numbers and the format we have now works well. A new meet has been set up, the SCWC Short Course Championships, with qualifying times. The inaugural meet will be in July. The purpose of this meet it to get our swimmers used to heats and finals again. Jellie Park sports pool was upgraded during the summer; the racing blocks from QE2 have been set up and the tiles taken off the pool so it is long enough for touch pads to be used very exciting! They were tried out at the Secondary Schools competition. The committee would like to thank all the swimmers and their parents for supporting all the meets and helping on poolside. 7
10 North Canterbury swimmer Natasha Lloyd is another of our regional swimmers on an American University scholarship who is currently attending the Canadian Olympic trials. Natasha Lloyd is the first female swimmer to go under the 2:30.00 time for the 200m breaststroke clocking in at 2:29.79 breaking both the Canterbury and NZ Record.

21 SWIMMING CANTERBURY WEST COAST INCORPORATED Statement of Performance FOR THE YEAR ENDED 30 APRIL 2016 The primary Object of Swimming Canterbury West Coast( SCWC) is to support the growth and performance of the sport of competitive swimming in its Region, from entry level club competitive swimmers to Elite HP swimmers. SCWC achieved this by: During 2015/16 SCWC through the Events Committee provided a calendar of events throughout the year to meet the needs of competitive swimmers at all levels. These included: SCWC Regional Championships in January 2016 Various Club meets thoughout the year Additional Carnival meets and specific purpose (sprint/distance) meets During 2015/16 SCWC delivered the 'SCWC Pathways Programme' to: provide a competition pathway for athletes of all ages. provide a pathway for coaches to learn from each other and to be exposed to athletes of all ages and abilities This was delivered thorough regular squad coaching and tours for the various squads. During 2015/16 through the Technical Committee the numbers of technical officials within the region has been increased. 19

25 SWIMMING CANTERBURY WEST COAST INCORPORATED Notes to the Financial Statements FOR THE YEAR ENDED 30 APRIL STATEMENT OF ACCOUNTANCY POLICIES REPORTING ENTITY Swimming Canterbury West Coast Incorporated is incorporated as an association under the Incorporated Societies Act The general purpose financial statements of Canterbury West Coast Swimming Regional Association Incorporated have been prepared according to generally accepted accounting practice. MEASUREMENT BASE The accounting principles recognised as appropriate for the measurement and reporting of financial performance and financial position on a historical cost basis have been followed. FINANCIAL REPORTING STANDARDS APPLIED The financial statements have been prepared in accordance with generally accepted accounting practice in New Zealand, applying PBE Accounting Standards (PBE IPSAS) Reduced Disclosure Regime as appropriate to public benefit entities that qualify for Tier 3 reporting. The Society is considered a Public Benefit Entity as it meets the criteria specified as 'having a primary objective to provide goods and/or services or social benefit and where any equity has been provided with a view to supporting that promary objective rather than for financial return to equity holders'. PBE Accounting Standards Reduced Disclosure Regime The Society qalifies for Tier 3 as it is not publicly accountable and is not considered large as it falls below the expenditure threshold of $2 million per year. All relevant disclosure concessions have been taken. SPECIFIC ACCOUNTING POLICIES The following specific accounting policies which materially affect the measurement of financial performance and the financial position, have been applied: 23
26 STOCK Stock valuation is the lower of cost and net realisable value. PROPERTY, PLANT AND EQUIPMENT Significant fixed assets are recorded at cost less accumulated depreciation. DEPRECIATION Depreciation has been calculated to allocate the cost of assets over their estimated useful lives. The rates of depreciation are: Furniture and Equipment Electronic Timing Equipment 10-25% pa 15% pa ACCOUNTS RECEIVABLE Accounts receivable are valued at their expected realisable value. CONTINGENCIES There are no known contingent claims or liabilities. GRANT INCOME Grants are initially recorded in the Statement of Financial Position, but are transferred and recognised as revenue in the year the condition, upon the which the grant is obtained, is met. Any grants unspent are held until the relevant expenditure, or are returned to the original donor. TAXATION The association is a not for profit organisation, and is not liable to pay income tax. GOODS & SERVICES TAX The financial statement have been prepared stating all income and expenditure items exclusive of GST. SUBSEQUENT EVENTS The management committee are not aware of any matter or circumstance since the end of the financial year, not otherwise mentioned within this report, that has significantly affect or may significantly affect the operations of the association, the result of those operations, or the state of affairs of the association. CHANGES IN ACCOUNTING POLICIES 24 There have been no changes in accounting policies. All policies have been applied on a basis consistent with last year.

30 Auditors Report FOR THE YEAR ENDED 30 APRIL 2016 To the members of Swimming Canterbury West Coast Incorporated We have audited the financial statements of Swimming Canterbury West Coast Incorporated as attached which comprise the balance sheet as at April , the income statement, the statement of changes in equity, and the statement of cash flows for the year then ended and a summary of significant accounting policies and other explanatory information. Trustee s Responsibility for the Financial Statements The trustees are responsible for the preparation and fair presentation of these financial statements in accordance with generally accepted accounting practice in New Zealand and for such internal control as the trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. Auditor s Responsibility Our responsibility is to express an opinion on these financial statements based on conducting the audit in accordance with International Standards on Auditing (New Zealand). Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor s judgement, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments; the auditor considers internal control relevant to the entity s preparation and fair presentation of the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates, as well as evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our qualified audit opinion. Other than in our capacity as auditor, we have no relationship with, or interests in, Swimming Canterbury West Coast Incorporated. Basis for Qualified Opinion In common with other organisations of similar nature, control over some income items like donations, prior to entry in the books of account is limited, and there are no practical audit procedures to determine the effect of this limited control. Qualified Opinion In our opinion, except for the possible effects of the matter described in Basis for Qualified Opinion paragraph, the financial statements as attached: Comply with generally accepted accounting practice in New Zealand; Give a true and fair view of the financial position of Swimming Canterbury West Coast Incorporated as at April 30, 2016 and of its financial performance for the year then ended.
